The swelling flood of historical materials in the twentieth century has created unprecedented problems of assimilation for the historian. Both specialized researchers and those simply trying to keep abreast of what has been published find themselves in ever greater need of abstracts, comprehensive surveys, and bibliographies. That portion of the literature not outfitted with such buoys seems destined to sink beneath the inundation of new materials, to pass out of the general view into murky, seldom-explored depths where it will lie unused, perhaps soon to be altogether forgotten, whatever its intrinsic value. The voluminous writings of the British historian G. D. H. Cole, as yet unprovided with the kind of aids in question, fall into this unfortunate category. This bibliographical list and commentary has been prepared in the hope of helping remove them from it.

A son 3ème congrès national de Lyon (20–23 janvier 1924), tous les termes anciens sont encore en usage: à l'échelon local, la section rassemble les adhérents d'un même village ou d'une même ville (à Paris, d'un même arrondissement); la fédération englobe toutes les sections d'un même département; enfin, à l'échelon national, les délégués des 90 fédérations départementales, réunis annuellement en congrès, élisent un Comité directeur qui, s'appuyant sur des sous-commissions, a la responsabilité de la vie du Parti entre deux congrès.

Wenige Wochen nach dem plötzlichen Ableben seines Direktors, Professor A. J. C. Rüter, hat das Internationale Institut für Sozial-geschichte am 1. Oktober 1965 mit dem Tode Werner Blumenbergs, des Leiters der Deutschland-Abteilung, einen zweiten schweren Verlust erlitten.

One of the by-products of the Keynesian Revolution has been a painstaking search for precursors of Keynes. Diligent academics have compiled an impressive array of “proto-Keynesians”, although some have only slender claims to the title. There has been a preoccupation with those writers whose contributions were exclusively theoretical. This bias is surprising in view of the nature of Keynes' own approach which was to progress from policy prescription to theory. The “proto-Keynesians” in general failed to proceed to Keynesian policy prescriptions, being unable to withstand the attacks of orthodox theorists; yet some commentators, ignorant of theoretical niceties, intuitively arrived at policy programmes which Keynes later endorsed. This latter group placed particular emphasis on public works programmes as a method of combating unemployment. Economists have credited the Liberal Party, J. M. Keynes and H. D. Henderson with being the first, in the inter-war years, to emphasise public works as one solution to the problem of chronic unemployment. Klein, examining Keynes' and Henderson's arguments in support of the Liberal Party's 1929 General Election commitment to a public works programme, states that “no one was thinking seriously along these lines at the time of the Great Depression.” Most other commentators have stressed the original nature of the Liberal programme of 1929, notably Harrod, Macgregor and Dillard. The purpose of this paper is to indicate the contribution of the Labour movement to the inter-war discussion of public works. It is contended that there has been undue emphasis on the Liberal Party's literature of the 1920S and early 1030s. In fact, the Liberal programme was in many respects similar to that which had been expounded by trade unionists and the Labour Party since 1917. To establish this argument it is necessary, first, to outline the historical background against which the inter-war discussion of public works took place.

In seinem Anfang 1914 erschienenen Buch über den politischen Massenstreik betont Karl Kautsky, daß die Parteimehrheit, die seit 1899 stets gegen die „staatsmännische Ungeduld” des rechten Flügels vorgehen mußte, sich seit dem Magdeburger Parteitag von 1910 fast ausschließlich gegen die „rebellische Ungeduld” der äußersten Linken zu wenden hatte. Damit liefert er ein bezeichnendes Stichwort der innerparteilichen Diskussion am Vorabend des Ersten Weltkrieges. Die offizielle Ideologic der deutschen Vorkriegssozialdemokratie, die zu Recht mit dem Namen ihres Schöpfers Kautsky etikettiert wird, konnte sich zwar als Element der Integration einer heterogenen Massenpartei im taktischen, organisatorischen und psychologischen Bereich bis 1914 unbestritten behaupten. Insbesondere aber seit der preußischen Wahlrechtsbewegung hatte sie starke Belastungsproben zu bestehen, die von dem linken Parteiflügel ausgingen, der nun mit eigenständiger politischer Kraft und größerem Führungsanspruch auftrat. Der Attentismus des „marxistischen Zentrums”, das unter der theoretischen Führung Kautskys und der politischen Leitung Bebels das Bild der Gesamtpartei prägte, war für die in zahlreichen Nuancierungen sich herauskristallisierende Linke Anlaß zunehmender Unruhe und harter Angriffe. Die Debatten um die Marokkopolitik des Vorstandes dokumentieren dies eindrucksvoll. Die dazu parallel laufenden Bestrebungen eines Teils der Radikalen, die auf eine Reorganisierung der Parteileitung drängten, wurzelten im Boden derselben Kritik

