This article seeks to provide further insights into understanding the construction of Chinese identity by bringing the West/white into the picture of Afro-Sino racial relationships. It contends that the Chinese have internalized Western/white superiority through a long historical process, starting with the Western invasion in the 19th century and continuing with the construction of the contemporary historical narrative of the “century of humiliation.” This internalization and its ramifications can be observed in Chinese public discourses as well as diplomatic practices. Together with Western/white superiority, the Chinese also adopted a social Darwinist, competitive world view, using Western modernity as the yardstick by which to rank different peoples and societies in a racial hierarchy. Chinese racism against Africans is thus a projection of a harsh self-judgement. Unlike white supremacy in Western racial thinking, “Chinese supremacy” is often coupled with an inferiority complex.

In this article, I examine the ROC president's discursive response to PRC efforts to limit Taiwan's future possibilities and undermine confidence in Taiwan's future. I argue that the capacity to imagine the future, and perceiving agency to affect future outcomes, is crucial for national resilience. Since Taiwan is routinely exposed to factors known to cause reduced self-efficacy and morale – uncertainty, threat, marginalization, restricted agency, circumscribed action repertoires – it is crucial that Taiwanese people have a meaningful sense of “what are we striving for?” and confidence that they have the agency to realize these aspirations. The article sets out an empirical examination of discursive constructions of the future as a vector for enhancing cohesion and resolve in Taiwanese society. Foregrounding a novel dimension in the study of Taiwan, the article contributes both an interpretivist account of President Tsai Ing-wen's discourse and opens a new avenue for research on the largely neglected issue of futurity in cross-Strait relations.

The Chief Officials’ Appearance System (COAS), introduced in 2015, requires government leaders to appear in court and explain their actions. Unlike other post-2014 legal reforms aimed at reducing political influence in administrative litigation, the COAS uniquely actively involves political officials. This approach is based on the belief that increased participation will help officials to gain a better understanding of public concerns and improve administrative litigation quality. However, few studies have examined the system's effectiveness, and existing research relies on anecdotal evidence with limited analysis. To address this gap, we conducted a systematic empirical inquiry using 1,551 administrative litigation cases filed in a Beijing local court and extensive field research in 12 other provinces. Contrary to official expectations, we found the system reproduced the administrative grievances it was tasked with resolving. Moreover, when chief officials appear in court, administrative litigation is characterized by a renewed triad of apathetic state agencies, increasingly agitated plaintiffs and strategically empowered courts.

The Chinese government promotes cooperation between colleges and companies in vocational education to improve the supply of skilled workers and increase labour productivity. This study employs the concept of positive coordination – negotiations concurrently addressing productive and distributive questions – to analyse the advantages and limitations of voluntary cooperation embedded in networks. In terms of production, many projects focus on updating, narrowing and deepening curricula to lower the costs of initial training borne by companies and the risk of labour turnover. In terms of distribution, however, the deep and narrow curricula are at odds with students’ preference for general and transferable skills; and the mutual commitments of both companies and students are uncertain. The solutions provided by cooperation are partial and unstable. Overall, they reduce skill mismatches but cannot control turnover or overcome market failure, which undermines tertiary vocational education's contribution to labour productivity.

China's need for skilled workers to upgrade its industrial system is increasingly urgent due to global economic competition. Despite massive expansion of its Vocational Education and Training system over the past two decades, a significant skilled labour deficit remains. Current debates on the inefficacy of vocational education focuses on the lack of institutional synergies between education and industry but often overlooks the inherent conflicts within the vocational education system and micro-level skill formation processes. Our ethnographic research in two upper-secondary vocational schools unveils a disturbing trend: the rapid massification of vocational education, which prioritizes student enrolment numbers over educational quality, fails to address the demand for skill formation and skilled labour. It inadvertently generates adverse consequences for both administrative management and classroom instruction. Skill development frequently falls to after-school professional associations and an exclusive group of elite students. Meanwhile, reform initiatives, such as the craftsmanship campaign and skill competitions, benefit only a few without improving the employment prospects for the wider student population. These findings call for greater attention to the inherent tensions within China's Vocational Education and Training system. Only when there is a deeper understanding of the underlying causes of ineffective skill formation in vocational schools can China achieve its national goal of industrial upgrades.

Most public opinion research in China uses direct questions to measure support for the Chinese Communist Party (CCP) and government policies. These direct question surveys routinely find that over 90 per cent of Chinese citizens support the government. From this, scholars conclude that the CCP enjoys genuine legitimacy. In this paper, we present results from two survey experiments in contemporary China that make clear that citizens conceal their opposition to the CCP for fear of repression. When respondents are asked directly, we find, like other scholars, approval ratings for the CCP that exceed 90 per cent. When respondents are asked in the form of list experiments, which confer a greater sense of anonymity, CCP support hovers between 50 per cent and 70 per cent. This represents an upper bound, however, since list experiments may not fully mitigate incentives for preference falsification. The list experiments also suggest that fear of government repression discourages some 40 per cent of Chinese citizens from participating in anti-regime protests. Most broadly, this paper suggests that scholars should stop using direct question surveys to measure political opinions in China.

