Telecommunications data are being explored by many countries as a new source of data that can be incorporated into their national statistical systems. In particular, “mobile positioning data” are increasingly being used to study population movements and population distributions. However, the legal, ethical, and technical complexities of working with this type of data often pose many barriers, which can prevent the data from being used at the times when it is most urgently needed. We demonstrate how having a robust public–private partnership framework, a privacy-preserving technical setup, and a communications strategy already in place, prior to an emergency, can enable governments to harness the advantages of telecommunications data at the times when it is most valuable. However, even once these foundations are in place, the challenges of competing priorities, managing expectations, and maintaining communication with data consumers during a pandemic mean that the potential of the data is not automatically translated into direct impact. This highlights the importance of sensitisation exercises, targeted at potential data users, to make clear the potential and limitations of the data, as well as the importance of being able to maintain direct communication with data users. Data sharing efforts to allow underserved groups and organizations to overcome the concentration of power in our data landscape. A few special organizations, due to their data monopolies and resources, are able to decide which problems to solve and how to solve them. But even though data sharing creates a counterbalancing democratizing force, it must nevertheless be approached cautiously. Underserved organizations and groups must navigate difficult barriers related to technological complexity and legal risk. To examine what those common barriers are, one type of data sharing effort—data trusts—are examined, specifically the reports commenting on that effort. To address these practical issues, data governance technologies have a large role to play in democratizing data trusts safely and in a trustworthy manner. Yet technology is far from a silver bullet. It is dangerous to rely upon it. But technology that is no-code, flexible, and secure can help more responsibly operate data trusts. This type of technology helps innovators put relationships at the center of their efforts.

The “budgeting for SDGs”–B4SDGs–paradigm seeks to coordinate the budgeting process of the fiscal cycle with the sustainable development goals (SDGs) set by the United Nations. Integrating the goals into public financial management systems is crucial for an effective alignment of national development priorities with the objectives set in the 2030 Agenda. Within the dynamic process defined in the B4SDGs framework, the step of SDG budget tagging represents a precondition for subsequent budget diagnostics. However, developing a national SDG taxonomy requires substantial investment in terms of time, human, and administrative resources. Such costs are exacerbated in least-developed countries, which are often characterized by a constrained institutional capacity. The automation of SDG budget tagging could represent a cost-effective solution. We use well-established text analysis and machine learning techniques to explore the scope and scalability of automatic labeling budget programs within the B4SDGs framework. The results show that, while our classifiers can achieve great accuracy, they face limitations when trained with data that is not representative of the institutional setting considered. These findings imply that a national government trying to integrate SDGs into its planning and budgeting practices cannot just rely solely on artificial intelligence (AI) tools and off-the-shelf coding schemes. Our results are relevant to academics and the broader policymaker community, contributing to the debate around the strengths and weaknesses of adopting computer algorithms to assist decision-making processes.

In China, one percent of the richest population holds more than one-third of the wealth, while the poorest 25% shares no more than two percent of the total. The country’s rapid economic development has resulted in increasing socio-economic disparities, and a rapidly deteriorating environment. This puts the Chinese citizens, especially the most vulnerable and deprived socio-economic status (SES) groups, at high risks of environmental inequality (EI). In most SES-based EI studies conducted in China, household wealth has often been overlooked, though it potentially serves a good economic indicator to capture the socio-economic effect of environmental change in China. Nevertheless, existing SES databases in China are of low spatial resolution and are insufficient to support fine-grained EI studies at the intra-city level in China. The core research challenge is to develop a representative household wealth proxy in high-spatial resolution for China. This study highlights the research gaps and proposes a new household wealth proxy, which integrates both fine-grained data/features such as daytime satellite imagery and easily accessible wealth indicators such as house prices. We also capitalize on everyday economic activity data retrieved from personal mobile phones and online transaction/social platforms in the composition of our wealth proxy to achieve a higher accuracy in estimating household wealth at fine-grained resolution via machine learning. Finally, we summarize the challenges in improving both the quality and the availability of Chinese socio-economic datasets, while protecting personal privacy and information security during the data collection process for household wealth proxy development in China.

