Chinese state firms are expected not only to profit but also to serve state interests. But the Chinese state is fragmented: border provinces are taking on an expanded role in China's global expansion and a broad range of firm activities could be defined as patriotic contributions. Through the case of Yunnan State Farms (YSF), a province-level state-owned enterprise, this article explores how state firms interpret and navigate multiple state interests while also pursuing profit. The firm's ability to profit depends on balancing the demands and support of different Chinese state actors while depicting itself as a development partner to the Lao state and a contributor to Sino-Lao diplomatic relations and border region stability. This case thus shows that, instead of YSF's behaviour being directed by the state, the firm exercises considerable latitude in defining its contributions to state interests through the expansion of rubber production as a driver of development.

Since the 1990s, the Chinese government has intensified efforts to control the political life of the diaspora by recruiting proxies, or qiaoling 侨领, from the extraterritorial population for community-based governance. This paper examines the efficacy of this co-optive strategy by investigating its ramifications in Lao Chinese business communities. Following a group of qiaoling in Vientiane through qualitative fieldwork, I reveal how these individuals are self-motivated to perform patriotism by the desire to earn symbolic recognition. Their fame and prestige as qiaoling are critical for their material accumulation in the often-fraudulent business of intermediation for Chinese bureaucrats and investors. As such, while contributing to realigning the political allegiance of the diaspora, qiaoling simultaneously reshape the ongoing expansion of Chinese capitalism in ways that diverge from Beijing's developmental agenda. This finding complicates the long-held imaginary of an autonomous state–diaspora synergy in post-socialist China.

This paper explores China's mode of medical intervention in South Sudan and compares it with the medical humanitarianism and global health imaginaries and modes of intervention that characterize the activities of the wider international community, especially NGOs and faith-based organizations. In their provision of medical aid to South Sudan, organizations of the international community largely draw on a discourse of suffering and a framework of emergency response to humanitarian crises in post-conflict settings, which often translates into vertical programmes which involve direct governance of the South Sudanese population. In contrast, China's contemporary medical interventions in South Sudan are a mixture of health diplomacy, health infrastructure and development aid, an assemblage which can be understood as a “non-suffering” model of care and a loosely defined apparatus of biopolitics. However, the obvious gap between national goals and the daily experiences of individual Chinese doctors suggests that this will be an uneven process of “becoming.”

The recent two-decade-long march of “global China” – manifested as outward flows of investment, loans, infrastructure, migrants, media, cultural programmes and international and civil society engagement – has left sweeping but variegated footprints in many parts of the world. From “going out,” officially announced in the year 2000, to the Belt and Road Initiative (BRI) and Made in China 2025, and from the developing world to advanced industrialized democracies, state-endorsed campaigns are but tips of a much more momentous iceberg. Numerous Chinese citizens and private corporations have also participated in a global search for employment, business, investment and educational and emigration opportunities. International reactions to the increasingly ubiquitous presence of China and the Chinese people in almost every corner of the world have evolved from a mixture of anxiety and hope to a more explicitly critical backlash. Terms such as “sharp power,” “debt-trap diplomacy” and the “new Cold War” bespeak the West's dominant perception today of China as a threat to be contained.

While most ethnic Chinese in northern Thailand are Thai citizens now, their everyday lives are a site where we can witness the political power entanglement of China, Taiwan and Thailand. With this in mind, this paper aims to look into the relationship between global China and overseas Chinese from the perspective of the ethnic Chinese in the northern borderlands of Thailand. The purpose is not just to disclose the multiplicity of global China in people's everyday lives, but also to complicate the picture of overseas Chinese as portrayed in top-down grand narratives about global China. I argue that the ongoing re-Sinicization in South-East Asia and the territorial geopolitics among China, Taiwan and Thailand have opened a conceptual space for the ethnic Chinese in northern Thailand to flexibly articulate themselves within the changing geopolitical economy. I use tea production and related Chinese-language education programmes, two separate but intertwined cases, to address these issues. By looking beyond the competition, conflict and dilemmas between China and Taiwan, I argue that Taiwan's previous engagement with agricultural transfer to Thailand and the rooting of pro-Taiwan identity and discourse in language education have paradoxically paved a way for China to stretch its influence into the everyday lives of the Chinese communities in the northern Thai borderlands.

There are few women among China's local political leadership. Current scholarship on the topic co-locates women's political participation with the representation of other marginalized social groups. In particular, it is argued that female politicians are simply tokenistic representatives of the marginalized: female, intellectual, ethnic minority and non-Communist Party members. An examination of those women who have served in provincial leadership positions over the last two terms suggests that such a characterization is misleading. Rather, the evidence indicates that women have been appointed on the same grounds as male leaders in terms of age, education, CCP membership and experience. Gender disparities in the selection of provincial leaders are in fact considerably more nuanced and can be traced to the lack of institutionalized policies and processes as well as women's ongoing disadvantages in education, political networks and training.

