This critical and empirical article explores contemporary reproduction, experience, and responses to stigma in welfare delivery in Ireland. Combining qualitative data about lone parents (n22) gathered through two different research projects in 2017 and 2018 allows us to interrogate stigma in a multi-dimensional way and as an overarching experience as an ongoing project of neo liberalism. We analyse our findings using Baumberg’s (2016) typology of stigma which differentiates claim making stigma from personal and societal stigma, applying the framework to empirical data concerning lone parents’ recent experiences of Irish labour activation and homeless support services. We find that while behavioural conditionality necessarily frames this experience and constrains claimants, it is not totalising. We conclude by using Tyler’s concept of stigmacraft to situate the context of stigma as part of the political economy of welfare.

Governments across the world have been slow in reacting to meeting the needs of disabled people during the pandemic. This has exposed existing inequalities in social policies, as well as new support barriers. Debates over social care have focused on Covid-19's impact on those living in residential care. Little is known about the experiences of disabled people who rely on daily support in their homes.

This article reports on a year-long study examining the experiences of disabled people during the pandemic in England and Scotland. It focuses on the crisis in social care and offers evidence of how lives have been disrupted. For many, this resulted in a sudden loss of services, delayed assessments and break down of routines and communities. Findings underline the weakness of social care in its wider relationship with the NHS and show how the social care crisis has challenged the goal of independent living.

Stigma is not the automatic outcome of power differentials, but a distinctive moral inscription generated through cultural evaluations and governmental processes. Research on welfare recipients records how the unemployed displace stigma onto other welfare recipients, positioning other(ed) claimants as the ‘real unemployed’ or ‘scroungers’. Theoretically we adapt Butler’s analysis of the psychic processes whereby subjects are formed by disavowal of discourses which abjectify them. Arguably, this is functional for the governmentalising processes of generating jobseeking, with a latent function of reinforcing activation policies. Drawing on qualitative interviews, we trace how Irish individuals negotiate the stigma attributed to or foisted upon Welfare claimants, in welfare offices and informal social interactions and in job interviews – how they attempt to ‘pass’ as good JobSeekers and pass stigma on to others. Curiously, many welfare claimants suggest governmental interventions for distinguishing and discriminating between the deserving and undeserving adopting the stigmatising perspective.

Drawing upon findings from a qualitative project exploring welfare stigma in the lives of women in Merseyside, this article examines experiences of stigma and resistance strategies among the mothers interviewed. The article provides insights into how gendered stigma manifests in the lives of mothers reliant on social security benefits in the present era of continued welfare reform. The mothers’ experiences of stigma are argued to revolve around the devaluation of caring labour, the perception that benefits are undeserved and the notion of ‘bad motherhood’. Furthermore, the article contributes to knowledge about stigma resistance strategies, including acknowledging the value of care and rejecting blaming narratives. Nonetheless, it is argued that owing to the power and pervasiveness of structurally-imposed stigma, individualised resistance strategies are limited and mothers must also engage in everyday stigma management techniques.

This cluster-randomised study analyses the implementation of a family intervention model (the HOLF model) on four target areas: parental employment, the financial and housing situations, and the social inclusion of children. The study compares family coordinators implementing the HOLF model including tools, schemes and supervision structures, with those implementing local family intervention practices. All twenty-nine participating Labour and Welfare offices received two family coordinators per office, with a caseload of twenty-one families. Of the offices, fifteen were randomised to implement the HOLF model, while fourteen implemented local family intervention practices. In a twelve-month follow-up of 862 parents, baseline and T2 questionnaires and administrative data show a significant improvement on financial situation and children’s social inclusion; however, with no differences between offices implementing the HOLF model and those implementing local family intervention practices. The results show the need for further analyses of key elements and implementation practices within family intervention projects.

Public health measures to address the COVID-19 pandemic have disrupted welfare regimes around the world. The Australian government suspended activation requirements for millions of social security clients and substantially increased payment levels. Both measures go against the dominant policy logic over the past several decades in Australian social policy. When these changes were made, many advocates and academics called for a permanent increase in the rate of payment and a relaxation of activations requirements. The Australian Government insisted the stimulus package was temporary and that there would be a gradual return to the pre-pandemic policy settings. In this article, we examine what was learned during this natural experiment of unconditional higher payments, which temporarily lifted millions of households out of poverty. We argue that a return to pre-pandemic policy settings should not go unchecked as there remains an opportunity to consider alternative approaches to the welfare-work nexus in Australia.

