We study the impact of a severe drought on children's educational outcomes in rural Maharashtra, a state in central India. Using pooled cross section data on children's test scores, we employ a difference-in-differences methodology to estimate the impact. We find that the drought caused a decline of 4.14 per cent in math scores and 2.67 per cent in reading scores of affected children. We also study heterogeneity in the impact by gender, age, parents' schooling, and household wealth, finding evidence in support of an income effect whereby households with limited means to smooth consumption disinvest in their children in response to the drought.

Agricultural systems are complex and dynamic, being made up of inter-acting bio-physical and human sub-systems. Moreover, agricultural systems are re-markably diverse, both within geographic regions and across regions. Accordingly, this paper focuses on dynamics and heterogeneity in coupled, multi-disciplinary simulation models of agricultural systems. We begin with a discussion of the principal features of agricultural production systems. We then present an example of a ‘loosely coupled’ model, the type of model most researchers have used to represent agricultural systems. We discuss the loosely coupled model's features and limitations, and show how it can be modified to incorporate feedbacks among sub-models. Finally, we use a case study of a hillside production system in Ecuador to illustrate the importance of model coupling, dynamics and heterogeneity in the analysis of production systems. This example shows that feedbacks and threshold effects are most important at sites most vulnerable to tillage erosion.

This paper examines the impact of climate change on poor households across South Africa who practise subsistence farming to supplement their household income and dietary requirements. We consider three production systems: specialized crops, livestock and mixed crop-livestock farming. In general, we find specialized crop farmers to be the most vulnerable, while mixed crop-livestock farmers appear to be least vulnerable, suggesting that crop-livestock diversification is a potential coping strategy among poor subsistence farming households. We observe qualitatively similar results when we use self-reported food adequacy as the outcome. Furthermore, predicted impact shows that the climatic changes will be mildly harmful at first but will grow over time and lead to a 151 per cent loss in net revenue by the year 2080. Interestingly, we observe that crop farmers receive higher revenue when land is owned by the household, while on the other hand, livestock farmers earn more revenue when the land is communal.

There is considerable concern about the effectiveness of China's pollution control policies. Despite government intervention, measures of pollution continue to rise. However, this does not mean that policies have necessarily been ineffective. What matters for the effectiveness of policy is not the overall level of pollution but whether the extent of pollution is improving relative to what it otherwise would have been without a policy intervention. This paper assesses the effectiveness of China's pollution levy system on water pollution, air pollution, and solid wastes using econometric techniques to estimate the effectiveness of government intervention. The paper first sets out a theoretical equilibrium model of pollution and then uses this to derive equations for the demand and supply of pollutants. This theoretical framework is then used to develop an econometrically estimated model. We find that it is possible to estimate a well-defined demand function for pollution (a reduction in environmental quality) but are unable to estimate the supply of environmental goods, suggesting that government regulation rather than consumer preferences are determining the rate of environmental degradation in China. We also find that the pollution levy system has been effective in reducing pollution relative to what it otherwise would have been in China.

The rise of globalization has directed the attention of economists to the effect of trade and multinational production on the environment. We explore whether multinational firms, frequently the target of environmentalists, are harmful for a host country's environment. We introduce environmental regulation in a two-country model of heterogeneous firms with monopolistic competition. Using plant-level data from Chile, we test the model implications. We find that foreign firms are cleaner than domestic plants even after controlling for productivity that is likely to be negatively correlated with emissions. We also show that increasing the stringency of environmental regulations in a previously unregulated market affects the domestic firms more than the multinationals.

This paper uses provincial macro-data from the mid 1980s onwards to investigate the determinants of land-use choice in rural China, by paying particular attention to the decision to plant trees as competing with agriculture. The evidence supports the importance of economic motivations in the afforestation decision. A profit-seeking behavior is found to be at stake in the decision to plant trees, which is made according to both the relative profitability of forestry against agriculture, and their relative risks. Afforestation is also found to strongly depend on the pressure upon land as well as on household wealth.

