This paper summarises research that evaluates the precision of determining a ship's position by comparing an omnidirectional map to a visual image of the coastline. The first part of the paper describes the equipment and associated software employed in obtaining such estimates. The system uses a spherical catadioptric camera to collect positional data that is analysed by comparing it to spherical images from a digital navigational chart. Methods of collecting positional data from a ship are described, and the algorithms used to determine the statistical precision of such position estimates are explained. The second section analyses the results of research to determine the precision of position estimates based on this system. It focuses on average error values and distance fluctuations of position estimates from referential positions, and describes the primary factors influencing the correlation between spherical map images and coastline visual images.

It is an unpalatable truth but by and large the success or failure of navigating a merchant ship in confined pilotage waters rests largely with a single individual – the pilot. Should the pilot make an error of judgement (to err is human) then his/her position as a single but vital weak link can be rapidly and cruelly exposed. Bridge teams and pilots need to improve their mutual understanding and expectations. Passage planning needs more consideration and more timely communication. The Master Pilot Exchange (MPX) needs to change from a tick-box exercise to something more meaningful, more substantive and above all, to represent a plan that can be executed and monitored.

This paper describes the first of a two-part research effort to find the optimal detector and estimator that minimise the integrity risk in Receiver Autonomous Integrity Monitoring (RAIM). In this first part, a new method is established to determine a piecewise linear approximation of the optimal detection region in parity space. The paper presents examples suggesting that the optimal detection boundary lays in between that obtained using chi-squared residual-based RAIM, and that provided by Solution Separation (SS) RAIM, as one varies the alert limit requirement. In addition, these examples indicate that for realistic navigation requirements, the SS RAIM method approaches the optimal detection region. The SS RAIM detection tests will be employed in the second part of this work, which focuses on the design of non-least-squares estimators to reduce the integrity risk in exchange for a slight increase in nominal positioning error.

The Autonomous Navigation System (ANS) constitutes a critical key enabling technology required for operating Maritime Autonomous Surface Ships (MASS). To assure the safety of MASS operations, the effective identification of potential objects and target ships interacting with the own MASS is quintessential. This study proposes a systematic method to identify the items interacting with the own MASS. This method is based on a similar approach previously employed for the encountering items’ identification in robotics, which is customised herein for the MASS needs. The developed method is applied to a short-sea shipping MASS. The environmental features, agents and objects related to her navigation are identified and ranked based on the frequency of encounter and the potential collision consequences. The results demonstrate the ability of the method to identify additional items in comparison to Automatic Identification System based data. The interactions with the small ships are considered as the most critical, due to their potential accidental consequences and their exhibited high frequency of encounter. This study results are employed to support the ANS design and testing of the investigated ship.

The main task of air traffic controllers is to plan traffic flows so that aircraft are allotted sufficient separation to absorb not only systematic differences in speed but also the imperfections of navigation and piloting, which we term flying errors. To this end, they usually work with three separation standards, to be applied in, respectively, the along-track, across-track and vertical dimensions of space. The separation standard for any one dimension is the minimum intended (i.e. planned) separation permitted in that dimension when the intended separations are less than standard in the other two. The problem is to choose standards which are safe enough, but not so large as to lead to unnecessary traffic delays and deviations.

The focus here is on the performance of and interaction between the Traffic Alert and Collision Avoidance System (TCAS) and the controller's short-term conflict alert (STCA) system. The data source used is UK Airprox Board Reports of close encounters between aircraft, and the focus is on commercial air transport aircraft using UK controlled airspace with a radar service. Do the systems work well together? Are controllers surprised when they find out that a pilot has received a TCAS resolution advisory? What do TCAS and STCA events say about collision risk? Generally, the systems seem to work together well. On most occasions, controllers are not surprised by TCAS advisories: either they have detected the problem themselves or STCA has alerted them to it. The statistically expected rate of future mid-air collisions is estimated by extrapolation of Airprox closest encounter distances.

