The paper offers a comprehensive overview of Hungary’s emergency law and its misuse over the four years since its introduction in March 2020. Hungary serves as a clear example of how a “state of danger” – initially intended as an exceptional legal measure – can become normalised through repeated declarations. The populist government’s continuous use of emergency powers has led to unchecked lawmaking and the manipulation of legal frameworks to advance populist agendas. The article argues that while Hungary’s detailed emergency provisions in the Fundamental Law were intended to serve as a form of constitutional risk management, after four years of living in a permanent “state of danger”, the scholarly debate has shifted to whether this very risk management has itself become the risk. According to emergency law theory, managing constitutional risks is equally vital in the emergency legal order. Yet in Hungary, both the black letter of the law and the constitutional practices observed during and after the COVID-19 pandemic – along with the Ninth Amendment to the Fundamental Law, which introduced a new emergency regime in 2021 – reveal that constitutional risk management has ultimately failed. This is manifest in the erosion of the separation of powers, the weakening of judicial review, and the shrinking of human rights protections. The article substantiates its argument by examining the related constitutional framework and constitutional practice in Hungary between 2020 and 2024.

State-owned enterprises (SOEs) in China play a critical role in national economic development and the country's positioning on the global stage. Chinese SOEs have undergone substantial transformations from traditional government-run entities to a variety of corporate forms exhibiting different levels of state involvement. Despite their substantial influence, the internal diversity of SOEs – from wholly state-owned to mixed-ownership – has not been thoroughly examined. This paper provides an overview of SOEs' critical roles in the Chinese economy, the relationship between SOEs and privately owned enterprises (POEs), and the challenges of SOEs in different stages of Chinese economic development. It then introduces five research papers that explore the institutional, strategic, and organizational perspectives on how SOEs manage the dual pressures of state and market logic, respond to policy adjustments, tackle leadership challenges, and navigate current global trends such as digital transformation, technological innovation, and environmental sustainability. In this paper, we provide important implications for policy and managerial practices and highlight a future research agenda for the heterogeneity of Chinese SOEs, and how SOEs respond to these challenges in the evolving geopolitical landscape, adapt their strategies, and manage relationships with foreign governments and enterprises under such conditions.

While previous studies in computer-assisted language learning have extensively explored sociolinguistic factors, such as cultural competence, important psycholinguistic factors such as online L2 motivational self-system, L2 grit, and online self-regulation in relation to virtual exchange (VE) have remained widely unexplored. To address this gap, a study was conducted with 92 Spanish English as a foreign language learners who exchanged language and culture with Cypriot and Irish students and responded to questionnaires adapted for the study context, as part of the SOCIEMOVE (Socioemotional Skills Through Virtual Exchange) Project. The partial least squares structural equation modeling approach showed that language learners who set positive personal goals for the future and evaluate their current learning progress in VE can regulate their learning in it. Interestingly, the sign of authenticity gap was found in the study context, since learners’ motivation to learn in VE was higher compared to their previous language learning contexts, resulting in more effort and consistency of interest in setting their goals, evaluating their progress, and asking for help from others. Furthermore, learners’ L2 grit moderated and mediated the correlation between learners’ online motivation and online self-regulation, indicating that VE success requires long-term perseverance of effort and consistency of interest. Accordingly, a new conceptual framework for VE was developed. In addition, one of the main implications is that teachers who employ VE should focus more on learners’ current needs and the goals they wish to achieve when exchanging information rather than only focusing on their accomplishments based on the course syllabus.

