Here I examine how conservation organizations responded to a crisis environment in Zimbabwe. Since c. 2000 Zimbabwe has gone through a political, social and economic crisis that has led to reduced support for, and in some cases disengagement by, international and regional conservation organizations. I explore five response types on a continuum of disengagement and propose lessons for wider conservation practice. The lessons include the need to recognize that political discourse often excludes biodiversity conservation and therefore any conservation decisions based on political expediency run the risk of impeding conservation progress. Progress in conserving biodiversity requires sustained investment regardless of changing political circumstances. Such investment should include support for institutional development, local engagement, and accountability that engenders ownership of local conservation initiatives. I conclude that conservation organizations must take a long-term view of conservation and commitment to enhance conservation outcomes. This kind of engagement must be adaptive instead of based on a wait-and-see attitude or other forms of disengagement, as has been seen in Zimbabwe. Conservation organizations that disengage do so at the risk of further loss of biodiversity in some of the most biodiverse but unstable places.

Information on the bat fauna of the Andaman and Nicobar Islands was limited previously to the results of sporadic surveys, with no specific focus on the habitats or distribution of the species. We carried out the first extensive survey of the Andaman and Nicobar Islands during 2003–2006, covering 40 islands. Our objective was to map the bat species, their habitats and distribution. This resulted in identification of 25 bat species representing 13 genera, location of > 300 roosts and validation of previously recorded species. Notable findings included the rediscovery of the endemic Nicobar flying fox Pteropus faunulus after a century and its extinction from the type locality on Car Nicobar Island, the sighting of an albino Hipposideros diadema nicobarensis from Katchal Island, and the first records of Rhinolophus yunanensis, Murina cyclotis and Hipposideros larvatus from the Andaman Islands, and Taphozous melanopogon, Murina cyclotis, Pipistrellus spp., Myotis horsfieldii dryas and Cynopterus brachyotis from the Nicobar Islands. Threats to the bat fauna appear to be primarily roost disturbance and hunting for sport. Anthropogenic pressure on species of Pteropus is high as hunting occurs throughout the year. Secondary sources and our field observations confirmed the decline of Pteropus in several islands as a result of hunting and alteration to habitats. We introduced a community initiative to monitor and protect roosts and foraging sites close to settlements in the Nicobar Islands. Priorities identified for conservation of the bat fauna of the archipelagos are mitigation of threats to flying foxes and cave dwelling bats, initiation of research on endemic bat species such as P. faunulus, and a voluntary ban by local communities on hunting in specific areas and seasons.

We conducted an interview survey around and within Mengla and Shangyong Nature Reserves, Mengla County, Yunnan, China, in December 2008 to ascertain whether gibbons were present in the area, and in December 2011 we surveyed two sites in the Reserves for the northern white-cheeked gibbon Nomascus leucogenys. We found no signs of the existence of gibbons during the survey. Illegal hunting was common at both sites. Only 36 individuals in nine groups were recorded in Mengla and Shangyong Nature Reserves in the 1980s, and this small and fragmented population was probably unable to survive the pressure of hunting. No white-cheeked gibbon was recorded in Huanglianshan Nature Reserve in a survey carried out by other researchers in 2003. Gibbons have a very low chance of survival in unprotected forest, and we conclude that the white-cheeked gibbon is extinct, or at least ecologically extinct, in China.

Synthetic biology is a broad and fast-moving field of innovation involving the design and construction of new biological parts, and the redesign of existing, natural biological systems to address real world problems. It has many potential applications that may change human relations to the natural world. Synthetic biology is virtually unknown to the conservation community. Based on a meeting in 2013 that brought together these two communities we consider first the differences between the two fields, and second the kinds of opportunities and risks that arise.

