Brazilian diplomats and academics alike have long regarded regional leadership as a springboard to global recognition. Yet Brazil's foreign policy has not translated the country's structural and instrumental resources into effective regional leadership. Brazil's potential followers have not aligned with its main goals, such as a permanent seat on the UN Security Council and Directorship-General of the World Trade Organization; some have even challenged its regional influence. Nevertheless, Brazil has been recognized as an emergent global power. This article analyzes the growing mismatch between the regional and global performance of Brazilian foreign policy and shows how both theoretical expectations and policy planning were “luckily foiled” by unforeseen developments. It argues that because of regional power rivalries and a relative paucity of resources, Brazil is likely to consolidate itself as a middle global power before gaining acceptance as a leader in its region.

This article analyzes Luiz Inácio da Silva's resounding reelection victory in the wake of corruption scandals implicating his party and government. Voters with lower levels of economic security and schooling played a critical role in returning Lula to the presidency. Least prone to punish the president for corruption, poorer Brazilians were also the most readily persuaded by the provision of material benefits. Minimum wage increases and the income transfer program Bolsa Família expanded the purchasing power of the poor. Thus, executive power and central state resources allowed Lula to consolidate a social base that had responded only weakly to his earlier, party-based strategy of grassroots mobilization for progressive macrosocietal change. Although Lula won handily, the PT's delegation to Congress shrank for the first time, and the voting bases of president and party diverged. The PT benefited far less than the president himself from government investment in social policy.

This article presents both a theoretical framework and a methodology that attempt to capture the complex interactions among labor markets, families, and public policy that currently constitute Latin American welfare regimes. Drawing on cluster analysis based on available data for 18 countries, the study identifies three welfare regimes. Two are state welfare regimes: protectionist (e.g. Costa Rica) and productivist (e.g. Chile); one is nonstate familiarist (e.g. Ecuador and Nicaragua). In a region where people's well-being is deeply embedded in family relationships, closer scholarly attention to how social structures interact with public policy bears not only academic interest but also policy implications, particularly for adapting particular welfare regimes to the local welfare mix.

Party machines and brokers have been widely researched in political science since 1950, yet a full description of brokers' roles is still missing. This article contributes by describing in detail the many roles brokers perform for their parties and explaining why each broker performs all these roles. In particular, it shows that besides fulfilling clientelistic strategies, brokers perform important executive governability functions once their party is in power. Brokers multitask because they have the neighborhood knowledge required to successfully perform political activities at the local level. Moreover, performing nonclientelistic roles prepares brokers to perform clientelistic strategies. The article also presents a novel theoretical account for why voters abide by the clientelistic deal. Based on interviews with 120 brokers, it analyzes the complete set of brokers' strategies, and detailed narrative accounts show the clientelistic machine at work.

Mainwaring and Scully's concept of party system institutionalization (PSI) has greatly influenced the literature on parties and party systems. This article contributes to the “revisionist” literature on PSI by exploring the recent evolution of the concept's four dimensions in Chile. It finds that the Chilean party system is not homogenously institutionalized (as conventionally argued) but is simultaneously frozen at the elite level and increasingly disconnected from civil society. In this regard, it approaches some recent descriptions of the Brazilian party system, a prototypical example of an “inchoate” party system that has gained stability over time without developing roots in society. This article argues that the current operationalization of the concept of PSI is problematic. Not only should all four dimensions of the concept be simultaneously measured, probably through multiple indicators for each one, but their trends across time and space should also be better integrated into the concept's theoretical structure.

Based on ethnographic reanalysis and on current qualitative research on poor people's politics, this article argues that routine patronage politics and nonroutine collective action should be examined not as opposite and conflicting political phenomena but as dynamic processes that often establish recursive relationships. Through a series of case studies conducted in contemporary Argentina, this article examines four instances in which patronage and collective action intersect and interact: network breakdown, patron's certification, clandestine support, and reaction to threat. These four scenarios demonstrate that more than two opposing spheres of action or two different forms of sociability, patronage, and contentious politics can be mutually imbricated. Either when it malfunctions or when it thrives, clientelism may lie at the root of collective action.

