Agriculture, as the largest consumer of freshwater, plays a crucial role in managing limited water resources. However, uncertainties in water supply, particularly in water-scarce regions, hinder further agricultural development. Balancing agricultural development with environmental sustainability is especially demanding in the Karkheh River Basin (KRB), western Iran. Traditional irrigation networks in the upper KRB are inefficient, exacerbated by unregulated water use and over-extraction. This study explores the Water Supply-Demand Balance (WSDB) dynamics under current cropping patterns in the semi-arid Honam sub-basin of the upper KRB. Time-series Landsat imagery and Machine Learning (ML) algorithms classified crop types and estimated major crop cultivation area during 2019-2021. Regional Crop Water Requirement (ETcreg) and Regional Net Irrigation Requirement (INETreg) estimated the Regional Gross Irrigation Water Demand (GIWDreg), while inflow-outflow analyses determined Surface Irrigation Water Supply (SIWS). The study achieved high crop classification accuracy, facilitating precise water demand estimation across large-scale traditional irrigation networks. Results indicated the highest GIWDreg in 2020 (11.3 × 106 m3/year), driven by increased forage cultivation with crop water requirements (ETc) exceeding 1000 mm. That year also recorded the maximum SIWS (14.8 × 106 m3/year). The Water Scarcity Index (WSI) classified shortages as severe to extreme, indicating WSDB instability due to drought and cropping pattern shifts. This study highlights the necessity for government initiatives promoting water-efficient cropping to align agriculture with water availability. The proposed approach offers practical insights for policymakers seeking to optimize food security while ensuring sustainable water management in traditional irrigation networks, where cropping patterns are difficult to assess.

Within the framework of an increasing water scarcity, fostered by the climate change, in this study we investigate the environmental impact associated with current food consumption by means of the Water footprint indicator focusing on the case of Italy. For the analysis of the real food consumption and its impact, we selected the Mediterranean diet as a benchmark, since previous evidence shows that Italians are shifting their dietary habits away from the traditional Mediterranean Diet in favor of dietary patterns rich in animal-based products, especially meat. To promote more sustainable food choices, we applied a Sustainable Diet Model to analyze alternative diets that can reduce the Water footprint associated with food consumption. The results of the analysis show that by adopting slight changes in the consumption of certain categories of foods, it is possible to reduce the Water footprint of diets. The findings of this research are useful for supporting policies for the promotion of sustainable food consumption that would lead to a reduction in the exploitation of a scarce resource such as water, improving the allocation of this resource and achieving the objectives of the 2030 Agenda.

The water footprint (WF) is a metric used to quantify the total volume of fresh water consumed directly and indirectly by individuals and communities; it helps to inform responses to global challenges such as water scarcity, climate change and sustainable water management. This study assessed virtual (VWF), direct (DWF) and total (TWF) water footprints in Mashhad, Iran’s second largest city. Data collected from 382 households showed that the average individual VWF was 1314 m3 per month, the average individual DWF was 228 m3 per month and the average individual TWF was 1538 m3 per month. Additionally, key consumption patterns were identified, with rice and bread emerging as the most consumed items and vegetables as the least consumed. Over a 5-year period, direct water use declined. Significant correlations emerged between family size, annual cost and VWF and TWF, yet no association was found between age and the WFs. There were income-based disparities in VWF and TWF but no differences across education levels in terms of DWF, VWF and TWF. These findings offer crucial insights for policymakers and water authorities in formulating effective water-saving policies to address pressing environmental concerns.

Water stress is a growing concern in Europe, partly due to the changing climate context. Despite the cross-cutting impacts that water availability has on different areas under the competence of the European Union (EU), there is not currently a comprehensive and systematic legal framework addressing this issue. The purpose of this article is therefore to examine the EU legislation that concerns the measures aimed at mitigating these risks. To this purpose, it is first examined how droughts and water scarcity are framed within EU legal acts. Based on such an overview, the analysis is directed to the mechanisms developed at the EU level for monitoring, identifying and forecasting water stress risks, as well as the legal provisions relating to the planning tools. The remainder of the article is devoted to the regulation of preventative measures for water scarcity and drought risk reduction, following the water hierarchy resulting from COM(2007) 414.

Water scarcity prevailing in the drylands is threatening the sustainability of livestock production systems. The water footprint (WF) indicator was proposed as a metric of water use. This study aimed to determine the WF and the economic water productivity (EWP) of 1 kg of fat and protein-corrected milk (FPCM) in eight dairy farms (n = 8; animals = 117 ± 62; area = 198 ± 127; 95% confidence level) in northern Tunisia. Then, to assess the effects of three simulation scenarios targeting the reduction of the WF of milk production (scenario A: using triticale silage to replace, on DM basis, the silage of maize, sorghum or ray-grass; scenario B: reducing by 56% the wastage of water devoted to milking, cooling, cleaning and servicing; scenario C: using concentrate feeds imported from Brazil and Argentina instead of that imported from France). A year-round monitoring of on-farm practices was performed using water-meters and recording equipment installed in key locations in the target dairy farms: (i) water used for feed production, (ii) cow watering, (iii) servicing water, (v) crop and forage production and (iv) economic and production performance were controlled by water source (green and blue). Over the eight farms evaluated, milk production consumed on average 1.36 ± 0.41 m3/kg FPCM, of which 0.93 ± 0.40 m3/kg FPCM was green water and 0.42 ± 0.30 m3/kg FPCM was blue water. However, virtual water of 1 kg FPCM averaged 43% ± 14.3%. Water used for feed production for lactating cows represents approximately 87% ± 6% of the total WF of milk production. However, drinking and servicing water contributed by 3.75% ± 2% and 9% ± 5% to the total WF of milk, respectively. The EWP assessment revealed that the selected dairy farms had a relatively small gross margin per m3 of water averaging US$ 0.05 ± 0.04. The variation in WF of milk was mainly associated with diets’ ingredients, which affected milk productivity and water consumption. Scenario analysis indicated that using feed with less water requirements or importing feeds from countries where its water consumption is low could reduce consumptive water use for milk production by up to 16%. The efficient use of servicing water could reduce blue WF of milk by up to 4%. The implementation of these measures would lead to potential total water savings in the Tunisian dairy sector of 646 million m3 per year (30%).