Protected areas are regarded as the most important tool in the conservation toolbox. They cover > 12% of the Earth's terrestrial area, with over half of this designated since 1970, and are thus a unique example of governments and other stakeholders consciously changing management of land and water at a significant scale. The Convention on Biological Diversity (CBD) has a global programme to complete ecologically-representative protected area networks, and this is driving the creation of large numbers of new protected areas. But there is also growing criticism of protected areas because of the social costs of protection and doubts about their effectiveness. We acknowledge this criticism but believe that it is over-stated and applied to a protected area model that has already been replaced by newer thinking. As protected areas are becoming more complex in concept and more complicated in management, we review the six most important changes affecting them over the last 2 decades: (1) a new protected area definition with more emphasis on nature conservation; (2) a plurality of management and governance models; (3) acknowledgement of wider protected area benefits beyond nature conservation; (4) greater social safeguards for protected areas; (5) evidence that protected areas are effective conservation tools; and (6) a new emphasis on larger protected areas, transboundary protected areas, connectivity conservation and landscape approaches. We conclude by considering fresh challenges as a result of policy changes and the global criminal wildlife trade, and consider the potential of the forthcoming 2014 IUCN World Parks Congress.

The increasing number of invasive species and their effects on wildlife conservation, together with a lack of public resources, make it necessary to prioritize management actions. In practice, management decisions are often reached on the basis of subjective reasoning rather than scientific evidence. To develop a more evidence-based and efficient management of biological invasions, decision tools (e.g. multi-criteria frameworks) that help managers prioritize actions most efficiently are key. In this paper we review to what degree such decision tools are currently available. We used a literature search to identify relevant studies. Our analysis indicates that available studies are largely biased towards risk analysis and that only a few authors have proposed cost-benefit or multi-criteria frameworks for decision making. Until now, these frameworks have only been applied at limited regional scales but they could be applied more widely. Our review also shows critical biases in the geographical focus, habitats, and taxonomic groups of available studies. Most studies have focused on Europe, North America or Australia; other continents have largely been ignored. The majority of studies have focused on terrestrial plants; other habitats and taxonomic groups have been poorly covered. Most studies have focused on a single invasive species but practical management tools should consider a wide variety of invaders. We conclude with suggestions for developing improved decision tools.

International trade of swiftlet nests has affected wild populations of edible-nest swiftlets throughout their range. The white-nest swiftlet Aerodramus fuciphagus of the Andaman and Nicobar Islands lost 80% of its population in the 1990s. Conservation efforts for the species were initiated in 2000, with the active involvement of former nest collectors. To measure the efficacy of protection measures we collected data on the swiftlet, using the nest count method. We monitored annual breeding populations in 28 protected caves on Chalis-ek and one on Interview Island during 2000–2008, and in 168 unprotected caves on Baratang and Interview Islands during February–April 2008. The swiftlet population in protected caves increased by 39%, whereas it declined by 74% in unprotected caves. Nearly 61% of the 152 caves on Baratang Island were abandoned by the swiftlet during 1997–2008. This study highlights the importance of extending protection to the unprotected caves on the Andaman and Nicobar Islands.

To identify forests of high priority for conservation in tropical dry forests of New Caledonia, Fiji, the Marquesas and Hawaii, we examined patterns of woody plant species richness (total, native and endemic) and threatened species (IUCN categorization and density) at the stand level, using Gentry's transect method. There were associations between total, native and endemic plant species richness in all four Pacific dry forest regions but we found no significant association with the presence or density of species listed on the IUCN Red List. Dry forests in New Caledonia and Hawaii merit the highest conservation priority in the Pacific, based on level of endemism and number of threatened species. The study sites that merit high conservation priority are Metzdorf, Nekoro and Pindai, in New Caledonia, Kokee and Kaupulehu, in Hawaii, and Vatia, in Fiji. New Caledonia and Fiji have a small dry forest extent and protected area extent compared with other dry forests in biodiversity hotspots. Although we identified priority areas for dry forest conservation, more comparative plot data, presence/absence data in fragments and regional geographical data are needed to adequately manage and protect dry forests in the Pacific.

