Biodiversity offsetting involves the balancing of biodiversity loss in one place (and at one time) by an equivalent biodiversity gain elsewhere (an outcome referred to as No Net Loss). The conservation science literature has chiefly addressed the extent to which biodiversity offsets can serve as a conservation tool, focusing on the technical challenges of its implementation. However, offsetting has more profound implications than this technical approach suggests. In this paper we introduce the concept of policy frames, and use it to identify four ways in which non-human nature and its conservation are reframed by offsetting. Firstly, offsetting reframes nature in terms of isolated biodiversity units that can be simply defined, measured and exchanged across time and space to achieve equivalence between ecological losses and gains. Secondly, it reframes biodiversity as lacking locational specificity, ignoring broader dimensions of place and deepening a nature–culture and nature–society divide. Thirdly, it reframes conservation as an exchange of credits implying that the value of non-human nature can be set by price. Fourthly, it ties conservation to land development and economic growth, foreshadowing and bypassing an oppositional position. We conclude that by presenting offsetting as a technical issue, the problem of biodiversity loss due to development is depoliticized. As a result the possibility of opposing and challenging environmental destruction is foreclosed, and a dystopian future of continued biodiversity loss is presented as the only alternative.

This case study investigates the conservation attitudes of two ethnic groups, horticulturalist Pimbwe and agropastoralist Sukuma, living around Katavi National Park (KNP) in western Tanzania, East Africa. Specifically, interest in degazetting KNP was examined (as a reflection of attitude towards the Park) relative to type and extent of KNP outreach, wildlife-related problems, household wealth and residency status. Reported attitudes were then related to fuelwood extraction patterns. Attitudinal surveys showed that a lack of KNP outreach (i.e. village-level services and visits by KNP staff) and increased land wealth and shorter residency time were associated with increased interest in seeing KNP degazetted. However, after controlling for ethnicity only recognition of village-level Park services was still associated with positive attitudes towards KNP. People recognizing KNP services also demonstrated more ecologically sustainable wood extraction methods. These results suggest that while attitudinal studies seem to be a logical step towards making informed decisions about the effectiveness of protected area outreach, relating such outreach to behavioural changes in resource use through attitudinal assessment is a greater challenge, requiring a clear understanding of the relative influence of socioeconomic and cultural factors.

Human-tiger conflict occurs in Indonesia but there is little recent information about the scope of the problem, and adequate policies are not in place to address the conflict. Published and unpublished reports of conflict between Sumatran tigers Panthera tigris sumatrae, people and their livestock were collected and analysed to characterize the extent, distribution and impact of human-tiger conflict on the island of Sumatra, Indonesia. Reportedly, between 1978 and 1997, tigers killed 146 people and injured 30, and killed at least 870 livestock. Conflict was less common in protected areas and more common in intermediate disturbance areas such as multiple-use forests where tigers and people coexist. In Indonesia there is a need to develop a definition of problem tigers, a database to track conflicts, and a process to respond immediately to conflicts when they occur. Without a better understanding of human-tiger conflict and a concerted effort to proactively address the problem, future landscape-level tiger conservation and management efforts may be jeopardized.

This paper evaluates the ecological consequences of hunting by comparing mammalian densities, biomass, relative energy consumption and community structure between sites with different levels of hunting pressure. Hunting is carried out mainly by colonists who farm on the edge of Atlantic forest fragments in the State of São Paulo, Brazil. Mammals were studied over a period of 18 months, along 2287 km of line transects. Transects were distributed among two protected sites, one slightly hunted site and two heavily hunted sites. Tapirs, the two peccary species, brocket deer, armadillos and agoutis are preferred by hunters in the region. Primates are not hunted in the region. Hunting has affected community structure, with ungulates dominating mammalian biomass at protected sites and primates dominating at hunted sites. This has caused an ecological inversion in the hunted areas of the Atlantic forests. In Amazonian regions of the Neotropics hunting is more evenly distributed among primates, large rodents, and ungulates and has resulted in an opposite inversion, with hunted sites having lower primate biomass. Atlantic forests are very susceptible to the possible ecological imbalances induced by hunting by humans, and this must be considered for management and conservation programmes.

