Process tracing is a fundamental tool of qualitative analysis. This method is often invoked by scholars who carry out within-case analysis based on qualitative data, yet frequently it is neither adequately understood nor rigorously applied. This deficit motivates this article, which offers a new framework for carrying out process tracing. The reformulation integrates discussions of process tracing and causal-process observations, gives greater attention to description as a key contribution, and emphasizes the causal sequence in which process-tracing observations can be situated. In the current period of major innovation in quantitative tools for causal inference, this reformulation is part of a wider, parallel effort to achieve greater systematization of qualitative methods. A key point here is that these methods can add inferential leverage that is often lacking in quantitative analysis. This article is accompanied by online teaching exercises, focused on four examples from American politics, two from comparative politics, three from international relations, and one from public health/epidemiology.

Policies designed to solve environmental problems are unlikely to succeed unless they have broad public support, but the motives for mass support are poorly understood. The problem is global in scope, but most of the relevant public opinion research done so far has been carried out in advanced industrial societies, usually Western democracies. Moreover, much of this research is limited to the tip of the iceberg, focusing on what people think about environmental problems without probing into why they think it or how deeply they are committed.

The analysis of mass attitudes toward environmental problems in this article uses evidence from representative national surveys of countries representing the entire developmental spectrum, from rich to poor nations, including not only Western democracies but authoritarian regimes and recently emerging democracies from the former communist bloc. The data come from the 1990–93 World Values survey, carried out in 43 countries containing 70% of the world's population. Our goal is to determine why given publics are—or are not—sufficiently concerned about environmental problems that they are willing to make financial sacrifices and undertake other actions in order to help protect the environment.

This article explores the relationship between the method of process tracing and the data collection technique of elite interviewing. The process tracing method has become an increasingly used and cited tool in qualitative research, a trend that has recently accelerated with the publication of Alexander George and Andrew Bennett's text (2005), Case Studies and Theory Development in the Social Sciences. That book outlines and explores the process tracing method in detail, highlighting its advantages for exploring causal processes and analyzing complex decision-making. Yet while the book presents a rigorous and compelling account of the process tracing method and its critical importance to case study research, the value of the method itself remains contested in some quarters, and there are aspects of George and Bennett's treatment of it that require further exploration.

In an interview, what you already know is as important as what you want to know. What you want to know determines which questions you will ask. What you already know will determine how you ask them.

In real estate the maxim for picking a piece of property is “location, location, location.” In elite interviewing, as in social science generally, the maxim for the best way to design and conduct a study is “purpose, purpose, purpose.” It's elementary that the primary question one must ask before designing a study is, “What do I want to learn?” Appropriate methods flow from the answer. Interviewing is often important if one needs to know what a set of people think, or how they interpret an event or series of events, or what they have done or are planning to do. (Interviews are not always necessary. Written records, for example, may be more than adequate.) In a case study, respondents are selected on the basis of what they might know to help the investigator fill in pieces of a puzzle or confirm the proper alignment of pieces already in place. If one aims to make inferences about a larger population, then one must draw a systematic sample. For some kinds of information, highly structured interviews using mainly or exclusively close-ended questions may be an excellent way to proceed. If one needs to probe for information and to give respondents maximum flexibility in structuring their responses, then open-ended questions are the way to go.

Many of the early important empirical works on policymaking in Washington were built around elite interviews. We first learned about how Congress really operates from pioneers in elite interviewing such as Lewis Anthony Dexter (1969), Ralph Huitt (1969), and Donald Matthews (1960). No less revered is the scholarship of Richard Fenno (1978), John Kingdon (1995), and Robert Salisbury (1993), who have produced enduring and respected work from elite interviewing. Yet there are few other contemporary political scientists working on public policymaking who have built reputations for their methodological skills as interviewers. Elite interviewing is still widely used as the basis for collecting data, but most interviewing depends on a few trusted templates. Most commonly, elites in a particular institution are chosen at random and subjected to the same interview protocol composed of structured or semistructured questions. For example, state legislators are asked a series of questions about their attitudes on particular issues or institutional practices. Or policymakers involved in certain issues are selected and then quizzed about those matters. Some confident and skilled interviewers, like William Browne (1988) and Richard Hall (1996), combine different interview approaches in their work but they are the exceptions and not the rule.

The “rally-round-the-flag effect” sparked by the September 11, 2001, attacks on New York and Washington and by President George W. Bush's prompt launching of the War on Terrorism cries out for the kind of timely analysis that political scientists sometimes can provide. A rally effect is the sudden and substantial increase in public approval of the president that occurs in response to certain kinds of dramatic international events involving the United States. The September 11 rally effect is distinctive for at least three reasons. First, of all the recorded rally effects, it is the largest. Bush's approval rating soared in the Gallup Poll from 51% on September 10 to 86% on September 15.The president's approval rating is the percentage of survey respondents who answer “approve” to the question: “Do you approve or disapprove of the job [name] is doing as president?” This 35-point increase nearly doubles the previous record, the 18-point boost triggered by his father's launch of Operation Desert Storm in January 1991. Second, the further increase in Bush's approval rating to 90% on September 22 represents the highest rating ever recorded for a president (Morin 2001). Third, the September 11 rally effect has lasted longer than any in the history of polling. As of November 10, 2002, Bush's approval rating was 68%—22 points below its peak but still much higher than his rating 13 months earlier.

