The paper reviews investigations on the use of coloured filters in relation to possible causal mechanisms, effects on reading achievement and effects on eye movement. Studies of causes suggest a retinal - sensory after-imaging problem, possibly related to the magnocellular visual neurological pathway. Studies of reading achievement suggest this disability may be one causal factor in reading problems but improvement will be influenced by prior word attack skill and willingness to be involved in reading. Investigation of reading strategies suggest that the claimed reductions in print distortions could allow more reading fluency and enable attention to be directed to meaning rather than word identification, which in turn facilitates access to text context as a supplement to word recognition.

The present study surveyed teachers and students without disabilities regarding the inclusion of students with disabilities at an Australian primary school. The school provided special education to 35 students with special needs and some of their education was provided in regular classrooms alongside peers without disabilities. Fifteen regular classroom teachers and 109 classroom peers without special needs completed questionnaires. Both groups provided a range of supportive comments about regular classroom placements for student with special needs, but also expressed concerns about the implementation of special education in regular classrooms. Specific concerns included the extra time and added stress of educating children with special needs in the regular classroom setting, potential disruption and disadvantage to other students and the lack of support and resources. Unless these concerns are addressed, placement of students with special needs in regular classrooms may generate stress, concern, and even possibly resentment among some teachers and students without disabilities.

A pilot study of the effectiveness of guided access to websites that provide information on intervention options for children with autism spectrum disorder (ASD) was conducted with 12 parents of preschool-aged children with ASD. Guided access to reliable websites that included information about the efficacy of interventions for ASD (Raising Children Network, 2006–2014; Research Autism, 2006–2014) was provided in the format of a DVD presentation. The guidelines for choosing interventions provided on the Raising Children Network (2009) website were reiterated and assistance was provided with navigation and interpretation of the sites. Participants reported the guided access to reliable websites as useful and also reported an increased level of confidence in making intervention decisions after using the package. However, the guided access did not appear to influence the factors that parents considered important in decision-making, their understanding of the level of research support for interventions, nor their desire to use different interventions. Implications for future research and attempts to disseminate information to parents are discussed.

The aim of this study was to develop a means of tracking the reading performance of low-progress readers on a weekly basis, so as to inform instructional decision-making. A representative sample of 261 primary school children from Years 1 to 5 were tested on 21 different text passages taken from a developing passage reading test, the Wheldall Assessment of Reading Passages (WARP). The results from this study were used to identify a series of ten ‘progress passages’ that were of very similar difficulty level to a set of three parallel ‘basal’ WARP passages. High parallel form reliability levels were demonstrated among all the passages. It is argued that the ten parallel progress passages may be employed with the original three basal passages, first to establish the current reading performance level of low-progress readers and then to track their progress by administering each of the ten progress passages weekly in turn over a ten week school term.

Commentary on the introduction of the Australian Curriculum (AC) has reflected a tension for educators of students with disabilities (SWD) between in-principle support for a curriculum that is inclusive of all students and the challenge of translating a general framework into relevant, individualised learning experiences appropriate for all SWD. In this paper, we report on findings from the second part of a national online survey in which we explored the perceptions and practices of 151 educators of SWD in specialist settings (special schools, disability units co-located at mainstream schools, special classes within mainstream schools) in relation to the AC. Specifically, these findings relate to the professional learning (PL) experiences and perceived needs of educators of SWD related to the AC and their advice to policymakers about the AC for SWD. Consistent with previous research, participants expressed a preference for PL experiences delivered on site, facilitated by content experts over extended periods, with opportunities for demonstration and targeted feedback, and in the context of collegial learning communities. In addition, participants raised concerns about the extent to which the AC is fully inclusive of all SWD. Implications for policy, practice, and future research are discussed.

The articles in this journal focus on what is, arguably, the biggest challenge facing school systems throughout the world, that of educational inclusion. It is hardly surprising that this is particularly challenging in secondary schools. Within such schools, internal factors, such as size and organisational complexity, clearly complicate attempts to foster more flexible and responsive arrangements. At the same time, external factors, not least the effects of competition between schools and parental choice, create particularly intensive pressures to achieve improved results in tests and examinations.

Although qualified special educators are more likely to provide effective teaching for students with disabilities and special education needs, it seems many teachers in special education and support positions are not qualified for this role. The study reported here provided analysis of 219 job advertisements for special education positions in order to ascertain what employers required of applicants for special education positions. Advertisements represented all states and sectors in Australia, although the sample does not fully reflect the relative numbers of schools in each state. Most positions were for class teachers or for teachers providing support within and across schools. Special education qualifications and experience in special education were not common criteria for employment. The concerns raised by this finding are addressed through suggestions for formal recognition for special educators and accreditation of teacher education programs preparing special educators.

