Digital identity (eID) systems are a crucial piece in the digital services ecosystem. They connect individuals to a variety of socioeconomic opportunities but can also reinforce power asymmetries between organizations and individuals. Data collection practices can negatively impact an individual’s right to privacy, autonomy, and self-determination. Protecting individual rights, however, may be at odds with imperatives of profit maximization or national security. The use of eID technologies is hence highly contested. Current approaches to governing eID systems have been unable to fully address the trade-offs between the opportunities and risks associated with these systems. The responsible innovation (RI) literature provides a set of principles to govern disruptive innovations, such as eID systems, toward societally desirable outcomes. This article uses RI principles to develop a framework to govern eID systems in a more inclusive, responsible, and user-centered manner. The proposed framework seeks to complement existing practices for eID system governance by bringing forth principles of deliberation and democratic engagement to build trust amongst stakeholders of the eID system and deliver shared socioeconomic benefits.

The promised merits of data-driven innovation in general and algorithmic systems in particular hardly need enumeration. However, as decision-making tasks are increasingly delegated to algorithmic systems, this raises questions about accountability. These pressing questions of algorithmic accountability, particularly with regard to data-driven innovation in the public sector, deserve ample scholarly attention. Therefore, this paper brings together perspectives from governance studies and critical algorithm studies to assess how algorithmic accountability succeeds or falls short in practice and analyses the Dutch System Risk Indication (SyRI) as an empirical case. Dissecting a concrete case teases out to which degree archetypical accountability practices and processes function in relation to algorithmic decision-making processes, and which new questions concerning algorithmic accountability emerge therein. The case is approached through the analysis of “scavenged” material. It was found that while these archetypical accountability processes and practices can be incredibly productive in dealing with algorithmic systems they are simultaneously at risk. The current accountability configurations hinge predominantly on the ex ante sensitivity and responsiveness of the political fora. When these prove insufficient, mitigation in medias res/ex post is very difficult for other actants. In part, this is not a new phenomenon, but it is amplified in relation to algorithmic systems. Different fora ask different kinds of medium-specific questions to the actor, from different perspectives with varying power relations. These algorithm-specific considerations relate to the decision-making around an algorithmic system, their functionality, and their deployment. Strengthening ex ante political accountability fora to these algorithm-specific considerations could help mitigate this.

Turning the wealth of health and social data into insights to promote better public health, while enabling more effective personalized care, is critically important for society. In particular, social determinants of health have a significant impact on individual health, well-being, and inequalities in health. However, concerns around accessing and processing such sensitive data, and linking different datasets, involve significant challenges, not least to demonstrate trustworthiness to all stakeholders. Emerging datatrust services provide an opportunity to address key barriers to health and social care data linkage schemes, specifically a loss of control experienced by data providers, including the difficulty to maintain a remote reidentification risk over time, and the challenge of establishing and maintaining a social license. Datatrust services are a sociotechnical evolution that advances databases and data management systems, and brings together stakeholder-sensitive data governance mechanisms with data services to create a trusted research environment. In this article, we explore the requirements for datatrust services, a proposed implementation—the Social Data Foundation, and an illustrative test case. Moving forward, such an approach would help incentivize, accelerate, and join up the sharing of regulated data, and the use of generated outputs safely amongst stakeholders, including healthcare providers, social care providers, researchers, public health authorities, and citizens.

The COVID-19 global pandemic has had considerable health impact, including sub-Saharan Africa. In Malawi, a resource-limited setting in Africa, gaining access to data to inform the COVID-19 response is challenging. Information on adherence to physical distancing guidelines and reducing contacts are nonexistent, but critical to understanding and communicating risk, as well as allocating scarce resources. We present a case study which leverages aggregated call detail records into a daily data pipeline which summarize population density and mobility in an easy-to-use dashboard for public health officials and emergency operations. From March to April 2021, we have aggregated 6-billion calls and text messages and continue to process 12 million more daily. These data are summarized into reports which describe, quantify, and locate mass gatherings and travel between subdistricts. These reports are accessible via web dashboards for policymakers within the Ministry of Health and Emergency Operations Center to inform COVID-19 response efforts and resource allocation.

