This essay argues that neoliberalism has strengthened the sustainability of democracy in Latin America but limited its quality. Drastic market reform seems to have abetted the survival of competitive civilian rule through its external and internal repercussions. By opening up Latin American countries to the world economy, neoliberalism has exposed them to more of the international pressures for preserving democracy that intensified with the end of the Cold War. At the same time, the move to market economics has weakened leftist parties, trade unions, and other proponents of radical socioeconomic reform, reassuring elites and preventing them from undermining democracy. But tighter external economic constraints limit governments' latitude and thereby restrict the effective range of democratic choice; and the weakening of parties and interest associations has depressed political participation and eroded government accountability. The available evidence therefore suggests that neoliberalism has been a mixed blessing for Latin American democracies.

Taking as its point of departure the relationship between migration and globalization, this article highlights the salience of remittances in the national economies of Latin America, especially Mexico, Central America, and the Caribbean. It looks at the various actors that participate in the transfer of remittances and suggests that incorporating migrant labor dynamics as a category of economic integration will reveal a distinct landscape in the economies of Latin America.

In the late 1990s, the Workers' Party (PT) government of the Brazilian state of Rio Grande do Sul introduced participatory budgeting, a process in which citizens establish annual investment priorities in public assemblies. This innovation was one of several attempts by incumbent parties to structure political conflict using budget institutions. The character of participatory budgeting is most evident in its policymaking processes and policy outcomes. The process circumvented legislative arenas where opponents held a majority, privileged participation by the PT's voter base, and reached into opposition strongholds. The outcomes favored the interests of potential supporters among poor and middle-class voters. The political project proved vulnerable to its own raised expectations: it failed to sustain the image of clean government; brought tax increases along with fiscal insecurity; and left unfulfilled the participants' expectations for targeted investments. This article highlights the role of participatory budgeting, indeed all budgeting, in partisan actors' institutional choices.

Through a comparison of three periods of health and pension reform in Chile, this article develops an explanation for the incremental form of social policy change that some Latin American nations have witnessed in recent years, despite the dramatic rise of left governments. It describes “postretrenchment politics,” which constitutes a realignment in the way politics plays out in countries that have undergone social policy retrenchment. In postretrenchment politics, the strengthened position of private business interests, combined with political learning legacies and lock-in effects generated by reforms, results in incremental political change, despite renewed efforts by left parties to address inequality. Global capital also plays an important contextual role, and may influence postretrenchment politics. In postretrenchment politics, newly reformed systems may achieve greater equity, but they do so in fragmented form.

This article explains why Chile has outperformed Argentina in policy responses to the problem of domestic violence. It argues that policy variation is due to both macro-level institutional features (state capacity and centralization) and to more contingent political factors that shape the structure, role, and resources of the women's policy agencies that coordinate and implement domestic violence policies. The initial design of Chile's National Women's Service has allowed it to act as a crucial “insider” ally to advocacy groups. In contrast, Argentina's National Women's Council has suffered repeated downgrading and loss of resources due to ideological conflicts and changes in government, rendering it unable to coordinate policy responses to domestic violence effectively or to act as an ally to advocates inside and outside the state seeking increased resources and more effective policy responses to violence against women.

This article examines the functions of the “dual discourse” about Peruvian migrant domestic workers in contemporary Santiago. A 2002 field study found that middle-class employers of Peruvian workers simultaneously praised them as superior workers and denigrated them as uneducated and uncivilized. While this response is not unique to Santiago, this study argues that it fulfilled particular ideological functions in this context. The praise served to discipline the Chilean working class, who middle-class employers claimed no longer knew their place. The epithets served as a foil for Chilean national identity. Stories about Peruvians serve as tools in ongoing ideological contestations over class, race, and nation in Chile and, at the same time, shape the working conditions and integration of the migrants themselves.

This article explores the capacity of the Frente Sandinista de Liberación Nacional (FSLN) to adapt to a changing Nicaraguan political environment over the last three decades. It focuses on the FSLN's transformation from the 1980s until its recent return to power. The analysis uses the tools offered by studies on the transformation and adaptation of political parties in adverse contexts. It concentrates on the four key stages of the FSLN's transformation: the 1980s, the five-year period following the FSLN's defeat in the elections (1990–1995), the following decade in opposition (1996–2006), and the return to government. The key elements of the FSLN's adaptation relate to the centralization of party resources around the undisputed leadership of Daniel Ortega.