Developing the knowledge and practical skills for implementing inclusive education is a legislative and policy imperative for contemporary graduate teachers. In this qualitative study, the authors investigated the experiences of 18 preservice teachers during their practical school placements in primary and secondary school settings and the impact of these experiences on their attitudes towards students with special needs and their readiness to teach in mainstream inclusive settings. Sixteen of the participants had completed 2 or more placements. Data were collected using semistructured interviews and analysed to categorise the observed and enacted practices and define themes that contribute to a deeper understanding of preservice teachers’ learning about inclusion through their practice in schools. The 4 identified themes show that contact, responsibility for instruction, modelled practices, and expectations for student learning all have significant impacts on the quality and outcomes of preservice teachers’ placements. Findings suggest that placement settings do not consistently represent contexts where aspiring teachers are exposed to the types of meaningful contact or successful experiences claimed to be fundamental preparation for inclusive practice. The implications for the preservice teachers themselves and for their future practice are discussed.

Identifying and using preferred items and activities to increase motivation and participation of children with autism spectrum disorder (ASD) has been an important and frequently used intervention strategy. Preferred objects, typically identified through a preference assessment, are most frequently used during instruction as reinforcers. These objects may be offered contingent upon a correct response or following a set period of work or may be made available continuously by incorporating them into the learning task. This alternating treatment design study examined the effects of offering preferred items during a word-learning task on learning and on-task behaviour under 2 conditions: following the completion of a set of learning trials (sequential) or continuously during a set of learning trials (embedded). Participants were 3 children with ASD aged 3–5 years. Results showed that children were more on task when preferred items were embedded, but the sequential condition led to superior learning of target behaviours for 2 of the children. Implications of using preferred items to enhance learning and on-task behaviour are discussed.

This brief report describes recent data on the enrolment of students in New South Wales (NSW) government special schools and special classes. There has been an increase in both special school and special class enrolments since 1998 with large increases among students with emotional disturbance. This pattern is briefly discussed in relation to government policy and legislation, social and political factors as well as the notion that there may be a threshold for the extent of inclusion of students with special needs in NSW government schools.

Using a second cohort of Australian school students, this study repeated the propensity score analysis reported by Dempsey, Valentine, and Colyvas (2016) that found that 2 years after receiving special education support, a group of infant grade students performed significantly less well in academic and social skills in comparison to matched groups of students who did not receive support. Using Longitudinal Study of Australian Children data, the present study found that the second cohort of students with additional needs also performed less well than matched groups of peers and that these results also held true for the specific subgroup of these children with learning disability/learning problems. The ramifications of these results to the delivery of special education in Australia are discussed.

As students who have difficulty in acquiring the basic processes in reading are significantly disadvantaged in later schooling, there is a need for effective interventions for young at-risk students. Reading Recovery is the most widely known and extensively promoted intervention for young struggling readers. However, serious reservations have been expressed about both its efficacy and its cost-effectiveness. An alternative intervention (MINILIT), that incorporates findings and recommendations of recent reviews of research about effective instruction in early literacy, has been developed. This intervention features small-group instruction by tutors. The results of three pilot studies of MINILIT are presented. These studies were carried out with Year 1 and Year 2 students in a variety of settings. The students, who were identified as struggling readers by teachers in their schools, attended tutoring sessions for one hour a day, four days a week, for 15 weeks. Pre-testing of individual students on standardised and curriculum-based tests was carried out prior to the intervention and testing was repeated after 15 weeks. Data indicate that students who completed the intervention made significant and substantial gains in both reading and spelling. Results suggest that MINILIT may be a viable intervention that may achieve results similar to, or better than, existing programs with greater cost-effectiveness.

Our knowledge of effective practices for improving the academic achievement of students in the primary and elementary years has increased dramatically in the last decade (Simmons & Kameenui, in press; Stringfield, in press). However, implementing an effective practice in one classroom or in a research context is very different from implementing and sustaining effective practice at the school‐building level. There is a great deal of collective wailing in the field these days about the feeble attempts to translate research into effective practice (Malouf & Schiller, 1995) that improves reading achievement in students who are at serious academic risk.

Constructivist literature has become increasingly prominent in the area of special education. The nature of constructivism and its relevance and limitations for students with special needs is discussed, as is the importance of appropriate research in determining the efficacy of instructional interventions. A search of the literature into the efficacy of constructivism for students with special needs in K-12 settings revealed a predominance of descriptive and discussion-based research and very limited experimental research. The limited existing experimental research indicates that constructivist instructional approaches may have circumscribed applications in special education. Specifically, they may be appropriate to applications for students with learning difficulties in areas such as science education. Nevertheless, there are major methodological and interpretative problems that undermine confidence in the existing body of research. These problems include an absence of adequate procedural reliability data, interventions that often involve teaching single or very small groups of students, and conditions that do not approximate regular classrooms. There is also evidence suggesting that constructivist approaches may be inappropriate and ineffective for students with intellectual disabilities. The need for considerable caution and extensive further research in this area is evident, in light of the ready adoption of constructivism in schools and the increase of constructivist literature.