Affiliation with different religions can have different effects on practitioners’ trust in state institutions and in social actors. Based on a survey of 3,740 residents in Hong Kong in 2021, we examine the relationship between religious affiliation and believers’ trust in the political authorities in Beijing and Hong Kong and in civil actors in the city. We find that affiliation with traditional Chinese religions and Eastern religions has a positive and significant effect on believers’ trust in the political authorities, whereas belief in Western religions does not have such an effect. Affiliation with Western religions, however, has a stronger positive and significant effect on interpersonal trust and on tolerance for unconventional behaviour. These findings shed light on the interaction between the government and religious groups in Hong Kong after 1997.

The Chinese Communist Party has been increasing its control over village elections since the early 2010s, yet this move has not triggered any widespread popular resistance. Drawing on ethnographic evidence from village elections held in 2017 in a county in Hunan province, I conceptualize a form of electoral manipulation I term “consensus elections,” in which the Party engineers a pre-electoral consensus with ordinary villagers on whom to select while deterring challenges from village elites. Consensus elections are rooted in the Chinese political elites’ ideal that favours electoral participation over competition. While participation increases regime legitimacy, competition threatens regime authority. Propaganda promoting this electoral ideal shapes the views of ordinary villagers, laying a basis of legitimacy on consensus elections. The villagers embraced voting as being oriented by a unitary common interest and developed a cynicism whereby campaigning was equated with corruption. Comparison of the processes involved in engineering consensus elections in five villages suggests popular support for such elections. Whereas popular resistance was mounted against the lack of participation, popular complicity helps the Party to deter challenges from village elites. Consensus elections have facilitated the fall of Chinese village elections without undermining the Party's legitimacy, but consensus elections will also encourage more political challenges from village elites through non-institutionalized channels.

The reform era began with the removal of Mao-era elites from leadership positions on a scale theretofore unseen in the People's Republic of China. Rather than depending on incentives to mobilize Mao-era cadres to support Reform and Opening, the new reform leadership brought in younger, better educated pro-reform elites. This article thus proposes a Personnel Model, in which the Communist Party brings in sympathetic cadres to implement major shifts in the Party line. Furthermore, personnel changes were first imposed on the military, then on the civilian apparatus. We show the large scale and rapid implementation of these reforms in 1982–1984 using an original database of over 60,000 cadres drawn from Organizational Histories.

The recent emergence of online crowdfunding campaigns has transformed the charitable landscape in China. This paper examines the participation of one county-level grassroots nonprofit organization (SW) in Tencent's 99 Giving Day to reveal a paradox of organizational success in online crowdfunding, namely that local nonprofits have to wage corresponding offline campaigns with the support of the local government, and thus must co-evolve with local politics. While the online charitable campaign played a crucial role in the founding and professionalization of SW, the successful campaign was soon co-opted by the local government as a source of welfare soft-budgeting and performance management. To ensure the ongoing success of the three-day campaign, the online crowdfunding was transformed into a large-scale offline mobilization. We find that although crowdfunding creates new opportunities for rural grassroots organizations, these organizations must balance dual pressures from both the platform and the local government to successfully crowdfund online.

The study of Hong Kong identity has traditionally been positioned in a local–national dichotomy, where Hong Kong identity is viewed primarily as a local identity while the label of national identity is reserved for identification with the Chinese nation. Hong Kong nationalism, on the other hand, is generally considered a new phenomenon, the study of which has focused predominantly on the political activities in the post-handover period. Drawing on Partha Chatterjee's theory of anti-colonial nationalism, this paper seeks to broaden the understanding of Hong Kong nationalism by examining the nationalistic sentiments manifested during the Chinese language campaign (1964–1971). This paper draws on archival materials to shed light on the presence of anti-colonial nationalism in colonial Hong Kong, an aspect often overlooked or considered a mere extension of Chinese nationalism from mainland China. This paper also discusses the distinctions between anti-colonial nationalism in Hong Kong and Chinese nationalism, highlighting the intricate nature of the concept of Chineseness.

Despite private enterprises dominating China's labour market, college-educated workers are still highly concentrated in the state sector. Using data from the Chinese College Student Survey, we find that 64 per cent of students in the sample expressed a strong preference for state sector employment. We also identify several factors associated with receiving job offers from the state sector, including being male, holding urban hukou status, being a member of the CCP, performing well on standardized tests, attending elite universities and having higher household income or high-status parental backgrounds. These findings suggest that despite China's economic transition, the private sector may still struggle to attract highly educated workers.

Although ethnic governance in the People's Republic of China is often portrayed as a matter of controlling “minority nationalities” in the country's frontier regions, the ethnic affairs bureaucracy operates in every province. The origins of “nationalities work” as a discrete domain of governance can be traced to the Chinese Communist Party's efforts to mobilize scattered Hui communities in the eastern provinces of Shandong and Hebei in the 1930s–1940s. Thanks to the initiative of Hui Communists, local Party leaders came to understand that Hui were not simply scattered but interconnected. They adapted and replicated organizational methods to exploit Hui networks for gathering intelligence, smuggling goods and penetrating enemy-controlled cities. This history offers an instructive case of adaptive governance in the revolutionary period and the role of ethnic minority cadres in policy entrepreneurship. It also underscores the importance of the Party's experience in eastern China in the study of Chinese ethnic policy.

