Only two European countries – France and the UK, both NATO members – have nuclear weapons, and leading politicians have called for the UK and EU to maintain close military and security links post-Brexit. In the context of the Trident renewal debate and the UK government's recently published integrated defence and security review, this article uses data from the new UK Security Survey to analyse attitudes towards the possession of nuclear weapons among the British public. It assesses three key theorical strands in the wider scholarly literature on public opinion and states’ use of military force: domestic political attitudes, foreign policy predispositions, and the ‘gender gap’. We find that all three theoretical perspectives contribute to the underpinnings of contemporary public opinion towards nuclear weapons. Support for the retention of Britain's nuclear deterrent is associated with being a Conservative Party supporter, favouring Brexit, endorsing superior military power worldwide as an important foreign policy goal, wanting to protect the transatlantic relationship, and with being male. The article makes a distinctive contribution to the growing subfield of research on public opinion and foreign policy, while the findings advance wider empirical understanding of contemporary citizen engagement in a key dimension of security policy.

The term regional security dialogue brings to mind state-organised conferences and events; however, an under-appreciated subset of such dialogues are organised by non-state actors that have unique formal aspects. These quasi-formal dialogues operate alongside, and sometimes in competition to, state-sanctioned processes. Why do some of these forums appear to be more effective at fostering regional dialogue than strictly formal or informal processes with the same goals? Drawing from heterogenous discourse approaches, we address this question by identifying and expanding the concept of the quality of discursive space, as a key feature for the success of security dialogues. We then apply this concept to two of the most successful so-called Track 1.5 security dialogues: the Munich Security Conference (MSC) in Europe and the Shangri-La Dialogue (SLD) in Asia. We analyse these cases using a mix of interviews with participants and organisers, participant observation, and public outputs with the aim of improving the understanding of the role and impact of Track 1.5 diplomacy in the practice of international security. Our findings highlight that it is what we call the quality of discursive space, as a mix of different components in this space, which differentiates effective dialogues from mere policy ‘talk shops’.

The theories and doctrines related to peacekeeping, mediation, peacebuilding, and statebuilding, as well as other tools used to end war and conflict, raise a range of long-standing questions about the evolution and integrity of what might be called an international peace architecture. A narrow version of this term has begun to appear in the context of peacebuilding through the United Nations, the African Union, the European Union, other regional actors, the international legal system, and the International Financial Institutions. This article proposes a much broader, historical version, with six main theoretical stages, which have, from a critical perspective, produced a substantial, though fragile, international architecture.

This article contributes a securitisation-based, interpretive approach to state weakness. The long-dominant positivist approaches to the phenomenon have been extensively criticised for a wide range of deficiencies. Responding to Lemay-Hébert's suggestion of a ‘Durkheimian’, ideational-interpretive approach as a possible alternative, I base my conceptualisation on Migdal's view of state weakness as emerging from a ‘state-in-society's’ contested ‘strategies of survival’. I argue that several recent developments in Securitisation Theory enable it to capture this contested ‘collective knowledge’ on the state: a move away from state-centrism, the development of a contextualised ‘sociological’ version, linkages made between securitisation and legitimacy, and the acknowledgment of ‘securitisations’ as a contested Bourdieusian field. I introduce the concept of ‘securitisation gaps’ – divergences in the security discourses and practices of state and society – as a concept aimed at capturing this contested role of the state, operationalised along two logics (reactive/substitutive) – depending on whether they emerge from securitisations of the state action or inaction – and three intensities (latent, manifest, and violent), depending on the extent to which they involve challenges to state authority. The approach is briefly illustrated through the changing securitisation gaps in the Republic of Lebanon during the 2019–20 ‘October Uprising’.

This article theorises the repressive security practices of authoritarian states in the context of transnationalism and globalisation. While emerging research on transnational repression has identified a range of extraterritorial and exceptional security practices adopted by authoritarian states, it has not fully studied the implications of such practices on space and statecraft. Using data from the Central Asia Political Exile Database project (CAPE) and interviews conducted with exiled Tajik opposition groups based in Russia and Europe, we theorise the spatial connections between the territorial and extraterritorial security practices using the concept of assemblages. We further outline how these practices escalate in a three-stage model, in which exiles go on notice, are detained and then rendered or assassinated. Such an approach sheds light on the inherent links between the normalisation of security practices and the creation of transnational space with distinct forms of geographical state power that is embedded in non-national spaces and is manifested through spatially organised actors, networks, and technologies within assemblages.