The armed conflict that wracked El Salvador from 1980 to the signing of the Peace Accords in January 1992 began and ended in a still unresolved struggle over civil society: over what expression civil society would be allowed to take, over its influence in public debate, over who would control it, and how. If the Right fought to protect its own economic power, it fought first of all on the ground of civil society, attempting by all means available to subordinate, or subdue, the forces unleashed via the wave of organizing by church groups, unions, and the Left in the 1960s (Baloyra, 1982; Lungo U., 1987; Montgomery, 1995). The targets of the famous “death squads,” which emerged well before the eruption of civil war in 1981, were preponderantly representatives of organized civil society: union leaders, teachers, community organizers, health workers, catechists. While political militants have been the most prominent among recent victims of the violence carried out by resurgent death squads, the struggle going on in El Salvador today is essentially a struggle over the character and direction of the new civil society that has arisen in the wake of the war and the Peace Accords.

Considering its strong, highly institutionalized two-party system, Venezuela was surely one of the least likely countries in Latin America to experience a party system breakdown and populist resurgence. That traditional party system nevertheless was founded on a mixture of corporatist and clientelist linkages to social actors that were unable to withstand the secular decline of the oil economy and several aborted attempts at market liberalization. Successive administrations led by the dominant parties failed to reverse the economic slide, with devastating consequences for the party system as a whole. The party system ultimately rested on insecure structural foundations; and when its social moorings crumbled in the 1990s, the populist movement of Hugo Chávez emerged to fill the political void. This populist resurgence both capitalized on and accelerated the institutional decomposition of the old order.

Why do armed groups fighting in civil wars establish different institutions in territories where they operate? This article tests the mechanisms of a theory that posits that different forms of wartime social order are the outcome of a process in which an aspiring ruler—an armed group—expands the scope of its rule as much as possible unless civilians push back. Instead of being always at the mercy of armed actors, civilians arguably have bargaining power if they can credibly threaten combatants with collective resistance. Such resistance, in turn, is a function of the quality of preexisting local institutions. Using a process-driven natural experiment in three villages in Central Colombia, this article traces the effects of institutional quality on wartime social order.

This article offers a critical assessment of the first postneoliberalism development framework that emerged in Latin America after 1990. The ability of neostructuralism to present an attractive narrative about a twenty-first-century “modernity with solidarity” is based on abandoning key tenets of ECLAC's structuralism and the thinking of Raúl Prebisch and Celso Furtado; namely, a focus on the distribution and appropriation of economic surplus and a framing of Latin American development problems in a world capitalist system. This article argues that Latin American neostructuralism's discursive strengths, as well as its analytical weaknesses, stem from the marginalization of power relations from key dimensions of the region's political economy. Since 2000, neostructuralism has exacerbated its descriptive, short-term perspective, further dulling its analytical edge, by focusing on policies that promote social cohesion and state intervention in the cultural and the socioemotional realm.

This article examines the relative importance of regional and national forces in shaping the behavior of Brazilian legislators at the national level. A widely held view is that national legislators respond to state pressures in making decisions, rather than pressures from the national government. Governors not only can influence national debates but also can determine outcomes by exerting control over their states' legislative delegations. This article examines a dataset of all roll-call votes in the Chamber of Deputies between 1989 and 2006 to isolate and evaluate the impact of local pressures on legislative voting. Spanning the terms of five presidents and five different congresses, the data show that the local influence is weaker than the national on the voting decisions of individual legislators and the voting cohesion of state delegations. Alternative institutional resources allow the central government to counteract the centrifugal pressures of federalism and other institutional influences.

This article assesses popular mobilization under the Chávez government's participatory initiatives in Venezuela using data from the AmericasBarometer survey of 2007. This is the first study of the so-called Bolivarian initiatives using nationally representative, individual-level data. The results provide a mixed assessment. Most of the government's programs invite participation from less active segments of society, such as women, the poor, and the less educated, and participation in some programs is quite high. However, much of this participation clusters within a narrow group of activists, and a disproportionate number of participants are Chávez supporters. This partisan bias probably reflects self-screening by Venezuelans who accept Chávez's radical populist discourse and leftist ideology, rather than vote buying or other forms of open conditionality. Thus, the Venezuelan case suggests some optimism for proponents of participatory democracy, but also the need to be more attuned to its practical political limits.