Small populations are particularly susceptible to disturbance. Routine censusing to monitor changes is important for understanding both population dynamics and the effectiveness of conservation strategies. Mountain gorillas Gorilla beringei beringei in the Virunga Volcanoes region of Rwanda, Uganda and the Democratic Republic of Congo have been censused five times since 1970. However, due to war and political unrest in the region since 1990, no census had been conducted since 1989, when the population was thought to number 324 gorillas. In 2000 we estimated population size using repeated observations of 17 habituated groups and information on 15 unhabituated groups obtained during patrols. The minimum population was 359 gorillas, and a best-case scenario correcting for groups that might not have been counted was 395. Using the minimum population and best-case scenario respectively, this represents a 0.9% or 1.8% annual growth rate over the last decade and 1.0% or 1.3% annual growth rate since 1972. This is lower than growth estimates made in several population viability analyses, but approximately 5% of the 1989 population is known to have died due to military activity over the last decade. Different subsets of the population exhibited different responses to disturbance caused by war. We discuss conservation strategies that are likely to have contributed to an increase in the gorilla population during this time of turmoil. While the population has grown, the results should be viewed with caution, not only because all known growth during the last decade can be attributed to one subset of the population, but also because the region is still plagued by political unrest.

The proposed mechanism for Reducing Emissions from Deforestation and Degradation (REDD+) offers significant potential for conserving forests to reduce negative impacts of climate change. Tanzania is one of nine pilot countries for the United Nations REDD Programme, receives significant funding from the Norwegian, Finnish and German governments and is a participant in the World Bank’s Forest Carbon Partnership Facility. In combination, these interventions aim to mitigate greenhouse gas emissions, provide an income to rural communities and conserve biodiversity. The establishment of the UN-REDD Programme in Tanzania illustrates real-world challenges in a developing country. These include currently inadequate baseline forestry data sets (needed to calculate reference emission levels), inadequate government capacity and insufficient experience of implementing REDD+-type measures at operational levels. Additionally, for REDD+ to succeed, current users of forest resources must adopt new practices, including the equitable sharing of benefits that accrue from REDD+ implementation. These challenges are being addressed by combined donor support to implement a national forest inventory, remote sensing of forest cover, enhanced capacity for measuring, reporting and verification, and pilot projects to test REDD+ implementation linked to the existing Participatory Forest Management Programme. Our conclusion is that even in a country with considerable donor support, progressive forest policies, laws and regulations, an extensive network of managed forests and increasingly developed locally-based forest management approaches, implementing REDD+ presents many challenges. These are being met by coordinated, genuine partnerships between government, non-government and community-based agencies.

Forests are often frontiers, and like all frontiers, they are sites of dynamic social, ecological, political and economic changes. Such dynamism involves constantly changing advantages and disadvantages to different groups of people, which not surprisingly can lead to armed conflict, and all too frequently to war. Many governments have contributed to conflict, however inadvertently, by nationalizing their forests, so that traditional forest inhabitants have been disenfranchised while national governments sell the rights to trees in order to earn foreign exchange. Biodiversity-rich tropical forests in Papua New Guinea, Indonesia, Indochina, Myanmar, Sri Lanka, Central and West Africa, the Amazon, Colombia, Central America and New Caledonia have all been the sites of armed conflict in recent years, sometimes involving international forces. Forests have sometimes been part of the cause of conflict (as in Myanmar and Sierra Leone) but more often victims of it. Violent conflicts in temperate areas also typically involve forests as shelters for both civilians and combatants, as in the Balkans. While these conflicts have frequently, even invariably, caused negative impacts on biodiversity, peace can be even worse, as it enables forest exploitation to operate with impunity. Because many of the remaining forests are along international borders, international cooperation is required for their conservation. As one response, the concept of international “Peace Parks” is being promoted in many parts of the world as a way of linking biodiversity conservation with national security. The Convention on Biological Diversity, which entered into force at the end of 1993 and now has 187 State Parties, offers a useful framework for such cooperation.

Edge effects arising from road construction and other development in protected areas can negatively affect the behaviour of wildlife, particularly large carnivores. The Asiatic leopard Panthera pardus is a large carnivore that may be sensitive to edge effects. Camera trapping was used to assess the influence of human disturbance along forest edges on leopard behaviour and habitat use in a 104 km2 area of Kaeng Krachan National Park, Thailand. A minimum of four male and two female leopards was recorded in the study area. A Park access road bisecting the study area was not a barrier to leopard movement but movements and activity were affected by human traffic inside the Park. A regression model showed that leopard habitat use increased with distance from human settlements at the forest edge. As in other parts of its range, leopards at Kaeng Krachan National Park tended to show less diurnal activity in areas more heavily used by people compared to areas less used. As is the case with tigers, such responses may pose a threat to leopard population persistence but more research is needed to determine the demographic implications of edge effects for Asiatic leopards and other large tropical carnivores, and the appropriate mitigation strategies required.

