During the approximately 30 years in which the exercise of entrepreneurship in a market-oriented setting was effectively prohibited, Cuba actually created a nation of entrepreneurs. Although the intention was to convert Cuba into a “school for socialism,” the reality is that Cuba has also been, in part, a school for market-oriented entrepreneurship. This, indeed, is one of the more surprising and significant paradoxes of the Cuban Revolution. The nature of Cuba’s planned economy itself has inadvertently promoted widespread entrepreneurial values, attitudes, behavior, and savoir-faire, as citizens of necessity have had to buy and sell, truck and barter, hustle and “network” to improvise solutions to their personal economic problems. While entrepreneurial talents have developed broadly among the population, their exercise, until 1993, was restricted to the important but low-level everyday tasks of sustenance and survival, often carried out in the shadow or underground economy or on the black market. But when the space available for entrepreneurial activity was increased with the liberalization of microenterprise beginning in September 1993, the expansion and diversification of microentrepreneurial activity was impressive.

Despite a strengthening of collective labor rights in Latin America over the last 15 years, most labor movements in the region have lost power because neither the content nor the enforcement mechanisms associated with the labor reforms fully took into consideration the challenges presented by economic restructuring. Reforms facilitating union formation did not strengthen unions but instead increased union fragmentation. Collective bargaining structures did not respond to the exigencies of international outsourcing; and the initial round of reforms in the 1990s did not contemplate the need to strengthen labor law enforcement mechanisms at a time when heightened international competition created a need for greater state vigilance of labor standards. Recent reforms or proposed reforms hold more promise for labor, but truly union-friendly labor relations regimes require deeper changes. A review of several Latin American cases is followed by a closer examination of Brazil and El Salvador.

This article shows how modified European power resources theories can be applied to Latin America to explain differences in the depth of policy reforms. It innovates on previous work on Latin American social policy by particularly examining the effect of unions and other civil society groups on the process of structural reforms (or lack thereof) in the health and pension sectors in Argentina and Brazil. Through a most similar system design, this analysis shows that the strength and support (or opposition) of organized civil society groups is a crucial condition to account for the enactment (or failure) of a given broad policy reform.

After nearly 20 years of democratization, residents of Rio's favelas suffer high levels of civil and human rights abuse at the hands of both police and drug traffickers. The government is generally unable to guarantee the political order necessary to protect the rights of residents in these communities. Existing theories of democratization and advocacy networks offer little to explain how the types of endemic violence that affect poor neighborhoods in the developing world can be brought under control. Based on more than two years of participant observation and interviews in Rio de Janeiro, this article examines how democratic order can be extended to favelas. It argues that networks can link favela residents to organizations in civil society, and state actors can play a critical role in reducing violence and establishing democratic order.

Why do some constitutional transitions trigger the emergence of progressive judicial activism? This article addresses this question through an analysis of the creation of the Colombian Constitutional Court and its subsequent activism toward rights in general and the right to health in particular. This research suggests that ideational variables are crucial to explain this outcome. On the one hand, the Constitutional Court's behavior reflects the dominance of the institutional conception that it is the judiciary's role to help fulfill the promises of the constitutional text. On the other, programmatic beliefs about the relationship between the rule of law and market-driven economic growth led powerholders to create the court and appoint judges with this orientation. The emergence of progressive judicial activism in Colombia, this analysis suggests, was the unexpected outcome of purposeful political choices made by proponents of neoliberal economics.

Recent literature on regional integration has stressed the key role that emerging trading blocs will have in shaping the world economy of the 21st-century. With the end of the Cold War, policymakers have refocused their attention on economic issues. Economic trends — such as rapid changes in research, technology, capital flow, and trade patterns — have assumed a new importance. Increasing competition in world markets has induced industrialized countries to cluster together in regional economic blocs. This has been the case with the European Community (EC), the North American Free Trade Agreement (NAFTA) signatories (the United States, Canada, and Mexico), and possibly Japan and its East Asian neighbors. However, these experiments in regional integration differ appreciably in nature. For instance, the EC explicitly seeks an economic and political union, whereas the NAFTA is simply a free trade area whose goal is the eventual elimination of restrictions on investment flows.

This study explains the erosion of conservative rule and the rise of leftist opposition at the subnational level in the Northeast of Brazil in recent electoral cycles. Compared with explanations based on economic modernization, social spending, and fiscal reform, the data best support the hypothesis that the organizational and spatial dimensions of leftist mobilization in these states have shifted to the detriment of conservative machines. Specifically, urban mobilization of leftist supporters has determined the electoral success of these oppositions. The study also explains where conservatives maintain a floor of support based on the continuation of clientele networks.