Population growth near protected areas threatens the capacity of such areas for biodiversity conservation. Protected areas may even encourage growth by providing economic benefits that attract migrants. Consequently, understanding the relationships between human demographics and biodiversity is important for conservation. We studied a community-governed Wildlife Management Area bordering the Selous Game Reserve in Tanzania, set up to benefit local people and the subsistence rural economy. Annual population growth in this area is 5%. We used a combination of ecological and socio-economic surveys to determine the causes of this growth and its effect on wildlife in the Wildlife Management Area. One-third of local people interviewed were immigrants to the area. Population growth appeared to be unrelated to the protected area; instead an increasing proportion of immigrants cited readily available land as their reason for moving. Pastoralism was associated with fewer signs of large grazing mammals and elephants Loxodonta africana and agriculture was associated with fewer signs of elephant and buffalo Syncerus caffer but more signs of other ungulates. Few residents were aware of the Wildlife Management Area and few received any benefits from wildlife and therefore had little reason to conserve it. This situation is attributable to poor management of the Wildlife Management Area. Detrimental effects of human activity could spread to the Selous Game Reserve if population growth continues. However, natural resources could benefit residents if properly managed. Interactions between human demographics and protected areas are complex and may be best managed on a case-by-case basis.

Indian marine fisheries have expanded four-fold in the last 50 years in the form of open-access commons. Although studies predict that fish stocks are on the decline there is little evidence that these declines are being countered by changes in either fishing regulations or fishing practices. Fishermen rarely comply with regulations, instead operationalizing and directing the fishery on their own. In these circumstances understanding how fishermen perceive and use resources has significant management and policy implications. Our study examined fishermen's perceptions about the state of fish stocks and documents current fishing practice and management strategies in India. We surveyed 342 fishermen in two states, Tamil Nadu and Maharashtra. We found that 86% of fishermen perceived a decline in catch and 69% perceived a decline in bycatch. Fishermen adapt to these declines by increasing fishing area and time spent, changing their gear, and overlapping in fishing zones. The convoluted interactions between ineffective community and state regulations guiding their actions has prevented fishermen from developing successful models of sustainable fisheries management. We identified non-compliance with regulations and government incentives as an important livelihood opportunity. Non-compliance drives change in fishing practice by giving fishermen the flexibility to respond to perceived fish catch dynamics by modifying their practices. We recommend strengthening local fishing communities by enabling them to enforce fishing regulations locally and by scaling back of existing government incentives, to protect the sustainability of these fisheries.

A process for the review of significant trade in species listed in CITES Appendix II was established to address problems with the application of CITES Article IV. Article IV states that international trade in Appendix II species requires a Scientific Authority of the state of export to determine that such trade will not be detrimental to the species’ survival in the wild. Such a review process was initiated for the plant species Galanthus woronowii Losinsk. as a result of continuing uncertainty over the sustainability of international exports of the plant from wild populations in Georgia, and the Georgian Management Authority was tasked with determining and reporting whether export levels conformed to Article IV. Here we report on the project that was established to address that task. Nationwide field surveys conducted in 2009 led to the recommendation of a conservative annual export quota of 15 million plants for the sites surveyed. Cultivated populations held significant stocks of harvestable plants but with varied cultivation histories, especially in relation to the extent and nature of supplementary planting. Future work should continue to monitor harvesting from wild populations and identify solutions for local communities wishing to cultivate the plant for international trade.

Human–wildlife conflicts occur within the context of a complex social–ecological system influenced by a wide variety of social, economic and political forces. Management responses to human–wildlife conflict are based on certain assumptions and perceptions that form the mental models of this system. Understanding these mental models provides opportunity for various stakeholders to engage management staff based on shared components and direct attention to areas of disagreement, and involve organizations that are normally considered to be outside the domain of human–wildlife conflict. Mind mapping was used in this study to identify mental models that people hold about human–wildlife conflict in Namibia, a country that has seen rapid increases in conflict, and to describe the principal factors and variables leading to such conflict. The results indicate that mind mapping is a useful tool for uncovering mental models of conflict and can reveal significant variables in reduction of conflict such as land-use planning and livelihood enhancement.