Why does Nicaragua have less violent crime than Guatemala, El Salvador, and Honduras? All these countries underwent political transitions in the 1990s. Many explanations point to the legacies of war, socioeconomic underdevelopment, and neoliberal structural reforms. However, these arguments do not fully explain why, despite economic reforms conducted throughout the region, war-less Honduras and wealthier Guatemala and El Salvador have much more crime than Nicaragua. This article argues that public security reforms carried out during the political transitions shaped the ability of the new regimes to control the violence produced by their own institutions and collaborators. In the analysis of the crisis of public security, it is important to bring the state back. The survival of violent entrepreneurs in the new security apparatus and their relationship with new governing elites foster the conditions for the escalation of violence in northern Central America.

The 2018 Brazilian elections saw the rise to power of Jair Bolsonaro, yet another conservative politician who won an election in recent years. What were the ideological underpinnings of the Bolsonaro vote? Was his support based exclusively on resentment toward the Workers’ Party? This article uses a unique public opinion dataset, the 2018 Brazilian Electoral Panel Study, to explore how positions on divisive issues related to social, political, and cultural factors influenced vote choice and Bolsonarismo—affection toward Bolsonaro supporters—in the 2018 Brazilian presidential elections. Results indicate that in addition to resentment against the Workers’ Party, a cultural backlash perspective, and strict views on law and order, as well as economic liberalism and rejection of social policies, were the characteristics of support for Bolsonaro.

PRD politicians and officials widely use clientelism to structure their relationships with citizens. This is due not only to the entrenchment of clientelism in Mexican politics or to high rates of poverty and inequality, but also to the limited institutionalization of democratic rules inside the party. The last stems largely from the party's electoral strategy in its formative years, and has resulted in uncontrolled factional battles that play out through clientelism. The Brazilian PT faced external and internal conditions quite similar to those of the PRD, but its early focus on organization building and policy change allowed it to avoid clientelism to a greater degree. This analysis problematizes the trend of using minimalist definitions that assume clientelism to be nondemocratic because these approaches result in conceptual stretching and decreased explanatory power.

This article asks whether democratization, under certain historical conditions, may relate to the deteriorating rule of law. Focusing on Mexico City, where police corruption is significant, this study argues that the institutionalized legacies of police power inherited from Mexico's one-party system have severely constrained its newly democratic state's efforts to reform the police. Mexico's democratic transition has created an environment of partisan competition that, combined with decentralization of the state and fragmentation of its coercive and administrative apparatus, exacerbates intrastate and bureaucratic conflicts. These factors prevent the government from reforming the police sufficiently to guarantee public security and earn citizen trust, even as the same factors reduce capacity, legitimacy, and citizen confidence in both the police and the democratically elected state. This article suggests that when democracy serves to undermine rather than strengthen the rule of law, more democracy can actually diminish democracy and its quality.

Democratizing states began in the 1980s to hold individuals, including past heads of state, accountable for human rights violations. The 1984 Argentine truth commission report (Nunca Más) and the 1985 trials of the juntas helped to initiate this trend. Argentina also developed other justice-seeking mechanisms, including the first groups of mothers and grandmothers of the disappeared, the first human rights forensic anthropology team, and the first truth trials. Argentines helped to define the very term forced disappearance and to develop regional and international instruments to end the practice. Argentina thus illustrates the potential for global human rights protagonism and diffusion of ideas from a country outside the wealthy North. This article surveys Argentina's innovations and proposes possible explanations, drawing on theoretical studies from transitional justice, social movements, and norms cascades in international relations.

This article examines the politics of how drug traffickers resolve disputes and maintain order in the favelas of Rio de Janeiro. Much popular discourse and some scholarly studies argue that drug traffickers play a major role in controlling crime and minimizing conflicts there. This article shows that traffickers enforce community norms under a variable political calculus in which well-connected and respected residents are less likely to be punished for rule violations than are individuals who are marginal to the life of the community. This allows many favela residents who conform to local norms to feel a degree of control over their own safety, a “myth of personal security” in otherwise violent neighborhoods.