Audience costs theory posits that domestic audiences punish political leaders who make foreign threats but fail to follow through, and that anticipation of audience costs gives more accountable leaders greater leverage in crisis bargaining. We argue, contrary to the theory, that leaders are often unaware of audience costs and their impact on crisis bargaining. We emphasise the role of domestic opposition in undermining a foreign threat, note that opposition can emerge from policy disagreements within the governing party as well as from partisan oppositions, and argue that the resulting costs differ from audience costs. We argue that a leader's experience of audience costs can trigger learning about audience costs dynamics and alter future behaviour. We demonstrate the plausibility of these arguments through a case study of the 1863–4 Schleswig-Holstein crisis. Prime Minister Palmerston's threat against German intervention in the Danish dispute triggered a major domestic debate, which undercut the credibility of the British threat and contributed to both the failure of deterrence and to subsequent British inaction. Parliament formally censured Palmerston, contributing to a learning-driven reorientation in British foreign policy.

What happens to dominant narratives and settled self-images of so-called peace nations when experiencing actual combat in out-of-area military missions? This question arises when studying the contemporary international engagement of small states that previously have mostly been engaged in peacekeeping with limited mandates and non-use of force restrictions. As today's international missions have altered radically, it is important to analyse narrative friction and transformation in small states with little prior experience of international war-fighting. This article addresses this lacuna by examining two small states and self-proclaimed peace nations – Sweden and Norway – in relation to their engagement in the International Security Assistance Force (ISAF), the NATO-led security mission to Afghanistan 2002–14. By examining the interplay and discursive struggle of two narratives — peace nation and military culture – this article finds that these narratives constantly constitute and reconstitute a small state's self-image and the boundaries for acceptable or even required behaviour. With altered principles regarding use of force there is an increased friction between the narratives. By addressing these frictions, the article contributes to the literature on small state international military engagement and develops and refines assumptions regarding the drivers and consequences of small state participation in out-of-area missions.

This article presents a study of the discursive politics of the COVID-19 outbreak in the United States and Russia from its early onset to 30 April 2020. We examine how official securitisation discourses in the two countries draw on gendered constructions of national identity and discuss what linkages and potential implications they have for the state, its policy, and its society. Our analysis shows that both the US President Donald Trump and Russia's President Vladimir Putin instrumentalise hierarchical gendered identities to securitise COVID-19. They mobilise gendered narratives, imageries, and practices to affirm particular understandings of the threat and create a homogeneous national ‘we’, portraying themselves as its guardians.

Three decades after what is widely referred to as the transition from a First to a Second Nuclear Age, the world stands on the cusp of a possible Third Nuclear Age where the way that we conceptualise the central dynamics of the nuclear game will change again. This paradigm shift is being driven by the growth and spread of non-nuclear technologies with strategic applications and by a shift in thinking about the sources of nuclear threats and how they should be addressed, primarily, but not solely, in the United States. Recent scholarship has rightly identified a new set of challenges posed by the development of strategic non-nuclear weaponry (SNNW). But the full implications of this transformation in policy, technology and thinking for the global nuclear order as a whole have so far been underexplored. To remedy this, we look further ahead to the ways in which current trends, if taken to their logical conclusion, have the capacity to usher in a new nuclear era. We argue that in the years ahead, SNNW will increasingly shape the nuclear order, particularly in relation to questions of stability and risk. In the Third Nuclear Age, nuclear deployments, postures, balances, arms control, non-proliferation policy, and the prospects for disarmament, will all be shaped as much by developments in SNNW capabilities as by nuclear weapons. Consequently, we advocate for an urgent reassessment of the way nuclear order and nuclear risks are conceptualised as we confront the challenges of a Third Nuclear Age.

While the current practice of the United Nations Security Council, the European Union, and the United States leans towards imposing only targeted sanctions in most of the cases, private actors often complain about inability to process financial transactions, ship goods, or deliver services in countries where sanctions targets are located. The impact of sanctions often ends up being widespread and indiscriminate because sanctions are implemented by for-profit actors. This article investigates how for-profit actors relate to the imposition of sanctions, how they reflect them in their decisions, and how they interact with the public authorities. The findings of our research show that for-profit actors, with the possible exception of the largest multinationals, do not engage with public authorities before the imposition of sanctions. The behaviour of for-profit actors in the implementation phase is in line with the assumption of firms and business as profit-maximisers. Weighting the profits from business against the costs of (non-)compliance and make the decisions that in their view maximise their profit. Indeed, de-risking seems to be the most common approach by the companies due to the uncertainties produced by the multiple and overlapping sanctions regimes imposed by the United Nations, the European Union, and the United States.