Many scholars have used local Chinese county gazetteers for historical and socioeconomic analyses, yet little research has examined the completeness of coverage or the biases in reporting that characterize the compilation of these gazetteers. In this paper, we provide a novel source for studying Chinese political movements and local history under the communist regime after 1949: the internal-discussion drafts of county gazetteers (xianzhi pingyigao). Our findings constitute the first study to use internal review drafts to examine the authenticity and credibility of county gazetteers. Prior to their publication, gazetteer drafts are compiled by a team of editors and typically receive at least three rounds of rigorous internal review. These internal-discussion drafts are subject to a prolonged and strict process of self and external censorship. Our analysis engages in a close comparison of text samples extracted from two versions of local gazetteers collected from four counties in Guangxi province. Compared to the draft versions, we find evidence of serious data manipulation and a tendency to underreport historical events in the published editions. Our research evidently demonstrates the process of historiography editing and reveals how local history is presented through the lens of government public documents in China.

Can the expansion of a prosperous middle class help China to rebalance to consumption-led growth? We address this question through analysis of macro- and micro-level data. Using macro statistics, we examine trends in national aggregate consumption and GDP growth from 2000 through 2019. We observe growth in aggregate consumption but do not find convincing evidence of consumption-led growth. Using micro-level household survey data from 2002, 2007, 2013 and 2018, we estimate the size of China's prosperous middle class and its contribution to aggregate consumption growth. We find that the prosperous middle class expanded rapidly but contributed less to aggregate consumption growth than expected. We discuss features of this class that diminished its contribution to consumption-led growth, including its low propensity to consume out of income and its limited expansion beyond urban subgroups. We conclude that the expansion of the prosperous middle class is necessary but not sufficient to bring about rebalancing.

This paper presents the first systematic study of the political behaviour of female members of China's national legislature, the National People's Congress (NPC). Women held 23 per cent of seats in the 12th NPC, yet they sponsored 44 per cent of all legislative bill proposals and more than half of the bills relevant to women's interests. Women sponsored more bills (4.8 bills) than did men (3.1 bills). We propose that there are two mechanisms driving women's outperformance: (i) women are more collaborative than men, and (ii) female leadership encourages female participation. We analyse 2,366 bills and show that women are disproportionately more active than men in all issue areas and are particularly engaged with women's issues. Our findings demonstrate that underrepresented regime outsiders (women) can carve out a space to amplify their voices, outperform insiders and shape policy direction to a certain extent within an authoritarian legislature.

This study investigates what drives local variations when pursuing urban–rural equity in social welfare provision in China. We examine how internal features, top-down pressure and horizontal competition have shaped local governments’ decisions to adopt a policy that unifies (yitihua) the urban and rural eligibility thresholds of the world's largest means-tested cash transfer programme (dibao). We collected and coded policies that unify urban–rural dibao thresholds in 336 prefecture-level divisions between 2011 and 2019. Event history analysis showed that internal fiscal constraint – primarily cost concerns – drove local policy adoption; top-down pressure from provincial governments with a high degree of coercive power in policy directives exerted a significant impact; and the horizontal competition's effect was insignificant. Our findings indicate that fiscal arrangements and top-down policy directives from superior governments with higher coercive power are potent tools to accelerate the adoption of a social welfare policy that would otherwise be unappealing for local officials.

Extensive research in Western societies has demonstrated that media reports of protests have succumbed to selection and description biases, but such tendencies have not yet been tested in the Chinese context. This article investigates the Chinese government and news media's selection and description bias in domestic protest events reporting. Using a large protest event data set from Weibo (CASM-China), we found that government accounts on Weibo covered only 0.4 per cent of protests while news media accounts covered 6.3 per cent of them. In selecting events for coverage, the news media accounts tacitly struck a balance between newsworthiness and political sensitivity; this led them to gravitate towards protests by underprivileged social groups and shy away from protests targeting the government. Government accounts on Weibo, on the other hand, eschewed reporting on violent protests and those organized by the urban middle class and veterans. In reporting selected protest events, both government and news media accounts tended to depoliticize protest events and to frame them in a more positive tone. This description bias was more pronounced for the government than the news media accounts. The government coverage of protest events also had a more thematic (as opposed to episodic) orientation than the news media.

This study contributes to the research on central–local relations in China by examining local dynamics and defiance. Drawing on the case of a provincial government's defiance against a central policy – Heilongjiang province's 2016 ban on genetically modified organisms (GMOs) – this study shows that despite the unprecedented recentralization push in recent years, local defiance still exists and persists. In addition, this study finds that the Heilongjiang provincial government managed to reduce potential political backlash by feeding the public distrust of GMOs, exploiting the internal divide and central ambiguity over GMOs and, more importantly, skilfully framing its GMO ban as part of its efforts to implement Xi Jinping's Green Development Concept.