In a vertically differentiated setting, we consider a two-stage game between a clean firm and a dirty producer with quality competition at the first stage and price competition at the second stage under the assumption that consumers have relative preferences for quality. The equilibrium configuration changes depending on the consumers' dispersion and the relative preferences: either both producers are active at equilibrium, or the green producer is the only firm active in the market, the brown competitor being out. We analyze how the equilibrium changes when preferences are country specific (developed vs. developing countries). Finally, we show that whatever the market configuration at equilibrium, there can be a pollution damage reduction compared to the standard case without relative preferences. To the best of our knowledge, we are the first to introduce in the literature of green consumerism the notion of (possibly country-specific) relative preferences.

Weather shocks affect smallholder farmers and pastoralists in Sub-Saharan Africa unequally. Agricultural insurance has emerged as a safety net option to protect farmers’ welfare. However, in comparison to other regions, fewer African farmers and pastoralists have adopted agricultural insurance. This review synthesises broad recent literature on why insurance take-up has remained low and highlights six key themes, including: (1) product quality, (2) product design, (3) affordability, (4) information and education, (5) behavioural and sociocultural factors, and (6) the role of government in enabling markets. We shed light on how insurance uptake can be encouraged.

This paper evaluates the impact of climate change on agricultural productivity. Cross-sectional variation in climate among Brazilian municipalities is used to estimate an equation in which geographical attributes determine agricultural productivity. The Intergovernmental Panel on Climate Change (IPCC) predictions based on atmosphere–ocean, coupled with general circulation models (for 2030–2049), are used to simulate the impacts of climate change. Our estimates suggest that global warming under the current technological standards is expected to decrease the agricultural output per hectare in Brazil by 18 per cent, with the effects on municipalities ranging from−40 to+15 per cent.

This study examines the environmental impacts of trade liberalization in Costa Rica. A CGE model is constructed which includes eight environmental indicators covering deforestation, pesticides, overfishing, hazardous wastes, inorganic wastes, organic wastes, greenhouse gases, and air pollution. Three trade liberalization scenarios are examined. Two sets of analyses are conducted for each scenario, one in which technologies do not change in response to trade liberalization and the other in which total factor productivity in each sector changes in response to changes in imports of machinery and equipment. To account for uncertainty regarding values of the model's parameters, a Monte Carlo experiment is conducted for each policy option. The impacts of trade liberalization on the environmental indicators are generally negative in sign but small or moderate in magnitude, both when technology is constant and when technology is allowed to vary.

Negative externalities in groundwater irrigation arise due to overdraft of groundwater leading to premature well failure, and reduced yield and age/life of wells. A watershed development program aiming at recharging aquifers, facilitating sustainable groundwater use, is the focus of this study. Primary survey data from farmers using groundwater for irrigation in a dry land watershed in peninsular India are analysed. Results indicate that, even after considering (i) amortized cost of watershed, (ii) amortized cost per acre-inch of groundwater, and (iii) electricity cost of groundwater extraction, the net returns in watershed are economically viable. This can aid policy-makers, addressing groundwater overdraft leading to negative externalities, reach solutions with the assistance of a watershed development program enhancing groundwater recharge in dryland areas in developing countries.

Theoretical issues arising in maximin and utilitarian programs are considered in order to shed light on the merits of various concepts of income and types of environmental accounting as guides for environmental policy. The accounting prices for sustaining an economy obey Hartwick's rule but are inconsistent with the principles of national accounting. Moreover, they would be formidably difficult to calculate. Green net national product is an approximate index of welfare in a utilitarian economy which maximises future discounted utility flows. These conclusions hold even if underlying conditions are non-autonomous.

This article summarizes a comprehensive series of country studies in Latin America and the Caribbean (LAC), addressing experiences with market based instruments (MBIs) and command and control (CAC) approaches. First, MBIs can be an important means for introducing some added efficiency to existing CAC mechanisms. The scope of the MBIs must, however, match the institutional capacity to implement them. MBI approaches that introduce gradual and flexible reforms are therefore more likely to be consistent with ongoing institutional changes. Second, while the revenue collection task of MBIs is often highlighted, there is a strong need to channel revenues to local authorities to assist in building institutional capacity. Finally, international donor agencies are most prone to recommend OECD solutions with little regard to institutional issues. Moreover, most of the information flow regarding MBIs has been of a 'north-south' variety, whereas increased information sharing in a 'south-south' dialog would benefit all parties.

