In this article, we explore the role of the early 20th-century Armenian genocide and the unresolved Karabakh conflict of the 1990s in identity shaping among the new generation of Armenian diaspora—those who grew up after the establishment of the independent Armenian state in 1991. We draw on original interviews with diasporic youth in France, the United Kingdom, and Russia—diasporas that were largely built in the aftermath of the genocide and the Karabakh war. Diaspora youth relate to these events through transmitted collective memories, but also reconnect with the distant homeland’s past and present in new ways as they engage with new possibilities of transnational digital communication and mobility. Their experiences of identity shed light on how the new generation of diasporic Armenians defines itself in relation to the past; how this past is (re)made present in their interpretations of the Karabakh conflict and in everyday behaviors; and how diasporic youth experience the dilemmas of “moving on” from traumatic narratives that for a long time have been seen as foundational to their identity.

This paper critically examines the Chinese framing of the “terrorist” violence in Xinjiang. Drawing on the Copenhagen school of securitization theory, it examines how the historical perception of the region as a primary source of security threats to inner China has led today's China to continue with representing the Han Chinese–Uyghur discord as an existential threat. In framing the ethnic conflict as a security issue, China has capitalized on the global “war on terror” of the early 2000s to transform the unrest into acts of Islamist terrorism to legitimize its counter-insurgency policies in Xinjiang. However, both the 2009 Urumqi riots and the 2014 Kunming attack lead us to conclude that the securitization strategy fails to quell the unrest. Not only have the Strike-Hard campaigns served to radicalize Uyghur nationalists, but also Han Chinese are not convinced that the Chinese government can contain the “terrorist” threat. Yet securitization blinds the leadership to the dysfunctional ethnic policy.

Rarely does an ethnic conflict remain wholly confined to its country of origin. Because ethnic groups often have members across international borders, their civil wars can have a strong influence on neighboring countries’ politics, impelling kindred communities to push for their state to intervene in support of imperilled relatives across the border. At the same time, strategic thinkers often find it tempting to destabilize neighboring countries, or to oppose groups acting as proxies for regional rivals. Because of such considerations, intervention in ethnic civil war becomes a political issue for the neighbors, with the emotional stakes often strengthening the hands of nationalists in the neighboring countries.

The huge Russian diaspora created in the wake of the Soviet Union's collapse creates a great challenge to nation builders throughout the “near abroad.” Especially in Lithuania, Kazakhstan, Moldova, Ukraine, by virtue of their size, Russian populations must be integrated into new political communities where they now have minority status. The building of cohesive, unified nation states requires that the identities and loyalties of these Russians be directed toward their new states. If Russians can identify with the broader community dominated by the titular ethnic group and simultaneously maintain a strong ethnic consciousness and loyalty toward the Russian Federation, then national integration can proceed in a relatively straightforward manner. But if creating a state-wide, national identity entails the weakening of Russian ethnic identity and the breaking of emotional and physical attachments to Russia, then national integration will be a much more conflictual and difficult process. Unfortunately, social scientists have paid little theoretical and empirical attention to the question of whether ethnic and national identities complement one another or compete with one another. Likewise, we do not know how a diaspora's relations with its homeland affects its ability to adopt loyalties to its host state. And if scholars are uncertain about these issues, then so likely are ethnic groups themselves; logically the political consequences of this uncertainty also merit study.

The literature on church-state relations in post-Soviet Russia has been slowly but steadily expanding over the past two decades. The period since 2008, however, remains underdeveloped, as existing analysis has focused on specific issues rather than attempting an overview of the larger trends since the above-mentioned changes in the leadership of both institutions. Seeking to address this gap, this article explores the implications of the nearly coincidental changeovers in leadership in the Moscow Patriarchate and the secular state for church-state relations in Russia, both near and long-term. The first part of the article sets up the context for understanding the new church-state dynamic, by discussing in some detail the state of the relationship under Patriarch Aleksii II. The conclusions are that, under Aleksii tenure, the church could be considered a relatively weak institution, as it was unable for the most part to strengthen its position in Russia through legislative means. The second part focuses on the process whereby the new patriarch came to be elected in 2009, intending thereby to shed some light on Kirill I's leadership style and political agenda. The third part discusses concrete changes in the church-state relationship that have occurred on the federal level since 2008. The final section proposes some conclusions regarding the importance of the Russian Orthodox Church as a political actor in the contemporary Russian Federation, suggesting that despite the recent gains in the church's political fortunes, the ROC's position in society and particularly vis-à-vis the government remains vulnerable in key respects.