The political connection between the state and firms in the context of China's corporate restructuring has been little explored. Using the clientelist framework and unpacking the incentives of both firms and the state, we analyse political connections as repeated patron–client exchanges where the politically connected firms can help the state fulfil its revenue imperative, serving as a failsafe for local authorities to ensure that upper-level tax quotas are met. Leveraging original surveys of the same Chinese firms over an 11-year period and the variations in their post-restructuring board composition, we find that restructured state-owned enterprises (SOEs) with political connections pay more tax than their assessed amount, independent of profits, in exchange for more preferential access to key inputs and policy opportunities controlled by the state. Examining taxes rather than profits also offers a new interpretation for why China continues to favour its remaining SOEs even when they are less profitable.

Scholarly debate on the role of various contributing factors in cadre promotion yields conflicting evidence for different administrative levels in China, yet rarely has any quantitative evidence been presented for below the county level. This study explores the causal relationship between loyalty, competence and promotion at the township level. Based on an original dataset of local cadre training records, this paper utilizes cadres’ training experience at Party schools and academic institutions to account for loyalty and competence at the local level. Using a rigorous data-preprocessing method – coarsened exact matching (CEM) – this paper explores the causal effects of cadre training on promotion. The empirical results show that Party school training significantly increases the probability of promotion for township-level cadres, while university training contributes to chances of promotion to a lesser but indispensable degree. Moreover, local cadres who are both Party school and university trained enjoy the best chances of promotion.

This article examines China's most controversial soft power export – the Confucius Institute initiative – through the case study of its promotion and implementation in Ethiopia. As one of China's closest partners in Africa, Ethiopia presents a path-breaking case for examining the potential and the limitations of Confucius Institutes. In contrast to the existing literature that depicts Confucius Institutes largely as contested and limited initiatives, this article shows that Confucius Institutes and Confucius Classrooms have thus far been relatively successful in Ethiopia. Specifically, China's fusion of practical or tangible benefits with language and cultural promotion – what I describe as “pragmatic enticement” – invokes support from key participants in this project, including university administrators, students and Chinese teachers. In the long term, however, even in the highly favourable context of Ethiopia, the sustainability of Confucius Institutes is questionable, as there are apparent gaps between the rising expectations of Ethiopian administrators and students, and the limited resources on the ground.

The satiric skits (xiaopin) on the annual Spring Festival Gala on China Central Television (CCTV) are arguably the most popular performances in the most-watched show on the most-censored television channel in China in the reform era. Through witty satire of emerging social problems, these performances help the audience to relieve anxieties accumulated in a fast-changing society. In particular, country bumpkin characters play a crucial role in providing a platform for the populace and the state to meet, contest, negotiate and compromise. However, they suddenly disappeared after Xi Jinping took power in 2012, which, examined in the context of socialist comedy, signals a new stage of China's post-socialist condition.

This article examines the origins and dynamics of an extraordinary wave of protests in Hong Kong in 2019–2020. Despite lacking visible political opportunities and organizational resources, the protest movement drew resilient, mass participation unparalleled in the city's history and much of the world. Drawing from original on-site surveys and online datasets, we conceptualize the Anti-Extradition Law Amendment Bill Movement as a form of “total mobilization from below.” The totality of the mobilization depended on a set of interactive mechanisms: abeyant civil society networks concealed after the 2014 Umbrella Movement were activated by threats over extradition and institutional decay, whereas affective ties developed through conflicts and mutual assistance were amplified by digital communication. The movement's characteristics in terms of protest scale, mobilizing structure, use of alternative spaces, and group solidarity are examined. The spasmodic moments of mobilization are explained by a nexus of network building that took place in an unreceptive environment and at a critical juncture. The roles of threats and emotions in mass mobilizations are also analysed.

This article employs ethnographic fieldwork and interviews to examine two distinct processes of depoliticization by non-governmental organizations advocating rights for sex workers in China. Drawing upon Bourdieu and institutional theory, we argue that the consolidation of state repression of civil society under the Xi regime created an institutional field of power to which two NGOs responded differently. While one of them relied on government procurement as its major funding source, thus diluting the original mission, the other internalized state rhetoric as it sought political legitimacy through state certification, thus sanitizing its political mission. These distinct responses were then institutionalized into organizational practices, norms and culture. Rather than portraying NGOs in China as either capable political actors or pawns of an authoritarian state, this article illustrates how NGOs are subtly depoliticized by being inculcated in a state-produced, hierarchical social order in which compliance with state norms becomes synonymous with organizational competence.

Middle-class parents in China are increasingly torn between the need to secure their child's future in an environment where competition starts in kindergarten and parenting ideologies focusing on the child's individuality, creativity and freedom. Our study, based on ethnographic fieldwork among middle-class Chinese migrants in Budapest, shows that one result of this tension is a new wave of emigration that is justified in terms of securing a relaxed, healthy and free environment for the child. These migrants consciously reject what they see as a materialistic and dehumanizing social environment in China and pursue a “European” lifestyle that they imagine as wholesome and human-centred; yet while they rejoice in the “happiness” of their children, they retain a deep-seated anxiety about their children's future. Thus, the search for a mentally and physically wholesome environment consonant with China's discourse of national revitalization becomes decoupled from its original agenda and triggers a new trend in international mobility. This study illustrates how the broader tensions in the relationship between China's middle class and the state are externalized to the global stage.

