Traffic capacity is the capability of a waterway to deal with the traffic and when the traffic volume exceeds this limit traffic flow stops, as is often experienced on congested roads.

According to the U.S. Government Highway Capacity Manual the capacity of a highway with four or more lanes and free from conditions hindering smooth traffic flow has a maximum value of V/Ymin per lane, where V is the speed of a group of vehicles and Ymin is the average minimum separation of cars. Since Ymin is a function of V and increases rapidly and continuously with speed, there is a maximum value for V/Ymin which is a function of the speed. This is called basic capacity. Several examples of capacity together with the speeds of the transportation facilities are given in Table I.

A ship domain may be thought of as the sea around his ship which the navigator would like to keep free, with respect to other ships and fixed objects. In this paper, which was read at an Institute meeting in London on 12 February 1975 with Captain R. Mayboum in the Chair, Mrs. Goodwin describes studies to determine the dimensions of a domain based on radar simulator performance and traffic surveys in the North Sea. She also suggests applications of this domain concept to marine traffic engineering problems and to traffic control schemes.

In recent years there has been an increasing interest in the sea for it is to the world a means of communication, a source of food and a source of minerals.

This paper examines the recent introduction of the AIS to the ship's bridge and its potential impact on the safety of marine navigation. Research has shown that 80 to 85% of all recorded maritime accidents are directly due to human error or associated with human error. Safety is an important element of marine navigation and many people at different levels are involved in its management. The safe and efficient performance of joint systems, is heavily dependent upon how functions are allocated between the human and the machine. This paper investigates different regulations, supervision for proper use, training, and management of AIS users. It uses previous research and three separate AIS studies to identify problems. The potential of the AIS to cause problems is analysed. The classic human factor “Swiss Cheese” Model of system failure has been modified for the AIS to investigate a possible accident trajectory. The paper then concludes with recommendations and suggestions for improvements and further work.

The central task of GPS/INS integration is to effectively blend GPS and INS data together to generate an optimal solution. The present data fusion algorithms, which are mostly based on Kalman filtering (KF), have several limitations. One of those limitations is the stringent requirement on precise a priori knowledge of the system models and noise properties. Uncertainty in the covariance parameters of the process noise (Q) and the observation errors (R) may significantly degrade the filtering performance. The conventional way of determining Q and R relies on intensive analysis of empirical data. However, the noise levels may change in different applications. Over the past few decades adaptive KF algorithms have been intensively investigated with a view to reducing the influence of the Q and R definition errors. The covariance matching method has been shown to be one of the most promising techniques. This paper first investigates the utilization of an online stochastic modelling algorithm with regards to its parameter estimation stability, convergence, optimal window size, and the interaction between Q and R estimations. Then a new adaptive process noise scaling algorithm is proposed. Without artificial or empirical parameters being used, the proposed adaptive mechanism has demonstrated the capability of autonomously tuning the process noise covariance to the optimal magnitude, and hence improving the overall filtering performance.

This study provides both a spherical understanding about autonomous ship navigation for collision avoidance (CA) and a theoretical background of the reviewed work. Additionally, the human cognitive abilities and the collision avoidance regulations (COLREGs) for ship navigation are examined together with water based collision avoidance algorithms. The requirements for autonomous ship navigation are addressed in conjunction with the factors influencing ship collision avoidance. Humans are able to appreciate these factors and also perform ship navigation at a satisfactory level, but their critical decisions are highly subjective and can lead to error and potentially, to ship collision. The research for autonomous ship navigation may be grouped into the classical and soft computing based categories. Classical techniques are based on mathematical models and algorithms while soft-computing techniques are based on Artificial Intelligence (AI). The areas of AI for autonomous ship collision avoidance are examined in this paper are evolutionary algorithms, fuzzy logic, expert systems, and neural networks (NN), as well as a combination of them (hybrid system).

This paper presents a real-time and deterministic path planning method for autonomous ships or Unmanned Surface Vehicles (USV) in complex and dynamic navigation environments. A modified Artificial Potential Field (APF), which contains a new modified repulsion potential field function and the corresponding virtual forces, is developed to address the issue of Collision Avoidance (CA) with dynamic targets and static obstacles, including emergency situations. Appropriate functional and safety requirements are added in the corresponding virtual forces to ensure International Regulations for Preventing Collisions at Sea (COLREGS)-constrained behaviour for the own ship's CA actions. Simulations show that the method is fast, effective and deterministic for path planning in complex situations with multiple moving target ships and stationary obstacles and can account for the unpredictable strategies of other ships. The authors believe that automatic navigation systems operated without human interaction could benefit from the development of path planning algorithms.