It is not often that international collaborations are sustained for any significant period, let alone for three decades. However, despite relying on largely voluntary contributions of individuals within its member institutions, the International Network of Agencies for Health Technology Assessment (INAHTA) has not only been an example of sustained collaboration over 30 years but also an example of how an initially modest collaboration can grow and thrive. Current and former serving Chairs and secretariat of the Network have come together to review network documents and outputs and reflect on the history of INAHTA, since its inception in Paris in 1993. Building on the paper from Hailey et al 2009 that documented the growth of the network after 15 years, we have considered and documented the factors that we believe have helped sustain the network and enable it to flourish in the subsequent 15 years. We have also considered the various challenges experienced along the way, as these too can aid in making a collaboration stronger. Future directions for the network have also been contemplated, given the evolving nature of HTA and the regional collaborations that have recently emerged. We hope that by sharing the lessons learned from this living example of international global collaboration relationships between like-minded organizations can be similarly fostered and enhanced into sustainable collaborations, for the benefit of all.

This paper provides some personal reflections on my experiences as a project leader in four cooperative projects with colleagues from the Global South involving higher education institutions (HEIs) in seven countries—namely, Benin, Uganda, Ethiopia, Colombia, Palestine, Bulgaria, and Kosovo. The aim is to try to assess advantages and shortcomings of some of these funding programs in terms of their framing, structuring, and (limited) funding, and to provide some suggestions for ensuring better coordination of what constitutes an institutionally fragmented field. The focus of my reflections is on three related broad themes—that is, how to enhance international academic cooperation, improve academic mobility, and ensure better access to teaching and research materials for Global South HEIs. The paper first analyzes the issue of funding for North-South cooperation, then moves on to the enhancement of international academic cooperation, international mobility, and finally, the provision of better access to teaching and research materials.

While the pathophysiology affecting patients after Fontan palliation versus those with orthostatic intolerance is quite different, a common therapeutic approach exists. Exercise training, specifically augmenting the lower extremity skeletal muscle pump, improves the suboptimal haemodynamics of “preload failure” and thus clinical outcomes for each patient group. In this review, we will describe the problematic physiology affecting these patients, examine the anatomy and haemodynamics of the skeletal muscle pump, and finally review how exercise benefits both groups of patients through augmentation of musculovenous force.

This article analyses the constitutional framework regulating states of emergency in Poland and addresses key issues related to their interpretation and implementation. The first part discusses the conditions for declaring martial law, a state of an extraordinary situation, and a state of natural disaster, as well as the specific rules for the operation of public authorities in such emergencies. The next part analyses the practice, revealing the consistent reluctance of Polish authorities to invoke states of emergency, even in circumstances that seem to justify such measures. Consequently, a state of emergency under the 1997 Constitution was declared in Poland only once – in 2021, in response to a migration crisis on the border with Belarus. No constitutional emergency was declared during the COVID-19 pandemic, despite the introduction of far-reaching restrictions on individual rights and freedoms. The article argues that state authorities can abuse emergency regulations, either through their unjustified application or by deliberately circumventing them.

Aiming to address the issue of low accuracy in model predictions obtained from fitting frequency domain response curves for small unmanned helicopters during the process of modeling their flight dynamics, this study proposes a system identification algorithm based on the combination of weighted least squares and improved grey wolf optimisation algorithm. The algorithm utilises the weighted least squares method to obtain the initial model structure, optimises the initial model parameters using the improved grey wolf optimisation algorithm, and enhances the local search and global optimisation ability of the grey wolf optimisation algorithm by introducing an improved grey wolf subgrouping rule, nonlinear convergence factor and dynamic cooperative rule. Ultimately, this approach establishes a dynamic model for small, unmanned helicopters. The identified model is validated using flight test data, with findings demonstrating that this method achieves higher accuracy in model identification and better fits to frequency domain response curves, thus providing a more accurate reflection of the flight dynamics of small unmanned helicopters.