Twenty years after the passing of Resolution 1325, the participation of women as military personnel in peacekeeping operations remains limited. Women currently comprise just under five per cent of military personnel in UN peacekeeping missions, and the UN consistently calls for more. We contend the low numbers of female military personnel in peacekeeping reflects a lack of gender mainstreaming in national militaries globally. This article introduces the problem of sidestreaming, the practice, deliberate or unintentional, of sidelining women and relegating them to specialised spaces in international peace and security while attempting gender mainstreaming or increased gender integration. Drawing on empirical evidence from national militaries we show how and where sidestreaming occurs with the result being that women remain clustered in gendered and low-status spaces in national militaries and in specialised spaces in peacekeeping operations. This has a negative effect on retention and recruitment contributing to the low numbers of female peacekeepers in UN peace operations. We conclude that gender mainstreaming in its fullest sense will require military reform that decouples violence and combat skills from masculinity and inclusive research strategies that engage men as well as women.

Current debates about surveillance demonstrate the complexity of political controversies whose uncertainty and moral ambiguities render normative consensus difficult to achieve. The question of how to study political controversies remains a challenge for IR scholars. Critical security studies scholars have begun to examine political controversies around surveillance by exploring changing security practices in the everyday. Yet, (de)legitimation practices have hitherto not been the focus of analysis. Following recent practice-oriented research, we develop a conceptual framework based on the notion of ‘narrative legitimation politics’. We first introduce the concept of ‘tests’ from Boltanski's pragmatic sociology to categorise the discursive context and different moral reference points (truth, reality, existence). Second, we combine pragmatic sociology with narrative analysis to enable the study of dominant justificatory practices. Third, we develop the framework through a practice-oriented exploration of the Snowden controversy with a focus on the US and Germany. We identify distinct justificatory practices in each test format linked to narrative devices (for example, plots, roles, metaphors) whose fluid, contested dynamics have the potential to effect change. The framework is particularly relevant for IR scholars interested in legitimacy issues, the normativity of practices, and the power of narratives.

Realist and rationalist approaches to balance of power politics underplay the degree to which balances are socially constructed. We develop a constructivist approach that accounts for the elusive and contentious nature of the balances that states seek to balance. The approach foregrounds contests over balance interpretations between states that shape whose conceptions and assessments underpin the making and remaking of balances. We argue that shifts in balancing practices are crucial to the dynamics of these contests. To substantiate this argument, we empirically study the contests over the conventional and theatre nuclear balances between East and West in the last two decades of the Cold War. The case study shows that the conventional and theatre nuclear arms control negotiations – that is, the partial shift from adversarial to associational balancing – initially fuelled and amplified both contests. At the same time, the arms control negotiations eventually resolved the contests through the development of shared understandings of the two balances, thus ending the adversarial balancing between East and West. Overall, we contribute to theory development on balance of power politics by highlighting the importance of contests over balance interpretations and by providing insights into the politics and dynamics that shape these contests.

With wavering US support and Brexit unfolding, cooperation between Germany, the EU's economic powerhouse, and the United Kingdom, Western Europe's prime military power, becomes crucial for Europe's overall ability to deal with a resurgent Russia. Does institutional and normative disintegration between states, such as the Brexit process, weaken bilateral security cooperation? This article argues that such cooperation persists if both states continue to jointly perceive a third actor as threatening while regarding each other as useful and reliable when it comes to ameliorating this shared threat. The argument is tested on a case of intrinsic theoretical, historical, and political importance: British-German cooperation towards Russia before and after the 2016 Brexit referendum. The article finds, against a wide pessimist consensus to the contrary, that cooperation strengthened during the Brexit process. As the Ukraine crisis had caused converging threat perceptions since 2014, Brexit incentivised both sides to signal ongoing reliability to each other and, consequently, to view each other as more capable allies. The article combines qualitative comparisons and congruence analysis, drawing data from British, German and Russian primary sources in their respective original languages, including foreign and security policy documents as well as interviews with stakeholders involved in policy formation.