The Global Positioning System (GPS) is unreliable in dense urban areas, known as urban canyons, which have tall buildings or narrow streets. This is because the buildings block the signals from many of the satellites. Combining GPS with other Global Navigation Satellite Systems (GNSS) significantly increases the availability of direct line-of-sight signals. Modelling is used to demonstrate that, although this will enable accurate positioning along the direction of the street, the positioning accuracy in the cross-street direction will be poor because the unobstructed satellite signals travel along the street, rather than across it. A novel solution to this problem is to use 3D building models to improve cross-track positioning accuracy in urban canyons by predicting which satellites are visible from different locations and comparing this with the measured satellite visibility to determine position. Modelling is used to show that this shadow matching technique has the potential to achieve metre-order cross-street positioning in urban canyons. The issues to be addressed in developing a robust and practical shadow matching positioning system are then discussed and solutions proposed.

This paper studies the risk of ship collision off the coast of Portugal based on Automatic Identification System (AIS) data, which is recorded and maintained by the Portuguese coastal Vessel Traffic Service (VTS) control centre (CCTMC). Computer programs for decoding, visualization and analysis of the AIS data have been developed. From analysis of the AIS data available, maritime traffic off the coast of Portugal is characterized and a statistical analysis of traffic in the Traffic Separation Schemes is provided. An algorithm has been developed to assess the risk profile and the relative importance of routes associated with ports. A method is proposed to calculate the collision risk from the assessment of the number of collision candidates by estimating future distances between ships based on their previous positions, courses and speeds, and comparing those distances with a defined collision diameter. Values of causation probability suggested in several studies are used to calculate the expected number of collisions in the period of time under investigation based on the number of collision candidates. The results of this study are then compared with the number of collisions that have occurred between 1997–2006, registered and maintained by the Portuguese Maritime Authority.

GPS and low-cost INS sensors are widely used for positioning and attitude determination applications. Low-cost inertial sensors exhibit large errors that can be compensated using position and velocity updates from GPS. Combining both sensors using a Kalman filter provides high-accuracy, real-time navigation. A conventional Kalman filter relies on the correct definition of the measurement and process noise matrices, which are generally defined a priori and remain fixed throughout the processing run. Adaptive Kalman filtering techniques use the residual sequences to adapt the stochastic properties of the filter on line to correspond to the temporal dependence of the errors involved. This paper examines the use of three adaptive filtering techniques. These are artificially scaling the predicted Kalman filter covariance, the Adaptive Kalman Filter and Multiple Model Adaptive Estimation. The algorithms are tested with the GPS and inertial data simulation software. A trajectory taken from a real marine trial is used to test the dynamic alignment of the inertial sensor errors. Results show that on line estimation of the stochastic properties of the inertial system can significantly improve the speed of the dynamic alignment and potentially improve the overall navigation accuracy and integrity.

Utilizing both Assisted GPS (A-GPS) techniques and new high-sensitivity embedded GPS hardware, mobile phones are now able to achieve positioning in harsh environments such as urban canyons and indoor locations where older embedded GPS chips could not. This paper presents an empirical analysis of the positional accuracy of location data gathered using a high-sensitivity GPS-enabled mobile phone. The performance of the mobile phone is compared to that of regular recreational grade GPS receivers. Availability of valid GPS position fixes on the mobile phones tested was consistently close to 100% both outdoors and indoors. During static outdoor testing, positions provided by the mobile phones revealed a median horizontal error of between 5·0 and 8·5 m, substantially larger than those for regular autonomous GPS units by a factor of 2 to 3. Horizontal errors during static indoor testing were larger compared to outdoors, but the difference in accuracy between mobile phones and regular GPS receivers was reduced. Despite the modest performance of A-GPS on mobile phones, testing under various conditions revealed that very large errors are not very common. The maximum horizontal error during outdoor testing never exceeded 30 metres and during indoor testing never exceeded 100 metres. Combined with the relatively consistent availability of valid GPS position fixes under varying conditions, the current study has confirmed the reliability of A-GPS on mobiles phones as a source of location information for a range of different LBS applications.