This paper presents an analysis of perceived patterns of wildlife crop-damage in relation to an on-farm assessment of damage in an area bordering the Selous Game Reserve (SGR) in south-eastern Tanzania. Data from an attitudinal questionnaire survey of 202 households in four villages are used to examine local perceptions of wildlife crop-damage in terms of relative impact and which wildlife species were responsible. We explore the influence of wildlife crop-damage on attitudes to the adjacent game reserve. Data on the frequency of crop-damage events and estimated severity of impacts, recorded during a 6-month programme of crop-damage monitoring in one of the survey villages, are used to describe on-farm patterns of crop-damage. Comparison of the two data sets indicates a disjunction between the nature of the wildlife crop-damage conflict as perceived by local villagers, and as it actually occurs in the study area. This disjunction is discussed in relation to the effect of extreme damage events on local people's views, the opportunity costs involved in guarding farm plots against crop-damage, and the tenure arrangements for wildlife that define the relationship with the state wildlife management authority.

The IUCN Red List is widely used to guide conservation policy and practice. However, in most cases the evaluation of a species using IUCN Red List criteria takes into account only the global status of the species. Although subpopulations may be assessed using the IUCN categories and criteria, this rarely occurs, either because it is difficult to identify subpopulations or because of the effort involved. Using the jaguar Panthera onca as a model we illustrate that wide-ranging species that are assigned a particular category of threat based on the IUCN Red List criteria may display considerable heterogeneity within individual taxa in terms of the level of risk they face. Using the information available on the conservation status of the species, we evaluated the jaguar's current geographical range and its subpopulations. We identified the most threatened subpopulations, using the extent of occurrence, area of occupancy, population size and the level of threat to each subpopulation. The main outcome of this analysis was that although a large subpopulation persists in Amazonia, virtually all others are threatened because of their small size, isolation, deficient protection and the high human population density. Based on this approach, future conservation efforts can be prioritized for the most threatened subpopulations. Based on our findings we recommend that for future Red List assessments assessors consider the value of undertaking assessments at the subpopulation level. For the jaguar, sub-global assessments should be included on the Red List as a matter of urgency.

Knowledge of conflicts between people and protected areas is required for the design of sustainable conservation strategies for the management of most protected areas. This study identifies the causes of conflicts between local people and the Bénoué Wildlife Conservation Area (BWCA), which includes the Bénoué National Park, in northern Cameroon. Informal interviews and questionnaires were administered to 114 households in three communities, and to 17 Park staff and seven professional hunting guides. Crop damage affected 86% of the surveyed households, with 31% of crop income lost on average, and with the damage varying significantly between communities. Elephants, baboons, patas monkeys, warthogs and green parrots accounted for 97% of crop damage, with the staple foods maize and millet being most affected. Of the respondents, 28% experienced livestock depredation, with 18% of livestock income lost on average. The civet cat was the main predator. The involvement of local people in illegal activities, their lack of access to natural resources, and damage by wildlife were identified as principal causes of conflicts. Local people, park staff and professional hunting guides had diverse and differing perceptions about the causes of the conflicts, and made various suggestions for reduction of wildlife damage including animal scaring and controlled shooting. We conclude that, under current wildlife policy, conflict between people and BWCA is difficult to resolve. To reduce conflicts and promote sustainable conservation, we suggest co-management of wildlife involving all stakeholders, establishment of crop damage control teams, and promotion of tangible benefits to local people. There may be a requirement for site-specificity inmanagement strategies.

Chytridiomycosis is a fatal disease associated with amphibian population declines and extinctions worldwide. In a protected area in central Spain, the Peñalara Natural Park, the disease almost extirpated the population of Alytes obstetricans over only a few years, but did not apparently affect other amphibians. We present new observations documenting the occurrence of the disease in other species. In 2001–2003 we collected over 400 larvae or recently metamorphosed individuals of Salamandra salamandra and also several dead individuals of Bufo bufo. The analysis of the skin of post-metamorphic specimens revealed the presence of chytrid sporangia and discharge tubes in both species. According to measures of larval abundances in 1999 and 2003 the population of S. salamandra has suffered a marked decline but no significant trend was observed for B. bufo. We discuss the possible role of chytridiomycosis in the decline of S. salamandra and comment on the differential susceptibility exhibited by various species in the amphibian community at Peñalara.