A major disadvantage of nearly every marine electronic navigation device introduced to date is the necessity for the navigator to turn his or her attention away from the view outside the bridge windows, even momentarily. Indeed, the uncomfortable feeling experienced by seasoned mariners that this ‘head down’ posture creates has led many to be initially reluctant to adopt some marine electronic devices (radar, ARPA, ECDIS, to name a few) that have proven their worth over time as useful, even vital navigational aids. Unfortunately, the use of such equipment has always required the marine navigator to leave behind the real world perspective view and enter an unnatural, two-dimensional plan view of the area surrounding the vessel. Mariners have accepted this type of view by necessity rather than by choice. That may be about to change. Advances in technology and a proven track record of performance benefits from Head-Up Display (or HUD) information in the aviation field have made it possible to consider if such a device would be useful in a maritime context. Accordingly, the authors of this paper conducted a preliminary evaluation to examine empirically what the effects of providing this same type of head-up information would be on marine navigation performance. A series of tests were conducted in the California Maritime Academy's advanced simulation facilities utilizing a full-mission simulator, a laptop-based HUD prototype, a projector, and student participants from an experimental undergraduate course entitled e-Navigation. The goals were to: 1) define the operational requirements and concept of operations for a maritime HUD system; 2) identify essential information, risks, and concerns; and 3) examine performance variations by conditions (environmental, vessel, crew) and tasks. The results indicate great potential for a maritime HUD system, especially for improving situational awareness in low visibility conditions, confined waters, and for vessels where information changes rapidly (i.e., high speed vessels). The results also suggest that there are some standard information requirements across situations that could be augmented with task and vessel specific information.

Effective technical methods for verifying the authenticity and accuracy of Automatic Identification System (AIS) data, which are important for safe navigation and traffic regulation, are still lacking. In this study, we propose a new method to verify AIS data by using video images taken by an Unmanned Aerial Vehicle (UAV). An improved ViBe algorithm is used to extract the ship target image from the video images and the ship's spatial position is calculated using a monocular target-positioning algorithm. The positioning results are compared with the position, speed and course data of the same ship in AIS, and the authenticity and accuracy of the AIS data are verified. The results of the experiment conducted in the inland waterways of Huangpu River in Shanghai, China, show that AIS signals can be automatically checked and verified by a UAV in real time and can thus improve the supervision efficiency of maritime departments.

During group navigation the information shared by group members may be complex, heterogeneous and may vary over time. Nevertheless, modelling approaches have demonstrated that even relatively simple interactions between individuals can produce complex collective outcomes. In such models each individual follows the same simple set of local rules, giving rise to differential outcomes of the navigational decision-making process depending on various parameters. However, inherent heterogeneity within groups means that some group members may emerge as more influential than others in navigational tasks and this underlying social structure may affect the ability of the group at large. Here, we present our preliminary modelling of group navigation specifically developed to include internal group structure. Building on existing models and recent experimental results we examine the role of individual influence on group navigation and its effects on group navigational ability.

The LAMBDA method for integer least-squares ambiguity resolution has been widely used in a great variety of Global Navigation Satellite System (GNSS) applications. The popularity of this method stems from its numerical efficiency and its guaranteed optimality in the sense of maximising the success probability of integer ambiguity estimation. In the past two decades, the LAMBDA method has been typically used in cases where the number of ambiguities is less than several tens. With the advent of denser network processing and the availability of multi-frequency, multi-GNSS systems, it is important to understand LAMBDA's performance in high dimensional spaces. In this contribution, we will address this issue using real GPS data based on the Bernese software. We have embedded the LAMBDA method into the Bernese software and compared their ambiguity resolution performances. Twelve day dual-frequency GPS data with a sampling interval of 30 s was used in the experiment, which was collected from a network of 19 stations in the Perth area of Western Australia with an average baseline length of 380 km. Different experimental scenarios were examined and tested with different observation spans, which represent the different ambiguity dimensions. The results showed that LAMBDA is still efficient even when the number of ambiguities is more than 100, and that the baseline repeatability obtained with the ambiguities resolved from the LAMBDA method agreed well with that of Bernese. Therefore, for future dense network processing, the easy-to-use LAMBDA method should be considered as an alternative to baseline-per-baseline methods as those used in e.g. the Bernese software.