Climate change is one of the most significant and pressing issues faced by humanity; it frequently results in major natural disasters, such as catastrophic floods, which require the establishment of effective management policies by local and national authorities. These policies involve complex multistep decision-making processes that require combined assessment of various sources of data by different stakeholders. Even though an abundance of data is being collected to monitor climate change and estimate its consequences on the society, the environment, and the economy, policy-making is still largely based on intuition rather than evidence due to lack of a structured approach for modeling the decision-making process and considering the appropriate use of data in every step of the process. The goal of this work is to introduce a novel decision support system that can guide policy makers through a structured data-driven decision-making process aiming to create policies for flood risk management. The proposed system is a multifacet platform that guides policy makers through five phases—inform, advise, monitor, evaluate, and revise—of the policy cycle. For each phase, different dashboards provide relevant information regarding the environmental, social, and economic conditions. To demonstrate the potential of the proposed system, we use it to assess a flood protection policy in the city of Vicenza, Italy. The results reveal the benefits and challenges of the proposed decision support tool for public administrations involved in flood risk management.

Bus Rapid Transit (BRT) has grown fast in the last 25 years, promising low-cost, rapid implementation, and large positive impacts. Despite advances, many systems in middle- and low-income countries face operational and financial issues, particularly in Latin America. Some practitioners, researchers, and decision makers, and the media are questioning its ability to provide quality services. Is this the end of a trend? To answer this question, this paper explores the status of the BRT industry and literature on the topic, with a focus on Latin America, as well as the emblematic cases of Curitiba, Quito, Bogotá, Mexico, and Santiago. Overcrowding, lack of reliability, fare evasion, issues of safety and security, and poor maintenance are evident problems in these and other cities. They seem to be a result of institutional and financial constraints, as well as technical limitations of surface-based transit modes. BRT has been able to deliver high-capacity and fast and reliable services, but requires permanent management and investment to face growing demand and aging infrastructure and vehicles, just like rail systems do. In addition, attention needs to be provided to data, technology innovation, urban integration, and public participation to keep BRT as an integral part of multimodal high-quality sustainable mobility networks in the future.

Fraud analytics refers to the use of advanced analytics (data mining, big data analysis, or artificial intelligence) to detect fraud. While fraud analytics offers the promise of more efficiency in fighting fraud, it also raises legal challenges related to data protection and administrative law. These legal requirements are well documented but the concrete way in which public administrations have integrated them remains unexplored. Due to the complexity of the techniques applied, it is crucial to understand the current state of practice and the accompanying challenges to develop appropriate governance mechanisms. The use of advanced analytics in organizations without appropriate organizational change can lead to ethical challenges and privacy issues. The goal of this article is to examine how these legal requirements are addressed in public administrations and to identify the challenges that emerge in doing so. For this, we examined two case studies related to fraud analytics from the Belgian Federal administration: the detection of tax frauds and social security infringements. This article details 15 governance practices that have been used in administrations. Furthermore, it highlights the complexity of integrating legal requirements with advanced analytics by identifying six key trade-offs between fraud analytics opportunities and legal requirements.

A proliferation of data-generating devices, sensors, and applications has led to unprecedented amounts of digital data. We live in an era of datafication, one in which life is increasingly quantified and transformed into intelligence for private or public benefit. When used responsibly, this offers new opportunities for public good. The potential of data is evident in the possibilities offered by open data and data collaboratives—both instances of how wider access to data can lead to positive and often dramatic social transformation. However, three key forms of asymmetry currently limit this potential, especially for already vulnerable and marginalized groups: data asymmetries, information asymmetries, and agency asymmetries. These asymmetries limit human potential, both in a practical and psychological sense, leading to feelings of disempowerment and eroding public trust in technology. Existing methods to limit asymmetries (such as open data or consent) as well as some alternatives under consideration (data ownership, collective ownership, personal information management systems) have limitations to adequately address the challenges at hand. A new principle and practice of digital self-determination (DSD) is therefore required. The study and practice of DSD remain in its infancy. The characteristics we have outlined here are only exploratory, and much work remains to be done so as to better understand what works and what does not. We suggest the need for a new research framework or agenda to explore DSD and how it can address the asymmetries, imbalances, and inequalities—both in data and society more generally—that are emerging as key public policy challenges of our era.