The place Generative AI (Gen AI) has within education and schooling has been subject to much scrutiny. Its ever-evolving and growing nature has left many educators and other stakeholders scrambling with questions about how to adapt its approach, methodology and place within the classroom. Gen AI has also been shown to have particularly efficacy in the area of Classical languages teaching. It also has challenges (Ross, 2023). The following paper explores a proactive approach to utilising Gen AI technology and programs within a Latin classroom NESA Stage 4-5/ MYP Years 1-3 in Australia (ages 11-16) (NESA: New South Wales Education Standards Authority. MYP: Middle Years Programme). It also develops some approaches to facilitate students’ reflection so as to improve their understanding of the uses and abuses of Gen AI platforms in their own learning.

We study a growth model with two types of agents who are heterogeneous in their degree of family altruism. We prove that every equilibrium path of consumption, bequests, and capital converges to a unique steady state and study the effect of altruism on the properties of steady-state equilibrium. We show that aggregate income is positively related to both level of altruism and altruism heterogeneity. When altruism heterogeneity is low or moderate, income inequality follows an inverse U-shaped pattern relative to the level of altruism. These observations are consistent with the cross-country Kuznets curve linking different steady-state levels of income to steady-state levels of inequality. When altruism heterogeneity is high, income inequality decreases with the level of altruism. Our results suggest that heterogeneous altruism is a possible mechanism linking economic growth and income inequality.

A novel microstrip filtering antenna with slot coupling feed is presented in this work. An asymmetric interdigital coupling structure is used for the feed to excite the patch antenna through gap-fed coupling. Introducing a U-shaped slot on the patch surface modifies the current path to attain different resonant modes. The asymmetric coupled fingers in the low-frequency band generate a radiation null of −64 dBi, while additional resonances introduced in the high band broaden the bandwidth from 4.9 to 5.3 GHz. A horizontally shorted microstrip branch produces another null point of −28 dBi between the bands, enabling steeper roll-off and further improvement in frequency selectivity. The proposed filtering antenna provides a flexible filter response without requiring extra filtering circuits, with appreciable peak gains (6.1 dBi and 7.1 dBi) and stable radiation characteristics. This makes it suitable for WLAN (Wireless Local Area Network) and ISM (Industrial Scientific Medical) systems applications.

Let Γ be a finite graph and let $A(\Gamma)$ be the corresponding right-angled Artin group. From an arbitrary basis $\mathcal B$ of $H^1(A(\Gamma),\mathbb F)$ over an arbitrary field, we construct a natural graph $\Gamma_{\mathcal B}$ from the cup product, called the cohomology basis graph. We show that $\Gamma_{\mathcal B}$ always contains Γ as a subgraph. This provides an effective way to reconstruct the defining graph Γ from the cohomology of $A(\Gamma)$, to characterize the planarity of the defining graph from the algebra of $A(\Gamma)$ and to recover many other natural graph-theoretic invariants. We also investigate the behaviour of the cohomology basis graph under passage to elementary subminors and show that it is not well-behaved under edge contraction.

How closely related are modern anti-democratic beliefs among white Americans, and to what extent are these beliefs shaped by exclusionary racial attitudes? Using data from the Political Unrest Study, the Collaborative Multiracial Post-Election Survey (CMPS), Democracy Fund + UCLA Nationscape, and the Survey of the Performance of American Elections (SPAE), we find that support for voting restrictions, opposition to voting expansions, belief in widespread voter fraud, and support for overturning democratic election results load onto a single underlying dimension. While the prevalence of anti-democratic beliefs among white Americans has remained stable over the past decade, these beliefs have become increasingly interconnected. Furthermore, racial attitudes towards out-groups—including racial resentment, anti-immigrant sentiment, and white racial grievance—strongly correlate with anti-democratic beliefs, whereas in-group racial attitudes do not. Analysis of multiple waves of the American National Election Studies (ANES) reveals that racial resentment and white grievance now explain twice as much variation in anti-democratic beliefs as they did in 2012. Experimental evidence also demonstrates that white Americans react negatively to voting expansions when the racial implications of these reforms are made explicit. These findings underscore the growing alignment between anti-democratic beliefs and racial attitudes in contemporary U.S. politics.
