This article analyzes differences between United States and West German export controls. It shows that United States controls are more extensive and stricter than controls in West Germany. Three possible explanations for this variation in policy are considered. First, these two states differ in regard to their positions in the international system and in their choice of economic strategies. Second, the extent of domestic political support for strict export control policies varies between the two countries. Finally, West Germany lacks the institutional framework to adequately control its foreign trade. The evidence presented corroborates the first two alternatives, while institutional explanations receive relatively little support. The article then discusses the historical development of United States and West German export control policies and institutions. The analysis shows evidence of both change and stability. More specifically, the article questions the argument that institutions in foreign economic policy, once established, persist and resist change, instead of adapting to environmental changes. Several hypotheses are considered to explain why in the area of export controls changes in policy, and to some extent institutions, occurred more frequently in West Germany than in the United States.

Law-making in most parliamentary democracies is dominated by the executive. Yet so far, all research has focused on the parliamentary stage of law-making. Studies suggest that the changes to bills submitted by coalition governments are the result of coalition policies dealing with the agency loss caused by ministerial drift. This is puzzling because it is already easier and more effective for coalition parties to attempt to change the bills in the executive phase than in the parliamentary one. The article aims to close the knowledge gap, and it quantitatively explores the factors that facilitate changes during the understudied executive phase on case study of the Czech Republic. Analysis reveals that government bills are altered more during the executive phase than the parliamentary phase. While we find no significant impact caused by the distance to coalition compromise, the saliency of a bill for coalition partners has a negative influence on the ratio of changes.

Policy with concentrated costs often faces intense localized opposition. Both private and governmental actors frequently use financial compensation to attempt to overcome this opposition. We measure how effective such compensation is for winning policy support in the arena of housing development. We build a novel survey platform that shows respondents images of their self-reported neighborhood with hypothetical renderings of new housing superimposed on existing structures. Using a sample of nearly 600 Bostonians, we find that compensating residents increases their support for nearby market-rate housing construction. However, compensation does not influence support for affordable housing. We theorize that the inclusion of affordable housing activates symbolic attitudes, decreasing the importance of financial self-interest and thus the effectiveness of compensation. Our findings suggest greater interaction between self-interest and symbolic politics within policy design than previously asserted. Together, this research signals opportunities for coalition building by policy entrepreneurs when facing opposition due to concentrated costs.

The policy studies literature is divided on how information processing takes place in policy processes. Punctuated equilibrium theory claims that policymakers tend to process information disproportionately, giving more weight to some incoming signals than to others. By contrast, thermostatic models of policymaking argue that policymakers respond in a more proportionate way. In this paper, we analyse information processing in the adoption of Total Allowable Catches (TACs) under the European Union’s (EU) Common Fisheries Policy. Based on a novel measure for the proportionality of information processing, it shows that over time TACs have become more closely aligned with incoming signals about fish stocks. This development can be explained through a combination of changing discourses around fisheries conservation and institutional adjustments in EU fisheries policy. This analysis has implications for the debate between punctuated equilibrium and thermostatic models of policymaking and our understanding of the effectiveness of EU fisheries policies.

The outbreak of COVID-19 unleashed a severe crisis in society. The suddenness and speed with which the disease spread into a global pandemic makes it an outstanding case for showing how bureaucracy acts in response to a crisis marked by uncertainty and urgency. This article focuses on the role played by the central government bureaucracy in preparing and enacting the Danish government’s response to the COVID-19 crisis. It is based on full access to internal government files related to crisis management during the winter and spring of 2020. These files include memos, e-mails, decision notes, and draft decisions from key civil servants. The article demonstrates the strength of the theory of bounded rationality when it comes to analyzing the interaction between top civil servants and political executives. Moreover, it shows how administrative and political executives can mold a governmental organization to overcome the inertia inherent in bureaucratic organization and procedures.

Through the pooling and exchange of resources such as expertise and knowledge between network participants, European Administrative Networks (EANs) are expected to play a significant role in enhancing policy learning. Yet, scarce empirical evidence has been presented concerning the learning process taking place within EANs. This paper addresses this gap through the analysis of the Network of the Heads of European Environmental Protection Agencies (EPA Network). Based on a unique survey dataset, social network analysis and exponential random graph models are used to trace the interaction patterns within the network and test which factors shape them. The analysis highlights the relevance of national political factors – i.e. the preferences of national governments and ministries – in shaping the learning processes taking place in the EPA Network. While the network is an important venue for disseminating knowledge between directly and indirectly connected actors, learning processes are mainly limited to like-minded peers.

Many Western countries first introduced family allowances around the Second World War. We argue that this clustering is not coincidental and put pronatalist policies related to war preparation and the socioeconomic and demographic ramifications of the Second World War at the center of our explanation. To test this, we first conduct brief case studies of France, Germany, Italy, and Japan to detail how war preparation influenced the introduction of such family allowances. Second, a panel regression of 18 Western countries investigates the different factors contributing to the timing of introduction of such policies and shows that war and its aftershocks have been an important causal factor in the introduction of family allowances. It was not so much the destructiveness of and the involvement in the war that played a role, but rather a general wartime crisis that affected belligerent and non-belligerent countries in similar ways.

Changes in the regulatory state, the privatization of network industries in Europe and in air transport have led to a redefinition of how airports are regulated. The French model of state ownership and regulation of airports became progressively out of step with a broader European market-oriented frame of reference. A new French sectoral frame of reference was developed and became public policy in 2005. A cognitive analysis identifies the key factors and actors responsible for this shift. This article explores the nature of the changes made to adapt the French model to a European framework and examines the influence of foreign models of regulation on the design of the French model. Finally, it suggests that features of the European frame of reference for regulatory structures have been adapted within France.

Many recorded roll calls in Congress each year are votes on bills that have no chance of becoming law, or are purely symbolic, or are procedural without policy content. Yet models of voting and measurement models of member preferences make assumptions that vote choices are largely about utility derived from policies. We consider the possibility that votes plausibly connected to policy and votes not plausibly connected to policy may have different data-generating processes and rely on different utility functions. Substantively, similarity across different contexts for policy change implies an importance of messaging over policy. Methodologically, similarity across these contexts is necessary to avoid biasing estimates of member preferences. We find that members’ voting patterns are highly stable across contexts in which policy change is credible and not credible. This indicates that existing measures of ideal points are likely not dramatically biased by the inclusion of policy-irrelevant votes.

Do coalition governments really suffer from short time horizons in fiscal policymaking, as posited by standard political-economy models? This article focusses on coalitions that have created high levels of familiarity through shared governing experiences in the past and that are likely to cooperate again in future governing coalitions. I argue that such coalitions have incentives to internalise the future costs of debt accumulation and reach credible agreements to balance their constituencies’ fiscal preferences. Moreover, sustaining broad coalitions should have electoral advantages to implementing controversial economic reforms, thus resulting in lower debt increases compared not only with less durable coalitions but also with single-party governments. Comparing 36 economically advanced democracies between (up to) 1962 and 2013, I estimate the effects of coalitions’ cooperation prospects on the dynamics of public debt. The findings indicate that long time horizons can help coalitions to overcome intertemporal coordination problems and to reach specific policy goals.
