Part II responds to some of my critics' substantive concerns about QMASS. However, to sharpen that discussion I first introduce the idea of classical and quantum physical instantiation tests or ‘PITs’. PITs are a thought experiment taking advantage of the causal closure of physics. To encourage critical self-reflection on the usually tacit ontological assumptions of our theories, PITs invite social scientists to translate their mostly qualitative, folk psychological arguments into physical descriptions, meeting classical and quantum constraints respectively, to see which feels more appropriate to the case at hand. With this diagnostic tool in hand, the paper addresses criticisms of QMASS in five areas: (1) the threat of physics reductionism; (2) the potential for epistemic repression stemming from the realist nature of QMASS’ argument; (3) doubts that a quantum approach can support a genuine notion of human freedom; (4) the place of ethics and normativity in social and international life; and (5) implications for graduate methods training and quantum pedagogy more generally.

In putting Wendt's recent Quantum Mind in a larger context both of his own disciplinary engagement and some larger philosophical issues, I try to avoid a hasty dismissal, since the book seems at first blush to offer a ‘theory of everything’, or an uncritical acceptance, since the desire to know what makes the world hand together has always been part of the knowledge game. As to the first problem, I find it rather odd that Wendt spends little time in justifying his particular take on quantum theory, which is far from uncontroversial. Second, I attempt to understand why he has given up on the profession trying now to solve puzzles in the field by claiming that ‘quantum consciousness theory’ provides us with an ‘ace up the sleeve’. But the fact that wave collapse plays havoc with our traditional notions of cause, location, and mass, does not without further ado entitle us to claim that all or most problems in social science dealing with issues of validity and meaning of our concepts (rather than ‘truth/falsity’, as decided by making existential assertions) have been solved by quantum mechanics.

How burdens of proof are allocated in science has an important bearing on how new knowledge develops. Usually, the burden is on new theories to prove their worth relative to a default, baseline of knowledge that is considered established and secure. However, in the case of classical vs. quantum social science matters are not that simple because the long-standing classical default has itself already failed to pass crucial tests, which has spurred the search for quantum solutions instead. Part I of this paper, therefore, tries to ‘re-balance’ the burdens of proof with Quantum Mind and Social Science’ critics, by highlighting two significant limits to date of classical thinking about the mind and society: the philosophical problem of finding a place for consciousness in the universe, and the scientific problem of explaining the Kahneman–Tversky anomalies in psychology. Acknowledging these outstanding problems does not equalize the burdens of proof, but it does mean that as we head into the more substantive discussion in Part II there is no secure default position. Just burdens of proof all around.

Transitional Justice (TJ) focuses on the processes of dealing with the legacy of large-scale past abuses (in the aftermath of traumatic experiences such as war or authoritarianism) with the aim of fostering domestic justice and creating the basis for a sustainable peace. TJ however also entails the problem of how a torn society may be able to become a self-determining member of a just international order. This paper presents a minimal conception of TJ, which departs from Rawls' conception of normative stability of the international order, which suggests disentangling the two goals of fostering democracy within torn societies and TJ itself. The scope of TJ is therefore limited to enabling these societies to create minimal internal conditions for joining a just international order on equal footing. This paper makes an original contribution to two different debates, namely normative research on TJ, and post-Rawlsian literature in general. First, it provides a new direction for normative theorizing about TJ which takes both its domestic and international dimensions seriously into consideration. Second, it extends Rawls' political liberal outlook to an area where it is not usually understood to apply.

This foreword frames the Symposium in two ways. It summarises the core themes running through the nine ‘meditations’ in The Status of Law in World Society. Moreover, it places these themes in the wider context of Kratochwil's critical engagement with how we pursue knowledge of and in the social world and translate this knowledge into action. Ultimately, also his pragmatic approach cannot escape the tensions between theory and practice. Instead, we are in the midst of both.

Kratochwil's diagnostic approach identifies specific failures in particular, historical contexts in order to prescribe practically realisable remedies under non-ideal conditions. The diagnostic approach compares actual alternatives against each other rather than against some ideal. Yet, the basis for such an identification is unclear. By reinterpreting Kratochwil's approach with the help of Buddha's Four Noble Truths, one can understand Kratochwil's existential worldview and his aims, but the medium Kratochwil uses hinders the attainment of those goals. He tries to communicate in writing something (phronesis) that belongs in the world of experience.

At a point when global governance appears to be at a crossroad, caught between globalizing and national populist forces, International Relations theorists are deeply immersed in debating what brought the world to this point. This contribution enlists Michael Zürn's A Theory of Global Governance (2018) to explore the state of global governance theory through a focus on three substantive themes: authority, legitimacy, and contestation in global governance. It identifies the current state of theorizing on each theme, situates Zürn's claims within these literatures, and previews counterpoints from a variety of theoretical perspectives.