This paper introduces a “Personal Dead-reckoning” (PDR) navigation system for walking persons. The system is useful for monitoring the position of emergency responders inside buildings, where GPS is unavailable. The PDR system uses a six-axes Inertial Measurement Unit attached to the user's boot. The system's strength lies in the use of a technique known as Zero Velocity Update (ZUPT) that virtually eliminates the ill-effects of drift in the accelerometers. It works very well with different gaits, as well as on stairs, slopes, and generally on 3-dimensional terrain. The paper explains the PDR and presents extensive experimental results, which illustrate the utility and practicality of the system. Parts of this paper were presented at the 2006 International Joint Topical Meeting: “Sharing Solutions for Emergencies and Hazardous Environments,” February 12–15, 2006, Salt Lake City, Utah, USA.

Efficient marine navigation through obstructions is still one of the many problems faced by the mariner. Many accidents can be traced to human error, recently increased traffic densities and the average cruise speed of ships impedes the collision avoidance decision making process further in the sense that decisions have to be made in reduced time. It seems logical that the decision making process be computerised and automated as a step forward to reduce the risk of collision. This article reviews the development of collision avoidance techniques and path planning for ships, particularly when engaged in close range encounters. In addition, previously published works have been categorised and their shortcomings highlighted in order to identify the ‘state of the art’ and issues in close range marine navigation.

Multiple global navigation satellite system (GNSS) constellations can dramatically improve the signal availability in dense urban environments. However, accuracy remains a challenge because buildings block, reflect and diffract the signals. This paper investigates three different techniques for mitigating the impact of non-line-of-sight (NLOS) reception and multipath interference on position accuracy without using additional hardware, testing them using data collected at multiple sites in central London. Aiding the position solution using a terrain height database was found to have the biggest impact, improving the horizontal accuracy by 35% and the vertical accuracy by a factor of 4. An 8% improvement in horizontal accuracy was also obtained from weighting the GNSS measurements in the position solution according to the carrier-power-to-noise-density ratio (C/N0). Consistency checking using a conventional sequential elimination technique was found to degrade horizontal positioning performance by 60% because it often eliminated the wrong measurements in cases when multiple signals were affected by NLOS reception or strong multipath interference. A new consistency checking method that compares subsets of measurements performed better, but was still equally likely to improve or degrade the accuracy. This was partly because removing a poor measurement can result in adverse signal geometry, degrading the position accuracy. Based on this, several ways of improving the reliability of consistency checking are proposed.

To improve the computational efficiency and dynamic performance of low cost Inertial Measurement Unit (IMU)/magnetometer integrated Attitude and Heading Reference Systems (AHRS), this paper has proposed an effective Adaptive Kalman Filter (AKF) with linear models; the filter gain is adaptively tuned according to the dynamic scale sensed by accelerometers. This proposed approach does not need to model the system angular motions, avoids the non-linear problem which is inherent in the existing methods, and considers the impact of the dynamic acceleration on the filter. The experimental results with real data have demonstrated that the proposed algorithm can maintain an accurate estimation of orientation, even under various dynamic operating conditions.

One of the basic tasks in shipping is to ensure safe navigation of vessels. The concept of the ship domain is of major importance in the assessment of a navigational situation and the avoidance of ship collisions. It is difficult to determine a ship domain as its shape and size depend on a number of factors. One question to be answered before the determination of the ship domain is which method to use: statistical, analytic, or expert method using artificial intelligence tools; other questions are connected with domain interpretation. The authors have analyzed the ship domain as a criterion for the assessment of ship navigational safety in an encounter situation in the open sea. The research results are used to answer some of the questions.

Part 2 includes definitions of the ship domain and ship fuzzy domain. Part 3, in turn, presents methods of their determination as well as relevant questions. The results of the authors' research, described in Part 4, make up a basis for the determination of the domain and ship fuzzy domain. These have been determined with the so-called dynamic domains as a point of departure. The criteria of ship domain and closest point of approach are compared and discussed. Encounters of various size ships are considered in Part 5. The research and its results are described. Both ship domains and ship fuzzy domains of encountering ships are analyzed. Then, conclusions have been formulated in relation to the effect of the sizes of encountering ships on the shapes and sizes of their domains. Final conclusions are given in Part 6.