This article introduces the analytical framework of “factional model-making” to describe and explain the open political contention of Chinese Communist Party elites in the policy process. Party elites undertake factional model-making to express policy disagreements and to signal their power to the regime: by flouting the Party line publicly without punishment, they show that they can influence the Party line and therefore pressurize the regime into acknowledging their position in the opaque power structure. This article chronicles the history of factional model-making from the 1960s to 2012 and examines in detail the making of Henan's Nanjie Village into a re-collectivization model by the Party's left. The process began in the 1990s and ended soon after Xi Jinping came to power in 2012, which prompted Nanjie's patrons to recast the village as a Party model trumpeting Xi's line. The suppression of factional model-making under Xi is discussed in the conclusion.

China is accused of conducting disinformation campaigns on Taiwan's social media. Existing studies on foreign interventions in democratic societies predict that such disinformation campaigns should lead to increasing partisan polarization within Taiwan. We argue that a backlash effect, making Taiwan's citizens more united against China, is equally plausible. We conduct a survey experiment exposing participants to a real-life rumour and rebuttal to test these competing hypotheses. We find, at best, mixed evidence for polarization. Although neither rumour nor rebuttal mention China, there is consistent evidence of backlash against China. Most notably, participants across the political spectrum are more inclined to support Taiwanese independence after viewing the rumour rebuttal. These findings indicate that citizens may put aside partisanship when confronted with false news that is plausibly linked to an external actor. We conclude by discussing the broader applicability of our theory and implications for cross-Strait relations.

Women are underrepresented in legislature almost worldwide, and China is no exception. Although the Chinese Communist Party (CCP) implemented its first gender quota in 1933, gender quotas and women's representation in China remain understudied. This study fills the literature gap by examining the subnational variation in gender quota implementation and women's representation in the county-level people's congresses (CPC). Through a comparison of four county-level units in Hunan and Hubei with similar socioeconomic features yet contrasting results in the numbers of female representatives elected in the 2016 CPC election, this study argues that women's access to CPCs is affected by the CCP's adoption and enforcement of grassroots quotas. The fieldwork shows that although all cases introduced a 30 per cent gender quota, only CPCs in Hunan province were able to meet the quota requirements. This was because the grassroots quota threshold was raised in Hunan and strictly enforced, partly as a response to the 2013 Hengyang vote-buying scandal. In contrast, CPCs in Hubei province nominated a large number of “first hands” (yibashou) candidates, very few of whom were women.

This article traces the process behind the implementation of the “Air Silk Road,” a cargo flight connection between Luxembourg and Zhengzhou, the capital of Henan province. Its origins lie in economic competition between Henan and its neighbouring provinces, dating back a decade before the official announcement of the Air Silk Road in 2017. Provincial and municipal governments in Henan displayed opportunistic risk-taking behaviour in persistently pushing for the development of Zhengzhou's airport economy, but only timing and coincidence allowed the province to gain a foothold in the Belt and Road Initiative (BRI). With findings drawn from fieldwork in China between 2019 and 2020, we contribute to an understanding of the implementation of the BRI, the underlying rationale and the challenges inland provinces face in integrating into the world economy.

Survey results inflate political trust in China if the observed trust in the central government is mistaken for the latent trust in the Centre. The target of trust in the country is the Centre, which is ultimately the top leader. The critical issue domain for assessing the Centre's trustworthiness is policy implementation rather than policymaking. The Centre's trustworthiness has two dimensions: commitment to good governance and the capacity to discipline local officials. Observed trust in the central government indicates trust in the Centre's commitment, while observed trust in the local government reflects confidence in the Centre's capacity. A machine learning analysis of a national survey reveals how much conventional reading overestimates political trust. At first glance, 85 per cent of the respondents trust the central government. Upon further inspection, 18 per cent have total trust in the Centre, 34 per cent have partial trust and 33 per cent are sceptical.

The Chinese Communist Party's (CCP) ideology, rooted in its foundational struggles, explicitly denounces “bureaucratism” (guanliaozhuyi) as an intrinsic ailment of bureaucracy. Yet while the revolutionary Party has blasted bureaucratism, its revolutionary regime has had to find a way to coexist with bureaucracy, which is a requisite for effective governance. An anti-bureaucratic ghost thus dwells in the machinery of China's bureaucratic state. We analyse the CCP's anti-bureaucratism through two steps. First, we perform a historical analysis of the Party's anti-bureaucratic ideology, teasing out its substance and emphasizing its roots in and departures from European Marxism and Leninism. Second, we trace both the continuity and evolution in the Party's anti-bureaucratic rhetoric, taking an interactive approach that combines close reading with computational analysis of the entire corpus of the People's Daily (1947–2020). We find striking endurance as well as subtle shifts in the substance of the CCP's anti-bureaucratic ideology. We show that bureaucratism is an umbrella term that expresses the revolutionary Party's anxiety about losing its popular legitimacy. Yet the substance of the Party's concern evolved from commandism and revisionism under Mao, to corruption and formalism during reform. The Party's ongoing critiques of bureaucratism and formalism unfold in parallel fashion with its efforts to standardize, regularize and institutionalize the state.