This case study examined the effects of a parent-presented Direct Instruction decoding program on the reading and language skills of a child with high functioning Autism Spectrum Disorder. Following the 23 hour intervention, reading comprehension, listening comprehension and fluency skills improved to grade level, whilst statistically significant improvements were also noted in receptive language skills. There were no significant changes in phonological and decoding skills for which various possibilities are explored, including the student’s prior double deficit in phonological skills. The findings are consistent with research suggesting that increased intervention intensity, along with greater emphasis on phonological skills may be necessary to advance the decoding skills of children displaying a double deficit. The reading and language outcomes were sufficiently promising to warrant further studies employing methodologically sound group designs with this population.

Repetition has been extensively employed as a remedial tool for low achieving students. Test results on children’s learning report that approximately one third of students benefits from repetition while the remaining two thirds make fair to poor academic progress. This study attempts to define the characteristics which differentiate those students who respond favourably to repetition from those who do not. Sex, I.Q., the grade in which repetition occurred and the reason for repetition were the variables selected for investigation. Students were 78 boys and 54 girls who repeated in either grade 3, 4, 5 or 6. Position in year for the year before repetition, the year of repetition and the year following repetition were examined. The results indicate that the outcome of repetition cannot be predicted from sex, I.Q., grade in which repetition occurred, the position in year before repetition or the reason for repetition. It was hypothesised that non-intellect factors such as motivational and characterological variables may affect the outcome of repetition and therefore need to be explored further.

Behaviour state appears to be a powerful variable in students who experience the most severe and multiple disabilities, impacting upon the effectiveness of educational interventions and ultimately the quality of life experienced by individuals with such high support needs.

Most recently, research attention has been paid to the many qualitative dimensions of behaviour state and although at an early stage, such studies have allowed for the delineation of important influencing factors in state change as well as serving to stimulate many new avenues for further research.

This discussion paper will examine, albeit tentatively, the implications of current research in this area with respect to best practice, including aspects of curriculum design and professional development. How effectively does a functional curriculum articulate with the priorities and directions suggested by such research? How can teachers and others working in this area be supported in the provision of meaningful interventions which promote and produce increases in optimal behavioural states? The paper concludes by suggesting future directions for research and practice.

The effects that historical, philosophical and empirical factors have had upon the development of special education in Australia for children with learning disabilities/difficulties are examined. It is suggested that owing to the early neglect by the various education departments in providing effective services there has been a resultant dearth of professionally competent personnel to implement policies being formulated upon the emerging philosophies in special education. It is therefore argued that Australia requires an effective thrust into research at the classroom, the delivery and the teacher preparation levels so that the relatively diminishing resources for education may be better utilized for the child with a learning problem.

Principles of scientific data accumulation and evidence‐based practices are vehicles of professional enhancement. In this article, the author argues that a scientific knowledge base exists descriptive of the relationship between teachers’ activities and student learning. This database appears barely recognised however, for reasons including (a) the scientific tradition may not be seen as an appropriate basis for humanistic decision making; (b) personal observations can override impersonal statistics; (c) alternative frames, such as postmodernism, may contribute towards an anti‐science stance; (d) qualitative research may be viewed as representing a sampled universe; (e) educational theorising thrives upon dichotomisations which cannot be mapped against objectively‐secured data; and (f) individuals are relatively unable to undertake the mental processes demanded of theory change. The author also discusses the distinction between scientific reasoning and everyday cognition, as illustrated by research findings into cognitive biases and heuristics.

The international literature reflects the significance of transition services for postschool outcomes of students with disabilities. In 2008, the Hong Kong Government introduced a policy to support students with disabilities, especially those with specific learning difficulties (SLD), to transition to postschool life in inclusive settings. This article focuses on the status of policy implementation in Hong Kong and its link to the higher education participation of students with SLD. Analyses are based on expectations of policymakers for school practices in transition services, parental experiences, and a discussion forum involving postsecondary students with SLD, advocacy groups, and university student affair personnel. Findings reveal a lack of expectation for implementation and school accountability from policymakers, an extremely low participation rate of students with SLD in higher education, a slow development of support systems in higher education, and the significant role played by an advocacy group on moving the higher education support forward in the absence of a policy mandate. By focusing on the close relationship between transition services and postsecondary outcomes, the use of legislation for disability policies to ensure the provision of transition services and the role of self and external advocacy to lobby for such legislation are recommended and discussed.
