In 2018, the International Labour Organization published a study about the critical role of paid and unpaid care work for the health of society, the economy, and the planet and about the ways that care work is sustained through the super-exploitation of women, particularly migrant women and racially and ethnically marginalized women. Dorothy Sue Cobble's sweeping, carefully researched, and beautifully written study of full-rights feminists gives us a much-needed history of how the ILO came to attend to questions of care work and social reproduction and how hard-fought this recognition has been.

Cobble's study of American social democratic feminism is a fascinating narrative of the lives of women who crossed the boundaries of class, race and nation-states to build a better world. Her chronological account of the careers and activism of these women is not only a major contribution to the history of feminism but also a significant addition to the study of social democracy worldwide.

On 15 September 1970, over 400,000 workers struck General Motors (GM), the biggest corporation in the world. It was a massive walkout, lasting sixty-seven days and affecting 145 GM plants in the US and Canada. GM lost more than $1 billion in profits, and the impact on the US economy was considerable. Despite the strike's size, it has been understudied. Fifty years later, this article provides a re-assessment of this landmark dispute, the first to use detailed archival records of the strike. Refuting claims that the strike lacked drama, I argue that this was a multifaceted – and compelling – story. Primary sources show that workers and union leaders were heavily invested in the battle, which reflected deep-seated local, national, and global issues. The United Automobile Workers (UAW) mobilized significant levels of national and international support, and won a range of concessions, including substantial wage and benefit increases and the ability for workers to retire after thirty years’ service. The strike was deeply infused by local issues and should not just be viewed through the lens of the national GM–UAW relationship. In a broader context, the strike is also important because it occurred at a time of rising global labour militancy, which scholars are increasingly recognizing. Its story contributes to a growing body of literature on the 1970s, a decade that witnessed important activism in many areas.

This article examines the survival strategies of forestry workers and craftspeople in the late Ottoman Empire. Through the example of the Tahtacı, a semi-nomadic community specialized in lumbering in the forests along the western and southern coasts of Anatolia, it visualizes the adaptation strategies of forestry labourers in the changing economic and ecological environment of the Mediterranean Basin, which became warmer, less forested, and more integrated into regional and global markets after the mid-nineteenth century. Contrary to the generally accepted view that perceives the Tahtacı as a self-isolated, authentic clan with a static way of life, this article considers them a highly adaptive community that developed a wide range of strategies to earn their livelihood under intense commercialization in forestry and agriculture.

This article asks under what historical conditions people who consider themselves as belonging to the ingroup resort to collective violence against free labour migrants. Based on cases in the North Atlantic, and largely limited to the nineteenth and twentieth centuries, it offers a starting point for a more global approach. By using the concept of boundary work, I conclude that once ethnic boundaries are in place they need maintenance, through discourse, legislation, and surveillance. Migrants defined as outsiders, who did not accept their inferior role and thus became direct competitors for such key resources as jobs and houses, were bound to evoke irritation, protest, and, in extreme cases, mob violence. The latter occurred a number of times in early modern England, but such incidents occurred especially in the period 1860–1880 (US and Australia), 1880–1900 (Western Europe), and on both sides of the Atlantic around World War I. In all these cases, boundary-making (through heightened nationalism, imperialism, and embedded racial hierarchies) was prominent, while, at the same time, the state was unable or unwilling to protect its citizens against competition on the labour market and to provide a welfare safety net. This lack of actual boundary maintenance could lead to mob violence, especially when authorities were unwilling or unable to intervene. Moreover, it is striking that violence was directed especially against outsiders who were considered racially or culturally inferior. These included the Chinese and African-American internal migrants in the United States and colonial migrants in the United Kingdom.

In this dossier, Marx's concept of primitive accumulation is applied to socialist development in the Soviet Union, China, and Romania, three countries in which socialist revolution occurred before the full development of capitalism. The introduction profiles the ideas of Evgenii Preobrazhensky, the Soviet theorist and left oppositionist, who first applied Marx's concept to the problems of socialist development, and was executed under Stalin in 1937. Preobrazhensky advanced the idea of “primitive socialist accumulation”, a process that would fund industrialization by extracting surplus through planned, non-coercive transfers from market-based and state sectors. Preobrazhensky's ideas sparked debates within communist parties over collectivization and the tempo of development. The introduction and articles in the dossier point the way towards future comparative research, suggesting that the processes of primitive capitalist and socialist accumulation shared painful similarities.