We investigated the effects of socio-economic, institutional, and governance factors on two adjacent Game Management Areas in Zambia: Nkala, which is relatively pristine, and Namwala, which is degraded. Monetary benefits from the Nkala Game Management Area were almost double those from Namwala, which may have been sufficient incentive for the communities of Nkala not to occupy the area or conduct activities that were detrimental to wildlife conservation. There was no such incentive in Namwala, where traditional leaders may have considered settlement and cultivation a better alternative to wildlife conservation. The degradation of the area is largely attributable to weak governance amongst the traditional leadership, which allowed unauthorized migrants to settle and cultivate regardless of the effects of their activities. In contrast, there was good governance in Nkala, where the local chiefs did not allow settlement within the Game Management Area. We hope our findings will be useful in informing the management of Game Management Areas and other wildlife-conservation areas.

Wenchengia alternifolia (Lamiaceae) is a plant species endemic to Hainan Island, China. Since the 1930s it was known from only four collections and was believed to be extinct until a remnant population was rediscovered in 2010. We conducted further field surveys during 2010–2012 but located only one population, with 66 individuals. W. alternifolia is restricted to the c. 1,500 m2 Shuangximu Valley, in a harsh microenvironment surrounded by plantations. As the population comprises < 50 mature individuals, we propose that W. alternifolia be categorized as Critically Endangered on the IUCN Red List, based on criterion D. We recommend that the remnant population and its habitat need urgent protection and monitoring and that ex situ conservation, for future reintroduction, should be implemented.

Local land-use planning procedures are increasingly recognized as potentially crucial to ensure off-reserve biodiversity protection. Mainstreaming systematic conservation planning maps in these decision-making procedures has been proposed as a mechanism to achieve this. However, research is lacking on how to convince officials and politicians to change their behaviour and include the maps in their decision-making. Social marketing is a tool commonly used to effect behaviour change in many sectors but its application in conservation is limited. In the formative research phase of a social marketing study we interviewed locally elected politicians in four coastal municipalities in South Africa. We found that conservation and environmental issues play virtually no role in their work; however, they do attribute value to the natural environment. Land-use planning procedures are considered important but dysfunctional and the role of conservation is perceived negatively in their municipalities. Their information-seeking behaviour is clearly localized. We present a marketing analysis of these results and argue for improving the attractiveness of the product: the maps should be more option- than veto-based and should identify locally relevant ecosystem services. Locally significant information should be provided at a time and location convenient for politicians. We conclude that engagement with councillors should be proactive, refer to land-use planning and services from ‘nature’ rather than ‘biodiversity’ and use terminology and information that is locally oriented and meaningful from the politician's perspective. The analysis highlights the usefulness of the marketing approach for conservation.

The Vulnerable red panda Ailurus fulgens is endemic to the Himalayas. Anthropogenic activities, including deforestation, have degraded the species’ habitat but the effects of livestock have not been examined. We assessed the effects of illegal livestock activity on the presence of the red panda in Rara National Park, Nepal. The probability of detecting red panda faecal pellets decreased with livestock occurrence but not with elevation or aspect. The presence of bamboo and proximity to water are important to red pandas but did not influence their habitat use at the spatial resolution evaluated. Livestock grazing in Rara National Park appears to adversely affect the presence of the red panda within its habitat. To reduce illegal livestock grazing we recommend enforcement of existing regulations, that training workshops be held for herders, and awareness-raising and dialogue with residents.