Hong Kong society has put family-friendly workplace policies under serious discussion, but the investigation of the views of employers remains insufficient. Adopting the structure-agency paradigm, this study used survey data to examine how structural constraints in business and the subjective world of individual employers influence their support to paid family leave. We found that industry categories were significantly associated with employers’ support but not the size of their enterprises. Employers’ personal stereotypes of family caregivers and their awareness of relevant laws did not exert significant independent effects on their policy support, but the significant interaction of the two suggested that employers with knowledge of regulations were less likely to formulate attitudes towards paid family leave based on their own stereotypes. Policy practices therefore need to consider the rationality of employers in the local contexts of Hong Kong, and aim to integrate legal education with de-stigmatisation of family caregivers in advocacy programs.

Drawing upon findings from a psycho-social study employing biographical-narrative interviews, this article examines some challenges men unable to work due to mental illness face – such as intensified stigma – and how, despite this, they resiliently continue to seek belonging and purpose. This article offers some valuable insights into the instrumentalisation of volunteering for claimants of UK social security and how and why voluntary work is valued by those who autonomously perform it. It will explore how social connections provide a tool of resistance to help marginalised individuals legitimise their identity. It is argued participants’ engagement in socially valuable activities have become increasingly insecure due to continued conditional welfare reform and the detrimental impacts of austerity.

It is a global trend for nations to set forth various social policies to guide and regulate parents in their parenting practices as a form of family governance. In China, this trend is echoed by a number of ‘family education’ policies and guidelines. Drawing upon a critical discourse analysis of three family education documents, this article argues that the ideal Chinese parent is one with high suzhi who is responsible, rational and competent in science-based parenting knowledge and skills, conjoining closely with China’s nation-building agenda to produce high suzhi citizens who could contribute to the building of a strong nation. In reference to international scholarship, these discourses are understood as a form of family governance through parental responsibilisation and professionalisation. The article also calls for more empirical research to understand the implications of these official discourses for parenting and parent-child relations in diverse socio-economic and cultural contexts around China.

Welfare states allocate and redistribute resources across different groups. For the social legitimacy of welfare states, public support of redistributive processes and outcomes is crucial. An important aspect in this context is the deservingness or non-deservingness of benefit recipients from the perspective of those who both financially contribute to the system and potentially benefit from it. We invited a random sample of the German labour force to participate in an online-survey. Using a factorial survey experiment, we described fictitious unemployed persons with different attributes and asked survey participants on the just maximum benefit duration for each particular case. Judgements regarding just benefit durations vary along the criteria of reciprocity, control, attitude and need: Respondents grant longer unemployment benefits to older jobseekers, as well as to jobseekers who became involuntarily unemployed, had stable employment careers, have to care for the elderly or are sole earners in the household.

This article examines why employers struggle to include disability as part of their active diversity approach. Drawing on cross-national interview data from Norway and the USA, we point to the common finding of employers – who are the target of regulatory disability employment policies – typically falling into the passive employer category of employer engagement, with positive attitudes but negative hiring behaviour. As a partial explanation, we demonstrate the difficulty of identifying and demographically monitoring disabled people among job seekers and employees. We argue that these problems are linked to unique aspects of disability as a diversity category, and tie these to the significance of disability heterogeneity, lack of disclosure and the difficulty of acquiring information related to health. We conclude that organisations need to go beyond mere legislative compliance and be more proactive towards disability as a distinct diversity category.

There are long-standing concerns of inequalities in the workplace among minority ethnic (ME) workers in the UK health and social care (H&SC) sectors. ME workers contribute significantly to H&SC delivery. However, there is considerable evidence of substantial negative experiences among this group across various workplace indicators and outcomes, including (mis)treatment. The COVID-19 pandemic has exacerbated these inequalities with higher infection rates and related deaths among ME health and care workers. A rapid review methodology was employed to examine the work experiences and outcomes of ME workers in H&SC in the UK, focusing on low paid workers. The review identified fifty-one relevant outputs, detailing the nature and extent of inequalities across recruitment, career progression and treatment at work, including bullying and harassment. The findings highlight the impact of the intersectionality of gender, race and migration status concerning the ways inequalities are manifested and operated through individual perceptions and institutional and structural racism.

This article examines the relationship between food insecurity and the uncertainty and inadequate financial resources associated with low quality work among lone mother households in the United States. Food insecurity has increased since the start of the Great Recession and is particularly high among lone mother households. Using data from the Survey of Income and Program Participation, I find that mothers who have been employed part-time involuntarily and experienced job loss have an increased likelihood of experiencing food insecurity. This relationship holds even after controlling for multiple measures of household income, suggesting the relationship between low quality work and food insecurity is not solely determined by low financial resources. Results suggest that, to reduce food insecurity among lone mother families, policymakers must address both the low wages and uncertainty associated with low quality employment.

