This paper aims at investigating the determinants of self- employment within a structural model of discrete choice under uncertainty. The basic idea of our approach centres around Knight's (1921) famous view of entrepreneurs receiving risk-adjusted income that has to exceed the income of employees because of the greater variance of the income stream. Unlike previous econometric approaches, which use reduced form specifications that are more or less based on ad-hoc reasoning, we derive a choice equation of which the parameters have a clear interpretation in terms of the parameters of the underlying von Neumann-Morgenstern utility function. The specification allows to identify how the difference in income risk between wage-employment and self- employment enters the choice equation without approximating the risk difference via a reduced form specification. The model is estimated using a random effects panel probit estimator with unrestricted autocorrelation structure. Estimates are based on a balanced panel of 1,926 working men selected from the West German Socio-Economic Panel 1984 to 1989.

In the United States credit unions are not-for-profit cooperative financial institutions, owned by and operated for the benefit of their members. Being part of a cooperative movement enhances the likelihood that credit unions will share performance-enhancing ideas, for the benefit of weak credit unions and the movement as a whole. In this paper we show how a conventional performance evaluation methodology has evolved into a novel performance enhancement methodology. The evolution of the methodology is the result of cooperations among individual credit union managements, movement officials and the authors. The evolution is illustrated with 1990 data on nearly 9,000 credit unions.

On se souvient du bruit que firent, dans l’immédiate après-guerre, les théories du Professeur G. Cassel sur la parité de pouvoir d’achat. A une Europe à la recherche d’un nouveau statut monétaire, il offrait, en un langage simple et direct, une solution claire, d’application aisée. Ces avantages, cependant si précieux au point de vue pratique ou, si l’on veut, politique, étaient chèrement achetés par l’insuffisance et les imprécisions des aspects proprement théoriques de la doctrine. On a pu affirmer que les polémiques qui suivirent restèrent, dans leur ensemble, inférieures aux discussions que des circonstances semblables avaient soulevées, un siècle plus tôt, dans la correspondance entre Malthus et Ricardo.

Cette confusion théorique était loin d’être éclaircie lorsqu’en 1935, la dévaluation du belga remit à la mode la terminologie de Cassel. L’opinion semble s’être assez largement accréditée que la dévaluation belge et les calculs théoriques qui la précédèrent se fondent simplement sur la doctrine de Cassel. Je voudrais, dans l’article qui suit, montrer que cette opinion ne correspond guère à la réalité et qu’au contraire, les calculs de la dévaluation se basent sur les éléments même dont Cassel faisait expressément abstraction dans une explication des phénomènes simplifiée à outrance. Il suffirait, pour s’en convaincre, de considérer les indices employés pour ces calculs: alors que Cassel insiste sur l’emploi d’indices généraux des prix et que ceux de ses interprètes qui se séparent de lui sur ce point recommandent l’emploi d’indices n’englobant que les marchandises entrant dans le commerce international, les calculs belges utilisent précisément des indices reflétant les prix les plus purement domestiques: les indices du coût de la vie. L’analyse rigoureuse du pourquoi de cette divergence conduit à admettre une distinction fondamentale entre la théorie Cassélienne de la surévaluation monétaire et la théorie défendue en Belgique à l’occasion de la dévaluation de 1935.

This paper provides a bird-eye overview of the history of spatial economic theory. It is organized around three main ideas (and authors): (i) land use and urban economics (Thünen), (ii) the nature of competition across space (Hotelling), and (iii) new economic geography and the emergence of economic agglomerations (Krugman).

Cet article analyse si les dépenses de recherche et développement (R & D) seront supérieures ou inférieures sous un « research joint venture » (RJV) ou dans un cadre de concurrence en R & D ; et si les firmes préféreront le premier mode d’organisation au second. Si l’imitation d’une invention s’avère difficile, la réponse à la dernière question dépendra de l’importance relative de deux forces opposées : alors que la coopération va renforcer les gains attendus via un « effet de coordination » positif, elle va également intensifier la concurrence rencontrée par l’innovateur sur le marché des produits en facilitant l’accès des firmes concurrentes à la technologie la plus récente. Par contre, lorsque l’imitation est facile, les firmes préféreront toujours un accord de recherche jointe (RJV) à une concurrence en R & D.

A partir des données de l'enquête SINE 98 de l'INSEE, une étude économétrique de la survie des entreprises culturelles fait apparaître les résultats suivants. Premièrement, le pourcentage d'entreprises qui meurent chaque année n'est pas stable au cours du temps et diffère selon le secteur considéré (arts visuels, spectacle vivant, patrimoine, édition, audiovisuel ou produits culturels). Le risque artisanal est très fort les trois ou quatre premières années alors que le risque industriel apparaît une fois ces premières années passées. Deuxièmement, le taux de survie des entreprises culturelles est très sensible à leur regroupement géographique. Si la proximité d'entreprises ayant la même activité est néfaste à la survie des entreprises culturelles, une forte concentration d'activités culturelles variées est très fortement bénéfique à leur survie. L'effet de synergie l'emporte sur l'effet de concurrence. Il donne un fondement à la productivité des regroupements d'entreprises culturelles qualifiés de pôle de compétitivité culturel ou de district culturel.