In the digital age, the Internet is an important factor in the emergence and success of political parties and social movements. Despite growing evidence that extremists of all stripes use the virtual world for their purposes, research on this topic still lacks a wide array of empirical data, case studies, and theoretical background. In particular, Facebook, as the most important social networking site, is a new tool for political parties and movements to mobilize followers. The article explores how the extreme-right party Jobbik uses this tool more successfully than other Hungarian parties or Western European extreme-right parties. Comparing the growth in followers highlights this success, and a look at how it generates likes helps to explain it. The article argues that Jobbik uses Facebook in a sophisticated way and suggests that this “likable” attitude helps to attract young and first-time voters.

The results of the 2004 Ukrainian presidential elections highlighted the continued existence of regional diversity across Ukraine and the huge task the Ukrainian state faces in reconciling divisions and creating an all-encompassing modern Ukrainian identity. This article seeks to examine perceptions and understandings of identity change in Ukraine from three cities, namely Luhans'k, Kharkiv and Sumy, all adjacent to the Russian-Ukrainian state border, in an effort to deconstruct the mega-region of ‘eastern Ukraine’ and in doing so, argue for the need for further academic scrutiny of inherent nuances within ‘east’ and ‘west’ Ukraine, differences, which more large-scale quantitative research fails to uncover. Data generated from in-depth interviews in schools with school directors, history teachers and schoolchildren are analysed to demonstrate how individuals reflect on the importance of the ‘region’ in Ukraine and secondly the role of Russia in Ukraine's identity politics. The impact of these results on Ukrainian politics and society as well as our understandings of regional diversity across Ukraine is outlined in the conclusions.

This article argues that the memory of Communism emerged in Europe not due to the public recognition of pre-given historical experiences of peoples previously under Communist regimes, but to the particularities of the post-Cold War transnational political context. As a reaction to the uniqueness claim of the Holocaust in the power field structured by the European enlargement process, Communism memory was reclaimed according to the European normative and value system prescribed by the memory of the Holocaust. Since in the political context of European enlargement refusing to cultivate the memory of the Holocaust was highly illegitimate, the memory of Communism was born as the “twin brother” of Holocaust memory. The Europeanized memory of Communism produced a legitimate differentia specifica of the newcomers in relation to old member states. It has been publicly reclaimed as an Eastern European experience in relation to universal Holocaust memory perceived as Western. By the analysis of memorial museums of Communism, the article provides a transnational, historical, and sociological account on Communism memory. It argues that the main elements of the discursive repertoire applied in post-accession political debates about the definition of Europe were elaborated before 2004 in a pan-European way.

The aim of this article is to shed light on the process of nation-building and the formation of national identity in post-Soviet Azerbaijan. The peculiarity of Azerbaijani nation-building is that the debates on how to build a nation and define national identity were nourished by two discourses: Azerbaijanism (Azerbaycançılıq) and Turkism (Tűrkçűlűk). The article focuses firstly on the discourses on national identity and nation-building in the pre-independence period while elaborating on the roots and premises of the nationalist independence movement. Secondly, it highlights the discourses of nation-building in the post-independence period while discussing the meanings attributed to national identity and nationhood. It shows how these two discourses shaped the existing identity formation in Azerbaijan with a particular emphasis on citizenship identity, marked by multiculturalism, hospitality, tolerance, and patriotism. Yet one can still categorize the country as having an incomplete nation-building process, due the violation of territorial integrity as a result of the Karabakh conflict.

