Governing in multilevel settings has become a prominent research field in comparative political science. This article asks if German state parties adopt similar ideological positions and coalition strategies to the parties on the federal stage. The results of a content analysis of state and federal election manifestos show that German political parties on the state level indeed adopt different programmatic positions to the federal parties'. Government formation on the state level, however, is not only influenced by the state parties' programmatic viewpoints, but also by the predominant patterns of coalition politics at the federal level.

Some polities have strong cultural diversity, some of which is territorially based and politically articulated by significant groups that, in the name of nationalism, and self-determination, advance claims for independence. In this article such polities are defined as ‘politically robustly multinational’. If the goal is peace and democracy in one state in such a polity, this article advances theoretical and empirical arguments to show that ideal typical ‘nation-state’ making policies are less appropriate than policies associated with new ideal type I construct called ‘state-nation’. Countries discussed are Spain, Belgium, and Canada and the ‘matched pair’ of successful Tamil political integration via state nation policies in India, and failed Tamil political integration due to nation-state policies in Sri Lanka.

SECURING ORDERLY TRANSITION OF POWER FROM ONE RULER TO another is a classic problem for polities of any kind. Historically, ruler succession episodes were often marred by fierce competition and infighting among members of the ruling elite. Even in stable democratic systems with effective electoral and other procedures for replacing heads of government, leadership rotation within political parties retains some of these brutal qualities. Party leadership successions are mostly ad hoc affairs, frequently rooted in either the incumbent's state of mind, dissatisfaction with the incumbent's performance within the party, or internal power struggles. Comparative studies find that party leadership successions often generate widespread uncertainty, agony and even trauma within parties and thus they weaken rather than consolidate or strengthen a party's public support base.

This special issue presents scholarly research which, in distinctive ways, explores the intersection of political theory, comparative politics, international relations and the study of forced migration. The outcome of an international workshop hosted by the Refugee Studies Centre at the University of Oxford in May 2007, this volume features individual research trajectories focused on a range of important issues, including asylum and deportation, migration control and regional cooperation, internal displacement and sovereignty, in productive encounters with theory and method. Read together, the scholarly articles collected here also span the traditional divide between ‘North’ and ‘South’, including case studies from Australia, Canada, and Europe, as well as from South Africa, Guatemala, and Malaysia.

‘WITHOUT TRUST WE WILL NOT SOLVE OUR PROBLEMS,’ WARNED Johannes Rau, the former German Federal president in his last ‘Berlin speech’ in May 2004. As one reason for an alarming loss of trust in Germany, creating a serious obstacle to necessary changes, he identified an irresponsible, egoistic and greedy behaviour among parts of German elites. Actually, Johannes Rau did not blame only political elites but also elite members in other sectors such as business, trade unions or mass media. His statement implies that parts of German elites are causing a decline in trust in Germany by losing touch with the people. Likewise, various observers in the public discourse argue that the immoral, cynical and increasingly incompetent behaviour of several elite members especially fosters a crisis of trust in Germany by creating a diffuse climate of distrust, pessimism, uncertainty and Zukunftsangst.

After the 2006 elections, a bourgeois government came to power in Sweden. This article argues that the popularity of the ‘universal’ Swedish welfare state has led the dominant ‘neoliberal’ party (Moderaterna) to adapt its policies; the party has accepted that the modern welfare state is irreplaceable. In the short run the party can only hope to achieve incremental changes, but at the same time the party wants to change society (lower taxes) in the long run. The differences between the allegedly neoliberal 1980s and 2006 should not conceal that the mechanism of welfare popularity remains largely the same. The party's policy proposals tend to suggest only incremental changes in both periods.

Deportation has traditionally been seen as a secondary instrument of migration control, one used by liberal democratic states relatively infrequently and with some trepidation. This secondary status has been assured by the fact that deportation is both a complicated and a controversial power. It is complicated because tracking individuals down and returning them home are time-consuming and resource-intense activities; it is controversial because deportation is a cruel power, one that sometimes seems incompatible with respect for human rights. In the light of these constraints, how can one explain the fact that since 2000 the United Kingdom has radically increased the number of failed asylum seekers deported from its territory? I argue in the article that this increase has been achieved through a conscious and careful process of policy innovation that has enabled state officials to engage in large-scale expulsions without directly violating liberal norms.

The effects of old and new media on governing and executive leadership have remained curiously under-studied. In the available literature, assessments prevail that consider the media to have developed a strongly power-enhancing effect on incumbent chief executives. A careful reconsideration of mass media effects on the conditions and manifestations of political leadership by presidents and prime ministers in different contemporary democracies suggests that the media more often function as effective constraints on leaders and leadership. Overall, the constraining effects of the traditional media have been more substantial than those generated by the new media. While there are obvious cross-national trends in the development of government–mass media relations, important differences between countries persist, which can be explained to some considerable extent by the different institutional features of contemporary democracies.

Despite the recent proliferation of policy initiatives designed to curb illegal immigration, advanced industrialized states have made little headway towards the goal of effective migration control. Examining the case of deportation in Germany and the European Union, this article contends that one of the most fundamental reasons underlying this failure is a unilateral policy bias that fails to take into account two related conditions. First, policies of migration control directly and substantially impinge upon the interests of foreign governments. Secondly, the cooperation of foreign officials is an essential condition for policy implementation. To the extent that they disregard these basic conditions, then, migration control policies are bound to fail. By examining the implementation of deportation policy, the article illustrates the limited efficacy of control measures that are dominated by the interests of advanced industrialized states to the exclusion of the concerns of foreign governments.