Prompted by both promises and pitfalls in Michael's Zürn's A Theory of Global Governance, this paper reflects on challenges going forward beyond liberal institutionalism in the study of world politics. Six suggestions are particularly highlighted for future theorizing of global governance: (a) further distance from state-centrism; (b) greater attention to transscalar qualities of global governing; (c) more incorporation of social-structural aspects of global regulation; (d) trilateral integration of individual, institutional, and structural sources of legitimacy in global governance; (e) more synthesis of positive and normative analysis; and (f) transcendence of Euro-centrism. Together these six shifts would generate a transformed global governance theory – and possibly practice as well.

This response to my critics discusses four claims that are central for A Theory of Global Governance. The first claim is that observing a high level of conflict and contestation in world politics is not proof of the unimportance of global governance, since many of the current conflicts and contestations are about international institutions. The second claim is that the 1990s saw a rise of trans- and international authority beyond the nation-state that is essential for the rise of a global political system. Third, a global system of loosely coupled spheres of authority relies on ‘critical deference’ (reflexive authority) but also contains numerous elements of coercion. And fourth, a technocratic legitimation of intrusive international authorities cannot build on emotions or a sense of belonging. This deficit creates a political opportunity structure that allows for the rise of a myriad of dissenters. The relative importance of them depends on the availability of resources for mobilization and not on the quality of reasons for resistance.

I challenge a recent trend in just war theory – that civilians might be complicit with terrorists and lose non-combatant immunity – by reversing the gun sights and asking whether colonizing populations complicit with empire might compromise their non-combatant status. Employing colonial settlers as a thought experiment, I demonstrate the logic of expanded civilian culpability that has been proposed in the wake of the War on Terror would be unacceptable in other scenarios, and that these revisionist proposals are in service of ends incompatible with just war. In the process, I identify an important ambiguity regarding the performativity of non-combatant status, and show how this is used to aggressively expand civilian culpability for violence.

This essay critically assesses the Tianxia Theories, a line of indigenous International Relations (IR) theorizing in China organized around the concept of Tianxia (‘all-under-heaven’). My goal is to tackle a seemingly prevalent issue among non-Western IR theories, that is, the indigenous scholars' subservience to state cues and often uncritical attitude toward their own ethnocentrism. To that end, I strategically target a recent contribution to this scholarship that explicitly seeks to articulate a non-ethnocentric theory: Xu Jilin's New Tianxia-ism (xin tianxia zhuyi). I first examine the main thesis of New Tianxia-ism to reveal its internal tensions. Then I examine what enables the formulation of New Tianxia-ism from a discursive perspective. I argue that a particular subject position, to which I refer as the ‘Sinocentric Subject’, plays an instrumental role in enabling contemporary Chinese intellectuals to think along the logics of New Tianxia-ism. The result, however, undermines the agenda to articulate an alternative theory that rectifies the ethnocentrism in IR. In conclusion, I suggest that Chinese indigenous scholarship ought to engage more critically the ideological inclination and the politics of knowledge within its own epistemic community.

This paper probes the attempt to use power analysis to link three domains: ontology, explanation, and the strategy of political actors. It shows how Katzenstein and Seybert develop an open social ontology that serves as the backdrop for explanations that need to be causal but indeterminate, and a cautious political practice. It exposes tensions in two important links. First, the open ontology becomes retranslated as an explanatory cause. Second, the call for being cautious because of ‘unknown unknowns’ may just as well invite strategies of doubling down in control power.

The omnipresence of radical uncertainty asks for a concept of causality that moves beyond the notion of predicted probabilities. Protean power is a most important contribution to move International Relations research in this direction. Yet, some of the key components need further grounding in existing concepts and debates. First, protean power should include the notion of directionality in order to be power. Second, it should allow for an analysis of the different forms of relation between protean power and different types of uncertainties. And it should focus on features of the power relationship instead of the context in which it takes place to be able to transfer it to contexts other than uncertainty.

This paper brings the notion of translation into dialogue with the growing literature on international hierarchies and the historical origins of the modern international order. Leveraging on the writings of Karl Marx, I draw parallels between the exchange of commodities and the translation of linguistic signs in order to unmask the inequalities and asymmetries that pervade the practice of translation. I then deploy these theoretical insights to illuminate the global constitution of the modern international order. In this Marx-inspired reading, the modern international order is cast as the ‘universal equivalent’ that has crystallized out of the asymmetries and contradictions that pervaded the global political economy of conceptual exchange in the long 19th century. As universal equivalent, the modern international order effectively functions as the socially recognized ‘metalanguage’ that undergirds the miracle of global translatability and makes international/interlingual relations possible on a global scale. The paper concludes by considering the implications of the analysis for the future of international/interlingual hierarchies and world order.

