In recording party preference and political attitudes, election surveys usually fail to measure the liked among what is disliked and the disliked among what is liked; they use a simple like-dislike continuum with exclusive polar opposites, the continuum that dominates Western thought, rather than less clear-cut models, such as those underlying Eastern ideologies in which the principles in opposition are normally intertwined.

This research note addresses the ongoing debate over the existence of a “Canadian” International Relations (IR) by interrogating the university setting, the professoriate and important institutions of IR in the Canadian context. We not only contribute an update to the data but also enrol a larger number of Canadian universities and a wider sample of journals and conferences. Our analysis is structured around three existing groupings of institutions: the three most “Americanized” departments (the BMT)—University of British Columbia, McGill University and University of Toronto; the four most “critical” departments (the Four Nodes)—McMaster University, University of Ottawa, University of Victoria and York University; and the four largest French-language institutions (the FLIs)—Université de Montréal, Université du Québec à Montréal, Université Laval and Université de Sherbrooke. The characteristic openness often taken to define IR in Canada is more often found at the Four Nodes, the FLIs or unclassified schools than at the BMT schools, which are not only more Americanized in training but also isolated from other Canadian institutions.

Halford John Mackinder, who has enjoyed considerable recognition as a founder of modern geographical study, achieved a widespread renown over a decade ago as the pioneer of the “science of geopolitics” of which Hitler had become a disciple. His other accomplishments, however, have been rather neglected, especially his work as an economic theorist and politician. At the beginning of the century, Mackinder was a principal spokesman for the Liberal-Imperialists; he was, in fact, well on his way toward a cabinet post. As a free trade Imperialist, he described with unusual insight the imperialism of capital export, anticipating at some points the later analysis of Hobson and the neo-Marxists, Hilferding and Luxemburg. Then, after a remarkable and sudden conversion to the Chamberlain programme of protection, he demonstrated a similar grasp of the rival neo-mercantile imperialism, and became one of its leading public advocates.

Mackinder was born at Gainsborough in 1861. His father was a doctor and, his first interests being in the field of science, he accepted, in 1880, a junior studentship in physical science at Christ Church, Oxford, where he intended to specialize in biology. While at Oxford, Mackinder discovered how broad and varied were his interests and his talents. He read for two honours schools, natural science and modern history, and for the bar–he was called at the Inner Temple in 1886. More and more, however, he devoted himself to geography, a subject to whose acceptance as an academic discipline he was to make so signal a contribution.

With a decisive Liberal party electoral victory in 2015, observers are now wondering if religious conservatism's role in the Canadian political landscape is waning. Using data from the Canadian Election Study (CES) from the years 2004 to 2015, we find that respondents’ attitudes toward same-sex marriage and women working outside the home have moved left on the spectrum among both the general population and more religious voters. However, this does not go hand in hand with a decline in the effect strength of religiosity on the Conservative vote, which remains significant across the five federal elections examined in this study. Conservative religious voters now make up a smaller share of the adult population, but their issue positions on sexual morals and gender roles, along with the wider conservative value orientation these issues represent, remain important in their vote choice.

Previous literature has assumed that there is a trade-off between cabinet stability, by means of a majority manufactured by a single-seat plurality system, and the alleviation of regional conflict, by means of a more proportional electoral system. This study demonstrates that no such tradeoff exists. The objective of this study is to find an alternative electoral system which satisfies both the criteria of majority government and multiregional representation. In a quasi-experiment, an electoral system with a district magnitude of two (M2) satisfies both of the above criteria. The results of the study show that a district magnitude of two can provide a large diffuse party with a majority of seats for the same amount of voter support as the present plurality system. In addition, M2 rewards this large diffuse party with seats necessary to form a minority government at a much lower level of voter support than does the existing system. Thus, M2 solves the problem of underrepresentation of regions in the government party, and is at the same time even more advantageous to a large diffuse party than is the present electoral system. If the argument of this study is correct, beneficiaries of the existing system should not be averse to implementing it.