This article provides a reinterpretation of Stalinism through the lens of Marx's concept of primitive accumulation. It connects a series of defining events that are usually viewed separately – the debates and oppositional movements of the 1920s, industrialization, collectivization, and the “Great Terror” – to the state's need to accumulate capital for development. Using the idea of “primitive socialist accumulation”, first introduced by the Soviet theorist and left oppositionist Evgeny Preobrazhensky, it examines the challenges of building socialism in an underdeveloped, overwhelmingly peasant country. It argues that the emergence of the left and right oppositions in the 1920s and the grain crisis in 1927–1928 resulted from the state's struggle to create a stable balance between rural and urban exchange. The hastily implemented move to collectivize resulted in a cascade of unintended consequences, including a disastrous famine, decrease in food supplies, and a precipitous fall in real wages that impelled record numbers of women into the labor force. Against a background of social instability and discontent, the Kirov murder proved a fearful trigger, igniting fears among Party leaders that ultimately resulted in mass political and social repression. The article is part of a dossier, comprising an introduction and three articles, which offers a new approach to our understanding of socialism in the Soviet Union, China, and Romania.

South Africa's anti-apartheid struggle reflected an ideal of heroic masculinity that ignored and depreciated women as active political agents. This has contributed to a post-apartheid social order that accepts formal gender equality but that perpetuates gender inequality by discounting women's experiences. This article examines the little-known and short-lived Yu Chi Chan Club (YCCC) and National Liberation Front (NLF). Tiny Cape Peninsula-based breakaways from the Non-European Unity Movement – an African National Congress rival – the YCCC and NLF were exceptional amongst early 1960s underground groups in their systematic attempts to theorize guerrilla struggle and assess its applicability to South African conditions and, in the NLF's case, to build a cell structure through political education. Although the NLF's idealized notion of revolutionary life was premised on an abstract individual with traits then associated with public and vocal male activists, nonetheless women participated as equal abstract individuals. The NLF's relatively horizontal cell structure, small cell size, and lack of hierarchy made participation easier for both women and men, allowing women to operate equally within the political space. From their gendered upbringing and early experiences in hierarchical organizations to their brief experience of equality within the YCCC and NLF, the women were then forced into a prison system with an extremely rigid and unequal gender divide. Subjected to the state's regendering project, the political space available to the NLF's women prisoners shrank far more than it did for their male comrades, whose prison experiences became the measure of anti-apartheid politics.

The primary aim of this article is to problematize the WIDF's interpretations of the rights of women from (post)colonial countries and its tactics in working for and together with these women. It shows that, in the context of rapid geopolitical changes – the growing anti-colonial struggle and Cold War competition – the WIDF had to change its ideology, ways of working, and communication strategies in order to keep its leading position in transnational work for women's rights and to maintain the sympathies of women from countries outside Europe. The main focus is on the contradictions, negotiations, and adjustments inside the WIDF with respect to the new political situation and the demands of women from Africa and Asia, in particular, during the highest period of anticolonial transformation (1950s to early 1970s). This article also pays attention to Soviet ideas on the emancipation of women and, in particular, to the influence of Soviet experiences of emancipating women from non-Slavic (Eastern and Southern) parts of the USSR on the WIDF's perception of and policies for the improvement of the situation of women in Asia and Africa. This article is based primarily on analysis of the WIDF's archival documents preserved in the State Archive of the Russian Federation (GARF) in Moscow, along with the WIDF's official publications.

The Comité mondial des femmes contre la guerre et le fascisme (CMF) was an international organization formed under the direction of the Communist International in 1934 in response to the threat of Nazi fascism. However, it did not restrict its activities to tackling issues in Germany; it expanded its remit to confront many of the crises that marked the mid- to late-1930s across the globe. This article analyses the CMF's work to aid civilians and refugees during the Second Sino-Japanese War. It discusses how the predominantly European committee perpetuated some essentialist and imperialist assumptions in its work and how they utilized violent and emotive language in the “Warphans” child sponsorship fundraising scheme. However, the committee also provided spaces for Chinese women to vocalize their experiences to women in the West, creating an effective humanitarian aid strategy.