Data has become a critical trans-national and cross-border resource. Yet, the lack of a well-defined approach to using it poses challenges to harnessing its value. This article explores the increasing importance of global data governance due to the rapid growth of data, and the need for responsible data practices. The purpose of this paper is to compare approaches and identify patterns in the emergent data governance ecosystem within sectors close to the international development field, ultimately presenting key takeaways and reflections on when and why a global data governance framework may be needed. Overall, the paper provides information about the conditions when a more holistic, coordinated transnational approach to data governance may be needed to responsibly manage the global flow of data. The report does this by (a) considering conditions specified by the literature that may be conducive to global data governance, and (b) analyzing and comparing existing frameworks, specifically investigating six key elements: purpose, principles, anchoring documents, data description and lifecycle, processes, and practices. The article closes with a series of final recommendations, which include adopting a broader concept of data stewardship to reconcile data protection and promotion, focusing on responsible reuse of data to unlock socioeconomic value, harmonizing meanings to operationalize principles, incorporating global human rights frameworks to provide common North Stars, unifying key definitions of data, adopting a data lifecycle approach, incorporating participatory processes and collective agency, investing in new professions with specific roles, improving accountability through oversight and compliance mechanisms, and translating recommendations into practical tools.

This paper highlights the need and opportunities for constructively combining different types of (analogue and data-driven) knowledges in evidence-informed policy decision-making in future smart cities. Problematizing the assumed universality and objectivity of data-driven knowledge, we call attention to notions of “positionality” and “situatedness” in knowledge production relating to the urban present and possible futures. In order to illustrate our arguments, we draw on a case study of strategic urban (spatial) planning in the Cambridge city region in the United Kingdom. Tracing diverse knowledge production processes, including top-down data-driven knowledges derived from urban modeling, and bottom-up analogue community-based knowledges, allows us to identify locationally specific knowledge politics around evidence for policy. The findings highlight how evidence-informed urban policy can benefit from political processes of competition, contestation, negotiation, and complementarity that arise from interactions between diverse “digital” and “analogue” knowledges. We argue that studying such processes can help in assembling a more multifaceted, diverse and inclusive knowledge-base on which to base policy decisions, as well as to raise awareness and improve active participation in the ongoing “smartification” of cities.

This article considers what types of strategic communication messaging regarding migration policy are likely to be more or less effective. To do so, the article summarizes the literature to, first, note the broadly postulated effectiveness of value-based messaging and, second, note how underdefined this concept remains. To overcome this shortcoming, I introduce Schwarz’s psychological theory of “basic human values” and use European Social Survey data to visualize the relationship between these values and attitudes to immigration. I argue that messaging with a value-basis that is concordant with that of its audience is more likely to elicit sympathy, whereas that which is discordant with the values of its audience is more likely to elicit antipathy. Given the value-balanced orientations of those with moderate attitudes to immigration, persuasive migration messaging should attempt to mobilize values of its opposition; that is pro-migration messaging should mobilize Schwarz’s values of conformity, tradition, security, and power, whereas anti-migration messaging should mobilize values of universalism, benevolence, self-direction, and stimulation. I then turn to an inventory of 135 migration communication campaigns provided by the International Centre for Migration Policy Development. I show that few pro-migration campaigns contained value-based messaging, whereas all anti-migration campaigns did. Similarly, very few pro-migration campaigns included values besides “universalism” and “benevolence,” whereas anti-migration campaigns included values associated with both pro- and anti-migration attitudes. I visually demonstrate examples of each case before discussing ramifications for policy communication.

To harness the promises of digital transformation, different players take different paths. Departing from corporate-driven (e.g., the United States) and state-led (e.g., China) approaches, in various documents, the European Union states its goal to establish a citizen-centric data ecosystem. However, it remains contentious the extent to which the envisioned digital single market can enable the creation of public value and empower citizens. As an alternative, in this article, we argue in favor of a fair data ecosystem, defined as an approach capable of representing and keep in balance the data interests of all actors, while maintain a collective outlook. We build such ecosystem around data commons—as a third path to market and state approaches to the managing of resources—coupled with open data (OD) frameworks and spatial data infrastructures (SDIs). Indeed, based on literature, we claim that these three regimes complement each other, with OD and SDIs supplying infrastructures and institutionalization to data commons’ limited replicability and scalability. This creates the preconditions for designing the main roles, rules, and mechanisms of a data republic, as a possible enactment of a fair data ecosystem. While outlining here its main traits, the testing of the data republic model is open for further research.