There is substantial disagreement over the extent to which political parties in Canada can be distinguished on ideological grounds. Research on mass publics has usually concluded that ideology plays only a modest role in structuring orientations towards parties. However, a growing body of survey data on party activists suggests a greater degree of ideological clarity and policy cohesiveness. This note extends earlier research by Blake, Johnston and Perlin on Liberal and Conservative convention delegates and compares them with delegates to the 1987 federal New Democratic party convention. Survey data on convention delegates suggest that political activists array themselves in a relatively consistent manner across a range of issues in ways that are compatible with a left/right ideological typology. Our findings also suggest that New Democrats display the greatest consensus and ideological distinctiveness of the three parties studied.

How has English-speaking Canadian political science conceived of the relationship between Quebec and Canada? Why has an issue that has been considered central for more than three decades become less attractive, if not marginal, within the discipline? The aim is to examine, from this example, the overlapping relationship between science and politics. The intent is also to show that Canadian political science has examined the Quebec/Canada relationship from four different angles: 1) its interest in Quebec politics was part of the urgency of the moment, based on a crisis that challenged the foundations of the political system; 2) it questioned the legitimacy of the sources of the dispute, namely the compatibility between the new expressions of Quebec nationalism with the presumed principles on which the Canadian political community had been founded; 3) Quebec nationalism also encouraged a reflection on the existence (or not) of “English Canada” as a sociological and political reality; 4) the combination of the first three factors caused the prescriptions for getting out of, or resolving, the crisis to evolve over time, to the point of rendering research on this issue obsolete.

The Trudeau-Lévesque debate has created a political deadlock that threatens not only Confederation but federalism as well. At the core of the political deadlock is a philosophical dispute about language, in which liberty is set against community, and particularism becomes opposed to universalism. Not only does the Trudeau-Lévesque deadlock presuppose an antagonism between basic values that is difficult to justify, but it has also diverted attention from important dimensions of Canadian federalism. An exploration of the Trudeau-Lévesque debate provides insights as to how the deadlock can be dissolved, thereby facilitating the re-imagination of Confederation.

This study examines the link between new Quebecers’ use of the French language and their relationship with the Quebec and Canadian political communities; more specifically, the study examines the case of first and second generations of visible minorities living in Quebec. As in earlier studies, the findings indicate that new Quebecers who use French more frequently in their daily lives have a more positive relationship with the Quebec political community. Similarly, new Quebecers who attended French schools express a more positive relationship with the Quebec political community. In both cases, the relationships are observed for first and second generations of new Quebecers. However, even when they use French in most spheres of life and attended French schools, new Quebecers still express a weaker preference for the Quebec political community than other French-speaking Quebecers.

In describing the nature of an ethnic minority, the author distinguishes between two concepts: assimilation and acculturation. The former is the end result of a minority's contacts with the society in which it exists and through which it has lost its cultural heritage; the latter can be conceived of as a dynamic process, through which the individual is constantly absorbing, in various degrees, the norms, values and customs of the majority.

On the basis of this notion of acculturation the author has devised a simple instrument permitting the measuring of the degree to which various minorities have adhered to the total (majoritarian) society. Two criteria, a person's educational background and his use of language, are utilized to place an individual on a graph, showing the degree to which he is part of the majoritarian or minoritarian community.

The data required were collected through a questionnaire administered to two samples of Franco-Ontario school children, one in grade eight, the other in grade twelve. There were 2,900 respondents drawn from five different regions of Ontario.

The principal findings are that there are marked differences in the degree of acculturation of Franco-Ontarians in the different regions (the score usually ranged from 20 per cent to 80 per cent), and that over 43 per cent of the school children were in fact undergoing the process of acculturation.

The existing literature underestimates the contribution of federated entities to international environmental agreements. This research note introduces a novel dataset on the role of federated entities in 2,077 environmental agreements. We demonstrate the value of this dataset by revisiting unexamined assumptions that stem from the literature. According to conventional wisdom, (1) federated entities’ participation in environmental agreements is a recent phenomenon, (2) this phenomenon is led by federated entities in Western democracies, (3) it has accelerated as a response to the climate crisis and (4) it is driven by the same movement that favours the participation of diverse stakeholders. This research note questions these preconceived ideas and illustrates how the new dataset sheds light on the role of federated entities in environmental governance.