Many wildlife rescues have been carried out over the past few decades but most were not documented and were controversial. However, such operations can be useful, providing risks are evaluated and elementary guidelines are followed. In addition to saving lives and being desirable from an ethical point of view, such operations can be very valuable for both biological research and conservation, and are certainly preferable than the alternative: to do nothing. Previous rescues are reviewed and the operation conducted in French Guiana during the filling of the Petit Saut reservoir is described. Objectives, methods, results and financial aspects are discussed. Around 5500 mammals and reptiles were captured, sampled and translocated to a protected area. The successful results of the translocation, the large amount of original data obtained, the interest shown by scientists in our samples and the subsequent new conservation impetus that appeared in the government corroborate our initial conviction that the operation was worthwhile.

Increased recognition of the business case for managing corporate impacts on the environment has helped drive increasingly detailed and quantified corporate environmental goals. Foremost among these are goals of no net loss (NNL) and net positive impact (NPI). We assess the scale and growth of such corporate goals. Since the first public, company-wide NNL/NPI goal in 2001, 32 companies have set similar goals, of which 18 specifically include biodiversity. Mining companies have set the most NNL/NPI goals, and the majority of those that include biodiversity, despite the generally lower total global impact of the mining industry on biodiversity compared to the agriculture or forestry industries. This could be linked to the mining industry's greater participation in best practice bodies, high-profile impacts, and higher profit margins per area of impact. The detail and quality of present goals vary widely. We examined specific NNL/NPI goals and assessed the extent to which their key components were likely to increase the effectiveness of these goals in benefiting biodiversity and managing business risk. Nonetheless, outcomes are more important than goals, and we urge conservationists to work with companies to both support and monitor their efforts to achieve increasingly ambitious environmental goals.

The Galapagos Archipelago is renowned for its high endemism but little effort has been made to quantify the human disturbance that compromises the islands' ecological integrity. We provide a quantitative assessment of anthropogenic degradation, which we define as areas either transformed by direct human activity or heavily invaded by four of the most prevalent alien plant species (Psidium guajava, Rubus niveus, Cinchona pubescens and Syzygium jambos). We assessed how the amount of degraded area varied among the six major vegetation zones (bare ground, littoral, arid, transition, humid and very humid) across five inhabited or formerly inhabited islands. Overall, we found that 37,833 ha (5.5%) of the Archipelago have been completely degraded. The islands that have suffered the greatest human impact (13,000–14,000 ha each) are Santa Cruz (the most populous) and Isabela (the largest). When vegetation type is considered the humid and very humid vegetation zones have been most affected by humans (29 and 45%, respectively). On San Cristobal and Santa Cruz 100 and 76%, respectively, of the very humid zone and 94 and 88%, respectively, of the humid zone have been transformed. These results are underestimations as mapping of the anthropogenic change in some vegetation zones (e.g. on Floreana) is poor, and the analysis did not take into account the effects of introduced animals. Nevertheless, this research points to an urgent need to prioritize restoration efforts in humid and very humid vegetation zones and to improve spatial mapping across the Archipelago to obtain a better understanding of the impacts of humans.

Conflict between people and elephants in Africa is widespread yet many solutions target the symptoms, rather than the underlying causes, of this conflict. To manage this conflict better the underlying causes of the problem need to be examined. Here we examine factors underlying spatial use by elephants and people along the Okavango Panhandle in Ngamiland, northern Botswana, to provide ways to address the causes of the conflict between elephants and people. We found that (1) elephant spatial use was a function of season, (2) spatial use did not differ between breeding herds and bull groups, (3) spatial use by elephants and people only overlapped significantly at night, during the dry season, (4) crop raiding by elephants was a function of season and social grouping, and (5) crop raiding by elephants had social and economic implications. Based on these results we suggest measures to manipulate elephant spatial use to reduce the causes of this conflict. We also reflect on present compensation measures for elephant crop damage and advocate that a more direct performance payment approach may benefit both the Botswana Government and local farmers.