In this article, we explore the challenges of global governance and the particular challenge presented by global data governance. We discuss a range of challenges to developing meaningful global governance institutions for regulating how companies and governments around the world manage and utilize consumer data. These challenges are compounded by their global nature and the complexities of Internet-based technologies. We argue that the following gaps exist for effective global data governance: (a) there is no overarching global framework for protecting consumer data, and it is partial and incomplete; (b) there is a lack of data protection for international data transfers, as much of the regulation that is being developed is not global in scale; and (c) new areas of data collection and use compound concerns to effective data governance in a globalized digital world. Moreover, we highlight important needs in terms of both global governance and impending challenges related to current and new uses of data. Any global governance framework should recognize the need for an iterative process where communication is ongoing between the necessary stakeholders. Agreements should incorporate common goals to maximize the potential development of global data governance norms. However, goals must remain flexible to the different data environments across nation-states while maintaining a global scope to ensure data protection. In addition, any agreement should consider the emerging challenges in this area. These challenges include new methods of data collection and use, as well as protecting individuals from manipulation and undue influence based on how their data are being used, processed, and collected.

The quality of service in healthcare is constantly challenged by outlier events such as pandemics (i.e., Covid-19) and natural disasters (such as hurricanes and earthquakes). In most cases, such events lead to critical uncertainties in decision-making, as well as in multiple medical and economic aspects at a hospital. External (geographic) or internal factors (medical and managerial) lead to shifts in planning and budgeting, but most importantly, reduce confidence in conventional processes. In some cases, support from other hospitals proves necessary, which exacerbates the planning aspect. This paper presents three data-driven methods that provide data-driven indicators to help healthcare managers organize their economics and identify the most optimum plan for resources allocation and sharing. Conventional decision-making methods fall short in recommending validated policies for managers. Using reinforcement learning, genetic algorithms, traveling salesman, and clustering, we experimented with different healthcare variables and presented tools and outcomes that could be applied at health institutes. Experiments are performed; the results are recorded, evaluated, and presented.

Chronic food insecurity remains a challenge globally, exacerbated by climate change-driven shocks such as droughts and floods. Forecasting food insecurity levels and targeting vulnerable households is apriority for humanitarian programming to ensure timely delivery of assistance. In this study, we propose to harness a machine learning approach trained on high-frequency household survey data to infer the predictors of food insecurity and forecast household level outcomes in near real-time. Our empirical analyses leverage the Measurement Indicators for Resilience Analysis (MIRA) data collection protocol implemented by Catholic Relief Services (CRS) in southern Malawi, a series of sentinel sites collecting household data monthly. When focusing on predictors of community-level vulnerability, we show that a random forest model outperforms other algorithms and that location and self-reported welfare are the best predictors of food insecurity. We also show performance results across several neural networks and classical models for various data modeling scenarios to forecast food security. We pose that problem as binary classification via dichotomization of the food security score based on two different thresholds, which results in two different positive class to negative class ratios. Our best performing model has an F1 of 81% and an accuracy of 83% in predicting food security outcomes when the outcome is dichotomized based on threshold 16 and predictor features consist of historical food security score along with 20 variables selected by artificial intelligence explainability frameworks. These results showcase the value of combining high-frequency sentinel site data with machine learning algorithms to predict future food insecurity outcomes.

