This study investigates the factors explaining voting in the 2016 Italian referendum on constitutional reform. As we show through voting alignments within the Parliament and key aspects of the electoral campaign, this was a case where the government took the leadership of the entire referendum process, transforming it into a plebiscite. Within this context, we hypothesize that key elements explaining voting choices follow a government-support vs. opposition dynamics. Employing Italian National Elections Studies Association pre/post-referendum survey, we estimate the effects of factors increasing predictability (e.g. party closeness, ideology, social cleavage) or uncertainty (e.g. government performance, the economy) of voting choices. The resulting logistic regression models show that the leading role of the government in the referendum reshapes the impact of factors explaining voting choices. While some lose significance, others follow a pro- or anti-government logic.

Policy agendas studies analyse the dynamics of attention to policy issues over time and across actors and institutions to obtain insights into the functioning of political systems. The articles in this special issue draw on this approach to investigate key aspects of the Italian political system, with a special emphasis on the period spanning from the political crisis of the early 1990s to the watershed elections of 2013. They analyse a broad range of institutional and policy venues, including public opinion, political parties, the executive, the Parliament, and the Constitutional Court. While single articles address different research questions and focus on different institutions, they all share a focus on the dynamics of issue attention over time. This introduction provides a summary overview of the theoretical and methodological tools employed in the volume, highlighting how the study of policy agendas can contribute to the understanding of political systems and their change over time. It then summarises the main findings of single articles which, taken together, shed new light on several classic questions that have been widely debated in the literature on the evolution of the Italian political system.

This article advances one of the most important debates in recent scholarship on democratic theory: the one on deliberative systems. In the wake of the systemic turn deliberative scholars agree that not all components of a deliberative system can or even need to be deliberative. However, there is little clarity about the role of non-deliberative politics in a system and to what extent these are justifiable while we seek a more deliberative society. In this paper I first illustrate the main ideas of the systemic turn, explore the distinction between ‘deliberative’ and ‘non-deliberative’ politics and investigate the main arguments justifying non-deliberative politics. Then, I build upon these arguments to shed new light on the relationship between deliberative and non-deliberative politics. I identify three distinctive actors in deliberative systems (political institutions, empowered agents, and public space actors). Finally, I argue that deliberative democrats should adopt three different approaches (intensive, moderate, and free) in order to assess whether the use of non-deliberative politics by each of these actors is legitimate.

Interpersonal discussion is considered to be one of the most influential sources of opinion formation and behaviour. Yet, an unresolved puzzle remains within the literature: while some studies show that discussion with not like-minded citizens depresses political participation, other studies, on the contrary, indicate that the same type of interpersonal discussion can foster political engagement. In this study, we address this unresolved democratic dilemma for the first time in a context of direct democracy, by focussing on the campaign leading to the 2016 Italian constitutional referendum. Specifically, we pay particular attention to the interaction between network diversity, ambivalence, and political knowledge. The findings show that frequent interactions with not like-minded citizens increase turnout. The results based on regression models and structural equation modelling indicate that this positive effect is channelled mainly through political learning, since network diversity increases factual knowledge about the constitutional reform, which in turn is associated with an increase in turnout. We do not find a significant effect of network diversity on ambivalence, as predicted by previous studies. These findings have important implications for deliberative theories and campaign strategies.

The literature on party politics has generally conceived of party change as party adaptation. Building on the theories of institutional change based on critical juncture analysis, our work contributes to the literature in two ways. Theoretically, by unpacking the concept of party change in three dimensions: adaptation, innovation, and persistence. This multidimensionality has been unduly neglected in the literature, too exclusively focussed on party adaptation. Empirically, the article analyses whether the attitudes and opinions of middle-level elites reveal adaptation, innovation, or persistence in their belief system at the beginning of the third millennium. Drawing upon a unique data set of national party delegates of 15 Italian political parties, regression results suggest that high entry barriers in party organizations may hinder Schumpeterian innovation.