This study of Uruguay's Frente Amplio explores four central questions for the analysis of the “new Latin American left.” How did a leftist alternative emerge and grow inside an institutionalized party system? How do the socioeconomic and political factors that enabled the rise of the left in Uruguay differ from those observed in other Latin American cases? How did Frente Amplio adapt itself to profit from the opportunities that arose during the 1990s? What are the implications of the previous factors for governmental action by the FA? In answering these questions, this study integrates an analysis of the sociological and political-institutional opportunity structures consolidated during the 1990s with one of strategic partisan adaptation processes. This perspective is useful for explaining how, by 2004, Frente Amplio had built a dual support base from its historical constituency and a socially heterogeneous group alienated from traditional parties due to economic and political discontent.

The institutionalization of community participation in the context of policing has become increasingly common in Latin America as a means of addressing the seemingly intractable increase in crime and insecurity. The creation of formal spaces for community participation in security differs markedly from how police forces have historically operated. Moreover, opening spaces for citizen input and oversight could potentially limit an executive’s control over the police, an important political tool. Why, then, do politicians sometimes turn to “participatory security” when reforming the police? This article argues that politicians choose participation as a safety valve to disaggregate societal discontent, particularly when police-society relations are fractious and police capacity and resources are low. Drawing on qualitative evidence from Buenos Aires Province, São Paulo State, and Colombia, this study demonstrates that participation can serve a range of strategic purposes, which, in turn, shape the institutional design of the participatory mechanism.

In Brazilian cities, perhaps the most disturbing criminal activity is the violence perpetrated by police officers themselves. This article is an invitation and a provocation to reconsider social scientific thinking about police violence in Brazil. Illustrated by a court decision from a Northeastern city, in which a black man won a case against the state for being falsely arrested and abused by a black police officer on the grounds of racism, this article investigates three paradoxes: Brazilians fear both crime and the police; black police beat black civilians; and government officials disavow responsibility by stigmatizing the police on racial grounds. It then proposes an alternative reading of these paradoxes that opens the possibility for rethinking police reform and argues that democratization in Brazil is deeply intertwined with the future of its darkest-skinned citizens.

This article explores the relationship between women's embodiment and political resistance in Argentina during 2002–2003. This was a time of socioeconomic crisis, influenced by neoliberal globalization. In this tumultuous context, women's bodies became embattled sites, shaken by the crisis but also actively engaged in constructing a new society and new forms of womanhood. Bodies are important to understanding political resistance, as reflected by the meanings attached to poner el cuerpo, a common expression in contemporary Argentine social movements. This article analyzes how women construct embodied subjectivities through their activist practices and how they define poner el cuerpo in terms of collective protest and daily activist work, coherence between words and actions, embodied sacrifice, and risk taking and struggle. As life in Argentina deteriorated because of the crisis, women's bodies represented not only suffering but also resistance and renewal.

In recent years Mexico has demonstrated the capacity to cultivate, process, ship, and transship vast quantities of illegal narcotic drugs. Such activity has traditionally been geared to the realities of domestic poverty, enormous profit, and American demand. Mexican marijuana dominated the U.S. market until quite recently. More importantly from the American viewpoint were the tons of Mexican heroin which saturated U.S. cities in the mid-1970s. Furthermore, Mexico is still the source of vast quantities of psychotropics and an increasingly popular conduit for South American cocaine.

According to Craig (1978), U.S. officials long sought to convince their Mexican counterparts that the key to any effective antidrug program lay in eliminating the illicit product at the source. Until such time that herbicides were applied on a massive scale against marijuana and opium poppies, they argued, the annual Mexican campaign would prove an exercise in futility.

In examining politics, legislatures, and elected officials, scholars often make a distinction between descriptive and substantive representation. In the former, representatives share the social or demographic characteristics of the represented (Pitkin 1967, 60–91; Mansbridge 1996). In the latter, representatives pursue policies favorable to the interests of the represented (Swain 1993, 5; Lublin 1997, 12). From the perspective of these scholars, substantive representation may be achieved without descriptive representation. At the same time, these two types of representation are not mutually exclusive.

Through the in-depth ethnographic study of one squatter neighborhood in Montevideo and its leader’s political networks, this article illustrates a successful strategy through which some squatter neighborhoods have fought for their right to the city. This consists of opportunistic, face-to-face relationships between squatter leaders and politicians of various factions and parties as intermediaries to get state goods, such as water, building materials, electricity, roads, and ultimately land tenure. Through this mechanism, squatters have seized political opportunities at the national and municipal levels. These opportunities were particularly high between 1989 and 2004, years of great competition for the votes of the urban poor on the periphery of the city, when the national and municipal governments belonged to opposing parties. In terms of theory, the article discusses current literature on clientelism, posing problems that make it difficult to characterize the political networks observed among squatters.

