Using a case study of a controversial mine in an indigenous area of Guatemala, this article explores the transnational dynamics of development and regulation of large-scale extractive industry projects in the developing world. It examines the roles played in the Marlin mine dispute by national law, international law, international financial institutions, and corporate social responsibility. It concludes that these legal regimes have a role in protecting human rights but have not addressed the fundamental questions of democratic governance raised by this case.
This article explains why Chile has outperformed Argentina in policy responses to the problem of domestic violence. It argues that policy variation is due to both macro-level institutional features (state capacity and centralization) and to more contingent political factors that shape the structure, role, and resources of the women's policy agencies that coordinate and implement domestic violence policies. The initial design of Chile's National Women's Service has allowed it to act as a crucial “insider” ally to advocacy groups. In contrast, Argentina's National Women's Council has suffered repeated downgrading and loss of resources due to ideological conflicts and changes in government, rendering it unable to coordinate policy responses to domestic violence effectively or to act as an ally to advocates inside and outside the state seeking increased resources and more effective policy responses to violence against women.
This article addresses the puzzle of heterogeneous trends in paramilitary violence on the Colombian Pacific Coast since the beginning of the disarmament, demobilization, and reintegration (DDR) process in 2003. The usual explanations derived from political conflict theories are improved with insights from organized crime research. The article argues that the occasional escalation of post-DDR paramilitary violence at the subregional level cannot be explained by the weakness of the state argument. Instead, the article demonstrates the counterintuitive evidence that paramilitary violence correlates positively with the incidence of state repressive intervention against paramilitary groups. More specifically, paramilitaries challenged by the state use more violence, either to replace their nonviolent resources most affected by law enforcement activities or to respond to crackdown-related intensification of predatory tendencies within their respective organizations.
Latin American evangelicals have become a common presence in legislative politics. Brazil exemplifies the potential clout of evangelical legislators and a troubling tendency toward political corruption. This article explains the quality of evangelical interest representation by focusing on church organization and theology, arguing that evangelicals approach electoral politics via three different modes: rejection; participation as individual, politically engaged believers; and engagement as church corporate project. While individual participation is unrelated to political corruption, the corporate model fosters machine politics, characterized in Brazil by resource-based politics, narrow voter bases, and frequent party switching. We link these characteristics to evangelical involvement in two corruption scandals that occurred during the administration of President Lula da Silva. The analysis shows the central role of evangelical organization and theology in shaping interest representation and suggests future duplication of the church-as-political-machine model, particularly where the “Prosperity Theology” variant of pentecostalism is strong.
Based on ethnographic reanalysis and on current qualitative research on poor people's politics, this article argues that routine patronage politics and nonroutine collective action should be examined not as opposite and conflicting political phenomena but as dynamic processes that often establish recursive relationships. Through a series of case studies conducted in contemporary Argentina, this article examines four instances in which patronage and collective action intersect and interact: network breakdown, patron's certification, clandestine support, and reaction to threat. These four scenarios demonstrate that more than two opposing spheres of action or two different forms of sociability, patronage, and contentious politics can be mutually imbricated. Either when it malfunctions or when it thrives, clientelism may lie at the root of collective action.
Scholars believe that mass partisanship in Brazil is comparatively weak. Using evidence from a 2002 national survey, however, this study finds that the aggregate level of party identification actually falls only slightly below the world average and exceeds levels found in many newer democracies. Yet this finding is misleading, because the distribution of partisanship is skewed toward only one party, the PT. This trend results from a combination of party organization and recruitment efforts and individual motivation to acquire knowledge and become involved in politicized social networks. Partisanship for other parties, however, derives substantially from personalistic attachments to party leaders. This finding has implications for current debates about the status of parties in Brazil. Also important is the impact of the 2005 corruption scandal implicating the PT and President Lula da Silva's administration.
This article promotes the idea that multinational corporations have independent agency in the process of economic reform in Latin American host countries. Through a number of pooled cross-sectional time series analyses, it shows that accumulated foreign direct investment can affect policy reform in ways unanticipated by earlier theories predicated on the obsolescence of firms' influence after initial investment. The influence of firms varies across different reform areas, and competitive pressures lead firms to press alternately for liberal and illiberal reform measures. The study also considers sectoral issues, and argues that a preponderance of natural resource–oriented FDI can alter the impact of multinational investment on policy reform. Indexes of economic reform are measured against stocks of FDI and a number of political and economic control variables. Evidence shows that the dramatic increase in FDI in the region in recent years has bolstered firms' bargaining power and concomitant policy leverage.
Reliable data on Protestant and Catholic membership in 18 Latin American nations show that Protestants have recruited a larger percentage of the population in many nations than previously estimated. Analysis of these data shows that, as predicted by the theory of religious economies, the Catholic Church has been invigorated by the Protestant challenge: Catholic mass attendance has risen to unprecedented levels, and is highest in nations where Protestants have made the greatest gains.
