Lithuania is one of ten countries in Central and Eastern Europe that is aligning its environmental policies with those of the European Union (EU). The costs of harmonizing environmental policies are expected to be extremely high and to fall disproportionately on local governments. One policy option for financing these service upgrades is to use increased tariffs. We evaluate the feasibility of this strategy by estimating household willingness to pay for upgraded landfill, sewerage, and recycling programs. We then compare estimated benefits with costs from the literature. We find that household willingness to pay is substantial for upgraded landfill management and expanded sewerage service, but virtually zero for the two recycling programs considered. Relative to costs, households are willing to pay approximately 80–90 per cent of costs for landfill improvement, but less than 10 per cent for upgraded sewerage service and recycling programs. These results suggest that targeted subsidies will be critical to fund the municipal environmental expenditures required for Lithuania to join the EU.

Excess capacity and overfishing are problems in the open-access, common-pool fisheries of the Java Sea. Data development analysis is used to estimate excess fishing capacity and the number of vessels to decommission in three Java Sea fisheries of Indonesia, the purse seine, mini purse seine, and longline. First- and second-best policy measures are discussed to reduce the excess capacity and give sustainable management and development. The importance of incentive design, asymmetric information, and the regulator's principal–agent problem are emphasized in license limitation programs.

The trade-off between short-term welfare and long-term agricultural development in the highlands of Ethiopia represents a challenge to successful economic development in a predominantly agriculture-based economy. We employ nearest neighbor and kernel-based matching techniques to measure the impact of sustainable land and watershed management (SLWM) on the value of production at the plot level. Analysis suggests that plots that received SLWM investments (terraces, bunds, check dams) within the first study period (1992–2002) had a 24 per cent higher value of production in 2010. In addition, continuous treatment effects analysis provides a robustness check and suggests that plots with existing SLWM infrastructure have a positive and increasing value of production seven years after construction. Although value of production increases over time, net benefits may not outweigh costs, and mechanisms to incentivize maintenance may be needed.

While a large body of the literature on environmental policies has focused on the productivity impacts of regulations, less attention has been given to the link between environmental policies and market competition. In this paper, I develop a tractable model that incorporates variable mark-ups to study how a competitive environment is affected by environmental policies in a market with firm heterogeneity and endogenous abatement technology choice. The findings of this study are consistent with the Porter Hypothesis in the sense that environmental regulations motivate abatement technology adoption and enhance productivity and environmental quality. However, the productivity gain is mainly driven by reallocation of resources across firms rather than the induced abatement technological change. Tougher regulations harm the competitive environment by increasing average prices and market concentration. Social welfare also drops because in the absence of strong competition fewer variates are produced in equilibrium.

The establishment of a private property regime is often proposed as a solution to the degradation of natural resources. While arguably more efficient than open access, private property often comes at a distributional cost (Weitzman, M. (1974), ‘Free access vs private ownership as alternative systems for managing common property’, Journal of Economic Theory 8(2): 225–234) as traditional users of the resource lose income and employment in the process. The present paper demonstrates that, in the case of renewable resources, traditional users may gain from privatization even if they are denied ownership of the resource. Indeed, a private owner maximizing profits tends to preserve the resource, which results in long-term increases in employment. We derive the conditions under which these long-term gains more than compensate traditional users for the short-run fall in labor demand and resource rents.

The occupation of the last remaining tropical forests has been an initiative of many developing nations that is debated by the global community due to impacts on soil erosion, biodiversity loss and contributions to global climate change. Arguments against development range from the irreversible nature of tropical deforestation to the synergistic losses associated with environmental degradation and continued poverty. The focus of this paper is to determine if evidence of market advancements and growth can be found in an Amazonian settlement, thus providing counter-evidence for the boom–bust pattern of development that has been predicted for much of the Amazon. Using panel survey data (for four survey waves between 1996 and 2009), we find trends that are consistent with the industrial life cycle, suggesting a pattern that is more consistent with growth, development and consolidation.

Most resource management studies model the resource in isolation from the rest of the economy of which it is part. In many developing economies, agents participate in multiple activities, creating linkages between resource exploitation and other sectors (e.g., agriculture). In Northern Honduran fishing communities, households allocate effort to fishing according to the opportunity cost of their time, which depends on returns in other activities. We develop a model that demonstrates how market structure impacts fishery exploitation. Agricultural price increases have an ambiguous effect on labor allocated to fishing because they reduce the value of labor in fishing but increase the demand for fish via an income effect. The size and magnitude of impacts depend strongly on the tradability of inputs and outputs in the community economy. The findings point to a need to account for economic linkages and market structure when designing policies to reduce pressure on a natural resource.

