Approximately five centuries of the involvement of Portugal in Antarctic regions is described. Discoveries, the sealing and whaling industries, and modern developments are discussed.

In 2021, Brazilian scientific research in Antarctica will reach its 40 anniversary, and in that period it has experienced good and bad times. How has Brazilian scientific research evolved since its first scientific mission to Antarctica? What were the conditions that enabled this research? How will Brazilian researchers work in the brand-new scientific station? Using an interdisciplinary approach, this article identifies tipping points and the national policy network that led to unstable funding policies. This article highlights four phases of Brazilian Antarctic science and states that there is a clear disconnect between the geopolitical and scientific priorities on one side and the political priorities, including the executive and the legislative powers, on the other.

In 1940, a PhD was published in Germany about the claiming behaviour of several countries and the whaling industry in Antarctica. It shows already at this time that a need for regulation on that issue was required. The intertwined relationships between the claiming nations demanded an overarching framework where these complex issues could be managed. This paper elaborates on the state of the claiming parties before the 1940s and will demonstrate that the development for a comprehensive regulation was the only way to avoid a global conflict. The doctoral thesis from 1940 will be the focal point of the discussion.

The 1959 Antarctic Treaty made Antarctica the world’s first and only demilitarised continent, the world’s first denuclearised zone, and pioneered a comprehensive inspections system. This article explores Antarctic arms control as past precedent. It finds that the United States, which spearheaded the Antarctic Treaty negotiations, initially rationalised arms control in Antarctica as an isolated endeavour. Yet its potential elsewhere quickly appealed to various officials involved in the treaty negotiations and aligned with public perception. Subsequent initiatives for arms control took broad inspiration from the Antarctic Treaty, but regional differences limited specific adaptations.

This essay serves as an introduction to the special issue recognising the 60th anniversary of the Antarctic Treaty. It provides the geopolitical and scientific context informing the creation of the negotiations for a new treaty between October and December 1959. Thereafter, it identifies some of the challenges facing the contemporary Antarctic Treaty System. While none are thought to be threatening to the collaborative spirit that informs the legal and political status quo, there is no room for complacency either. Finally, the contributors and their essays are introduced for the reader. Taken together, it showcases the diversity of work being undertaken by scholars in the humanities and social sciences.

The ratification of the Antarctic Treaty established a unique construct for human presence and activity in Antarctica. The designation of the continent for peace and science has inspired and informed the work of artists from across the world. This paper explores relationships between the Treaty and contemporary visual artists’ responses to Antarctica. Using data from interviews with scientists, cultural professionals and exhibition audiences, I explore the value to science and society of artists’ presence in Antarctica. I look at why in the last 2 years the number of artists being supported to work in Antarctica has declined and conclude with some observations on how this downward trend might be addressed.

Diplomats, officials, scientists and other actors working with the Antarctic Treaty System have not simply negotiated a range of measures for regulating human access to the region in a physical sense. They are also continually negotiating a cultural order, one in which time is central. Antarctic actors are aware that the Treaty did not once exist and may cease to exist sometime in the future. They are conscious of environmental change. Each actor tries to elevate their standing and power in the system by deploying temporal ideas and discourses in their interactions with each other: bringing their histories into negotiations, trying to control the idea of the future. This article will map three temporalities within Treaty history: first, the deployment and potency of histories and futures, their relative rhythms and lengths; second, permanence and expiration, the questions and politics of how long the Treaty should or might last; and third, the periodisation of the Treaty period, both among actors themselves and among scholars studying Antarctica.

The visual arts have played an increasingly important role in examining and critiquing past and present human activities in Antarctica as governed by the Antarctic Treaty and its Protocol on Environmental protection. This paper analyses the work of six artists who have contributed to this scrutiny, awakening us to fabrications and helping to enrich Antarctic cultures beyond the scientific and the environmental. It encourages all signatory nations to the Antarctic Treaty System to embrace and empower a more diverse artistic engagement with Antarctica and suggests that artists find new ways to address threats to the Antarctic, whether they come from within and from without.

Inspired by notions of interest of humankind and intergenerational equity, we explored Antarctic perceptions of a subset of future generations—university students. Students at three universities in Canada, the Netherlands, and the USA were surveyed to determine the relationships between nationality, academic major, opinions on values of Antarctica, and support for a range of human activities in Antarctica (n = 618). Logistic regression was used to model the relationship of these variables with support for designation of Antarctica as a wilderness reserve, construction of new research stations, and mining. Compared with business and economics majors, biological sciences and natural resources/conservation majors were more likely to support wilderness designation and less likely to support mineral resource development. Nationality was not significantly associated with support for construction of new research stations and mineral resource development. Opinions on the value of Antarctica and support for activities also exhibited significant influences on dependent variables. Consistent with earlier studies of Antarctic scientists, personnel, tourists, and other members of the general public, university students valued Antarctica as one of the world’s last great wildernesses (66%), an important component of the Earth’s climate system (66%), and a science laboratory for the benefit of mankind (62%).