Wenn man die Doktrinen, welche die Internationale in der Schweiz gefördert und entwickelt hat, überblicken und würdigen will, muss man sich der besonderen Schwierigkeiten dieses Unterfangens bewusst sein, Schwierigkeiten der Grenzziehung, der Bewertung und der Auswahl. Eine verwirrende Fülle von Lehrmeinungen begegnet uns. Es gibt keine zuverlässigen Kriterien, nach denen sie sich in wichtig und unwichtig scheiden lassen, oder nach denen eine über alle Zweifel erhabene zeitliche Grenze zu ziehen wäre. Die Beschränkung auf zwei führende Doktrinäre oder Schulen, auf Johann Philipp Becker und die Jurassier, hat mehr den Sinn einer typologischen Auslese als den einer Bewertung. Becker erscheint nicht etwa als Chefideologe der Internationale, sondern als typisch für den Gegensatz zur jurassischen Schule, als der repräsentativste Vertreter der Anliegen des Londoner Generalrats, als ein Mann, der sich in dessen Gedankenwelt am intensivsten eingelebt, und der kraft seiner schriftstellerischen und brieflichen Tätigkeit einen überdurchschnittlich grossen Einfluss auf die Schweizer Sektionen der Internationale ausgeübt hat. Als Vertreter einer „Dritten Kraft”, die so stark ist, dass die Internationale gezwungen ist, unablässig mit ihr Kompromisse einzugehen, wäre die altere Generation zu betrachten, ein Bürkli und Coullery. Sie bleiben aber unberücksichtigt, weil sie – im Gegensatz zu Becker – ihrer „vor-internationalen” Gedankenwelt treu bleiben. Uebergangen wird auch die jüngere Generation, etwa ein Hermann Greulich. Obschon sich die Ansütze zu einem eigenen Lehrgebäude schon in den Siebzigerjahren recht deutlich zeigen, so reift doch seine Doktrin als Ganzes erst in einer späteren Zeit aus und gehört darum nicht mehr in den Zeitraum der Ersten Internationale.

Recent interest in the social conditions which underlay the emergence in Britain of independent labour politics in the last decade of the nineteenth century has thrown a good deal of light on the Labour Church movement. Dr. E. J. Hobsbawm, in a characteristically stimulating chapter of his Primitive Rebels, set the Labour Churches within the context of the “labour sects” which he isolates as a phenomenon of nineteenth century Britain and defines as “proletarian organisations and aspirations of a sort expressed through traditional religious ideology”. The concentration of academic attention on the Labour Church has given rise to the mention of a little known phenomenon of the British working-class movement, Socialist Sunday Schools which, it is usually suggested, were little more than a fringe activity of the Labour Churches. It is the object of this paper to give some account of the history of Socialist Sunday Schools in Britain until 1939 and to suggest that they too constitute a “labour sect” cognate with the Labour Church but organisationally and geographically distinct from it and therefore representing an extension of the working-class sectarian tradition beyond the limits of the nineteenth century within which Hobsbawn seems to confine it.

The history of the Syndicat des Employés du Commerce et de l'Industrie is of interest both for its considerable success in organising clerical workers, who, in general, have been slow to recognise the value of trade unionism and on account of the dominant role it played in the history of the Christian trade-union movement in France. In 1920 the 30,000 clerical workers organised in the Fédération Française des Syndicats d'Employés Catholiques (which had developed from the SECI) accounted for nearly a third of the membership of the Confédération Française des Travailleurs Chrétiens. The SECI provided the new confederation with its chairman, Jules Zirnheld, its general secretary, Gaston Tessier and almost the whole of its secretariat; its principles, its attitudes, its methods exercised a powerful influence on the confederation until Tessier's retirement from the chairmanship in 1953. Although its action developed in the context of a growing body of official Catholic doctrine on social and industrial questions, from the Papal Encyclical Rerum Novarum of 1891 onwards, its approach was determined essentially by the pressure of the needs of its members; “practical organisation has always attracted it more than ideology” wrote its general secretary, Charles Viennet, in 1914. In serving these needs it was deflected neither by the traditionalism of René de la Tour du Pin and Albert de Mun, who envisaged a corporate organisation of masters and men which would recreate the mediaeval guilds, nor by the democracv of Marc Sanpriier. which, involving acceotance of the Revolution as well as the Republic, looked forward to a trade-union movement „strictly concerned with trade and industrial questions, democratic to the core and deeply respectful of all moral convictions” and therefore implied membership of a broadly-based, democratic Confédération Générale du Travail. Nevertheless, in solving its problems as they arose the SECI evolved, and in so doing it gave to the Christian confederation a tradition of evolution, which led it finally, in 1964, to the abandonment of its specifically religious character.