This article analyses the transmission of policy priorities from electoral campaigns to legislative outputs under different institutional configurations. Taking an agenda-setting approach, the article tests whether a mandate effect exists, if incumbents also uptake the priorities of their competitors, and whether and how the introduction of alternation in government impacts on these dynamics. The analysis relies on data sets of the Italian Agendas Project recording the issue content of party manifestos and laws and covering the period 1983–2012. The results of time series cross-sectional models lend support to the presence of a mandate effect in Italy, a mechanism which was strengthened after the introduction of alternation in government. Opposition priorities may have an impact on the legislative agenda, but mostly when considering the legislation initiated in Parliament. Our findings have important implications for the understanding of the impact of government alternation, an institutional feature underlying – with varying intensity – most democracies, on the functioning of democratic representation.

In the last decades, the cartel party theory has been one of the most discussed topics in the academic literature on political parties. Several publications have dealt with the application of the theory at the systemic level, using a country as a unit of analysis. Less attention has been given thus far to the party level. This analysis is aimed at improving the study of the cartel party theory by focussing on the transformations of three social-democratic parties in Europe: the Parti Socialiste in France, the Partido Socialista Obrero Español in Spain, and the Partito Democratico in Italy. The main findings in this work will not confirm in toto the theoretical assumption of the cartel party, in particular as regards membership and, in part, political convergence. Albeit declining, membership has been resilient in the last two decades. Despite a clear-cut convergence in EU-related issues, political manifestos of mainstream parties have shown a certain degree of polarization. Finally, while the three parties under examination rely almost entirely on public subventions, political parties proved to be capable of reforming the public funding laws, increasing the transparency of donations and reducing the total amount of public subvention.

If we examine the current literature, no study on policy agenda has so far addressed the agenda of a Constitutional Court in a country that has recently experienced crucial changes in its political system. The present contribution on the Italian Constitutional Court seeks to bridge this gap. We aim at assessing the role the Italian Court plays in the policy process in both the First and the Second Republic by answering two research questions: (1) in its decisions does the Court accommodate themes that are neglected in the parliamentary legislative process? (2) Does the Court (and if so, how often) represent interests and values in opposition to the interests and values supporting the current legislative majorities? By employing an original data set that puts together all decisions of constitutional illegitimacy under incidental review between the years 1983 and 2013, we found that in both Republics Court’s agenda is significantly more concentrated than Parliament’s agenda, and it does not broadly offer an alternative access point to the policy-making for new or neglected issues. However, at the same time, the alternational system of the Second Republic seems to trigger more immediate and ‘salient’ reactions from the Constitutional Court, which in that period becomes more prone to sanction recent legislation.

The election of President Mattarella is a turning point in Matteo Renzi’s attempt to reform the constitution. This choice determined the loss of Forza Italia’s support to the constitutional reform, thus leaving the Renzi cabinet and the Democratic Party alone on the Yes-side. Our goal is to assess the degree of Renzi’s misjudgment by comparing two theoretical perspectives on voting behavior in direct-democratic settings through a nested design. Our results highlight that vote choices can be explained by both the systematic and the heuristic modes of information processing. Respondents’ agreement with the content of the reform (systematic mode) and a positive evaluation of the Renzi cabinet (heuristic mode) are key predictors of Yes vote. Instead, the negative assessment of the economic situation is a crucial driver of No vote. Lastly, we build a bridge between these two perspectives by showing that partisan attachments conditioned the effect of respondents’ content evaluation on voting behavior.

Normative democratic theory requires political actors in parliament and government to represent not only the citizens’ policy preferences, but also their issue priorities. This article investigates Italian dynamic agenda representation – the transmission of public priorities into the policy priorities of the Italian political system. To assess the public’s policy priorities, data on the Most Important Problem from the Eurobarometer polls are used, while the legislative agendas of the members of parliament (MPs) and government are built following the rules of the Comparative Agendas Project. The results of longitudinal analyses across 10 policy areas and 20 semesters (2003–13) suggest a persistent link between the public’s agenda and the prioritization of legislation by the Italian parliament, majority MPs, and government. Contrary to expectations, the opposition does not seem to be responsive to public opinion policy problems when introducing bills.