Human–wildlife conflict is a significant problem that often results in retaliatory killing of predators. Such conflict is particularly pronounced between humans and tigers Panthera tigris because of fatal attacks by tigers on humans. We investigated the incidence and perception of human–tiger conflict in the buffer zone of Bardia National Park, Nepal, by interviewing 273 local householders and 27 key persons (e.g. representatives of local communities, Park officials). Further information was compiled from the Park's archives. The annual loss of livestock attributable to tigers was 0.26 animals per household, amounting to an annual loss of 2% of livestock. Livestock predation rates were particularly high in areas with low abundance of natural prey. During 1994–2007 12 people were killed and a further four injured in tiger attacks. Nevertheless, local people generally had a positive attitude towards tiger conservation and were willing to tolerate some loss of livestock but not human casualties. This positive attitude indicates the potential for implementation of appropriate conservation measures and we propose mitigation strategies such as education, monetary compensation and monitoring of tigers.

The distribution of the endemic threatened plant Camellia changii Ye (Family Theaceae) is restricted to a small area in southern China, and little else is known about its status in the wild. To provide information for the conservation of C. changii we investigated its distribution, population size and structure, and habitat, and assessed its conservation status. Surveys confirmed that the species grows in a narrow band along both sides of a 4 km long segment of a stream in Ehuangzhang Nature Reserve, under the discontinuous canopy of a secondary evergreen broadleaved forest on well-drained, acidic sandy loam soil. We found a total of 1,039 individuals of C. changii. The population has a high flowering rate but a low seed-setting rate. The population appears to be in decline because no seedlings and few young plants were evident. Our findings indicate that C. changii should be categorized as Critically Endangered on the IUCN Red List. We have recommended an integrated species-conservation plan for the species that includes patrolling the Ehuangzhang Nature Reserve to prevent plant removal, establishing an ex situ living collection that contains the entire wild genetic diversity (accomplished by grafting of short cuttings from all wild individuals), facilitating propagation for commercial use, and implementing reintroduction to augment the wild population.

The sambar deer Rusa unicolor is categorized as Vulnerable on the IUCN Red List because of continuous population decline across its native range. In Taiwan the Formosan sambar deer R. unicolor swinhoii is listed as a protected species under the Wildlife Conservation Act because of human overexploitation. However, its population status remains unclear. We used presence and absence data from line transect and camera-trap surveys to identify key habitat variables and to map potential habitats available to this subspecies in Taiwan. We applied five habitat-suitability models: logistic regression, discriminant analysis, ecological-niche factor analysis, genetic algorithm for rule-set production, and maximum entropy. We then combined the results of all five models into an ensemble-forecasting model to facilitate a more robust prediction. This model indicated the existence of 7,865 km2 of suitable habitat for the sambar deer. Distance from roads and elevation were identified as the most important environmental variables for habitat suitability, and deer preferred areas far from roads and > 1,500 m altitude. The results predicted that suitable deer habitat is mainly located in Taiwan's Central Mountain Range and Xue Mountain Range, with c. 70% of this suitable habitat in protected areas. However, the habitat predicted to be suitable is in five areas separated by mountain highways. We recommend that deer habitats close to the highways should be monitored for the future establishment of corridors between Formosan sambar deer sub-populations.

Relict species provide a unique opportunity to understand past and recent biogeographical and evolutionary processes. Zelkova abelicea (Ulmaceae), which is endemic to the island of Crete (Greece), is one of the most prominent Tertiary relict trees of the Mediterranean region. We collected distribution, threat and population structure data by reviewing literature and herbaria and through field surveys at 14 study plots throughout the range of the species. The present distribution of Z. abelicea is extremely fragmented. Although the total estimated number of individuals is relatively high, the populations are dominated by dwarf, severely browsed, non-flowering individuals. The population structure is asymmetric. At most, 5% of a plot's trees are large and fruit-bearing. The asymmetric structure is particularly pronounced in isolated and small populations. Based on its limited geographical range, the fragmented spatial pattern, and data on distribution and population structure, our study confirms that Z. abelicea is a threatened species (IUCN category Endangered). Our research aim is to promote the development of new approaches for the improvement of conservation strategies for Tertiary relict trees characterized by major local disjunctions.