This article identifies the dynamics which shaped the eruption of civil war in Tajikistan. It argues that the mechanisms of network activation by the elites, together with the establishment of local militias and their involvement in the war through the activation of violence specialists, were important factors in bringing about the eruption of violence. This article is not about the causes of the civil war. Its aim is not to answer the question of why, but the question of how: what mechanisms led Tajikistan into civil war, how networks were activated from the top down, how mobilization was achieved at the micro level in the villages. This article stresses both macro- and micro-level mechanisms, and argues that there is a connection between the two—a look at both is necessary to understand the dynamics of the war.

In this article, we examine how the Putin government is attempting to respond and adapt to the YouTube phenomenon and the vibrant oppositional online visual culture on Runet. We show how these processes are giving rise to new forms of state propaganda, shaped and driven above all by the quest for high-ranking search-engine results and the concomitant desire to appeal to the perceived new sensibilities of the Internet generation through the commissioning and production of “viral videos.” We focus in particular on the videos created by Iurii Degtiarev, a pioneer in the development of this genre, whose works we explore in light of the “Kremlingate” email leaks, which offer inside information on the strategies and aims being pursued on the online visual front of the campaign to manage the Russian mediascape, and Degtiarev's own reflections on this subject. Examining the output of young creatives patronized by the Kremlin offers a “bottom-up” view to supplement studies of the Russian ideological and media landscape as shaped by “political technologists” such as Vladislav Surkov and Gleb Pavlovskii.

This article focuses on problems of the national movement of the Circassians – a small nation in the Caucasus, most of whose population is dispersed all over the world. The paper researches the development of the Circassian movement from 1989–2000 and its contemporary structure since 2005. The modern Circassian movement as a whole has never been approached from a political science viewpoint. This research aims to answer several core questions: What are the different strands of the movement? What principles are they based on? Who are the participants? What political forces support them? How do these political forces interact with each other?

Unlike in some other former Soviet republics, when Kyrgyzstan achieved independence in 1991 its government granted citizenship to all residents, regardless of ethnicity or language. The government hoped this would help to quell incipient ethnic tensions in the country before they got out of hand. It was argued that, in a constantly changing ethnic landscape, citizens' identification with the country above all other considerations, including ethnicity and religion, would introduce a degree of stability—a common denominator for all residents of Kyrgyzstan, where there is a relatively high level of ethnic diversity (see Table 1).

This study aims to identify the attempts to form a Jordanian national identity from the establishment of the Jordanian state in 1921 to date. This study reviews the efforts of the Jordanian state, which was subject to internal, external, political, social, economic, and cultural circumstances, and variables that led to change the Jordanian national identity to incorporate religious, national, regional, ethnic, and tribal aspects. The regime has been unable to address and resolve the issue of national identity; instead, it has tried several means to circumvent the problem of national identity. The identity card is a means that the regime has used to achieve its goals. These policies led to the state's failure to define, establish, and maintain a comprehensive national identity for its citizens. The formation of a national identity has been a dilemma for Jordan since the establishment of the state; there is almost no known national identity. This situation calls for the construction of the Jordanian national identity on a fixed and clear basis to prevent its disintegration, to facilitate the process of social integration, and to build a final national identity that is both inclusive and representative. Without this identity, division and conflict may prevail in Jordanian society.

The Slavic and Baltic Division of the New York Public Library (NYPL) possesses a valuable collection of pamphlets, books and journals which numbers approximately three thousand items in various languages of the Eurasian nationalities. Bibliographical records of the collection were completed in the 1960s by Edward Allworth, Sakine Berengian, David Nissman and Azamat Altay. Each record contains bibliographic information in original script or in transliteration and a short annotation in English.

