A naval chaplain in the 1790s, a radical arrested after Peterloo, and a smash hit of blackface minstrelsy: these three disparate historical actors all provide exemplary cases of music in action, playing upon the political passions of the British people. Thinking across the three examples, this article reflects upon the aims of the forum Music and Politics in Britain, c.1780–1850, as well as advancing its own autonomous argument. Alexander Duncan was drummed out of the navy for publishing a pamphlet advocating the use of martial music in action; inspired by the French, Duncan was effectively arguing for a democratization of Britain's servicemen by playing upon their passions. The potential for subversion inherent in this approach was borne out by the career of Samuel Bamford, a Lancashire weaver; music was central to Bamford's activism, and I chart the functional ends to which he deployed music around 1819. In a third instance, with the 1840s hit “Buffalo Gals,” music led to public disorder. The song, due in large part to its musical qualities, enabled forms of licentious behavior among white males that mobilized latent forms of gendered as well as racial prejudice, so that its performance came to excuse forms of sexual harassment.

At the time when Irish veterans of the Great War were being demobilized, Ireland was in a period of profound social, political, and cultural change that was irreversibly transforming the island. Armistice and the veterans’ relief at having survived the conflict and being back with family could not eclipse the overwhelming political climate they met on their homecoming. This article draws on the 1929 Report by the Committee on Claims of British Ex-servicemen, commissioned by the Irish Free State to investigate whether Irish veterans were discriminated against by the Southern Irish and British authorities. The research also makes use of a range of underexploited primary sources: the Liaison and Evacuation Papers in the Military Archives in Dublin, the collection of minutes of the Irish Sailors’ and Soldiers’ Land Trust in the National Archives in London, and original material from the Public Record Office of Northern Ireland and the National Archives of Ireland relating to economic programs for veterans. A comparative approach of to the respective demobilizations of veterans in Northern and Southern Ireland in the 1920s reveals that disparities in formal recognition of their sacrifice and in special provision for housing and employment significantly and painfully complicated their repatriation.

Historians of radicalism have long held that following the repression of the English Jacobins in 1794–95, open agitation by plebeian reformers remained dormant until 1802, when they reemerged in a more clearly constitutionalist pose to fight a number of contests in that year's general election. According to this view, the contests led directly to Sir Francis Burdett's victory at the 1807 Westminster election, a foundational moment for nineteenth-century radicalism. This article argues instead that the previously overlooked English Jacobin intervention at the 1796 general election was the ultimate foundation for the 1807 election victory and far more significant than the contests evident in 1802. While this argument indicates that the Jacobin organizations for radical reform were not in a steep terminal decline by 1796, as is widely assumed, it also undermines the notion that the electoral politics of the 1802–1807 period was a major novelty. There was nevertheless not a clear-cut continuity from 1796 to 1807. This article demonstrates that in 1796 Jacobin political thought led to the development of a pure style of electioneering that rejected corrupt practices in order to turn the electoral process into a venue for the enaction of general will through the open use of sovereign reason. Between 1802 and 1804, this position was abandoned in favor of a more traditional, pragmatic and patricianly form of electioneering. However, this article concludes with a major revision of the 1807 Westminster victory by illustrating that, far from an innovation, it was a direct revival of the “purity” pioneered by the Jacobin contests of 1796.

Nurses and their labor are essential to the provision of health care. Nowhere was this more apparent than in the flagship institution of postwar British welfare, the National Health Service. When it launched in 1948, a shortage of thirty-five thousand nurses endangered its future. This article examines the National Health Service's nursing shortage and its most enduring solution: the recruitment of Caribbean and African nursing staff for struggling British hospitals. It follows the manner in which British civil servants, hospital administrators, and nursing leaders came to recruit nurses from the colonies and the deep ambivalence that marked their project. What began as a reformulated colonial development project gave rise to a sprawling and unregulated market for nursing labor that powered the National Health Service for decades. The so-called dark stranger, deemed unworthy of membership in the national community, in fact carried out its most intimate work—caring for the bodies of sick white citizens.