In this paper, a novel ship domain model termed quaternion ship domain (QSD) is proposed. Unlike other ship domains, the proposed QSD is more dependable and more flexible for navigators to use to make decisions. The main characteristics are that: the domain size is determined by the quaternion including four radii, i.e. fore, aft, starboard and port, which sufficiently take factors affecting the domain (i.e. ship manoeuvring capability, speeds and courses, etc.) into account; and that the domain shape is modelled by another parameter which makes the QSD more flexible since the ship boundary could not only be linear or nonlinear, but also be thin or fat. In order to reasonably relate the proposed QSD to practical applications, i.e. collision risk assessment, collision avoidance and trajectory planning, etc., a fuzzy QSD (FQSD) has been developed by using fuzzy sets. As a result, fuzzy boundaries rather than crisp ones in the FQSD are more practical and more convenient for navigators to understand and judge since uncertainty and fuzzy information have been merged into the FQSD. Furthermore, concepts of longitudinal and lateral risk based on the FQSD have been introduced to estimate the spatial collision risk (SCR) for the ships encountered. Finally, several computer simulations have been conducted on various encounter situations and comparative studies with other ship domains have been comprehensively analyzed. Simulation results demonstrate that the proposed QSD is more effective and more flexible than other ship domains, and that the intelligent SCR based on the FQSD are reasonable and dependable.

As one of the key enabling technologies for automated driving, High Definition (HD) Maps have become a major research focus in recent years. While increasing research effort has been directed toward HD Map development, a comprehensive review of the overall conceptual framework and development status is still lacking. In this study, we start with a brief review of the highlights of navigation map history, and then present an extensive literature review of HD Map development for automated driving, focusing on HD Map structure, functionalities, and accuracy requirements as well as standardisation aspects. In addition, this study conducts an analysis of HD Map-based vehicle localisation. The numerical results demonstrate the potential capabilities of HD Maps. Some recommendations for further investigation are made.

This paper, which was presented at an Ordinary Meeting of the Institute held in London on 26 January 1983, outlines the development and analysis of the ship domain in restricted waters and illustrates some of its uses in a buoyed channel.

The analysis of marine casualties raises the question of how casualties occur, and may indicate the circumstances most likely to lead to a casualty. In addition, information may be gained as a basis for estimating the risk of a casualty and for assessing the effectiveness of proposals for improving the safety and efficiency of navigation in the area.

The use of casualty statistics as a measure of marine risk has distinct limitations. In most areas a casualty is a reasonably rare occurrence, so that any systematic analysis of casualties will normally have to take place over a period of a few years; and, if improvements are made, a further period of time is necessary to measure their effectiveness.

In this paper the minimum ship domain in which a navigator feels comfortable is estimated. That is, we estimate the free space surrounding a ship into which no other ship or object should enter. This is very useful when estimating the maximum flow through a channel or a bridge span. The paper benefits from the introduction of Automatic Identification System (AIS) data as it is now much easier to conduct studies involving a large number of observations. Our observations are based on ships sailing in southern Danish waters during a four year period, and from the observations we estimate how closely ships pass each other and fixed objects in open sea navigation. The main result is the establishment of an empirical minimum ship domain related to a comfortable navigational distance.

This paper outlines the concept of a domain and an evasion area, called an arena, around a ship which are then applied to produce a computer model of ship behaviour. The arena determines when a ship takes avoiding action, as does the land arena which reacts with a discrete series of coastal points to prevent the ship running aground.

The increase in the number and size of ships has resulted in the introduction of traffic routing schemes and the need to understand ship behaviour more thoroughly. The concept of ‘the effective area around a ship which a navigator would like to keep clear with respect to other ships and stationary objects’ has been used by various authors including Goodwin, Fujii and Lewison with varying names such as domain, collision diameters and encounter area. There has been no fixed shape for these areas. Some are circular, others elliptical, while Goodwin's has three segments each with its own portion of a circle. By developing the theory of the domain, it was hoped to be able to produce a model of traffic behaviour which could be used to simulate traffic flows, or specific incidents, in order to study them more fully.