Many universities use student evaluations of teachers (SETs) as part of consideration for tenure, compensation, and other employment decisions. However, in doing so, they may be engaging in discriminatory practices against female academics. This study further explores the relationship between gender and SETs described by MacNell, Driscoll, and Hunt (2015) by using both content analysis in student-evaluation comments and quantitative analysis of students’ ordinal scoring of their instructors. The authors show that the language students use in evaluations regarding male professors is significantly different than language used in evaluating female professors. They also show that a male instructor administering an identical online course as a female instructor receives higher ordinal scores in teaching evaluations, even when questions are not instructor-specific. Findings suggest that the relationship between gender and teaching evaluations may indicate that the use of evaluations in employment decisions is discriminatory against women.

A decade has passed since the Third Wave of democratization brought an avalanche of new, relatively unstable democracies into being, raising the question, “How solid is support for democracy in these countries?” In the intervening years, public support for democracy has faded in some countries, many of which are democratic in name only. It is unclear how long even the pretense of electoral democracy will survive in the Soviet successor states, apart from the Baltics (Brzezinski 2001). The prospects for democracy in Islamic countries seem particularly poor, with some writers arguing that the basic values of Islamic publics may be incompatible with liberal democracy (Huntington 1993, 1996). This article examines this claim, using the 1999–2001 wave of the World Values Survey, which includes 10 Islamic countries, making it possible for the first time to compare the Islamic world with other major cultural zones. We find surprisingly widespread support for democracy among Islamic publics—at least by conventional measures.

How do citizens respond to the reallocation of authority across levels of government? This article investigates the relative importance of economic versus identity bases of citizen support for the most far-reaching example of authority migration—European integration.

Voting rights have traditionally been regarded as the core of democratic citizenship. While T. H. Marshall (1965) described citizenship as a bundle of civil, political, and social rights, political philosophers from Aristotle via Rousseau to Michael Walzer have understood citizenship to be essentially a status of full membership in a self-governing polity. This republican conception explains the central place of electoral rights: citizens are those who participate in collective self-government either directly or through voting for representatives and running as candidates for elective public office.Special thanks to Harald Waldrauch from whose ongoing research on the rights and legal statuses of migrants this essay has greatly benefited.

The campaign leading to the 2016 US presidential election included a number of unconventional forms of campaign rhetoric. In earlier analyses, it was claimed that the Trump victory could be seen as a form of protest voting. This article analyzes the determinants of voters’ choices to investigate the validity of this claim. Based on a sample of the 2016 Cooperative Congressional Election Survey, our analyses suggest that a Trump vote cannot be explained by a lack of trust in politics or low levels of satisfaction with democracy, as would be assumed given the extant literature on protest voting. However, indicators of racist resentment and anti-immigrant sentiments proved to be important determinants of a Trump vote—even when controlling for more traditional vote-choice determinants. Despite ongoing discussion about the empirical validity of racist resentment and anti-immigrant sentiments, both concepts proved to be roughly equally powerful in explaining a Trump vote.

This article examines how House candidates used Twitter during the 2012 campaign. Using a content analysis of every tweet from each candidate for the House in the final two months before the 2012 election, this study provides a snapshot of House candidates’ “Twitter style.” In particular, this article shows that incumbents, Democrats, women, and those in competitive races tweet differently than challengers, Republicans, minor party candidates, men, and those in safe districts.

Many factors are important when it comes to conducting high quality elite interviews. As my colleagues have noted in their presentations in San Francisco and in their essays in this issue, gaining valid and reliable data from elite interviews demands that researchers be well prepared, construct sound questions, establish a rapport with respondents, know how to write up their notes, and code responses accurately and consistently. Improving these skills will certainly reduce the amount of measurement error contained in interview data. Unfortunately, none of these skills matter if you do not get the interview. In other words, everything that my colleagues have talked about depends on getting in the door, getting access to your subject. A well-prepared personable researcher who would be able to control an open-ended and wide-ranging interview, while establishing a strong informal rapport with an elite respondent will never get to demonstrate his or her interviewing skills—or ability to decrease measurement error—if the meeting never takes place. Furthermore and fundamentally, systematic error will also be introduced if researchers only get access to certain types of respondents.

Justin is not alone. In a recent study of high school seniors from California, for example, only 28% agreed that “I think people in government care about what people like me and my family need” (Kahne and Middaugh 2005). Related findings are common. A survey by the National Association of Secretaries of State, for example, revealed that two-thirds of all young people agreed that “our generation has an important voice, but no one seems to hear it.” Moreover, those youth who were least trusting were also the least likely to vote, to believe that government can affect their lives, or to pay attention to politics (National Association of Secretaries of State 1999). These findings, combined with numerous other indicators that show low and in many cases declining civic and political participation, indicate that forms of engagement required for a participatory democracy to thrive are in need of attention (Macedo et al. 2005).The initial research for this essay was generously supported by a grant from the Surdna Foundation.
