This paper examines the response of herders to increased shortage and degradation of land in an arid and semi-arid land setting in Kenya, under changing property right regimes using both survey and secondary data. We argue that the responses adopted are livelihood strategies to improve herder's welfare. We explore the determinants of three different strategies: crop cultivation, investment in land improvements, and migration with livestock. We employ the probit regression framework to explain each strategy. The main findings of the study are that private property rights, educational attainment, and availability of water are major determinants of the three strategies. We recommend policies that favour privatization of existing common property resources, improve education levels, and increase supply of water in the district.

The Arrow et al. paper is a welcome addition to a large literature on the linkage between asset values and social welfare. This literature has its roots in the concern about ‘greening’ the national accounts, but the paper shows how expanding the asset boundary beyond produced and natural goods could increase our measures of income, saving and wealth enormously. I will comment in turn on the wealth accounts, investment accounts and the treatment of CO2 emissions, using selected World Bank figures as a basis for comparison.

The importance of forest conservation in the fight against emissions from deforestation and forest degradation has led to reexamination of the deforestation and economic development relationship. For this purpose, we use the recent method of long-term growth rate developed by Stern et al. (2017) on 85 tropical developing countries over the period 1990–2010. Results show that the EKC is not significant. However, we find a beta convergence across developing countries in terms of deforestation per capita. In other words, these countries converge in terms of policies that prevent deforestation and forest degradation. This implies that, just as with growth effects, beta convergence effects are also important in explaining changes in forest cover in tropical developing countries. The convergence effect in forest cover change may be consistent with the forest transition hypothesis.

Especially in developing countries, natural resources and the environment are not optimally managed. Even so, it is possible for green accounts based on current prices to measure the realized contributions of the environment to net product. The prices for use in the green accounts, however, are not necessarily shadow prices as would be recommended by cost–benefit analysis: in practice, green or comprehensive NNP is an approximation of an index of welfare. The fact that a linearization of generalized national income is used implies that disaggregated, partial-equilibrium models of resources are useful.

In this paper we compare two policy instruments that can be adopted to curb carbon emissions. The first is a conventional pollution tax, the second is an environmental campaign raising consumers’ awareness about the relative impact of their consumption choices. The comparison is carried out in two different scenarios, depending on whether consumers’ aprioristic preferences are such that they value the environmental attribute of a product (environmental quality) or its pure performance (hedonic quality) . In the case of environmental quality, the campaign is preferred under some specific conditions based on consumer heterogeneity, cost-effective analysis, and pollution level. On the contrary, the pollution tax is always preferred in the case of hedonic quality. Therefore, we show that the relative efficiency of the two policy instruments crucially depends on consumers’ initial concern for the environment, which may vary across countries due to socio-economic conditions.

We find significant empirical links between the health structure of the population and the productive system of an economy that is subject to infectious disease, in particular tuberculosis. Consequently, development policy, aimed to improve the level of prosperity, has significant effects on the demographic-epidemiological dynamics of the population. Moreover, infectious diseases, such as tuberculosis, affect the size of the labour force and the productive capacity of the economy. We combine a Lotka-Volterra type system capturing the dynamics of TB epidemics with a Solow-Swan growth model where output is produced from capital and healthy labour. The demographic-epidemological parameters of the Lotka-Volterra type system are functions of GDP per healthy worker. We find significant differences between the most prosperous quartile and the rest of the world. In the former, the disease is eradicated whereas in the lowest three quartiles we predict damped capital and epidemic cycles converging to a population which is about 80 per cent of capacity and of whom about 2 per cent are TB infected. It follows that raising productivity in the lower quartiles is a critical policy aim.

This study investigates the relationship between property rights, resource degradation, and productivity among herders in semi-arid regions of Kenya using survey data. Binary and conditional logit models are used to explain migration, while ordinary least squares and fixed effects models are used to explain productivity. The main findings of the study are that private property right regimes discourage migration with livestock, while private property right regimes and migration increase productivity. The study recommends that if privatization is not feasible, then the existing common rights system should be strengthened through promotion of collective action and limiting of group sizes.

