This paper deals with the question whether uniform provision of a purely private good should be implemented at the social optimum, in a second best economy where personalised lump-sum transfers are not feasible, but no market failure exists. The answer is that it depends on the balance of private and social gains and losses from public provision: necessary conditions for the optimality of uniform provision are derived and discussed. The sensitivity of these conditions to changing rules for the choice of the user charge is also investigated, and it is suggested that public provision is most likely to be optimal when it is free of charge. Finally, it is emphasized that the assumption that a perfect substitute for the publicly provided good is not available plays a crucial role in obtaining the above results.

The reform of corporate governance is again on the agenda in the wake of Enron and excessive risk-taking by financial institutions. However, the search for new and better forms of governance often seems to lack guiding principles. A theory of corporate governance ought to emerge from a theory of the firm. Yet, the literature shows how this project is both difficult and far from complete. In this paper we review how existing theory provides a variety of arguments favouring either a shareholder or a stakeholder orientation. These arguments may depend on whether the prime objective for governance is improved current performance or a more long-term focus for firms. A brief review of recent US governance reforms is given as a backdrop to discussing more far-reaching proposals that have emerged in the recent literature; a greater role for institutional investors on the one hand or a return to managerial capitalism on the other.

La réduction du temps de travail, recours accru au temps partiel ou baisse de la durée légale, modifie la nature des emplois offerts, ce qui affecte les comportements d’offre de travail. Par exemple, une réduction de l’horaire légal compensée améliore la qualité des offres, ce qui peut accroître l’offre de travail pour chaque niveau de salaire. Cet article étudie ce type d’effets à partir des simulations d’un modèle théorique de prospection d’emploi calibré sur des données individuelles franaises. Les simulations montrent qu’à demande inchangée, la probabilité d’être au chômage augmente suite à un accroissement de la proportion des temps partiel et diminue suite à une réduction de la durée du travail.

Les sociologues veulent faire œuvre de science. Ils désirent accroître un’ ensemble de connaissances objectives relatives aux phénomènes sociaux et éviter toute vue purement personnelle ou subjective dans la présentation et l’explication de ces phénomènes. Soucieux d’atteindre un haut degré d’objectivité certains veulent suivre les traces des physiciens, des chimistes, des biologues. Ils prétendent limiter leur étude à ce qui est susceptible d’observation externe, aux éléments sensiblement perceptibles. Leur étude aura pour point de départ des faits « objectifs ». Elle ne comportera que des éléments expérimentaux. Le donné considéré sera objectif dans la mesure où des observateurs isolés, ou étrangers et indépendants les uns des autres, s’accorderont sur la description de cette chose par l’un d’entre eux. Il faut que cette description consiste en affirmations vérifiables et indépendantes des sentiments, des désirs, des intuitions et des conceptions subjectives de l’observateur. Ensuite, l’homme de science s’efforcera de mieux connaître ce donné observable en recherchant des relations entre ses éléments. Il les exprimera par des lois qui feront connaître certaines constantes.

Dans quelle mesure cet idéal est-il réalisable? Quelles sont les conséquences de son application aux phénomènes humains? Nous voudrions examiner ici certains aspects de ce problème en considérant l’attitude de quelques sociologues.

In this article, we consider a demand model for a durable good with unknown quality. The quality of the good is uncertain in the sense that the consumer ignores (ex ante) whether the good will break down or not, higher quality implying a higher probability of survival. Taking into account this uncertainty around the quality, we show that the demand for quality can, paradoxically, decrease when consumers are more risk averse. We prove that this risk aversion effect can disturb the second-order price discrimination policies applied by some firms. We reveal the link between quality demand and self-protection theory.

In an innovative and important paper Hall (1978) demonstrated that the assumption of rational expectations when applied to the life cycle or permanent income hypothesis would, given a number of further assumptions such as constancy of the real rate of interest, imply that real consumption follows a martingale. Thus in logarithms

where C is real consumer expenditure, α is a constant which allows for real growth in the economy and ∊ is a white noise error term.

Hall presented empirical evidence for the U.S. economy which was broadly consistent with the hypothesis. However, subsequent work by a number of authors (eg Muellbauer (1983) and Hendry and von Ungern-Sternberg (1980)) appears to be inconsistent with the hypothesis. Past values of economic variables, such as consumption or income, are significant determinants of the first difference of the logarithm of consumption which violates the hypothesis.

Nous dérivons les dynamiques de l'inflation issues des différentes hypothèses d'ajustement des prix rencontrées dans la littérature néo-keynésienne. Pour chaque modèle nous calculons la réponse de l'inflation et du produit suite à un choc sur le taux de croissance de la masse monétaire. Nous constatons que seules deux modélisations reproduisent correctement certains faits stylisés importants concernant l'impact de ce type de choc monétaire : la première est la spécification avec prix prédéterminés de Mankiw et Reis (2002) et la seconde celle à prix fixes de Galí et Gertler (1999). Aucune des autres alternatives examinées, y compris le modèle à prix fixes de Fuhrer et Moore (1995), ne génère de réponse satisfaisante. Elles sont notamment toutes incapables de reproduire une persistance suffisante de l'inflation. Ceci montre que dans les modèles à prix fixes, la structure de rigidité choisie im-porte autant pour le degré de persistance de l'inflation que la présence ou non de valeurs retardées de l'inflation dans la dynamique.