ICAO safety standards require low probabilities of collision of the order of 5×10−9 per hour. Such low probabilities are virtually impossible to confirm through simulations, implying the need for alternative and related safety metrics, which are easier to use. Several such alternative safety metrics are discussed in this paper. For example, it is shown that if the r.m.s. position error σ is less than about one-tenth L/σ ∼ 10 of the minimum separation distance L, then the probabilities of collision will be less than the ICAO standard, in the case of aircraft flying in opposite directions on parallel tracks. This result is derived from an analytical formula based on the statistical application of a Gaussian probability distribution to a worst-case collision scenario and a rather different result L/σ ∼ 20 arises for a Laplace probability distribution. The implication is that the ICAO standard of low probability of collision can be satisfied, by checking that the r.m.s. position error does not exceed a given value, though that value is dependent on the shape of the ‘tail’ of the probability distribution. Whether the condition is met can be checked in simulations, by measuring the drift between the intended and actual trajectory, due to all factors (navigation inaccuracy, atmospheric disturbances, trajectory drift between position updates, etc.). Thus the r.m.s. deviation from the intended trajectory can be used as a safety metric, as an alternative to the probability of collision, using the formulas and tables provided. The formulas concern a variety of possible safety metrics, including the maximum and cumulative probabilities of coincidence, probabilities of overlap, collision rates and collision probabilities; the tables apply to horizontal and vertical separation in controlled and transoceanic airspace. The sensitivity of the results to the probability distribution assumed (Gaussian or Laplace) suggests the introduction of a parametric family exponential of probability distributions, of which these are particular cases. A choice of the parameter is given that could lead to a probability distribution with a ‘tail’ shape more suited to typical Air Traffic Management (ATM) scenarios than the Gaussian and Laplace distributions, while being simpler than multi-parameter distributions.

Ambiguity resolution is essential for precise range determination. As it is difficult to process, a good ionospheric model is essential to get unambiguous results or to reduce time to solve the ambiguities. In this paper, a developed model to determine the differential ionospheric error to sub-centimetre accuracy is described. As a function of elevation angle and TEC, the model is applicable at any location and only requires a single frequency receiver provided the TEC over the reference station is known. It has been evaluated using real GPS measurements at spaced stations in Glasgow (UK) and Stirling (UK), where the results showed good correlation. It was found that the variance ratio and reference variance of the ambiguity resolution rate and the quality of the differential positioning solution are improved. Significant improvements of more than 50% have also been found by correcting the differential ionospheric delay in the measurements for the estimated positions.

The Carrier-Phase (CP) technique used in the Global Positioning System (GPS) has proved to be a useful spatial tool for remote precise time transfer. Galileo is a Global Navigation Satellite System like GPS. However, currently, given the low number of satellites at any one observation epoch, Galileo's accuracy and continuity of time transfer leave much to be desired. To achieve better performance of time transfer for Galileo, this study has developed a new approach for Galileo CP time transfer, using prior constraint information such as precise coordinates and troposphere zenith delay constraints. The new approach was applied for precise time transfer in real-time mode and post-processed mode for short baseline and long baseline observations. For the short baseline time link in real-time mode, compared with the standard Galileo CP, the standard deviation improved by 51·4% for the troposphere zenith delay constraint, 47·6% for the station coordinates constraint, and 49·5% when considering both constraints simultaneously. At a 10,000 s time interval, in comparison to the standard CP, the three constraint approaches show stable results as well as improvements of nearly an order of magnitude. In post-processed mode, the constraint approach for Galileo time transfer showed little improvement compared to the standard CP technique for both the short baseline and long baseline time links.

In this paper, a triangle matching algorithm using local gravity field maps is proposed to bound the drift errors inherent in Strapdown Inertial Navigation Systems (SINS) in gravity-aided navigation. This triangle matching algorithm has two main stages, the first is the initial matching stage, which has a coarse phase and a fine phase to address the large unknown initial errors made by INS, and the other is the tracking matching stage, which mainly aims at tracking the matching solution with the vehicle running in real time. Simulations were carried out using data for the Bohai Sea and South China Sea areas, to assess the effects of different initial errors on the matching solutions. Finally some experiments were carried out to evaluate the proposed algorithm. The results show that the triangle matching algorithm has some compelling advantages, such as a capability to address the large unknown initial errors made by INS, and good real-time quality of matching the gravity measurements with the local gravity maps.