The government of Bolivia led by President Evo Morales and the Movement Toward Socialism (MAS) party claims to be constructing a new postliberal or plurinational state. However, this alleged experiment in plurinationalism conflicts with two central elements of government and MAS party strategy: the expansion of the economic development model based on the extraction of non-renewable natural resources, and the MAS's efforts to control political space, including indigenous territories. This article analyzes these contradictions by examining how Bolivia's constitution and legal framework appear to support indigenous autonomy while simultaneously constraining it. Specifically, it explores how political and bureaucratic processes have seriously limited opportunities to exercise indigenous rights to autonomy. The article makes a comparative analysis of the implications of Bolivia's experience for indigenous autonomy and plurinationalism for other resource extraction–dependent states.

Political parties are critical to Latin American democracy. This was demonstrated in Peru, where an atomized, candidate-centered party system developed after Alberto Fujimori's 1992 presidential self-coup. Party system decomposition weakened the democratic opposition against an increasingly authoritarian regime. Since the regime collapsed in 2000, prospects for party rebuilding have been mixed. Structural changes, such as the growth of the informal sector and the spread of mass media technologies, have weakened politicians' incentive to build parties. Although these changes did not cause the collapse of the party system, they may inhibit its reconstruction.

We live in the shadow of an America that is economically benign yet politically malevolent. That malevolence, because of its size, threatens an eclipse of identity, but the shadow is as inescapable as that of any previous empire. But we were American even while we were British, if only in the geographical sense, and now that the shadow of the British Empire has passed through and over us in the Caribbean, we ask ourselves if, in the spiritual or cultural sense, we must become American. We have broken up the archipelago into nations, and in each nation we attempt to assert characteristics of the national identity. Everyone knows that these are pretexts of power if such power is seen as political. This is what the politician would describe as reality, but the reality is absurd.

Political corruption poses a serious threat to the stability of developing democracies by eroding the links between citizens and governments. Using data on national levels of corruption (Transparency International 1997 CPI index) and individual opinion (1995-97 World Values Survey), this study finds that Latin Americans are quite aware of the seriousness of corruption in their countries. The ensuing question is whether citizens can connect their views about corruption to appraisals of their authorities and institutions and of democracy more generally. Collectively, the findings suggest that they can, and that the necessary ingredients for accountability are present in Latin America. The possible dark side of mass opinion on corruption is that pervasive misconduct may poison public sentiment toward democratic politics. On this score, the analysis found that this attitude affected only support for specific administrations and institutions.

Although numerous scholars have analyzed the effects of natural resource extraction at the national level, few have explored it systematically at the local level. Focusing on Peru, where both mining production and local social protests have greatly increased in recent years and where a new tax has required mining companies to transfer revenue to subnational governments, this study explores the resource curse at the local level. In particular, why do protests arise mostly in the areas of natural resource extraction? Employing subnational data for Peru for the period 2004–9 and LAPOP survey data from 2010, the research confirms previous findings that social conflict is provoked by both the negative externalities of mining and the revenues from the new tax. The article further demonstrates that local bureaucratic capacity is a significant independent variable. Greater subnational bureaucratic capacity can ameliorate the pernicious societal effects of a local resource curse.

The latest president in Latin America to adopt social funds on a large scale as an integral part of his government program has been Hugo Chávez Frías of Venezuela. Based on the literature on clientelism and social funds in Latin America, this article finds that Venezuela's latest experiments with social funds were influenced by political variables. It uses empirical data from the distribution of resources for some of the subnational misiones programs to show how, given increased levels of electoral competition and weak institutional constraints, the government used these funds clientelistically, even while distributing oil income to the very poor. Chávez's misiones served two very different purposes: to manipulate the political context and to distribute funds directly to the low-income population.

Using a case study of a controversial mine in an indigenous area of Guatemala, this article explores the transnational dynamics of development and regulation of large-scale extractive industry projects in the developing world. It examines the roles played in the Marlin mine dispute by national law, international law, international financial institutions, and corporate social responsibility. It concludes that these legal regimes have a role in protecting human rights but have not addressed the fundamental questions of democratic governance raised by this case.

How can policymakers reduce public fear of crime in Latin America? This study compares the effectiveness of “zero tolerance” and community-based policing strategies in Argentina, Brazil, and Chile. At the micro level, it assesses the links between fear of crime and social identity characteristics, contextual factors, the media, community participation, and other insecurities. It finds that citizens' economic, political, and social insecurities are the main determinants of their fear of crime. At the macro level, the study compares levels of public insecurity and finds that cities that employ community-based strategies to fight crime register lower levels of public fear of crime.