Since 2013, federal research-funding agencies have been required to develop and implement broad data sharing policies. Yet agencies today continue to grapple with the mechanisms necessary to enable the sharing of a wide range of data types, from genomic and other -omics data to clinical and pharmacological data to survey and qualitative data. In 2016, the National Cancer Institute (NCI) launched the ambitious $1.8 billion Cancer Moonshot Program, which included a new Public Access and Data Sharing (PADS) Policy applicable to funding applications submitted on or after October 1, 2017. The PADS Policy encourages the immediate public release of published research results and data and requires all Cancer Moonshot grant applicants to submit a PADS plan describing how they will meet these goals. We reviewed the PADS plans submitted with approximately half of all funded Cancer Moonshot grant applications in fiscal year 2018, and found that a majority did not address one or more elements required by the PADS Policy. Many such plans made no reference to the PADS Policy at all, and several referenced obsolete or outdated National Institutes of Health (NIH) policies instead. We believe that these omissions arose from a combination of insufficient education and outreach by NCI concerning its PADS Policy, both to potential grant applicants and among NCI’s program staff and external grant reviewers. We recommend that other research funding agencies heed these findings as they develop and roll out new data sharing policies.

Open innovation programmes related to data and artificial intelligence have interested European policy-makers as a means of supporting startups and small and medium-sized enterprises to succeed in the digital economy. We discuss the objectives behind the typical service offerings of such programmes and propose a case for exploring how they align with the motivations of individual companies who are targeted by these initiatives. Using a qualitative analysis of 50 startup applications from the Data Market Services Accelerator programme, we find that applicants wrote most frequently about fundraising, acceleration and data skills. A smaller number of startups expressed interest in services related to standardization or legal guidance on General Data Protection Regulation and intellectual property rights, which are some of the ongoing priority areas for the European Commission. We discuss how the value propositions of these less desired offerings can be amplified by appealing the existing business motivations of data-driven startups.

This paper explores citizens’ stances toward the use of artificial intelligence (AI) in public services in Norway. Utilizing a social contract perspective, the study analyzes the government–citizen relationship at macro, meso, and micro levels. A prototype of an AI-enabled public welfare service was designed and presented to 20 participants who were interviewed to investigate their stances on the described AI use. We found a generally positive attitude and identified three factors contributing to this: (a) the high level of trust in government (macro level); (b) the balanced value proposition between individual and collective needs (meso level); and (c) the reassurance provided by having humans in the loop and providing transparency into processes, data, and model’s logic (microlevel). The findings provide valuable insights into citizens’ stances for socially responsible AI in public services. These insights can inform policy and guide the design and implementation of AI systems in the public sector by foregrounding the government–citizen relationship.

Nowadays public policymakers are offered with opportunities to take data-driven evidence-based decisions by analyzing the very large volumes of policy-related data that are generated through different channels (e.g., e-services, mobile apps, social media). Machine learning (ML) and artificial intelligence (AI) tehcnologies ease and automate the analysis of large policy-related datasets, which helps policymakers to realize a shift toward data-driven decisions. Nevertheless, the deployment and use of AI tools for public policy development is also associated with significant technical, political, and operation challenges. For instance, AI-based policy development solutions must be transparent and explainable to policymakers, while at the same time adhering to the mandates of emerging regulations such as the AI Act of the European Union. This paper introduces some of the main technical, operational, regulatory compliance challenges of AI-based policymaking. Accordingly, it introduces technological solutions for overcoming them, including: (i) a reference architecture for AI-based policy development, (ii) a virtualized cloud-based tool for the specification and implementation of ML-based data-driven policies, (iii) a ML framework that enables the development of transparent and explainable ML models for policymaking, and (iv) a set of guidelines for using the introduced technical solutions to achieve regulatory compliance. The paper ends up illustrating the validation and use of the introduced solutions in real-life public policymaking cases for various local governments.

With the outbreak of COVID-19 across Europe, anonymized telecommunications data provides a key insight into population level mobility and assessing the impact and effectiveness of containment measures. Vodafone’s response across its global footprint was fast and delivered key new metrics for the pandemic that have proven to be useful for a number of external entities. Cooperation with national governments and supra-national entities to help fight the COVID-19 pandemic was a key part of Vodafone’s response, and in this article the different methodologies developed are analyzed, as well as the key collaborations established in this context. In this article we also analyze the regulatory challenges found, and how these can pose a risk of the full benefits of these insights not being harnessed, despite clear and efficient Privacy and Ethics assessments to ensure individual safety and data privacy.