A number of attempts have been made recently (see, a.o., Mulkay [1983], Artus and Muet [1984], Gérard and Vanden Berghe [1984]) to develop and estimate appropriate specifications for investment functions in a rationing context. Some of the specifications proposed are however clearly conflicting, not in the usual sense that they reflect conflicting theoretical premises (between which empirical testing might hopefully discriminate) but in the unacceptable sense that there exists some logical incompatibility between different specifications derived from the same theoretical framework.

In this note, we focus our attention on two specifications among the most significant ones proposed recently, show why they are contradictory and then explain what is the correction to be brought to one of them in order to reconcile both specifications. In the course of the discussion, we also seize the opportunity to point to common empirical practices which are clearly unwarranted and could account for some deceptive results encountered (even with a theoretically correct specification).

This paper reviews the progress of Soviet economic reform and investigates the reasons for its apparent lack of success. It is argued that Soviet economic reform has failed to complete itself, on a large enough scale and in the correct sequence. The missing steps are: economic stabilisation; the severance of enterprise links with central government bodies, the abolition of the monopoly power of large enterprises and their associations, the guarantee of the strictly residual nature of enterprise income. The paper proposes a tentative sequencing of policies and institutional changes, giving primacy to domestic stabilisation.

Cet article étudie l’impact de l’exode des cerveaux sur le bien-être des travailleurs de la région de départ lorsque celle ci peut bénéficier des avancées technologiques de la région d’accueil, par un processus d’imitation, et que les émigrés envoient une partie de leur revenu à leurs proches demeurés sédentaires. Il est montré qu’il peut être optimal pour la région dont l’activité d’innovation est la moins efficace de laisser émigrer une partie de sa main-d’œuvre qualifiée. L’approche retenue permet, également, de comparer le nombre d’émigrés à l’équilibre décentralisé et à l’optimum. Les conclusions dépendent, en outre, de l’efficacité du processus de copiage, de l’importance accordée aux émigrés dans l’objectif de bien-être de la région de départ et de l’ampleur des transferts financiers.

A vast literature is devoted to assess the Transactional Approach in several empirical fields. Common to all these studies is the testing of transactional approach conjectures from the standpoint of private contractual relationships. The aim of this paper is to explore the relevance of Transaction Cost Theory in the French administrative legal context. The paper examines the delegation contracts used to manage the provision of urban services in France. The paper shows that (1) these delegation contracts can be considered as self-enforcing agreements (2) they do not operate in “the shadow of the law ” (3) they feature strong adaptive capabilities. A distinction is made between non-standard contractual arrangements and hybrid governance modes.

The impact of private benefits extraction on the values of oligopolistic firms is analyzed. Private benefits are assumed to generate costs which are passed through the organizational structure and create price distortion in the downstream product market. We prove that this may affect the profit (i.e. the market value) of the firms in a positive sense since the intensity of rivalry is curbed by the cost increase.

In oligopoly, private benefits extraction may enhance the profits while still generating a welfare loss: this suggests that corporate governance cannot be divorced from competition policy in industries where managerial opportunism generates expropriation costs.

The purpose of this paper is to investigate whether shocks to output and employment had permanent or transitory effects during the period from 1961 to 1990 in the Federal Republic of Germany. There are a lot of parametric and non-parametric approaches which can be used for data generating processes which are difference-stationary or trend-stationary. But especially output and employment time series show very strong seasonal movements. Before employing usual persistence measures one has to test for seasonal integration. The application of seasonal adjustment procedures which are typically used in practice lead to different degrees of persistence, so one has to be very careful in interpreting the results.

Under the Cross-Licensing system (CL), firms are allowed to trade non cooperatively the results of R&D efforts, and compete in the innovation and production stages. First, the paper proposes a simple modeling of this system. Second, a relevant comparison is made with the Cartelized Research Joint Venture (RJV), the form of R&D cooperation recognized to be the best one.

We prove that the Cross-Licensing system may be socially better than the Cartelized RJV. In terms of antitrust policy, for firms, the most favorable collusion mode is Joint Exploitation. We prove that firms are equally tempted by this mode, whether they are under CL or under Cartelized RJV.

Cet article s’inscrit dans un travail collectif portant sur le processus d’accumulation en Belgique pour la période 1870-1914. Son propos est d’introduire à l’étude d’un des secteurs-clés du processus d’accumulation de I’époque : les charbonnages. Commencer par ce secteur l’étude de la contribution de la valeur ajoutée non salariale à la poursuite de l’accumulation du capital et à la rapidité de la croissance en Belgique, nous semble primordial.

C’est dans celui-ci, en effet, que la socialisation des forces productives se manifeste avec le plus de force de par la taille des entreprises et le marché diversifié des charbons. Peu d’entreprises dans les autres secteurs emploient autant d’ouvriers que n’en occupent les grandes entreprises houilléres. La division technique du travail y est de plus en plus poussée et exige un nouveau type d’organisation industrielle. Enfin, la localisation de la plupart des industries dynamiques de la seconde moitié du 19e sicéle, principalement la métallurgie, dépend étroitement de ce secteur qui est le fournisseur le plus important de matières premières énergétiques. Nous sommes donc devant un secteur charnière dans la poursuite de l’accumulation et la rapidité de la croissance en Belgique.