This article analyses five years of the magazine Asszonyok (Women) the main forum for discussing women's rights between 1945 and 1949 in Hungary. The magazine was published by the Magyar Nők Demokratikus Szövetsége (the Hungarian Women's Democratic Federation), an umbrella organization created mostly by women from the communist movement. This analysis is centred around the idea of internationalism and how it became a means for socialist women's emancipation, proof of the political power of the new women's organization, and a platform of political education. It also symbolized the new era of peace after the war, peace becoming one of the slogans of the socialist women's movement globally. The broadening international platform of transfers became a terrain where political languages about race, class, and gender were slowly but steadily taking shape. Solidarity with women across the globe became one of the main tenets of communist women in Hungary. However, solidarity had its limits. As is shown here, identification with the right political agenda was even more important than aspects of race and class. This was one of the most important ways in which socialist women's rights and feminism were diverging from each other, despite the broad spectrum of shared elements on their agenda.

This article investigates Chinese women labour models (or labour heroines) of the early 1950s as actors and symbols of socialist transformation. It centres on the example of Shen Jilan (1929–2020), who was one of the most prominent women labour models of the time. Shen rose to fame through her struggle for equal pay for equal work in her native village, became a delegate to China's National People's Congress, and even participated in the Third World Congress of Women in Copenhagen in 1953. The article critically engages with the concept of “state feminism” and proposes a shift in focus from state–society relations to work as a means to understanding the transformation of women's lives under socialism. Socialist society was a society of producers and work shaped people's daily lives; it was central to identity formation and constituted the regulating mechanism of social relations. Indeed, women labour models, together with related categories of working women, came to typify the new Chinese woman, who was integral to and symbolic of socialist modernity. They epitomized communist theory about women's participation in production being the mechanism of their liberation. The article has three main parts, each of which addresses a different level (local, national, international), different constellations of actors and agency, and different aspects of the relationship between working women and socialist transformation. By tracing Shen Jilan's activities in various contexts, the article reveals the complexity, contradictions, multilayered nature, and also incompleteness of socialist transformation.

This Special Issue explores the complicated relationship between women's rights and global socialism during the Cold War. This Introduction describes how the articles deal with this relationship in three, partly overlapping, periods. The first set of articles looks at how the ethos of the Popular Front resonated among women's movements in Asia, Latin America, and Europe, and examines the connections between interwar anti-fascist and anti-imperialist feminisms and those that re-emerged after World War II. The second set of articles focuses on the role and development of the Women's International Democratic Federation (WIDF) and its model of internationalism in Eastern Europe, the Soviet Union, and China in the early Cold War. The final articles centre on the challenges faced by the WIDF from the 1960s, exploring issues such as the anti-apartheid struggles in South Africa, the Portuguese wars of decolonization, and the United Nations Decade for Women (1976–1985). Together with this process of decolonization, this Special Issue also examines how the consequences of postsocialism, in particular for women's rights (the loss of social rights, material security, and substantial challenges to reproductive freedoms), have triggered renewed debates about the history and legacies of communist women's liberation movements in the former socialist world.

This essay introduces the Special Theme on regulation and domestic service in colonial societies. It provides a brief overview of the key themes of domestic service and regulation in the history of colonial states, and reflects upon the ways in which the colonial past is deployed in contemporary calls for the regulation of domestic work by the state, to secure the rights and protections of present-day workers as modern, free subjects. We note that, while much more work needs to done on this subject, current scholarship suggests that the status of the domestic worker and the extent of regulation in colonial contexts was historically unclear and often ambivalent. The three articles that constitute the Special Theme are then discussed in turn, to highlight the important insights, both empirical and theoretical, they offer to our deeper understanding of this complex history.

Massive, rapid capital accumulation is usually associated with capitalist development, but historically, socialist states were among the most aggressive accumulators. Accumulation in Maoist China was faster than even in Stalin's Soviet Union, despite the fact that China was a much poorer country with fewer natural resources. China's accumulation rate, defined as the ratio of gross capital formation to gross national income, reached twenty-five to thirty per cent in 1957–1962, peaking at forty-four per cent in 1958. This level proved to be unsustainable, but after a slowdown in the early 1960s, the rate rose back to thirty-six percent.1 As is well known, the cost of China's rapid industrialization was borne mostly by its rural population.2 My aim in this chapter is to show that it was disproportionally borne by rural women, who contributed to socialist accumulation in direct and indirect ways: directly, as collective farmers, growers of the grain, cotton, soy, tea, sugarcane, etc. that fueled industrialization; and indirectly, by biologically, socially, and materially reproducing the country's labor force and by submitting to a regime of extreme austerity that allowed the government to extract scarce resources and direct them to the cities and the export trade. My argument proceeds in three steps. I will begin with an overview of socialist primitive accumulation under Mao, its preconditions and mechanisms, and the ways it replicated earlier Soviet policies or diverged from them. Next, I will discuss the various ways in which rural women's work underpinned capital accumulation and laid the foundation for China's rapid industrialization in the years since Mao's death. Finally, I will look in some detail at rural women's work at home, to show how their self-exploitation, overwork, and underconsumption in the domestic realm created the conditions for accumulation. My focus is on cotton work – both cotton cultivation and domestic cloth production – but I will also look at other ways in which domestic work supported accumulation.

