The processes of control and collection are prominent themes throughout pharaonic history. However, the extent that the central regime attempted to administer agricultural fields to collect revenues directly from the farmer who actually worked the land is unclear during the pharaonic period (c.2686–1069). Relations between those involved in agricultural cultivation and local headships of extended families and wider kinship groups were deeply embedded within a broad range of interpersonal discourses, behaviours, and practices. Village headmen and officials at all levels of an impersonalized “state” hierarchy were themselves landholders who drew income from the land and were held responsible for collecting revenues from their fields. It is therefore necessary to define, with a focus on the imperatives of a subsistence economy, who was working the land and what the relationship was between them, the headmen, and those from within outside power structures (in the context of direct intervention against specific groups of the population). To address these points, I will focus on revenue extraction as a “state” process, how it was connected to the role of punishment, and its impact on local hierarchies (the targets of revenue extraction).

What is the historical role of punishment in the management of labour? This is the central question of this Special Issue of the International Review of Social History (IRSH), “Punishing Workers, Managing Labour”. Through a close reading of the diverse range of articles included in this Special Issue and by addressing the relatively extensive but highly fragmented scholarship on the subject, this introduction argues that the key to labour management lay in the interplay of differentiated forms of punishment with distinct labour relations, rather than in the imposition of one punitive regime onto an undifferentiated workforce. In other words, the effective management of labour required the systematic differentiation of the workforce; to that end, the imposition of diversified forms of punishment did not merely reflect existing labour distinctions, but also contributed to creating them. This point leads us to address broader methodological and theoretical issues about how we can analyse such complex interactions: how we can compare the role of punishment in the management of labour across space and time, and how our findings can be used to explain short- and long-term historical changes.

This article analyzes slave resistance, capital crimes, and state violence in the Mississippi Valley and the Paraíba Valley – two of the most dynamic plantation economies of the nineteenth century. The research focused on the intersection between slavery and criminal law in Brazil and the United States. The analysis of capital crimes committed by enslaved people in Natchez and Vassouras revealed changing patterns of resistance and judicial punishment through the decades. This investigation demonstrated that local experiences of violence on plantations and in courtrooms were connected to the dynamics of national politics and the world economy. Moreover, this comparative study illuminated differences between these racialized slave societies and their political systems and revealed the essence of distinct regimes of racial violence in the Americas.

In the past few decades, caregivers, such as nursing assistants and home health aides, have come to compose the fastest-growing segment of the paid workforce in the United States. At the same time, corporate caretakers of workers’ savings, such as pension funds and mutual funds, have become the nation's largest investors, bound by fiduciary duties of trust. And unprecedented numbers of elder employees and retirees have become the biggest supposed beneficiaries of both care labor and trust capital, depending on health workers and asset managers in their daily lives. At the center of this emerging structure of work, wealth, and welfare lies the pension system, a telling crucible of class relations in our time. Several recent books across different disciplines examine the shifting politics of pensions in the United States and around the world. The spate of new studies presents an opportunity to explore the remarkable role of retirement funds in reorganizing labor and finance over the past fifty years. Rather than offering a historiographical critique of current work, this expository essay surveys the main findings of a larger and longer body of scholarship on organized labor and investment related to pensions. Though focused on the United States, it places the American story in a comparative context. The survey points to a fertile field for further study: as retirees have increasingly relied on professional asset managers and caregivers, the finance and health sectors have undergone converging crises over fiduciary duty and elder care, posing parallel challenges for organized labor.

This paper investigates two New Kingdom Egyptian texts pertaining to labour regulation: the Karnak Decree of Horemheb and the Nauri Decree of Seti I. They focus on combating the unauthorized diverting of manpower and represent the oldest Egyptian texts (fourteenth–thirteenth century BCE) explicitly concerned with the legal dimension of managing the workforce. After a brief historical overview, the paper outlines each text's key content and stylistic features. It shows that while some of these are likely native to Egypt, others may have been imported from Mesopotamia. More specifically, it appears that the sentence structure is native Egyptian, but the sanctions deployed are likely of foreign origin, aligning more closely to the contemporary punitive tradition of Mesopotamia. This is probably no coincidence, given the close contact between Egypt and the broader Near East at that time. This uptake of foreign ideas may have achieved more efficient labour regulation by enforcing stricter rules for non-compliance while simultaneously maintaining a veneer of Egyptian authenticity in line with official state ideology.