The literature on collective memories in the Baltic states often stresses the irreconcilable division between Russian and Baltic official interpretations of the Second World War. This paper seeks to challenge this popular notion of two polemic collective memories – “Latvian” and “Russian”. While there is evidence that Latvia's Russian-speakers are heavily influenced by Russian cultural and political discourses, I will argue that the actual positions taken up by Russian-speakers are more nuanced than a crude Latvian–Russian dichotomy would suggest.

Based on survey data collected at the site of the 2011 Victory Day celebrations in Riga, this paper points to the germane existence of a partial “democratization of history” among Latvia's Russian-speakers, typified by an increasing willingness to countenance and take stock of alternative views of history. Through an examination of the data it will be argued that such tentative steps towards a democratization of history are most visible among the younger cohort of Russian-speakers, whose collective memory-myths have been tempered by their dual habitation of the Latvian, as well as Russian, mythscapes. In order to more fully understand this process both bottom-up and top-down pressures will be examined.

It is estimated that, in 1913, less than 500,000 Muslims lived in the regions ruled by Greece and around 800,000 Muslims in those areas which were under the authority of the Bulgarian state. In the aftermath of the 1923 obligatory Greco-Turkish population exchange the number of Muslims in Greece reduced to approximately 200,000, of which around 180,000 lived in the region of Western Thrace and 20–25,000 Albanian-speaking Muslims, known as Çams, in Epirus and Greek South-West Macedonia. In the same period, the number of Muslims in Bulgaria was between 800,000 and one million people. Meanwhile, during the two Balkan and the First World Wars a hardly definable number of Muslims lost their lives due to starvation, disease, massacres and physical destruction caused by the military and paramilitary troops of the two Balkan states, as well as due to voluntary and forced migration to areas controlled by the Ottoman Empire.

The dispute between Greece and the newly formed state referred to as the “Former Yugoslav Republic of Macedonia” that emerged out of the collapse of Yugoslavia in 1991 was a major source of instability in the Western Balkans for more than 25 years. It was resolved through negotiations between Athens and Skopje, mediated by the United Nations, resulting in the Prespa (or Prespes) Agreement, which was signed on June 17, 2018, and ratified by both parliaments amid controversy in their countries. The underlying issues involved deeply held and differing views relating to national identity, history, and the future of the region, which were resolved through a change in the name of the new state and various agreements as to identity issues. The author, the United Nations mediator in the dispute for 20 years and previously the United States presidential envoy with reference to the dispute, describes the basis of the dispute, the positions of the parties, and the factors that led to a successful resolution.

The radical right in the Ukrainian political spectrum is dominated by three movements—the Nationalist Union Ukrainian State Independence (DSU), the Ukrainian National Assembly (UNA, formerly the Ukrainian Inter-Party Assembly, UMPA) and the Congress of Ukrainian Nationalists (KUN). The UNA is dominated by the highly secretive Ukrainian Nationalist Union (UNS) which grew out of the nationalist wing of the Association of Independent Ukrainian Youth (SNUM). The KUN was launched in 1992 in Ukraine as the overt arm of the émigré Organisation of Ukrainian Nationalists-Bandera faction (known commonly as OUN revolutionaries, or OUNr).

Since the 5 October revolution that formally ushered Serbia into a democratic era, political commentators, scholars, civic activists and others have watched the country for signs of resurgent nationalism. Many perceived the primary threat to the new democratic order as the persistence of nationalism, particularly in the years after the 2003 assassination of Zoran Djindjić. Such nationalism, forged in the 1980s and 1990s, was subject to eruptions among unsavory politicians, pensioners, Mafiosi and denizens of Belgrade's suburbs and Serbia's “backward” countryside. The problem underlying this model of resurgent nationalism is that it assumes, and simultaneously constructs, nationalism as a static and unchanging arrangement of ideological and social factors that flare up and die down in response to political stimuli—the arrest of indicted war criminals, the outrageous rhetoric of populist politicians, negotiations over the status of Kosovo, or high-stakes sporting events. While there is no question that such events create discursive space for nationalist, sexist and racist agendas, the flare-up model presents a dangerous simplification of how nationalisms work.