This article aims to bring labour market activation policy into the orbit of eco-social policy, which we can understand as sustainable welfare without growth. Activation is extensively addressed from economic and social policy perspectives; however, environmental sustainability concerns are absent. Typically, each domain, activation and sustainability, is seen as mutually exclusive. Growing debate about sustainable welfare without growth features much discussion about the effects of productivism and about re-orienting and re-valuing work and how we use our time; however, such discussion tends to leave activation and unemployment untouched. One could ask whether there is any role for activation in eco-social policy: why focus on employment and employability, or even push people into work, if postgrowth requires a downsizing of paid employment and working time in everyone’s lives? The purpose of this article is to explore this question and to consider how activation could be re-valued and re-thought as a policy tool for eco-social policy.

Active labour market policy (ALMP) reforms have fundamentally changed welfare states over the last decades. Their objectives are quite diverse: workfare reforms have increased conditionality and sanctioning of benefits, while enabling reforms have extended education and training opportunities for the unemployed. Little is known about the political discourse on ALMP reforms. We investigate how the individual unemployed person is portrayed in ALMP reforms via a comparative coding analysis of parliamentary debates on labour market reforms that took place in Germany in 2003 (workfare) and in 2016 (enabling). Our results indicate that compared to enabling reforms the individual unemployed is less important in the framing of workfare reforms but more often blamed. Party characteristics matter: parties on the left more often point to the deservingness of the unemployed. However, when the social democratic party in government introduced a workfare reform they used blaming of unemployed persons as a framing strategy.

The food bank has become a charitable safety-net for those who have been failed by the social security system in times of austerity and during the Covid-19 pandemic. In this article we evidence the rise of food banking in the context of declining social security, examining the decade of austerity in the UK and the Covid-19 period. We also contextualise the process of normalisation of food banks as a new safety-net in a reduced welfare state. We argue that the welfare state has failed to address a fundamental ‘Want’ – namely, food security.

Risks of youth poverty in relation to employment have largely been overlooked both internationally and locally, especially amid the COVID-19 pandemic. Moving beyond the concepts of income, economic factors and in-work poverty as applied to the general population, we examine the multi-scalar employment risk confronting highly educated working youth (aged eighteen to twenty-nine) in Hong Kong by assessing the intersection of precarious employment and in-work poverty, which is crucial to understanding youth poverty. Drawing on in-depth interview research on creative workers, this study calls for the reconceptualisation of in-work poverty through the lens of precarious employment, which is not viewed as a separate economic entity, but as an organic whole encompassing a multi-scalar risk in economic, social, psychological and political terrains generating an existential problem shaping young people’s sense of future and work-life meaning. This article sheds light on the policy implications of high-educated youth suffering from in-work poverty in the creative industry.

The aim of this article is to look critically at the implications of gender equality concepts for individual freedom as conceptualised by the philosopher Isaiah Berlin. The scientific literature addressing the problem of freedom and gender equality with regard to public policy is considerably fragmented. Based on contextual literature, this article will offer four concepts of freedom that serve as analytical categories. I will analyse work/family reconciliation policy tools as introduced at the level of the European Union and reconnect them to three traditions of gender equality. The article reflects on historically embedded dichotomy between positive and negative freedom visible in gendered distinction between public and private. The main findings show that the relationship between freedom and equality is mediated by the selected policy tools suggesting that some policy tools expand freedom of all individuals while others indicate a possible limit for freedom.

A decade of austerity has amplified concern about who gets what from public services. The article considers the socio-economic and gendered impacts of cuts to local environmental services which have increased the need for citizens to report service needs and effectively ‘co-produce’ services. Via a case study of a UK council’s decade of administrative data on citizen requests and service responses, the article provides one of the first detailed analyses of the unfolding impact of austerity cuts over time on public service provision. It demonstrates the impact of austerity across the social gradient, but disproportionately on the least affluent, especially women. The article argues for the importance of detailed empirical examination of administrative data for making visible, and potentially tackling, long standing inequalities in public service provision.

In this article we explore the potential of the capability approach as a normative basis for eco-social policies. While the capability approach is often interpreted as a productivist or maximalist perspective, assuming the desirability of economic growth, we suggest another understanding, which explicitly problematises the suitability of economic growth and productive employment as means for enhancing capabilities. We argue that the capability approach allows rejecting the identification of social progress with economic growth and that it calls for democratically debating the meaning of wellbeing and quality of life. We analyse the implications of this conceptualisation for the design of welfare states.