This work explores the use of Trusted Research Environments for the secure analysis of sensitive, record-level data on local coronavirus disease-2019 (COVID-19) inequalities and economic vulnerabilities. The Local Data Spaces (LDS) project was a targeted rapid response and cross-disciplinary collaborative initiative using the Office for National Statistics’ Secure Research Service for localized comparison and analysis of health and economic outcomes over the course of the COVID-19 pandemic. Embedded researchers worked on co-producing a range of locally focused insights and reports built on secure secondary data and made appropriately open and available to the public and all local stakeholders for wider use. With secure infrastructure and overall data governance practices in place, accredited researchers were able to access a wealth of detailed data and resources to facilitate more targeted local policy analysis. Working with data within such infrastructure as part of a larger research project involved advanced planning and coordination to be efficient. As new and novel granular data resources become securely available (e.g., record-level administrative digital health records or consumer data), a range of local policy insights can be gained across issues of public health or local economic vitality. Many of these new forms of data however often come with a large degree of sensitivity around issues of personal identifiability and how the data is used for public-facing research and require secure and responsible use. Learning to work appropriately with secure data and research environments can open up many avenues for collaboration and analysis.

Data trusts have been proposed as a mechanism through which data can be more readily exploited for a variety of aims, including economic development and social-benefit goals such as medical research or policy-making. Data trusts, and similar data governance mechanisms such as data co-ops, aim to facilitate the use and re-use of datasets across organizational boundaries and, in the process, to protect the interests of stakeholders such as data subjects. However, the current discourse on data trusts does not acknowledge another common stakeholder in the data value chain—the crowd workers who are employed to collect, validate, curate, and transform data. In this paper, we report on a preliminary qualitative investigation into how crowd data workers themselves feel datasets should be used and governed. We find that while overall remuneration is important to those workers, they also value public-benefit data use but have reservations about delayed remuneration and the trustworthiness of both administrative processes and the crowd itself. We discuss the implications of our findings for how data trusts could be designed, and how data trusts could be used to give crowd workers a more enduring stake in the product of their work.

The COVID-19 pandemic is a global challenge for humanity, in which a large number of resources are invested to develop effective vaccines and treatments. At the same time, governments try to manage the spread of the disease while alleviating the strong impact derived from the slowdown in economic activity. Governments were forced to impose strict lockdown measures to tackle the pandemic. This significantly changed people’s mobility and habits, subsequently impacting the economy. In this context, the availability of tools to effectively monitor and quantify mobility was key for public institutions to decide which policies to implement and for how long. Telefonica has promoted different initiatives to offer governments mobility insights throughout many of the countries where it operates in Europe and Latin America. Mobility indicators with high spatial granularity and frequency of updates were successfully deployed in different formats. However, Telefonica faced many challenges (not only technical) to put these tools into service in a short timing: from reducing latency in insights to ensuring the security and privacy of information. In this article, we provide details on how Telefonica engaged with governments and other stakeholders in different countries as a response to the pandemic. We also cover the challenges faced and the shared learnings from Telefonica’s experience in those countries.

This article uses a “mystery client” approach and visits the websites of National Statistical Offices and international microdata libraries to assess whether foundational microdata sets for countries in the Middle East and North Africa region are collected, up to date, and made available to researchers. The focus is on population and economic censuses, price data and consumption, labor, health, and establishment surveys. The results show that about half of the expected core data sets are being collected and that only a fraction is made available publicly. As a consequence, many summary statistics, including national accounts and welfare estimates, are outdated and of limited relevance to decision-makers. Additional investments in microdata collection and publication of the data once collected are strongly advised.

In this paper, we present the work conducted by Vodafone to enrich the understanding of people movement in Italy during the outbreak of the Coronavirus in 2020, and the tool developed to support the decisions taken by the authorities during that period. We have developed a solution to anonymously monitor the daily movements of Vodafone SIMs in Italy, at aggregate level, at different spatial and temporal granularity, to provide insights into the movements of Italians.

The Office for National Statistics (ONS) is currently undertaking a substantial research program into using price information scraped from online retailers in the Consumer Prices Index including occupiers’ housing costs (CPIH). In order to make full use of these data, we must classify it into the product types that make up the basket of goods and services used in the current collection. It is a common problem that the amount of labeled training data is limited and it is either impossible or impractical to manually increase the size of the training data, as is the case with web-scraped price data. We make use of a semi-supervised machine learning (ML) method, Label Propagation, to develop a pipeline to increase the number of labels available for classification. In this work, we use several techniques in succession and in parallel to enable higher confidence in the final increased labeled dataset to be used in training a traditional ML classifier. We find promising results using this method on a test sample of data achieving good precision and recall values for both the propagated labels and the classifiers trained from these labels. We have shown that through combining several techniques together and averaging the results, we are able to increase the usability of a dataset with limited labeled training data, a common problem in using ML in real world situations. In future work, we will investigate how this method can be scaled up for use in future CPIH calculations and the challenges this brings.