With the abolition of the guild system and the rise of a new legal regime based on free contract, a central dilemma emerged in Europe: how to enforce labour control in this new era of individual economic freedom. This article examines how this issue was addressed in the State of Milan, where ideas about freedom of contract championed by state reformers such as Pietro Verri and Cesare Beccaria were met with continued requests from merchant-manufacturers to apply corporal punishment and threat of imprisonment to ensure workers’ attendance. Analysing the new regulations, the ideological credos of the new regime, and the effectiveness of the reforms as they played out on the ground in the silk industry, this article shows that the chance that labour relations could be managed within a civil law regime appeared to be in direct contrast with the dominant conception of workers’ conditions, in particular their lack of propriety and good faith. As credit-debt bonds and limitations to weavers’ mobility stood as the most effective means to ensure labour coercion, a closer look at the daily interactions in the workshop allows us to shed new light on the rationality of workers’ practices like Saint Monday, cast by contemporary commentators in merely moralistic terms.

In the past four decades or so, China scholars have shone a new light on the history of labour in late imperial China, particularly on the role of the household as a unit of production and on the contribution of women to commercial production and family income. Beyond members of the kin group itself, attention is seldom paid to the individuals brought into the Chinese households solely to provide additional manpower. To “break the carapace” of the late imperial Chinese household, this article focuses on the often-omitted “household workers”, that is, on its enslaved (nubi) and hired (gugong) constituents. It approaches the topic from the angle of the vulnerability of these non-kin “workers” to punishments and violence. To evaluate their vulnerability to punishment and gauge the disciplinary powers of the household heads, it examines the relationship between punishments and “household workers” in Ming law. It then explores lineage regulations, before moving closer to the ground by mobilizing a wider variety of day-to-day sources, such as contracts and narrative sources produced in the context of the late Ming and early Qing crisis.

Forced labour was central to the provision of public infrastructure in African colonies. Whereas current historiography focuses on the role of external drivers, such as humanitarian organizations or the Forced Labour Convention of 1930, in triggering change, no attention has been paid to the local initiatives that contributed to the end of forced labour. This article explores the transition to paid voluntary labour in the context of road building and maintenance in the Northern Territories of the Gold Coast, a region where incentives to resort to compulsion were very high due to the lack of alternative sources of revenue to finance public works. The article shows that movements away from forced labour were shaped by local conditions, and rural populations played a crucial part in the shifts in labour relations.

Luis Inácio Lula Da Silva, originally a metalworker and trade union activist, was president of Brazil from 2003 to 2010, leading the largest country of Latin America, with more than 212 million people. In 2020, social and labour historian John D. French, with a long career devoted to Brazilian labour history, published the much acclaimed biography Lula and His Politics of Cunning: From Metalworker to President of Brazil.1 In this book, French explicitly aims to give a bottom-up account of Lula's life.

Lula and His Politics of Cunning explores the origin, roots, and evolution of Luis Inácio Lula da Silva's vision, discourse, and practice of leadership as a process of becoming. This commentary invites historians of labor movements and the left to think beyond their geographical and chronological specializations. It argues that there is much to gain from thinking globally if we wish to achieve meaningful causal insights applicable to the sweep of capitalist development.

There were times – not so long ago – when it seemed that historical processes could be dissected as though human action did not matter. Those times have changed. Nowadays, scholarly biography is enjoying broad interest, also among social historians, as is shown in this issue of the IRSH, in which John D. French explains how biography can contribute to a better understanding of global labour history. This contribution addresses three issues. Firstly, the relationship between agency (subject) and structure, or the role of the personality in history and society; secondly, the question of charismatic leadership, and finally, the question of how to deal with issues of necessity and coincidence and with the selection of leadership.

The individual is still rare in working-class history, and, when we find them, they are often, like Bebel and Lula, exceptional. We are interested in them as leaders of vital mass movements and because they had an important impact on their societies. But another part of the promise of biographies like these is the opportunity to approach the personal dimensions of working-class experience through an individual life. Bringing the two biographies together highlights the diversity of working-class experience. Bebel developed in a racially homogeneous society while Lula was a mixed-race person shaped in race-conscious Brazil. Bebel thrived as a small-shop artisan while Lula thrived as a skilled worker in a mass production factory. I also compare and contrast these two subjects with two American labor radicals, the socialist leader Eugene Debs and William Z. Foster, a key figure in the Communist Party of the US. The importance of individual psychology and the homosocial worlds of these subjects might have played a greater role here, while the ubiquitous learning of both men raises the problem of working-class intellectual history, another subject that has not received enough attention from labor historians.