We estimate the technical efficiency gains of introducing individual quotas (IQs) in fisheries. Our estimates are based on two samples of vessels, considering a potential self-selection bias and controlling for quality changes in landings induced by the IQ system. The results suggest that the introduction of IQs has an important positive impact on fleet efficiency, and that properly measuring this impact requires controlling for the self-selection bias and quality changes induced by the regulatory shift.

This study evaluates the effects of vegetative soil conservation practices (afforestation and/or bamboo planting) on farm profit and its components, revenue and variable cost. Since farmers self-select themselves as adopters of conservation measures, there could be a problem of selection bias in evaluating their soil conservation practices. We address the selection bias by using propensity score matching. We also check if there exists spatial spillover in adoption of vegetative conservation measures and how it affects matching. We use primary survey data from the Darjeeling district of the Eastern Himalayan region for the year 2013. Our results suggest strong spatial correlation. We find that the propensity score estimated from the spatial model provides better matches than the non-spatial model. While the results show that vegetative soil conservation can lead to significant gains in revenue, it also increases costs so that no significant gains in profit accrue to farmers.

In the context of climate change and increasing occurrences of extreme events, it is essential to understand farmers' responses to weather shocks and adaptations. This paper uses a panel dataset of 311 selected Indian districts ranging from 1966 to 2009 to investigate how application of chemical fertilizers varies in response to rainfall shocks. Two rainfall shock measures are constructed based on deviation in rainfall from the normal, a categorical measure of rainfall shock; and another, a continuous index of negative rainfall deviation. Based on a panel fixed effect regression, the study finds no apparent reduction in the level of fertilizer use in negative rainfall shock years. However, with a one-year lagged rainfall shock, a reduction in fertilizer application rate is observed for the continuous drought index. Further, exposure to higher intensity droughts in the previous year leads to an increase in the amount of fertilizer application in the current year.

For a closed economy with human-made capital, non-renewable resource depletion and (possibly) exogenous, hyperbolic technical progress as explicit-form inputs to a production function, there is a feasible development path that is ‘as if’ optimal with respect to hyperbolic utility discounting. On this path, typically, welfare-equivalent income > wealth-equivalent income > Sefton-Weale income > net national product, with possibly dramatic differences among these measures; and sustainable income can be greater than, equal to, or less than NNP. For low enough discounting, growing consumption is optimal even when technical progress is zero. A particular discount rate makes all income measures and consumption constant and (except net national product) equal; and zero technical progress then gives the Solow (1974) maximin as a special case. The optimal path is time-consistent because of the way the utility discount rate is chosen to depend on the economy's stocks, and hence on absolute time.

It is well known that an efficient pollution taxation scheme should charge each source according to its specific marginal contribution to social damages. Despite significant advances in environmental assessment, geographic information systems and data analysis, this requirement would impose technical, informational and administrative expenses that most regulators – notably in developing countries – seem unable to afford. This paper shows that it can actually be less demanding than it seems. If polluters are price-takers, for instance, in a context where the affected population concentrates at a given location, then the optimal emission tax will disregard a source's location. Otherwise, the adjustment of the optimal tax to location will depend on the extent of a polluter's market power.

There have been increasing pressures by governments and NGOs to restrict international trade in secondary material waste in the conviction that imports of these goods are in reality a disguise for waste dumping by the exporting country. Moreover, cheap imports of secondary material waste tend to crowd out the local recovery system leading to a domestic waste disposal problem. Alternatively, proponents of trade argue that a ban on secondary material waste leads to an inefficient use of resources resulting inevitably in higher economic and environmental costs, both in developed and developing countries. In this paper we set out to investigate if free trade in secondary material waste can support economic development and simultaneously reduce environmental degradation in a developing country and the conditions necessary for the trade to be permitted. In this study we focus on the trade in waste plastics in China. A life cycle model is formulated within an optimization framework and solved by non-linear programming methods. Preliminary results suggest that trade in waste plastics is both economically and environmentally advantageous but under a number of stringent conditions.