This article analyzes the conditions that facilitate the ousting of Latin American presidents and the mechanisms that prevent their downfall. Drawing lessons from the impeachment of Paraguayan president Fernando Lugo, it extends previous arguments about the “legislative shield” to show that the same forces that sometimes conspire to terminate an administration at other times work to resist its demise. The argument underscores the interaction between legislators and social movements, two prominent actors in the literature on presidential instability. The article presents a two-level theory to identify possible configurations of mass and legislative alignments, and tests some implications of the theory with data for 116 Latin American presidents over 28 years. Multiple comparison tests based on random effects logistic models show that popular protests can be neutralized by strong support in Congress, and hint at the possibility that legislative threats can be neutralized by loyal demonstrators in the streets.

Scholars concur that conditional cash transfer (CCT) programs have a strong proincumbent effect among beneficiaries. Although no study has properly focused on the overall effect of cash transfers on incumbents' national vote shares, most scholars have deduced that this effect is positive; i.e., that cash transfers lead to the expansion of incumbents' electoral bases. This article analyzes survey data from nearly all Latin American countries and confirms that beneficiaries of CCT programs are more likely to support incumbents. However, it also shows that CCT programs may induce many voters who were previously incumbent supporters to vote for the opposition. As a consequence, the overall impact of cash transfers on incumbents' vote shares is indeterminate; it depends on the balance between both patterns of behavioral changes among voters. This study is the first to report evidence that cash transfer programs may have significant anti-incumbent effects.

It is frequently argued that the key to “successful” economic liberalization is to marginalize interest groups that profit from existing regulatory regimes. This paper contends that some established interests can craft public policies to protect their rents in the new market setting. The state may shape the interests of social actors and create proreform constituencies out of old populist and interventionist groups. In Argentina, this coalition building was achieved by constructing reform policies that granted rents in new markets to business and organized labor and by deliberately avoiding unilateral deregulation in sectors where reform would hurt traditionally powerful actors. This argument is developed through a comparative analysis of policy reform in the labor market institutions and protected industrial sectors, areas where the costs of deregulation are said to be unavoidable for the established actors.

During the Past Decade, Bolivia's peasant coca-leaf growers have made impressive strides in political development. This development is demonstrated by their almost mercurial ascent within the national political system, a climb which parallels the upward economic mobility of many growers. Organized through a network of unions (sindicatos), and determined to resist state policies and programs which threaten their local economies, Bolivia's peasant coca-leaf producers have learned to improve their political skills, including the building of alliances with other key political actors.

The thesis advanced here holds that not only has the peasant sindicato movement blocked attempts of the state to both reduce coca production and control coca-leaf marketing, but that those same state policies have actually strengthened the Left-of-Center labor unions and opposition political parties. Moreover, while the international war on drugs has thus far proved only minimally effective in curbing the flow of drugs from the Andean region, it has succeeded in antagonizing the sindicato organization of cocaleaf growers to the point that anti-US sentiment is widespread throughout the Bolivian countryside.

In 2015, a center-left government introduced an electoral reform that replaced the binomial electoral system governing parliamentary elections since 1989 with a more proportional system. This article provides an account of the reform process, describes the new electoral law, and discusses the factors explaining the reform. We argue, first, that it was possible, due to the incentives the government provided, to secure the support of an ample majority of parliamentarians; also, a new and favorable political scenario had emerged, in which the support of the main right-wing parties was not necessary for the reform to pass. Second, we maintain that the reform sought mainly to resolve problems affecting the parties of the governing coalition related to negotiations of coalition lists for elections. As a complementary objective, the reform promoted a general interest by establishing rules that allowed a “fairer” system of representation and improved competitive conditions.

This article focuses on the 1976 Guatemala earthquake disaster as a possible crisis trigger, in a relatively strict application of the critical juncture analytical approach. It expands to include the broader question of what conditions might cause disasters to trigger crises that open critical junctures for nation-states. The research concludes that the 1976 Guatemala disaster led to a high degree of community self-organizing and alliance-building across Guatemala, which the Guatemalan national security state at that time perceived as a fundamental crisis requiring a response. This reaction generated significant debate and policy conflict within the state; the resulting decision was massively repressive violence, with legacies that continue to this day. Another conclusion is that strictly applied, critical juncture analysis can untangle often very complicated disaster postimpact emergency, recovery, and reconstruction situations.