Presidential address for the Twelfth World Congress of the International Economic Association, summarising semi-formally the author’s recent work and concerns. Uncertainty and incomplete markets breed demand volatility as well as price and wage rigidities. The conjunction of these leads to multiple, volatile supply-constrained equilibria, typically reflecting coordination failures and apt to display persistence – as documented by three supporting theorems. Specific implications are linked to the conclusions that we should take coordination failures seriously, try to obviate demand volatility and try to by-pass price and wage rigidities.

A simple general equilibrium model of imperfect competition is introduced with special attention given to the labour market. An extended Cournot equilibrium is defined for any money wage taken as given by the producers. Under some assumptions involuntary unemployment may arise, that is unemployment whatever the given money wage. Specific examples are considered.

Depuis 1935, l’Institut établit réguliérement des indices de prix de gros, dans des buts spécifiques, dont le principal est la comparabilité des divers groupes.

Les indices aux trois stades de fabrication étaient notamment publiés dans les tableaux des statistiques courantes. Chacun des stades contenait les mêmes produits et seul leur degré d’achèvement était différent d’un stade à l’autre. Subsidiairement, un indice global était calculé par la méthode de la moyenne géométrique des indices aux trois stades. Tout en n’embrassant pas systématiquernent toutes les branches de l’économie, puisque les produits dont il n’existe pas plusieurs stades de fabrication n’y figuraient pas, cet indice était utilisé comme indice global des prix de gros de l’économie. Les indices calculés par le Ministère des Affaires économiques attribuaient, en effet, une importance trop faible aux produits d’origine agricole. D’autre part, comme ces derniers indices n’ont pas été publiés de 1945 à 1948, I’indice de l’Institut était, de ce fait, le seul disponible pendant cette période.

L’article s’interroge sur les relations entre l’intégration monétaire européenne et la persistance de spécificités et d’un certain degré d’autonomie des marchés nationaux du travail, actuellement hétérogènes dans leurs structures institutionnelles, leur fonctionnement et leurs résultats. L’inspiration théorique trouve son origine dans la remarque de John Hicks selon laquelle les économies seraient passées, après 1932, de l’équivalent d’un «gold» standard, à un «labour» standard. L’intégration européenne désigne un changement de régime économique d’ampleur équivalente mais de sens opposé. Le fait que l’intégration monétaire précède très largement la charte sociale pose donc la question de la viabilité de relations professionnelles et des mécanismes nationaux de formation des revenus. En effet, il est peu de variables macroéconomiques nationales susceptibles de garantir le parallélisme des évolutions de prix et l’identité des taux d’intérêt, si ce n’est à relation salariale inchangée, des mouvements divergents du taux de chômage. Il faudrait donc réformer les relations professionnelles mais les partenaires sociaux ne seront pas nécessairement conduits à négocier des contrats salariaux compatibles avec les objectifs macroéconomiques associés à l’intégration européenne.

In this paper we apply the theory of tax reform to derive empirical results about the structure of indirect taxes in Belgium. We focus on the equity-efficiency trade-off and try to formulate conclusions which are relevant for policy makers. To integrate the merit good component in the indirect taxes on tobacco and transportation, we compute the implicit valuation attached to them by policy makers. This component is considerable and affects the whole structure of tax rates.

In contingent valuation surveys, there is a range of possible explanations for zero bids, from true zero responses consistent with economic decisions to protest responses. According to the empirical literature, which analyzes the determinants of willingness-to-pay (WTP) values from a bidding process, the double-hurdle is the most appropriate econometric approach to account for zero and protest WTP. However, when the number of protest responses is too small to be explicitly modelled, this approach is not applicable. This frequently occurs in critical health care situations, where large samples are not easily available. We discuss the possible econometric strategies for use in such cases. For illustrative purposes, the different models were applied to an empirical situation, which refers to the location preference (i.e. home versus hospital) from French cancer patients for blood transfusion. Our results show that protest responses should not be discarded, even if present in small numbers, and that the type II Tobit and the standard truncated regression model could both be applied. However, since from small finite samples, the most robust estimation is obtained from the bootstrap method with a high number of replications, the truncated regression model, easily applicable, weakly computer time-consuming and not subject to identification problems in this case contrary to the type II Tobit, should be the econometric strategy of choice for various WTP studies in the healthcare field.

An inductive procedure is adopted to evaluate the behaviour of a multiproduct profit seeking monopolist vis à vis that of a social planner, in a model where there is a continuum of consumers characterized by different marginal willingness to pay for quality. When the market is completely covered, the monopolist undersupplies all qualities as long as their number is finite. When quality becomes continuous, the richest consumer is provided with the socially optimal quality. Under the alternative assumption of partial market coverage, the monopolist supplies the same qualities as the social planner, restricting though total output. Finally, it turns out that, for a given number of varieties, under partial market coverage the monopolist can make at least as good as under full market coverage, so that she prefers to distort quantity rather than quality.