Superimposing Electronic Navigational Chart (ENC) data on marine radar images can enrich information for navigation. However, direct image superposition is affected by the performance of various instruments such as Global Navigation Satellite Systems (GNSS) and compasses and may undermine the effectiveness of the resulting information. We propose a data fusion algorithm based on deep learning to extract robust features from radar images. By deep learning in this context we mean employing a class of machine learning algorithms, including artificial neural networks, that use multiple layers to progressively extract higher level features from raw input. We first exploit the ability of deep learning to perform target detection for the identification of marine radar targets. Then, image processing is performed on the identified targets to determine reference points for consistent data fusion of ENC and marine radar information. Finally, a more intelligent fusion algorithm is built to merge the marine radar and electronic chart data according to the determined reference points. The proposed fusion is verified through simulations using ENC data and marine radar images from real ships in narrow waters over a continuous period. The results suggest a suitable performance for edge matching of the shoreline and real-time applicability. The fused image can provide comprehensive information to support navigation, thus enhancing important aspects such as safety.

This contribution extends the common documented approach of integrity through Protection Levels in Satellite-Based Augmentation System (SBAS) positioning for aeronautics, to reliability on the basis of statistical hypothesis testing, and as such provides a safeguard against model misspecifications as anomalies and outliers in the measurements. It is shown that when integrity is monitored through Protection Levels and reliability added through Reliability Levels, the availability of the SBAS position solution is more than 99% for APV-I precision approach. The availability for CAT-I is currently just a few percent. When the Galileo constellation is added, and current performance is copied ahead, the percentage for CAT-I increases to beyond 95%.

Vehicular communication technologies are becoming staples of modern societies. This paper proposes a new positioning algorithm for vehicular networks. The algorithm is a non-classic Multi-Dimensional Scaling Filter (MDSF) that builds on a novel and computationally effective Multi-Dimensional Scaling (MDS) solution covariance estimation technique and also a Maximum Likelihood (ML) filter. In general a major drawback of the non-classic MDS is the high computational cost because of its iterative nature. It is shown that a special blend between vehicular Map-Matching (MM) and MDSF considerably reduces the number of iterations and the convergence time, making the MDSF a suitable algorithm for vehicular network positioning. The performance of MDSF is compared with that of an Extended Kalman Filter (EKF) together with the Cramar Rao Lower Bound (CRLB). It is shown through simulation that for all types of traffic conditions MDSF performs better than EKF and closer to CRLB than EKF. It is also shown that both MDSF and EKF algorithms are robust to typical Global Positioning System (GPS) outages in deep urban canyons. CRLB also proves that Cooperative Positioning (CP) in general has the ability to bridge short GPS outages.

Tactical monitoring and controlling of air traffic is becoming increasingly difficult to manage for Air Traffic Controllers (ATCOs) owing to an increasingly complex traffic flow. A dynamic tactical complexity model, herein known as Conflict Activity Level (CAL), has been developed and is presented in this paper. This can be achieved either by establishing an overall score for an entire region or sub-regions of interest as specified by user's input location and time. This is done by evaluating the likely aircraft flight shape profile based on its current and projected position and trajectory. From the flight shape profile, CAL values are computed based on instantaneous existing traffic numbers in the overall region or sub-regions of interest. The proposed complexity approach shows good agreement with other methods in terms of ranking the order of complexity of various air traffic scenarios and the key influencing factors contributing to conflict.

The probability of failure (failure rate) is a key input parameter to integrity monitoring systems used for safety, liability or mission critical applications. A standard approach in the design of Global Positioning System (GPS) integrity monitoring is to utilise the service commitment on the probability of major service failure, often by applying a conservative factor. This paper addresses the question of what factor is appropriate by applying Bayesian inference to real and hypothetical fault histories.

Global Navigation Satellite System (GNSS) anomalies include clock or signal transmission type faults which are punctual (may occur at any time) and incorrect ephemeris data which are broadcast for a nominal two hours. These two types of anomaly, classified as continuous and discrete respectively are addressed. Bounds on the total probability of failure are obtained with given confidence levels subject to well defined hypotheses relating past to future performance. Factors for the GPS service commitment of 10−5 per hour per satellite are obtained within the range two to five with high confidence (up to 1–10−9).

When flying at high latitudes the rapid convergence of Earth meridians makes it difficult to establish true heading at any particular instant. Magnetic compass stabilizing forces are weak and steering must normally be carried out using a directional gyro. The navigation problem is normally solved on the chart by using a ‘grid’ technique.