This article analyzes a general equilibrium growth model with overlapping generations and (production-induced) environmental degradation. Individuals react to environmental damages through mitigation or adaptation. In the former case, they reduce production and its environmental impact. In the latter, they do not tackle the causes of the problem but rather its consequences (i.e., the wellbeing loss due to environmental degradation) by increasing defensive expenditures. Despite its simplicity, the model can generate different long-term outcomes: convergence to a stationary state following a unique trajectory or local/global indeterminacy. In the last scenario, initial conditions (history) and individual expectations matter and the model can generate coordination failures and endogenous fluctuations. Results cast doubt on solutions to environmental problems relying on the role of individual behavior change or adaptation.

The authors use dynamic lab-in-the-field common pool resource experiments to investigate the role of two forms of democracy on the cooperation of forest users in Ethiopia. In this experimental setup, participants can either directly select a rule (direct democracy) or elect a leader who decides on the introduction of rules (representative democracy). These two treatments are compared with the imposition of rules and imposition of leaders. It is found that both endogenous leaders elected by the community members and endogenous rules selected by the direct involvement of the participants are more effective in promoting cooperation among the community members compared to exogenous leadership, exogenous rule imposition and the baseline scenario without any of these modifications. However, no significant difference is found between representative democracy in the election of leadership and direct democracy in the selection of rules. Leadership characteristics and behavior are further analyzed. The results underline the importance of democratic procedures.

Formulation and estimation of a correctly specified abatement cost function would be central to policy formulation regarding imposing taxes or user-fees as well as of sharing social cost in the presence of environmental pollution. Often in research, the output of an abatement activity for water pollution appears to us not to have been clearly specified. This activity is very distinct from whatever is the actual product of the plant. We propose in this paper that the output is only and exclusively the reduction in the level of the pollutant in the outflow from the plant and illustrate this with primary data for small-scale factories in Nandesari Industrial Estate in Gujarat, India. The cost function estimates provide evidence of significant scale economies and high marginal abatement cost in wastewater treatment by small-scale factories.

In the December 2014 issue of Environment and Development Economics, we published the article, ‘The economic power of the Golden Rice opposition’ by Wesseler and Zilberman. The paper generated substantial interest, not only in academia but also among civil society groups. In this note, we address some of the concerns that have been raised about our results. Our main conclusion remains that misguided regulations in the case of Golden Rice have cost millions of healthy life years and billions of dollars.

Fuelwood scarcity creates a widespread environmental problem that places a major burden on women and children in the rural areas of developing countries. Consequently, many governments, donors and non-governmental organizations have encouraged on-farm fuelwood production and agroforestry practices. Whether, however, fuelwood from different sources can be easily substituted is an important empirical question as the degree of substitutability can depend on local markets and households' resource endowments and incomes. In this paper, we examine the substitution between three fuelwood sources among rural households in western Kenya: fuelwood collected off-farm, fuelwood produced on-farm, and that which is purchased. Using household-specific shadow prices for fuelwood and male and female wages, we find that strict gender divisions in household labor result in limited substitution between fuelwood sources. Among the implications are that programs and policies promoting agroforestry will have limited success without first addressing the structural differences in labor markets.

This paper applies a household production framework (Becker, 1971) to infer the economic value of a cultural heritage site, namely, the Petroglyph National Monument, situated in Albuquerque, New Mexico, USA. The empirical analysis uses benefit-transfer techniques from three source studies: those of Bergstrom and Cordell (1991) and Boxall et al. (2003), which concern willingness-to-pay to hike and view rock art sites; and those of Rolfe and Windle (2003, 2006), which concern willingness-to-pay by Aboriginal and general populations to preserve a cultural heritage site containing rock art. The benefit-transfer analysis estimates recreational values between 3.75 million and 7 million dollars per year (depending on perceptions of the cultural attribute quality) and a nonuse value of approximately 12.5 million dollars per year. By comparison the annualized costs of developing/operating the study site are 8.5 million dollars per year. Thus a partial cost-benefit analysis suggests the study site yields net economic benefits upwards of 7.8 million dollars per year.

Fossil fuel combustion generates both CO2 and SO2. CO2 is the most important greenhouse gas; SO2 can cause serious local pollution. But it can alleviate the potential global warming because of negative radiative forcing. Such a phenomenon can be characterized as negatively correlated local and global stock externalities. In this paper, we set up an optimal control problem of negatively correlated local and global stock externality provision. The efficiency conditions for this problem are derived. These conditions modify the Samuelson rules for optimal provision of externalities. In addition, we examine several policy related scenarios of negatively correlated local and global stock externality provisions. Finally, we discuss policy implications and limitation of the theoretical results derived in this paper. We also indicate applications of the theoretical results here to empirical research, particularly to economic analysis of multiple-gas issues in climate change.