In 1907, the Second International adopted a resolution on migration that rejected restrictions on the free movement of workers. In this article, we contend that, despite this official stance, the issue of migration was a highly controversial one for the international socialist community. We present a multi-level analysis, in which we detail the migration debate as it took place on the platforms of the Second International (roughly between 1903 and 1907) and the way in which this debate played out domestically for the Sozialdemokratische Partei Deutschlands and the Socialist Party of America – two parties that openly rooted for restrictions at the international level. We discern three ideal-typical stances on immigration – internationalism, on the one hand, and protectionist nativism and xenophobic nativism, on the other – and argue that it was the incompatibility of the internationalist and nativist positions that caused internal divisions to arise during the debates. Apart from speaking to the classic historiography on the Second International, which deals with the incompatibility of internationalism and nationalism, this article traces the influence of additional racist and culturalist ideologies on the debate and further historicizes it within the broader context of the modern international migration system that was taking shape at the time.

For the Many: American Feminists and the Global Fight for Democratic Equality recasts American feminism as a global story and reclaims the fight for economic justice and social democracy as a majority tradition of women's politics. This rejoinder by the author of For the Many is the concluding essay in a review dossier on the book. Cobble discusses the book's origins and its contributions to global history, women's history, and political history. She engages with comments and queries from dossier reviewers, a diverse group of historians of Latin America, South Asia, Africa, and Europe. Topics include, among others, the unfinished struggle to revalue care and social reproduction, the influence of India on US feminism, Black internationalism and full-rights feminism, varieties of socialism, rethinking Cold War frameworks, and feminist perspectives on eugenics, race, and sexuality.

Dorothy Cobble's magnificent, sweeping saga of the 100 plus year struggle for “full rights feminism” introduces us to myriad activists who sought common ground in the expansion of civil, political, economic and social rights as the key for raising the standard for working women, and by extension for all of humanity. However, as Cobble notes, some full-rights activists did not measure up to the potential of this feminism. The juxtaposition of the activism of Black full-rights feminists helps expose this fault line of unexamined deep-seated racism, ethnocentrism, and stereotypical thinking that undermined the potential of full-rights feminism. Questions of economic and political democracy shaped the organizing efforts of Black full-rights feminists against disfranchisement, lynching, discrimination in housing, education and employment, and exclusion and segregation from public accommodations. In their transnational work, they supported policies and practices structured by Cold War imperatives, American racism and imperialism, and tensions between democracy and incipient autocracy in the emerging African nations. Cobble's book demonstrates the crucial ways that Black activists working together and with white allies pushed for the expansive promise of full-rights feminism, encompassing both political and economic rights and race and gender justice.

Histories of feminism in the past three decades have focused on the debate between equal rights and separate spheres, but have been less attentive to the many strands of socialist feminisms, which sought to build bridges between the women's movement and other social movements for freedom, equality and justice. Dorothy Sue Cobble addresses this gap, exploring the lives and works of social democratic women activists in relation to the equal rights versus separate rights debate. Reflecting the “global turn”, Cobble explores many transnational connections. Picking up on these two themes – socialist feminism and global networks – I focus on the South Asian case.

This introduction to the review dossier on Dorothy Sue Cobble, For the Many: American Feminists and the Global Fight for Democratic Equality, introduces the major themes of the work in light of Cobble's earlier interventions in gendering labor history and focus on laborite activist women here called “full rights feminists”. It asks the contributors to expand on and decenter the transnational and global influence of Cobble's feminists and their views on capitalism and democracy in light of their own research. Among questions considered are: what do we gain from attention to the ideas and activism of low-income and immigrant women in our various histories? How do questions of race/white privilege, citizenship, empire, colonialism, and imperialism complicate understandings of equality and democracy? What is revealed by considering class in women's history?

This review essay engages with Dorothy Sue Cobble's For The Many: American Feminists and the Global Fight for Democratic Equality from the perspective of European histories of socialist feminism during the Cold War. The essay suggests three themes that might lead to further discussion. These concern first of all the role of left-Catholic as well as Social Democratic women within the networks that Cobble describes in For the Many; second, the influence of nationalist or other exclusionary discourses on debates about the rights of immigrant workers, and third, the role of social democratic actors in shaping debates about working women's rights in other international organizations - particularly regional organizations such as the EEC/EU. The essay concludes that For the Many is a major contribution to our understanding of transatlantic socialist feminisms in the Cold War world.