During the COVID-19 crisis, the French National Institute of Statistics and Economic Studies (INSEE) used aggregated and anonymous counting indicators based on network signaling data of three of the four mobile network operators (MNOs) in France to measure the distribution of population over the territory during and after the lockdown and to enrich the toolbox of high-frequency economic indicators used to follow the economic situation. INSEE’s strategy was to combine information coming from different MNOs together with the national population estimates it usually produces in order to get more reliable statistics and to measure uncertainty. This paper relates and situates this initiative within the long-term methodological collaborations between INSEE and different MNOs, and INSEE, Eurostat, and some other European national statistical institutes (NSIs). These collaborations aim at constructing experimental official statistics on the population present in a given place and at a given time, from mobile phone data (MPD). The COVID-19 initiative has confirmed that more methodological investments are needed to increase relevance of and trust in these data. We suggest this methodological work should be done in close collaboration between NSIs, MNOs, and research, to construct the most reliable statistical processes. This work requires exploiting raw data, so the research and statistical exemptions present in the general data protection regulation (GDPR) should be introduced as well in the new e-privacy regulation. We also raise the challenges of articulating commercial and public interest rationales and articulating transparency and commercial secrets requirements. Finally, it elaborates on the role NSIs can play in the MPD valorization ecosystem.

Aggregated data from mobile network operators (MNOs) can provide snapshots of population mobility patterns in real time, generating valuable insights when other more traditional data sources are unavailable or out-of-date. The COVID-19 pandemic has highlighted the value of remotely-collected, high-frequency, localized data in inferring the economic impact of shocks to inform decision-making. However, proper protocols must be put in place to ensure end-to-end user-confidentiality and compliance with international best practice. We demonstrate how to build such a data pipeline, channeling data from MNOs through the national regulator to the analytical users, who in turn produce policy-relevant insights. The aggregated indicators analyzed offer a detailed snapshot of the decrease in mobility and increased out-migration from urban to rural areas during the COVID-19 lockdown. Recommendations based on lessons learned from this process can inform engagements with other regulators in creating data pipelines to inform policy-making.

Today’s conflicts are becoming increasingly complex, fluid, and fragmented, often involving a host of national and international actors with multiple and often divergent interests. This development poses significant challenges for conflict mediation, as mediators struggle to make sense of conflict dynamics, such as the range of conflict parties and the evolution of their political positions, the distinction between relevant and less relevant actors in peace-making, or the identification of key conflict issues and their interdependence. International peace efforts appear ill-equipped to successfully address these challenges. While technology is already being experimented with and used in a range of conflict related fields, such as conflict predicting or information gathering, less attention has been given to how technology can contribute to conflict mediation. This case study contributes to emerging research on the use of state-of-the-art machine learning technologies and techniques in conflict mediation processes. Using dialogue transcripts from peace negotiations in Yemen, this study shows how machine-learning can effectively support mediating teams by providing them with tools for knowledge management, extraction and conflict analysis. Apart from illustrating the potential of machine learning tools in conflict mediation, the article also emphasizes the importance of interdisciplinary and participatory, cocreation methodology for the development of context-sensitive and targeted tools and to ensure meaningful and responsible implementation.

The use of artificial intelligence and algorithmic decision-making in public policy processes is influenced by a range of diverse drivers. This article provides a comprehensive view of 13 drivers and their interrelationships, identified through empirical findings from the taxation and social security domains in Belgium. These drivers are organized into five hierarchical layers that policy designers need to focus on when introducing advanced analytics in fraud detection: (a) trust layer, (b) interoperability layer, (c) perceived benefits layer, (d) data governance layer, and (e) digital governance layer. The layered approach enables a holistic view of assessing adoption challenges concerning new digital technologies. The research uses thematic analysis and interpretive structural modeling.

Does digitalization reduce corruption? What are the integrity benefits of government digitalization? While the correlation between digitalization and corruption is well established, there is less actionable evidence on the integrity dividends of specific digitalization reforms on different types of corruption and the policy channels through which they operate. These linkages are especially relevant in high corruption risk environments. This article unbundles the integrity dividends of digital reforms undertaken by governments around the world, accelerated by the pandemic. It analyzes the rise of data-driven integrity analytics as promising tools in the anticorruption space deployed by tech-savvy integrity actors. It also assesses the broader integrity benefits of the digitalization of government services and the automation of bureaucratic processes, which contribute to reducing bribe solicitation risks by front-office bureaucrats. It analyzes in particular the impact of digitalization on social transfers. It argues that government digitalization can be an implicit yet effective anticorruption strategy, with subtler yet deeper effects, but there needs to be greater synergies between digital reforms and anticorruption strategies.