Since the late 2000s economic and immigration crises are testing the European Union (EU). Such challenges have opened up a period of radical change for the EU, among them, the Brexit referendum that will radically change EU’s geography. This turmoil is mirrored by the last European Parliament (EP) election results; extreme right- and left-wing parties succeeded in the electoral competition at the expense of their mainstream counterpart. These forces are generally labelled as ‘Eurosceptic’, even though the literature still lacks a clear-cut definition of Euroscepticism. Starting from this observation, this paper reviews the conceptual evolution of Euroscepticism, stressing its pros and cons and proposes a reconceptualization of it in terms of EU-opposition such that the objects of criticism are clearly identified as the EU-policies, the EU-elite, the EU-regime, and the EU-community. The paper applies ‘EU-opposition’ to examine empirically the activity of two ‘Eurosceptic’ parties in the EP: the Italian Five Stars Movement (FSM) and the British United Kingdom Independence Party (UKIP), using the speeches they deliver in the arena of the EP as the main source of data. From the analysis, it can be seen that UKIP and FSM are an odd couple working in the same party group in the EP, and the concept of EU-opposition is able to better disentangle UKIP and FSM’s criticism of the EU.

The Italian 2013 election ended the period of bipolarism that characterized the so-called ‘Second Republic’, and paved the way for new parties such as the Five Star Movement. We investigate that election, which took place after the technocratic government led by Mario Monti, through the analytical lenses of the retrospective theory of economic voting applied at the provincial level. Local unemployment rates shape the electoral performances of those parties that were more supportive and sympathetic to the caretaker executive, thus confirming a distinction between incumbent and non-incumbent even in that critical and politically undecided election. We further contribute to the literature on retrospective voting by relaxing the locally untenable assumption of independence among the units. Making use of spatial regression models, we demonstrate the relevance of both the internal and contiguous economies, and their relative impact due to the different size of the provinces.

The policy agenda literature shows that budget cuts tend to be rarer and less extreme than budget expansions. This article argues that the character of retrenchment policies is shaped by a combination of domestic and international factors, such as budgetary procedures, intra-coalitional conflicts, and the emergence of urgency situations. Building on the findings of several quantitative studies on budgetary changes, we develop two propositions explaining why the necessity to reduce expenditures usually leads to across-the-board cuts. We also hypothesize two mechanisms which can occasionally produce selective outcomes. This article focuses on the last 30 years to observe how the annual package of public finance corrections has impacted on the main categories of public spending. This analysis combines an original measure of the transformative nature of the yearly fiscal packages approved by parliament with process-tracing methodology. The qualitative analysis focuses on three cases of linear cuts and one deviant case of selective cuts. Findings show that the persistence of frictions in the Italian budgetary process is often a basic reason for the introduction of linear cuts, but the logic of urgency triggered by the European external constraint was able to produce a selective outcome.

This paper draws on the literature on party competition and issue ownership to assess whether political membership on the right-left dimension explains party stances on migration. While some scholars argue that on this issue a clear distinction between left and right exists, some more recent quantitative and fine-grained analyses show a more nuanced picture. According to them, a clear difference in narratives exists only when the salience of the issue is high, under pressure of the electoral success of a far-right party or about specific policy issues. This paper further investigates this aspect in the context of the 2015 refugee crisis. It looks at the positions held by the main centre-left, centre-right, Radical Right, and Populist Parties in the Italian, British, and European Parliaments. The content analysis shows that centre-left parties frame the refugee crisis mainly as a humanitarian emergency and held pro-European Union (EU) positions, while centre-right parties differ substantially between Italy and the United Kingdom. Both radical right and Populist Parties exploit the political-opportunity offered by the refugee crisis to foster their anti-establishment claims. Moreover, Radical Right Populist Parties stress the need to secure external borders and restore national sovereignty, against further integration. At the EU level, left- and right-wing groups (Socialist and Democrats Party, European Conservatives and Reformists Party, and European People’s Party) are cohesive, while the populist group (European Freedom and Direct Democracy Party) is not. This paper adds on the academic debate on the refugee crisis, showing how the immigration issue can impact on domestic and European party politics, challenging party identities and alliances.