Differences between women and men in perceptions of security threats are firmly established in public opinion research, with the ‘male warrior’ and the ‘worried woman’ two well-documented stereotypes. Yet, we argue in this article, the differences are not as well understood as such labels, or the search for explanations, imply. One reason for this is the lack of dialogue between public opinion research and feminist security studies. In bringing the two fields into conversation by analysing mixed methods research data gathered in Britain, we suggest that while the extent of the gender gap in opinions of security is overstated, the gaps that do exist are more complex than previously allowed: men and women define ‘security’ in slightly different ways; women tend to identify more security threats than men not necessarily because they feel more threatened but due to a greater capacity to consider security from perspectives beyond their own; women are more confident about the government's ability to deal with security threats in the future but not simply because of greater faith in government than men. This complexity implies a need to revisit assumptions, methods, and analytical approaches in order to develop the field of gender and security further.

Making sense of digital security practice requires grasping how data are put to use to compose the governing of individuals. Data need to be understood in their becoming, and in their becoming something across diverse practices. To do this, we suggest embracing two conceptual tropes that jointly articulate the being together of, and in, data compositions: composting and computing. With composting, we approach data as lively entities, and we explore the decaying and recycling processes inside Big Data security. With computing, we approach data as embodied and embodying elements, and we unpack the surveillance of ‘asylum speakers’. Together, composting and computing challenge recurrent images of data. Our conceptual composition takes sound as a necessary sensory counterpoint to popular data visions, notably in light of Ryoji Ikeda's artworks.

Despite widespread public opposition to the Iraq War, numerous democracies joined the US-led multinational force. However, while some stayed until the end of coalition operations, and several increased their deployments over time, others left unilaterally. How to explain this variation? While some studies suggest that democratic defection from security commitments is primarily motivated by electoral incentives or leadership change, scholars have not reached a consensus on this issue. To account for the complex interplay between causal factors, this article develops an integrative theoretical framework, using fuzzy-set Qualitative Comparative Analysis (QCA) on original data on the Iraq War involvement of 51 leaders from 29 democracies. The findings document the existence of multiple paths towards coalition defection. Among others, the results show that: (1) leadership change led to early withdrawal only when combined with leftist partisanship and the absence of upcoming elections; (2) casualties and coalition commitment played a larger role than previously assumed; and (3) coalition defection often occurred under the same leaders who had made the initial decision to deploy to Iraq, and who did not face elections when they made their withdrawal announcements.

The individualisation of punishment is a key element in liberal narratives about international law and international relations. This narrative has become an integral part of positive international law, especially the regimes governing the use of force and the prosecution of an international crimes. Rather than punishing states or entire societies, liberals claim, punishment has become restricted to those who incurred individual guilt. To liberals, the individualisation of punishment is part of a larger process of enlightenment and civilisation that has helped to fence atavisms like revenge. We do not question the emergence of an ever more sophisticated system of individual punishment in international law. However, we argue that punitivity has been more difficult to fully channel towards individuals and away from collectives than claimed. To be sure, punitive language has by and large been banned from the laws of armed conflict. We argue, however, that the absence of a punitive vocabulary does not equal the absence of punitivity. In contrast, current state practices of using armed force are still imbued with punitivity, however silenced in the current legal framework and thus pushed underground. Realising the presence of a punitive undercurrent, we argue, adds to a more comprehensive understanding of contemporary state practices.

Promoting Private Security Company (PSC) self-regulation has become a key focus due to high profile scandals during the military interventions in Iraq and Afghanistan. Related efforts include the Montreux Document, the International Code of Conduct for Private Security Service Providers (ICoC), American National Standards Institute/ASIS certification, and the new International Standards Organization (ISO) Management System Standard for Private Security Operations. Implicit in industry self-regulation, however, is the assumption that the consumers of private security services will help facilitate and enforce professional standards by shifting their custom to PSCs which have signed up to these codes of conduct or certification schemes. This article investigates the validity of this assumption with regard to government contracting. To what degree are public agencies able – and willing – to let professional standards guide their contracting behaviour? To answer this question, this article develops a general framework for the analysis of public consumer influence through choice, voice, and exit which draws on insights from microeconomics and Albert Hirschman’s classical treatise Exit, Voice, Loyalty. Taking the United States government as an illustrative example, the analysis observes several obstacles to encouraging security industry self-regulation through consumer power.