What is the relationship between voting and individual life satisfaction in Latin America? While studies of Western Europe suggest that voters are happier than nonvoters, this relationship has not been explored in the younger democracies of the developing world, including those of Latin America. Using multilevel regression models to examine individual-level survey data, this study shows a positive correlation between voting and happiness in the region, noting, however, that the relationship is attenuated in those countries that have enforced compulsory voting. We then explore the causal direction of this relationship: while the existing literature points to voting as a possible determinant of individual happiness, it is also possible that happier individuals are more likely to vote. Three different strategies are used to disentangle this relationship. On balance, the evidence suggests that individual happiness is more likely to be a cause rather than an effect of voting in Latin America.

Venezuelan Evangelicals' responses to candidates in that country's 1998 presidential election seem to confirm the view that their political culture is inconsistent, contradictory, and paradoxical. Not only were they just as likely to support nationalist ex–coup leader Hugo Chávez as was the larger population, they also rejected Venezuela's one Evangelical party when it made a clientelist pact with the infamous candidate of Venezuela's discredited Social Democratic party. This article uses concepts from recent cultural theory to analyze qualitative data from these two cases and make sense of the contradictory nature of Evangelical politics.

Since the late twentieth century, numerous Latin American nations have launched efforts to relax presidential term limits, often successfully. This article discusses the conditions under which countries succeed in relaxing term limits. Drawing from bargaining models and reviewing 36 cases, it makes three arguments. First, actors' preferences are fairly predictable on the basis of officeholding: presidents are the most prominent actors pushing for expansion of term limits; opposition parties lead the resistance. Second, power asymmetry, measured by presidential approval ratings, is the best predictor of success, better than ideology or share of seats in Congress. Third, the only hope for stopping popular presidents rests with ruling parties and the courts, but only when the latter are sufficiently independent.

The Subject of military rule in Latin America has been a familiar topic of inquiry for many years, but its treatment has been quite selective. While there is voluminous literature on the causes of military coups, very little has been written on military withdrawal from power. Both the example of Brazil's “apertura” (political opening) and the Argentine case under review here are still too recent to expect to find a large quantity of critiques. Even historical experiences of military defeat have gotten poor coverage, such as the fall of the Peruvian regime from 1975-1980. This study will analyze causes of the breakdown of military rule in Argentina, concentrating on the two year period of 1980-1982.

Since President Hugo Chávez came to power in Venezuela in 1998, ordinary women from the barrios, or shantytowns, of Caracas have become more engaged in grassroots politics; but most of the community leaders still are men. Chávez's programs are controlled by male-dominated bureaucracies, and many women activists still look to the president himself as the main source of direction. Nevertheless, this article argues, women's increasing local activism has created forms of popular participation that challenge gender roles, collectivize private tasks, and create alternatives to male-centric politics. Women's experiences of shared struggle from previous decades, along with their use of democratic methods of popular control, help prevent the state from appropriating women's labor. But these spaces coexist with more vertical, populist notions of politics characteristic of official sectors of Chavismo. Understanding such gendered dimensions of popular participation is crucial to analyzing urban social movements.

Is it domestic politics or the international system that more decisively influences foreign policy? This article focuses on Latin America's three largest powers to identify patterns and compare outcomes in their relations with the regional hegemon, the United States. Through a statistical analysis of voting behavior in the UN General Assembly, we examine systemic variables (both realist and liberal) and domestic variables (institutional, ideological, and bureaucratic) to determine their relative weights between 1946 and 2008. The study includes 4,900 votes, the tabulation of 1,500 ministers according to their ideological persuasion, all annual trade entries, and an assessment of the political strength of presidents, cabinets, and parties per year. The findings show that while Argentina's voting behavior has been determined mostly by domestic factors and Mexico's by realist systemic ones, Brazil's has a more complex blend of determinants, but also with a prevalence of realist systemic variables.

More than 100 freedom of information (FOI) laws have been enacted worldwide, nearly half within the last 10 years. Yet these cross-domain, lynchpin transparency measures have received little scholarly attention. This article assesses the 16 FOI measures adopted across Latin America. Is secrecy being surrendered in a region marked by legacies of opacity? Why are some laws fulfilling their de jure potential in practice while others are not? This article aims to achieve 3 general objectives. It analyzes the de jure and de facto strength of Latin American FOI regimes; it exposes critical data-based and methodological challenges in evaluating and comparing transparency laws; and it illustrates how a causal mechanism, driven by the interactive dynamics of legislative balances of power and cabinet compositions, has had a determinate influence in shaping the strength of FOI regimes from adoption to implementation and reform.