Durant les années 1930, Hicks cherche à comprendre la crise à laquelle l'économie mondiale est confrontée. Mais à la différence de la plupart des économistes de l'époque, il tente de se représenter théoriquement la situation dans un cadre d'équilibre général walrassien. Le présent article étudie la façon dont Hicks a développé cette approche dans les derniers chapitres de Valeur et capital (1939). Hicks en vient à affirmer que les fluctuations du système capitaliste mettent son existence en danger et forme le projet d'une théorie des cycles qui accorderait une place centrale aux anticipations de prix et intégrerait un scénario d'effondrement du système. Les difficultés que ce projet rencontre dès 1939 sont analysées afin d'expliquer son abandon dans A Contribution to the Theory of the Trade Cycle (1950).

This paper reviews the literature on ticket pricing in the entertainment industry. All along, I try to evaluate whether ticket markets outcomes are consistent with theoretical predictions. Overall, the literature provides a good understanding for observed variations in ticket prices. The literature, however, fails to explain situations where prices do not vary. We have but a poor understanding for why prices often do not vary over the run of a show, why more popular shows do not charge more and why most venues are scaled in just a few sections. I also review the empirical literature of price discrimination in ticket markets. By contrasting the theoretical and the empirical literatures, the paper identifies a set of promising directions for future research.

Although previous work shows strong relationships between oil prices and economic activity, the empirical evidence on the impact of oil prices on stock market returns has been mixed. This article investigates the existence of long-term relationships between oil prices and stock market indices in Europe using both aggregate and sector indices and linear and asymmetric cointegration. Our findings show that the response of stock prices to oil price depends greatly on the sector of activity and that oil prices affect stock returns in an asymmetric fashion.

In this paper we examine the effect of innovation on job creation and job destruction in Spanish manufacturing. Our empirical analysis is based on firm-level longitudinal data from which we have information on employment and innovation activity. The estimation approach consists of a two-step procedure that takes into account the fact that firms endogenously choose positive, negative or zero growth in employment, in which the selection mechanism is an ordered probit. Our results point out the importance of innovation variables on employment growth: innovative firms create more jobs -and destroy fewer- than non-innovative, and the degree of technological effort has a strong positive effect on net employment creation.

This paper deals with two issues. On the one hand, it shows that structural changes in financial markets and in the hedge funds industry make the “light-touch” arguments for regulating hedge funds no longer relevant. On the other hand, pleas for stronger regulation of hedge funds are getting more attention. In the first part of the paper the huge expansion of the industry is outlined and the state of current regulation is highlighted. In the second part an in-depth analysis of risks associated with hedge funds is carried out. It is shown that systemic risk can arise from leverage and from concentration of exposures amongst hedge funds. The part played by hedge funds in the spread of the crisis of structured credit is portrayed. In the third section, the recommendations of professional organisations, regulatory authorities and international institutions are summed up within the framework of risk mapping. This oversight shows the ways to reform: the need for direct regulation, the enhancement of indirect regulation and the overhaul of securitization. The prospective pattern of regulation encompasses macro- and micro-issues, and impinges upon factors of demand and supply. It emphasizes the enhanced role of public regulators and displays the conditions for an effective market discipline performed by long run institutional investors.

The aim of this paper is to derive and test equilibrium relations between aggregated indices of market power, concentration and foreign trade variables. Encaoua and Jacquemin (1980) established such relationships between different measures of concentration and Lerner indices, but do not take into account international competition.

The first part of this paper provides a brief survey of previous theoretical work concerning the impact of foreign trade on domestic market performance, and derives a set of oligopolistic models for both homogeneous and differentiated goods in a open economy. The second part tests these models using a sample of 31 Belgian industrial sectors in 1973.

Because Belgium is a small open economy, Belgian producers are unable to affect prices on international markets for homogeneous goods (assuming there are no impediments to trade). Thus Belgian firms are expected to be price-takers enjoying no market power whatever the level of concentration. There are, however, situations in which firms in a small open economy could theoretically enjoy some market power. First, if there are impediments to trade, the domestic market can be separated from the foreign market so that domestic producers are able to charge higher prices at home than given world market price (price discrimination). Second, industries manufacturing differentiated goods for which no perfect substitutes are being produced in the rest of the world face a downward-sloping demand curve.

In this paper we compare the interregional and international degree of real exchange rate variability of a number of EMS-countries. This allows us to gain insights into the costs of a monetary union. Our major conclusion is that a monetary union among all EMS members would be costly for some of them if it were instituted today. We also find that a monetary union among a «hard-core» of EMS-countries (Benelux, Germany, Denmark) would not involve major costs.