The role of the international norms in domestic politics is a central question in international relations. This article examines the major international treaty on the human rights of women, the Convention on the Elimination of all Forms of Discrimination Against Women, and its impact on Italian politics, specifically on domestic legislation, case law and civil society activism, and institutional structure. The research contributes to the general debate on international norms diffusion and implementation, and identifies the factors which enable states to comply with these norms.

Studies on female legislative behavior suggest that women parliamentarians may challenge party cohesion by allying across party lines. In this paper we analyze a specific parliamentary activity – bill co-sponsorship – in the Italian lower Chamber, between 1979 and 2016, as a source of information about MPs’ original preferences to study how gender affects party cohesion. Do women form a separated group in the Italian parliament? On average, are they more or less distant from the center of their parties than men? Does gender affect systematically party cohesion? A principal component analysis of co-sponsorship data allows us to identify the ideal points of all MPs in a multidimensional space for each legislature. Based on these data we estimate the impact of gender on party cohesion at the individual level while controlling for the impact of several other variables of different kind (individual, partisan, and institutional). We find that: (1) on average, women show lower cohesion as a group inside different parties and higher party cohesion than men; (2) the influence of gender on party cohesion is not conditional upon individual characteristics, upon the size and organization of parliamentary parties, and upon the share of women in their parliamentary groups; (3) the different behavior of women MPs may depend on the different patterns of recruitment in the parties.

This paper sheds light on the role played by political parties in influencing policy change, by connecting literature on party competition and agenda-setting and focusing on a single-issue domain, namely decentralization in Italy from 1948 to 2013. The article argues that major decentralist reforms usually followed electoral campaigns in which most parties focused attention on the issue. Such shifts in attention are caused by, among other things, the issue entrepreneurship activity undertaken by individual parties that are trying to influence the party system agenda and obtain electoral, office, or policy advantage. Contrary to the expectations of the issue entrepreneurship model, however, the analyses reveal that the entrepreneurship role on decentralization in Italy was not played by those parties that can be classified as ‘political losers’ in the party system; rather, in the case of the policy of decentralization in Italy, issue entrepreneurship activity is mostly explained by strategic considerations other than purely electoral ones.

The paper focusses on the online political discourse of the Five Star Movement (5SM) and its strategic adaptability. The main goal of the analysis is to establish how salient several topics are over time in order to test the party’s ideological flexibility. Indeed, 5SM’s post-ideological approach and its emphasis on direct-democratic tools might constitute a winning formula for other populist parties willing to exploit the crisis of the mainstream parties and representation. The paper, through an automated content analysis, tracks the longitudinal evolution of the salience of the topics addressed by 5SM on the party’s blog. This allows us to establish which topics are at the core of the party’s message and which, on the other hand, have been raised strategically over time. Results show that 5SM’s discourse is very flexible and adaptable: it devotes a large space to the importance of direct democracy while flexibly addressing different topics depending on the political and social context.

Italy is one of the most representative ‘new immigration countries.’ Between the 1980s and the 1990s, it became a major country of destination for immigrants coming from Asia, Middle East, and North Africa. As a result, since the mid-90s, immigration has gained salience within the Italian political debate. Building on the existing literature on agenda-setting and framing studies, this article studies the evolution of the immigration issue in Italy over the last two decades. It focuses on the framing and, more specifically, the position political actors tend to adopt when debating on immigration. In particular, the main research questions are: to what extent is the framing of immigration associated with the traditional left vs. right spectrum? Do incumbent political parties tend to adopt a different position toward immigration than opposition parties? This article analyses party competition dynamics over the immigration issue in Italy from 1995 to 2011. The author carried out a political-claim analysis of articles from two Italian national daily newspapers. Findings show that immigration is more a positional issue than a valence one. Political actors’ positions towards migration appear to be anchored to the old left vs. right dimension of the political conflict. This demonstrates that parties’ engagement within the political conflict goes beyond electoral campaigns. Finally, being in government seems to play a crucial role in ‘softening’ the way party actors frame immigration, in terms of both the arguments used and the pro- or anti-immigration positions adopted.