In examining how children engaged with the British Empire, broadly defined, during the long eighteenth century, this article considers a range of materials, including museums, printed juvenile literature, and board games, that specifically attempted to attract children and their parents. Subjects that engaged with the wider world, and with it the British Empire, were typically not a significant part of formal education curricula, and so an informal marketplace of materials and experiences emerged both to satisfy and drive parental demand for supplementary education at home. Such engagements were no accident. Rather, they were a conscious effort to provide middling and elite children with what was considered useful information about the wider world and empire they would inherit, as well as opportunities to consider the moral implications and obligations of imperial rule, particularly with regard to African slavery.

The scholarly consideration of the marketing of luxury goods like paintings in Renaissance Europe has rightly concentrated on the Italian and Netherlandish experiences, while the discussion of an English retail market for paintings has focused on a later era. This article investigates the retail sale of painting in Tudor and early Stuart times. It asks what sorts of paintings were sold, who sold them, and what sorts of spaces accommodated such sales. Whereas conventional art historical research has concentrated on the production and sale of portraits, the discovery of an early seventeenth-century list of coat of arms painters holding retail shops in London adds additional support to the prominence of arms painting in such retail sales. This article considers the social context underlying the importance of displaying coats of arms and shows that arms painters engaged in the retail sale as well as the production of arms. The article proceeds to examine the varieties of retail spaces in which sales took place and concludes with a consideration of how retail sale of paintings contributed to London's role as a cultural center.

As part of the “One British Thing” series, this essay explores Ena V. McDonald's The Hair Weavers Text-Book, published in 1967, as a source for exploring Black women's intellectual histories in Britain during the twentieth century.

In the early 1800s, Jonah Barrington, an Irish judge, bemoaned that the air chosen as the march for the Irish Volunteer Movement had “no merit whatever, being neither grand, nor martial, nor animating,” contrasting it with the zeal of French revolutionary music. The emotional impact of music might be a matter of taste, but such a statement is suggestive of an aesthetics, where political music, or music used for political purposes, should have specific qualities that could be identified and judged by listeners. This article explores how people in late eighteenth- and early nineteenth-century Ireland identified music as political, using theories of the effects and affects of sound during the period and a corpus of Irish political music as an access point into historical experiences of musical enjoyment. While the impacts of music on the body are challenging for historians to retrieve, scholarship from the history of emotions highlights the important role of normative frameworks of emotion in accessing embodied experience. Working from this perspective, this article argues that we can begin to access the sound of politics for audiences of this period, contributing to our understanding of the role of music in political life.

The frequent references to the actors and events of the French Revolutionary and Napoleonic wars in the titles of the dance tunes of the period raise the question of how we should understand their significance. This article argues that the practice is one of a number of examples of music and song shaping people's lived experience and behavior in ways that were rarely fully conscious. Drawing on a range of music collections, diaries, and journals, the article argues that we need to recognize how significant aural dimensions were in shaping people's predisposition to favor the status quo in this period of heightened political controversy.

In 1849, the working-class poet Eliza Cook (1818–89) expanded her international profile by venturing into weekly periodical publication with Eliza Cook's Journal. Not only was this the first British journal named after a female editor but it also placed an unusual emphasis on music—unusual not least because few women in that epoch were given the opportunity to participate in the broader critical discourses on music. Cook's poetry was already widely disseminated through various musical settings by composers from William Balfe to Henry Russell; in her new journal, music further emerged as central to her philosophy of liberation for all. Placing street musicians alongside opera and salon concerts in an exhibition of remarkably eclectic taste, Cook saw the propensity for music making in all layers of society. She regarded musical culture as a soundscape of experience, emotion, and agency to which she, and all those from the laboring classes, not only had a right to access, engage in, and share but was part of their own innate being. Music symbolized imagination, freedom from the mundane, and limitless human potential. Efforts to secure music for “the people” were thus indissolubly linked to broader political rights for suffrage and equality.