Data are the foundation of modern observational science. High-quality science relies on high quality data. In Antarctica, unlike elsewhere, researchers must disperse data and conduct science differently. They must work within the laws enacted under Antarctic Treaty that defines Antarctica as a continent for peace and science, where data sharing and international collaboration are requisite keystones. Scientists also work under oversight guidance of the Scientific Committee on Antarctic Research (SCAR). In the last decade, rapid technological advances and vast increase in digital data volumes have changed the ways data are acquired, communicated, analysed, displayed and reported. Yet, the underlying science culture in which data are funded, utilised and cared for has changed little. Science-culture changes are needed for greater progress in Antarctic science.

We briefly summarise and discuss aspects of Antarctic ‘data care’, which is a subset of data management. We offer perceptions on how changes to some aspects of current science-culture could inspire greater data sharing and international collaboration, to achieve greater success. The changes would place greater emphasis on data visualisation, higher national priority on data care, implementation of a data-library concept for data sharing, greater individual responsibility for data care, and further integration of cultural arts into data and science presentations.

Much effort has gone into data management in the international community, and there are many excellent examples of successful collaborative Antarctic science programs within SCAR built on existing data sets. Yet, challenges in data care remain and specific suggestions we make deserve attention by the science community, to further promote peace and progress in Antarctic science.

Antarctic Specially Protected Areas (ASPAs) represent the highest level of area protection within the Antarctic Treaty area. To reduce environmental impacts, ASPA visitors must comply with the Area's management plan and receive an entry permit from an appropriate national authority. Parties to the Protocol on Environmental Protection to the Antarctic Treaty are obliged to exchange information on: i) the number of permits allocated for the forthcoming season, and ii) the number of visits to ASPAs during the previous season. We assessed the effectiveness of current permitting and information exchange practices by examining ASPA visitation data supplied to the Antarctic Treaty System's Electronic Information Exchange System during 2008/09–2010/11. We found that Parties have interpreted and implemented the protected area legislation inconsistently. Furthermore, some Parties did not fulfil their obligations under the Protocol by failing to provide full information on ASPA visitation. Estimations suggested that the level of ASPA visitation varied with ASPA location and the main value being protected. However, without full disclosure by Parties, ASPA visitation data is of limited use for informing general and ASPA-specific environmental management practices. Improved provision and formal interpretation of ASPA visitation data are recommended to enable more co-ordinated and effective management of activities within ASPAs.

Fossil fuels are used throughout the United States Antarctic Program. Accidental releases of petroleum hydrocarbons are the leading source of environmental contamination. Since 1999 McMurdo Station has been the site of the most extensive environmental monitoring programme in Antarctica. Nearly 2500 surface soil samples were collected from 1999–2007 to determine the spatial “footprint” of petroleum hydrocarbons. Total petroleum hydrocarbons (TPH) concentrations were measured using a high-resolution capillary gas chromatographic method with flame ionization detection. Three distinct TPH patterns were detected: low molecular weight gasoline/JP5/AN8, residual weathered petroleum and an unresolved complex mixture of high molecular weight material. Overall TPH concentrations were low with 38% of the samples having TPH concentrations below 30 ppm and 58% below 100 ppm. Total petroleum hydrocarbon concentrations above 30 ppm are largely confined to the central portions of the station, along roads and in other areas where elevated TPH would be expected. Peripheral areas typically have TPH concentrations below 15 ppm. Areas of elevated TPH concentrations are patchy and of limited spatial extent, seldom extending over distances of 100 m. This environmental monitoring programme is ongoing and can serve as an example to other Antarctic programmes concerned with monitoring environmental impacts.

In the austral summer of 1991–92, 120 sample plots were established along 11 transects at various distances from the Swedish research stations Wasa and Svea in Dronning Maud Land, Antarctica. These plots were re-examined in 2001–02 to evaluate overall changes and possible local impact from human activities around the research stations on the terrestrial vegetation, formed by lichens and mosses. The results showed high consistencies over the ten years, but nevertheless suggest a slight overall increase in both lichen species density and abundance, measured as the number of lichen records. We did not find evidence for any severe human impact on the lichens and mosses around the research stations. However, sample plots located close to the Svea station had been affected by station maintenance, which has caused local decline of lichen species such as Umbilicaria decussata. In contrast to the overall consistency and slight increase in lichens we found a decline of Rhizoplaca melanophthalma.

There is a potential threat to marine mammals from acoustic signals emitted by hydroacoustic devices. The impact on the hearing of marine mammals depends on the technical parameters of the instruments and on the exposure of the animal to noise pulses, as well as on the properties of the biological system, that is to say, on the anatomy and the audiogram of the animal. Here, the blue whale, the sperm whale and the beaked whale are taken as examples in an investigation of the potential exposure to noise pulses from the hydroacoustic instruments Hydrosweep and Parasound. Diving depths of the whales and relative speeds of the animals with respect to the survey vessels are taken into account, as well as the area impacted by the equipment, in estimating the level of sound needed to produce “temporary threshold shift” in an animal. The results suggest that auditory damage is only likely if animals pass the transducer at close range and that the impact on marine mammals can be mitigated by implementing prior detection and shut down procedures.