The living standards of the working classes during industrialization continue to be the subject of debate in European historiography. However, other factors closely related to the institutional setting, such as the role played by social economy and the institutions for collective action, are seldom considered. This study focuses on these factors, and attempts to quantify the social impact of consumer cooperatives. We argue that these institutions substantially improved the lot of the working classes from the mid-nineteenth century onwards, helping them to increase their incomes, and access food and services, such as education and social services, which the state did not provide in sufficient measure. To demonstrate this point, we analyse thirty-five consumer cooperatives in Barcelona, an industrial centre in which these organizations were more popular than anywhere else in Spain. Our main conclusion is that consumer cooperatives increased the well-being of their members, helping them to meet their substantial calorific needs, although their diets were unbalanced and low-cost; members improved their income between five and ten per cent, by simply shopping at the institution, and gained access to basic welfare services.

As a coerced labour force living under repressive conditions, contract workers in São Tomé e Príncipe's cocoa plantations belong to a wider phenomenon of global plantation experience during the nineteenth and twentieth centuries. Flight appears as an important element of that experience and this article is an attempt to interpret the strategies of runaways in São Tomé's turbulent Great Depression years after 1930. The work set out here benefitted from a large selection of unexplored sources of the island's labour inspectorate, which can be found in the archipelago itself. Its analysis has enabled interpretation of the motives of escaping workers, and with it discussion of three principal strategic contexts of flight: the experiences of runaways who formed communities; attempts by escaped workers to hide and become part of “native” (forro) communities in rural areas or in the city of São Tomé; and the agency of workers trying to run away to subsequently renegotiate their conditions with labour inspectors or with plantation administrators sympathetic to their situation. The last part of the article attempts to locate that experience in the global history of runaways, connecting it with the types of “ecosystems of running” discussed for Atlantic slavery and later indentured labour systems.

This article is a contribution to and reassessment of the debate about the concept of ‘white labourism’ hosted in this journal in 2010. White labourism is a concept formulated by Jonathan Hyslop to describe an ideology combining an anti-capitalist critique with racial segregation that he argued was dominant in a transnational white working class in the British Empire in the early twentieth century. The debate about this concept has focused on the appeal and extent of this ideology in South Africa during the early twentieth century. In light of recent scholarship on Southern Africa, we take a longer-term perspective to critically examine the concept and the debate. Specifically, we make three interventions into this debate: we consider the role of white workers outside British imperial networks; we examine how radical and revolutionary ideas disappeared from white-working class politics in the mid-twentieth century; and we reassess the connection between transnational flows of people and ideas. Racial divisions in the working class and labour movement in Southern Africa were persistent and enduring. We argue that racial segregation had an enduring appeal to white workers in Southern Africa, and the sources of this appeal were more varied and locally rooted than simply transnational migration to the region.

This article examines the impact of internal and external pressures on the parliamentary debate concerning the place of the working class within a newly emerging polity. Based on machine-assisted distant reading and close hermeneutics of parliamentary session transcripts, I ask how the first diet of the modern Polish state (1919–1922) responded to labour militancy and war. My analysis demonstrates that social unrest was successfully used by the left to foster inclusion of the popular classes in a political, social, and economic sense, contributing to the democratization of the state. In contrast, the external threat of war had an opposite effect. Although it justified the left advocating greater inclusion of workers and peasants because of their high death toll on the battlefields, it was actually the right that capitalized on national unity and readily used arguments about the Bolshevik threat or traitors among the landless masses to block or even reverse reforms aimed at democratization. The external threat of war, waged against a nominally leftist political force, helped the weak state to reduce the high impact of labour unrest on parliamentary proceedings.