Zu dem theoretischen und politischen Erbteil, das Karl Marx der Arbeiterbewegung hinterlassen hat, gehört die Lehre von dem Bündnis zwischen Proletariat und Bauerntum, die für die marxistischen Parteien bis in die Gegenwart von Bedeutung geblieben ist. Ihre erste Bewährungsprobe hat sie schon am Ende des 19. Jahrhunderts bestehen müssen, als die deutsche Sozialdemokratie vor der Frage gestanden hat, ob sie in programmatischer Form für die Bauern eintreten solle oder nicht. Ihre 1895 auf dem Parteitag von Breslau ausgesprochene Absage an ein bauernfreundliches Agrarprogramm hat das Dilemma offenbart, das dem Marxschen Konzept der Bündnisfrage innewohnte: das Dilemma zwischen der politischen Notwendigkeit des Bündnisses und der theoretischen Bedenklichkeit der dafür einzusetzenden Mittel. Einerseits war es für die Arbeiterparteien erstrebenswert, ihren politischen Einflußbereich über die engeren sozialen Grenzen, die ihnen gezogen waren, auszuweiten, aber andererseits hatten sie dabei die sozialistischen Prinzipien zu berücksichtigen, die das Ziel ihres politischen Strebens festlegten. Das bedingte, daß das Zusammengehen mit den Bauern nicht um jeden Preis, sondern nur zu einem theoretisch zulässigen herbeigeführt werden durfte und daß die Arbeiterparteien zu entscheiden hatten, welche Politik gegenüber den Bauern mit marxistischen Grundsätzen vereinbar war und welche Maßnahmen am ehesten die Aussicht boten, einen Teil der Landbevölkerung für die eigene Sache interessieren zu können.

The place of Etienne Cabet in the history of French and European socialism has been misunderstood and its real importance diminished in part due to the only detailed study of his life and thought, Jules Prudhommeaux's Icarie et son fondateur Etienne Cabet (Paris: Cornély, 1907). This work possesses many merits but is limited by the framework made explicit in its subtitle: “a contribution to the study of Experimental Socialism”. The author is principally concerned with Cabet as the creator of a communist colony in the backwoods of America. This emphasis relieved Prudhommeaux of the task of investigating the role of Cabet in the turbulent politics of France before and during the Revolution of 1848. By ignoring this period of Icarian history, he inadvertently strengthened the impression that Cabet's historical significance was as the Utopian archetype. Such was not the unique image of the father of Icarian communism during the 1840's, however.

Socialist thinking and political activity took root in the Balkans in the period between the revolutions of 1848–49 and the Congress of Berlin, and for nearly a century historians have interpreted the phenomenon as an extension of contemporary developments in Russia. This position, entrenched in Russian historiography prior to 1917, became the official view of Soviet historians. Neither in the inter-war period nor since 1945 have any alternative interpretations been produced by Balkan scholars.

In eighteenth-century Spain the encouragement of commerce and industry occupied an important place in the plans of the Bourbons for reviving national strength after the great crisis of the seventeenth century. Successive royal administrations resorted to a formidable array of measures designed to stimulate economic development. Government policy was directed primarily to furnishing commerce and industry with material assistance: subsidies, tax exemptions, protective tariffs, etc. The crown was also concerned, however, with the deleterious effects upon economic progress of an apparently pervasive and tenacious system of values which looked upon manual labor in an industrial context and economic enterprise in general as dishonorable for noble and commoner alike.

Um den Lebensstandard der Bevölkerung in Deutschland vom Ende des 18. Jahrhunderts bis zur Mitte des 19. Jahrhunderts zu erforschen, kann man versuchen, ihn nach den Haushaltseinkommen zu quantifizieren, und prüfen, wie er sich im Lauf der Zeit verbessert oder verschlechtert. Das ist oft erfolglos, weil die Quellen versagen. Dann kann man versuchen, die verschiedenen sozialen Stufen der Lebenshaltung zu qualifizieren, und darstellen, wie ihr Zuschnitt und ihr Verhältnis untereinander sich im Lauf der Zeit auf den einzelnen Stufen verschiedenartig verändert.