This paper estimates maximum sustainable yield and maximum economic yield from Schaefer and Fox surplus production bioeconomic models to find evidence of biological and economic overfishing, and their consequences in Gulf of Thailand demersal fisheries. The paper examines alternative policy instruments to reduce overfishing. The discussion emphasizes strengthening fishery management for implementing limited access, and a combination of co-management, and decentralization of fisheries management. The use of license fees that serves as a double dividend tax to reduce fishing effort and fund monitoring and enforcement has been proposed as one of the possible economic instruments.

This paper investigates the effectiveness of different market-based instruments (MBIs), such as eco-certification premiums, carbon payments, Pigovian taxes and their combination, to address the conversion of agroforests to monoculture systems and subsequent effects on incomes of risk-averse farmers under income uncertainty in Indonesia. For these, the authors develop a farm-level dynamic mean-variance model combined with a real options approach. Findings show that the conservation of agroforest is responsive to the risk-aversion level of farmers: the greater the level of risk aversion, the greater is the conserved area of agroforest. However, for all risk-averse farmers, additional incentives in the form of MBIs are still needed to prevent conversion of agroforest over the years, and only the combination of MBIs can achieve this target. Implementing fixed MBIs also contributes to stabilizing farmers’ incomes and reducing income risks. Consequently, the combined MBIs increase incomes and reduce income inequality between hardly and extremely risk-averse farmers.

Economic impacts that entry regulations have within the fishery industry are well documented in the economics literature. This study looks at how fishery regulations will impact other sectors of a regional economy. By developing integrated models of fishery bioeconomics and dynamic, inter-industry economic linkages, the paper estimates sector-wise economic gains and losses over time from an entry regulation. A case study from India shows that primary fishing and processing sectors realize significant wage and profit gains after a period of transition. Sizable losses in wage and industry profits are incurred by non-fishery sectors but are smaller than the profit gains in the primary sectors. The paper makes policy recommendations on how to ease the adverse regional impacts of fishery policies.

As countries develop, they are likely to face challenges in meeting growing energy demand and in ensuring energy security. Given this, and the problem of climate change, improving demand-side energy efficiency is pivotal to ensuring sustainable development. However, agents often underinvest in energy-efficient technologies due to behavioral failures such as low levels of energy-related financial literacy, defined as the combination of energy knowledge and cognitive abilities needed to evaluate the lifetime costs of durables. Using novel data, we analyze the levels and determinants of energy-related financial literacy of households in urban areas in the eastern lowlands of Nepal, and whether it is correlated with their attitudes towards replacement of energy-inefficient appliances. We find that respondents have low levels of energy-related financial literacy, and higher levels of literacy are associated with more rational attitudes towards appliance replacement. The findings of this study are relevant to addressing the energy-efficiency gap in developing countries.

Based on an unexplored data set on disasters in Brazil, the current study shows that the direct damage of natural disasters reduces the GDP growth rate of municipal economies in Ceará state, Northeast Brazil. The agriculture and service sectors are the most affected economic sectors, while the industrial sector remains unaffected by environmental shocks. Economic growth is particularly responsive to the occurrence of large natural disasters that lead municipalities to declare a state of emergency or public calamity. Regarding public policies, water supply infrastructure increases the resilience of the output growth of services to droughts, whereas disaster microinsurance helps to mitigate the effects of droughts and floods on the economic growth of agriculture in a Brazilian state where family farming is predominant and highly vulnerable to natural disasters.

Where joint forest management has been introduced into Tanzania, ‘volunteer’ patrollers take responsibility for enforcing restrictions over the harvesting of forest resources, often receiving as an incentive a share of the collected fine revenue. Using an optimal enforcement model, we explore how that share, and whether villagers have alternative sources of forest products, determines the effort patrollers put into enforcement and whether they choose to take a bribe rather than honestly reporting the illegal collection of forest resources. Without funds for paying and monitoring patrollers, policy makers face tradeoffs over illegal extraction, forest protection and revenue generation through fine collection.