CURRENT SCHOLARSHIP ON PRESIDENTIAL POLITICAL SYSTEMS FINDS that the distribution of power between presidents and assemblies can vary significantly from one presidential polity to the next, and can even change within the same presidential regime over a relatively short period of time. Presidents are shown to exercise different levels of control over the law-making process according to the de jure legislative powers at their disposal – initiation, veto, veto override, budgetary and decree powers– and their de facto partisan power – the level of disciplined party support that they command within assemblies. Different combinations of these powers can have strikingly different institutional, behavioural and policy effects. Indeed, such variation has led some analysts to question the usefulness of models of executive–legislative relations that are based solely on the traditional distinction between presidential and parliamentary political systems.

The lack of effective political parties is one of the dominant characteristics of modern Arab polities. The role of opposition to the authoritarian regimes is therefore left to a number of civil society organizations. This study examines the interactions among such groups in the context of the traditional transition paradigm and it analyses specifically how religious and secular organizations operate and interact. The empirical evidence shows that such groups, far from attempting any serious coalition-building to make common demands for democracy on the regime, have a competitive relationship because of their ideological differences and conflicting policy preferences. This strengthens authoritarian rule even in the absence of popular legitimacy. The article focuses its attention on Algeria and Jordan.

The post-Cold War era has seen the return of the ‘good war’ and a move away from legal pacifism – the control of war through international law – to ‘just war’ theorizing. This article is concerned with the re-legitimization of warfare witnessed within the post-Cold War security paradigm that is being justified via humanitarian claims. It aims to highlight the difficult relationship that has developed since the commencement of the Bush administration's ‘war on terror’ between the cosmopolitan beliefs of those who have long argued for legal and legitimate humanitarian intervention, and the cosmopolitanism being espoused by the neo-conservatives of the Bush administration and the Project for the New American Century.

This article first looks at developments in the external dimension of EU migration and refugee policy, as highlighted by a succession of Commission Communications and Council or European Council conclusions that have emphasized the need to integrate migration and asylum more firmly into the Union's external policies. It then looks at one particular recent experiment with externalizing refugee policy, namely the invention of ‘Regional Protection Programmes’. Finally it asks what this concept of regional protection has meant in normative terms, before suggesting ways in which the space afforded protection has been altered.

This article contends that intra-party dynamics based on particularistic exchanges constitute a double-edged sword for a political system. On the one hand, they provide party leaders with strategic flexibility, which can be essential for their party stability and for the governability of the political system. On the other hand, in permitting office holders to switch policies whenever they consider fit, these dynamics render governments unpredictable and unaccountable in partisan terms, thus debasing the quality of democratic representation. The hypothesis is illustrated by recent Argentine political development.

The existence of a healthy, respected and respectful opposition is a common feature of democratic politics. For a democracy to function properly, it needs an opposition to provide political contestation and electoral competition, thus limiting the power of the ruling party. In other words: no opposition – no democracy.

In this regard, Africa has a poor track record. During the 1950s and 1960s, euphoria swelled throughout the continent following political independence from colonial rule. These new African democracies, however, rapidly began succumbing to authoritarianism. Political repression, single-party states and military rule flourished, causing authoritarian forms of government to become the norm throughout the continent. Opposition parties were, and in many countries still are, severely restricted and have generally had little chance to be heard. This is especially so in the many single-party states, characterized by a lack of democratic experience and culture, which became prevalent in post-independence Africa.

Recent writings on globalization have tended to argue that such economic interconnectedness is, in one way or another, geographically delimited. Three competing views appear in the literature, regionalization, triadization and the involutionist perspective. This article challenges the portrayal of these perspectives as competing conceptions and instead argues that each perspective furnishes us with a partial view of a larger process. In so doing, this paper revisits the involutionist perspective, arguing that, in relation to the developing countries’ relative share of world trade and investment shares, the use of the term ‘globalization’ should be questioned. Rather, in relation to trade, involution is a more apt description. However, in terms of FDI, stasis better describes the contemporary international economy. The article then examines the trade and investment patterns within the triad, corroborating earlier findings that each leg of the triad is increasingly trading more with their neighbours than with each other, but that inter-triad FDI is indeed increasing. Three main factors are presented in order to explain the contemporary patterns of trade and investment associated with involution, regionalization and triadization: product differentiation, vertical specialization and the continuing concentration on primary product production in much of the developing world.

In focusing on the relationships between asylum recognition rates and the different institutional arrangements through which European states share or preserve their sovereignty, this article seeks to show how sovereignty-sharing affects the right to political asylum in practice. After a qualitative overview of variations in sovereignty-sharing forms, the article presents the results from a multiple regression analysis of the relationship between legal and institutional frames of asylum decision-making in 17 West European countries (EU-15, Norway and Switzerland) and the asylum recognition rates in these countries. The article ends with a brief assessment of the significance of the results for a potential policy change in the European Union.

It is difficult, arguably, for modern leftist thinkers to sympathize with Confucian values that seem best suited to old, boring and deadly serious defenders of conservative traditions. But this stereotypical image may be mistaken. Drawing on his own experience, the author argues that Confucians can and should have a sense of humour and engage in social and political criticism. He also questions the idea that Confucians need to be elderly gentlemen. The article ends with some reflections on Chineseness and Confucianism.