A key question in the literature on payments for ecosystem services (PES) is how payments incentivize conservation action and, in particular, how they interact with other motivations, including motivations for environmental stewardship. Related to this question are concerns about the temporal sustainability of PES: what happens when payments cease and whether a ‘no pay, no care’ environmental ethic is fostered. I present empirical research from a case study in western Uganda, where forest-adjacent communities are paid in exchange for planting trees on private lands, for carbon sequestration. The study demonstrates the range of values people have for trees in the landscape and the range of motivations for participating in PES schemes. However, the analysis shows that payments are clearly the main motivation for involvement, except in one area where people are more motivated by aesthetic and existence values for trees. Given the widespread importance of money in motivating involvement, I investigate the profitability of participation over time. This profitability analysis, in combination with qualitative data on perceptions of, and plans for, the future, contributes to understanding the temporal sustainability of PES. I draw on various strands of evidence to argue that the way participants prioritize payments may constitute a threat to the long-term maintenance of PES activities, particularly in situations such as in this case study, in which there is a mismatch between payments and contract length.

Forest loss and degradation in the tropics contribute 6–17% of all greenhouse gas emissions. Protected areas cover 217.2 million ha (19.6%) of the world’s humid tropical forests and contain c. 70.3 petagrams of carbon (Pg C) in biomass and soil to 1 m depth. Between 2000 and 2005, we estimate that 1.75 million ha of forest were lost from protected areas in humid tropical forests, causing the emission of 0.25–0.33 Pg C. Protected areas lost about half as much carbon as the same area of unprotected forest. We estimate that the reduction of these carbon emissions from ongoing deforestation in protected sites in humid tropical forests could be valued at USD 6,200–7,400 million depending on the land use after clearance. This is > 1.5 times the estimated spending on protected area management in these regions. Improving management of protected areas to retain forest cover better may be an important, although certainly not sufficient, component of an overall strategy for reducing emissions from deforestation and forest degradation (REDD).

Under conditions of political instability and economic decline illegal bushmeat hunting has emerged as a serious conservation threat in Zimbabwe. Following settlement of game ranches by subsistence farming communities, wildlife populations have been eradicated over large areas. In several areas still being managed as game ranches illegal hunting is causing further declines of wildlife populations (including threatened species such as the wild dog Lycaon pictus and black rhinoceros Diceros bicornis), threatening the viability of wildlife-based land uses. From August 2001 to July 2009 in Savé Valley Conservancy 10,520 illegal hunting incidents were recorded, 84,396 wire snares removed, 4,148 hunters caught, 2,126 hunting dogs eliminated and at least 6,454 wild animals killed. Estimated future financial losses from illegal hunting in the Conservancy exceed USD 1.1 million year-1. Illegal hunters’ earnings account for 0.31–0.52% of the financial losses that they impose and the bushmeat trade is an inefficient use of wildlife resources. Illegal hunting peaks during the late dry season and is more frequent close to the boundary, near areas resettled during land reform and close to water. Illegal hunting with dogs peaks during moonlight periods. Our study highlights several management and land-use planning steps required to maximize the efficacy of anti-poaching and to reduce the likelihood of high impacts of illegal hunting. Anti-poaching efforts should be aligned with the regular temporal and spatial patterns of illegal hunting. Leases for hunting and tourism concessions should ensure minimum adequate investment by operators in anti-poaching. Reserve designers should minimize the surface area to volume ratio of parks. Fences should not be constructed using wire that can be made into snares. Land reform involving game ranches should integrate communities in wildlife-based land uses and ensure spatial separation between land for wildlife and human settlement. Means are required to create stake-holdings for communities in wildlife and disincentives for illegal hunting.

In spite of significant recent advances in understanding how to conserve species we are failing to conserve some of the most beloved and charismatic, with severe population losses, shrinking ranges and extinctions of subspecies. The primary reason is hunting for illegal trade of highly valuable body parts, increasingly operated by sophisticated organized criminal syndicates supplying wealthy East Asian markets. Current enforcement systems were not established to tackle such crime, and weak governance, low capacity and inadequate resources facilitate the trade. To save these species this trade must be treated as serious crime, with allocation of sufficient resources, highly trained personnel, and appropriate technologies to allow it to be tackled effectively. Success in tackling this trade will necessitate commitment from governments and non-governmental organizations and the support of civil society.