It is often claimed that pollution reductions can be achieved at lower cost in Central and Eastern Europe and the former Soviet Union, because more possibilities exist to update production processes and reduce waste. To date, however, there has been little or no systematic evaluation of what the costs actually are in these countries. The main purpose of this paper is to partially fill this research gap using firm-level data from Lithuania. Abatement cost estimates for key air pollutants are presented based on investments made in Lithuania during 1993–4. The paper also attempts to estimate the demand for pollution directly using data on pollution charges from 1994. Using both methods, it is shown that for at least some key pollutants marginal and average abatement costs are probably substantially lower in Lithuania than in western countries.

Presented in this paper are the results of two contingent valuation analyses, one undertaken in Ecuador and the other in Guatemala, of potential payments for environmental services (PES) directed toward rural households. We find that minimum compensation demanded by these households is far from uniform, depending in particular on individual strategies for raising incomes and dealing with risks. Our findings strengthen the case for allowing conservation payments to vary among recipients, which would be a departure from the current norm for PES initiatives in Latin America.

Using data from the period 1996–2010, this paper identifies the nature of constraints that make India, which is one of the emerging environmental goods and services (EGS) exporters, unable to realize its export potential of environmental goods (EG). The empirical results show that the growth of India's exports of EG was negatively affected by ‘behind the border’ constraints such as weak infrastructure and institutions, while the effect of ‘explicit beyond the border’ constraints such as partner countries' tariffs and exchange rates on the exports of EG was relatively small. The reduction of India's trading partners' ‘implicit beyond the border’ constraints such as weak infrastructure and institutions significantly contributed toward India's exports of EG, especially during the period 2005–2010.

In this paper, we use a computable general equilibrium model to simulate the effects of drought and a decrease in agricultural productivity caused by climate change in Guatemala. A reduction in agricultural productivity would mean a considerable drop in crop and livestock production, and the resulting higher prices and lower household income would mean a significant reduction in the consumption of agricultural goods and food. The most negative effects of a drought would be concentrated in agriculture, given its intensive use of water. Because agricultural production is essential to ensuring food availability, these results suggest that Guatemala needs a proper water-distribution regulatory framework.

This paper examines the impact of cross-ownership on the strategic incentive of environmental corporate social responsibility (ECSR) within a green managerial delegation contract in a triopoly market engaged in price competition. It demonstrates that bilateral cross-ownership between insiders provides weak incentives to undertake ECSR, which has a non-monotone relationship with cross-ownership shares, while it provides strong incentives for outsiders, which increases the ECSR level as cross-ownership increases. It also compares unilateral cross-ownership and finds that a firm that owns shares in its rival has a greater incentive to undertake ECSR than its partially-owned rival, while an outsider has more incentive than firms in bilateral scenarios. These findings reveal that a firm's incentive to increase a market price through ECSR critically depends on its cross-ownership share, while it decreases environmental damage and increases social welfare when the environmental damage is serious.

We develop a bioeconomic model to gain insight into the challenges of Payments for Environmental Services (PES) as applied to protect endangered species given wildlife-livestock disease risks and habitat fragmentation. We show how greater connectivity of habitat creates an endogenous trade-off. More connectedness both (i) ups the chance that populations of endangered species will grow more rapidly, while (ii) simultaneously increasing the likelihood diseases will spread more quickly. We examine subsidies for habitat connectedness, livestock vaccination, and reduced movement of infected livestock. We find the cost-effective policy is to first subsidize habitat connectivity rather than vaccinations – this serves to increase habitat contiguousness. Once habitat is sufficiently connected, disease risks increase to a level to make disease-related subsidies worthwhile. Highly connected habitat requires nearly all the government budget be devoted to disease prevention and control. The result of the conservation payments is significantly increased wildlife abundance, increased livestock health and abundance, and increased development opportunities.

We consider new developments in coalition theory for the design of international environmental agreements (IEAs). Applying an empirical model on climate change that comprises benefit and cost estimates from abatement for 12 world regions, we analyze how the design of an agreement affects the success of self-enforcing IEAs. We analyze single versus multiple coalitions, open versus exclusive membership with majority and unanimity voting, and no transfers versus transfers with four different transfer schemes.