Digital identity systems are not devised for their own sake, rather they are developed by institutions as part of their pursuit of specific goals—such as economic, social, and developmental outcomes through enabling individual rights and facilitating access to basic services and entitlements. A growing number of organizations and institutions are advancing specific principles, frameworks, and “imaginaries” of what “good” digital identity looks like—yet it is often not clear how much influence they have or what their underlying worldview is to those designing, developing, and deploying these systems. This paper introduces sociopolitical configurations as a means of studying these underlying worldviews. Sociopolitical configurations combine elements from technological frames, expectations, and imaginations as well as developmental discourses to provide a basis for critically examining three key documents in this space.

Financial inclusion depends on providing adjusted services for citizens with disclosed vulnerabilities. At the same time, the financial industry needs to adhere to a strict regulatory framework, which is often in conflict with the desire for inclusive, adaptive, and privacy-preserving services. In this article we study how this tension impacts the deployment of privacy-sensitive technologies aimed at financial inclusion. We conduct a qualitative study with banking experts to understand their perspectives on service development for financial inclusion. We build and demonstrate a prototype solution based on open source decentralized identifiers and verifiable credentials software and report on feedback from the banking experts on this system. The technology is promising thanks to its selective disclosure of vulnerabilities to the full control of the individual. This supports GDPR requirements, but at the same time, there is a clear tension between introducing these technologies and fulfilling other regulatory requirements, particularly with respect to “Know Your Customer.” We consider the policy implications stemming from these tensions and provide guidelines for the further design of related technologies.

Many international organisations have recently acknowledged the significance of whistleblowing in preventing institutional corruption, particularly in the public sector. Likewise, many countries have enacted whistleblower protection laws, though a robust whistleblower protection system certainly requires much more than legislation. One challenge in developing effective protection systems is finding empirical evidence to evaluate existing systems. Can we measure the effectiveness of whistleblower protection systems accross different countries? What conditions do we need to make the whistleblower protection system work effectively in the public sector? This paper investigates two cases: South Korea and the Republic of Kosovo. South Korean data comes from the Anti-Corruption and Civil Rights Commission of South Korea, while its counterpart from Kosovo comes from a survey of 400 public officials about whistleblower protection. By analysing both datasets, this paper creates a new index that evaluates the effectiveness of whistleblower protection. Composed of quantitative and qualitative sub-indices, the index serves as a digital comparison tool for assessing whistleblower protection systems across different countries and at different times. In addition to enacting high-quality laws, this index identifies several additional measures that can strengthen whistleblower protection systems in the public sector.

This paper investigates how socio-spatial aspects of creativity, operationalized as the causal relations between the built environment and perceived creativity in university campuses’ public spaces, are currently applied in practice. Moreover, it discusses practitioners’ perceptions regarding research-generated evidence on socio-spatial aspects of creativity according to three effectiveness aspects: credibility, relevance, and applicability. The “research-generated evidence” is herein derived from data-driven knowledge generated by multi-disciplinary methodologies (e.g., self-reported perceptions, participatory tools, geospatial analysis, observations). Through a thematic analysis of interviews with practitioners involved in the (re)development of campuses public spaces of inner-city campuses and science parks in Amsterdam, Utrecht, and Groningen. We concluded that socio-spatial aspects of creativity concepts were addressed only at the decision-making level for Utrecht Science Park. Correspondingly, while presented evidence was considered by most practitioners as relevant for practice, perceptions of credibility and applicability vary according to institutional goals, practitioners’ habits in practice, and their involvement in projects’ roles and phases. The newfound interrelationships between the three effectiveness aspects highlighted (a) the institutional fragmentation issues in campuses and public spaces projects, (b) the research-practice gap related to such projects, which occur beyond the university campuses’ context, and (c) insights on the relationship between evidence generated through research-based data-driven knowledge and urban planning practice, policy, and governance related to knowledge environments. We concluded that if research-generated evidence on socio-spatial aspects of creativity is to be integrated into the evidence-based practice of campuses’ public spaces, an alignment between researchers, multiple actors involved, policy framing, and goal achievements are fundamental.

Rule of law principles are essential for a fair and just society and apply to government activities regardless of whether those activities are undertaken by a human or automated data processing. This article explores how Data Protection Impact Assessments (DPIAs) could provide a mechanism for improved rule of law governance of data processing systems developed and used by government for public purposes in civil and administrative areas. Applying rule of law principles to two case studies provides a sketch of the issues and concerns that this article’s proposals for DPIAs seek to address. The article undertakes comparative analysis to find relevant principles and concepts for governance of data processing systems, looking at human rights impact assessments, administrative law, and process rights in environmental law. Drawing on this comparative analysis to identify specific recommendations for DPIAs, the article offers guidance on how DPIAs could be used to strengthen the governance of data processing by government in rule of law terms.