We examine how migration is influenced by temperature and precipitation variability, and the extent to which the receipt of a cash transfer affects the use of migration as an adaptation strategy. Climate data is merged with georeferenced panel data (2010–2014) on individual migration collected from the Zambian Child Grant Program (CGP) sites. We use the person-year dataset to identify the direct and heterogeneous causal effects of the CGP on mobility. Having access to cash transfers doubles the rate of male, short-distance moves during cool periods, irrespective of wealth. Receipt of cash transfers (among wealthier households) during extreme heat causes an additional retention of males. Cash transfers positively spur long-distance migration under normal climate conditions in the long term. They also facilitate short-distance responses to climate, but not long-distance responses that might be demanded by future climate change.

Many poor countries remain trapped in a cycle of poverty and environmental degradation. Understanding how people react to existing and proposed solutions most likely can be improved using the methods of experimental economics. Experiments provide researchers a method to test theory, look for patterns of behavior, testbed economic institutions and incentives, and to educate people. Herein we explore how experimental economics has been used and could be used to help guide decision making to increase prosperity without overexploiting the resource base and environmental assets needed for basic survival.

Using the panel data of 89 economies from 1995–2012, this study examines the major drivers of agricultural emissions while considering affluence, energy intensity, agriculture value added and economic integration. We find long-run cointegration among the variables. Furthermore, our empirical results based on a dynamic fixed effects autoregressive distributed lag model show that the increases in income and economic integration – proxied by trade and foreign direct investment (FDI) – are the major contributors to higher greenhouse gas (GHG) emissions from agriculture in the short run. Additionally, the increases in income, agriculture value added and energy consumption are the major drivers of agricultural emissions in the long run. Notably, trade openness and FDI inflows have significantly negative effects on GHG emissions from agriculture in the long run. These results apply to methane and nitrous oxide emissions. The empirical findings vary across three subsamples of countries at different development stages.

For guidance in determining which items should be included in comprehensive NDP (net domestic product) and how they should be included, reference is often made to the linearised Hamiltonian from an optimal growth problem. The paper gives a rigorous interpretation of this procedure in terms of a money-metric utility function linked to familiar elements of standard welfare theory. A key insight is that the Hamiltonian itself is a quasilinear utility function, so imposing the money-metric normalisation is simply equivalent to using Marshallian consumer surplus as the appropriate measure of welfare when there are no income effects. The twin concepts of the ‘sustainability-equivalence principle’ and the ‘dynamic welfare-comparison principle’ are explained, and it is indicated why these two principles are important for the theory of national income accounting.

The sudden collapse of the centrally planned economies of Central and Eastern Europe (CEE) and the former Soviet Union (FSU), has created economic and environmental disequilibria of historically unprecedented dimensions throughout the region, as well as a process of gradual transition from plan to market. This historical ‘experiment’ provides a unique opportunity to study economyÐenvironment interactions and the adjustment process towards a new equilibrium, as well as the implications for conventional and novel policy instruments under transitional conditions. The changes that have taken place have been so many and so large that they defy many of the tools of marginal analysis. Privatization, industrial restructuring, market competition, price reform, and trade liberalization among others have suddenly been introduced where none existed and have so radically altered the fundamentals of these economies that they could be considered as new economies rather than simply reformed economies. However, underlying these radical changes, are many legacies of the centrally planned economy that persist or change only gradually. Furthermore, not all countries in CEE and the FSU have reformed their economies at the same pace. The northern tier countries of CEE moved faster than the southern tier and the latter faster than most FSU republics.

This paper analyses the role that companion policies have had in the reduction of emissions regulated by the EU Emissions Trading System (EU ETS) and the related policy interactions, with a view to identifying relevant insights for China's forthcoming Emissions Trading System (ETS). The investigation rests on: (a) the observation of the EU's and China's ETSs and policy mixes; (b) economic theory concerning companion policies and ETS design; and (c) empirical ex-post evidence from the EU ETS. Three main conclusions emerge from the analysis. First, China's ETS, while not imposing a fixed cap on emissions, will not be immune to waterbed effects of companion policies. Second, the European experience stresses the importance of making explicit the objectives pursued by companion policies, and of balancing policies for innovation and policies for adoption of low-carbon technologies. Third, in the presence of a major market surplus, only permanent adjustments to allowance supply can be effective in raising prices.