Many political theorists, philosophers, and International Relations scholars argue that states are ‘corporate moral agents’, which can be held responsible in many of the same ways as individual moral agents. States can have debts, contractual obligations, reparative obligations, and duties. Should states also be subject to criminal responsibility and punishment? Thus far, the debate about state crime has focused on two general problems with corporate crime: whether corporate entities can have intentions (or mens rea); and whether it is possible to punish them. In this paper, I identify two problems with extending corporate criminal responsibility to the state. First, since there is no ‘international corporate law’ that regulates the internal structures of states, many states fail to meet the conditions for corporate agency (and hence for criminal responsibility). Second, since the most serious international crimes are not subject to a statute of limitations, the argument for state crime paves the way for forms of ‘historical punishment’ that few of its proponents would accept. Finally, I argue that it is unnecessary to hold states criminally responsible, and that state responsibility ought to be understood as reparative rather than punitive.

A recent wave of scholarship attests that the liberal world order is under threat. Although there is disagreement about the underlying reasons for this diagnosis, there are few attempts to further our understanding of how the liberal order can be reinvigorated. This paper probes the potential of blockchain technology to promote international cooperation. Blockchain technology is a data structure that enables global governance stakeholders to establish decentralized governance systems which provide high-powered incentives for enhanced cooperation. By outlining the contours of a blockchain-based global governance system for climate policy, the paper illustrates that blockchain technology holds theoretical promise to foster cooperation in three ways: leveraging new sources of information through blockchain-based prediction markets; allaying coordinating problems through reducing the cost of transactions for side payments; and allowing states and other global governance actors to make more credible commitments given guaranteed execution of blockchain-enabled smart contracts. By empowering local knowledge holders and non-state actors that traditionally lacked the means to coordinate efforts to influence global politics, blockchain technology also promises to advance an international order based on liberal values. In actuality, however, emerging blockchain-based global governance systems will fall short of the libertarian ideal of ‘fully-automated liberalism’ as their design and operation will remain under the shadow of power.

How have the structures of state systems varied over time and space? We outline a game theoretic model of the decision by political units to accept offers of graded sovereignty from imperial centers. We conceptualize four types of sovereign bargains – tributary, informal extractive, suzerain, and departmental – as a function of whether a polity has external sovereignty and whether resources flow from the subordinate polity to the imperial center through transfers or direct extraction. We then specify the payoffs for these bargains and theorize how increasing interaction capacity and international competition shape the structure of state systems. We show how increasing interaction capacity is related to the transition from transfers to extraction while international competition plays a role only when interaction capacity is already high. We demonstrate the applicability of our model with case studies from low- and high-density environments during the early modern period, respectively: (1) The Oyo Empire of western Africa; (2) Mysore of south Asia.

It is widely recognized among state leaders and diplomats that personal relations play an important role in international politics. Recent work at the intersection of psychology, neuroscience, and sociology has highlighted the critical importance of face-to-face interactions in generating intention understanding and building trust. Yet, a key question remains as to why some leaders are able to ‘hit it off,’ generating a positive social bond, while other interactions ‘fall flat,’ or worse, are mired in negativity. To answer, we turn to micro-sociology – the study of everyday human interactions at the smallest scales – an approach that has theorized this question in other domains. Drawing directly from US sociologist Randall Collins, and related empirical studies on the determinants of social bonding, we develop a model of diplomatic social bonding that privileges interaction elements rather than the dispositional characteristics of the actors involved or the material environment in which the interaction takes place. We conclude with a discussion of how the study of interpersonal dyadic bonding interaction may move forward.

The question of change has emerged as one of the main conceptual and empirical challenges for International Relations' practice turn. In the context of international law, such a challenge is brought into particularly stark relief due to the significant development of legal meaning through more informal, interpretive avenues, including through the judgments of international courts. This paper develops a framework for theorizing how interpretive legal practices generate normative content change in international law. Specifically, it uses the example of the development of international criminal law through the decisions of international criminal courts to analyze how legal interpretation can lead to normative change in practice. Drawing on interviews conducted with judges and legal officers at the International Criminal Court (ICC), the International Criminal Tribunal for the former Yugoslavia (ICTY), the International Criminal Tribunal for Rwanda (ICTR), and the Special Court for Sierra Leone (SCSL), I analyze how a community of legal practice centered around these courts was able to construct and alter legal meaning in international criminal law, and how such a potential for change was curbed by understandings of the interpretive process and the role of international courts dominant among international lawyers.

There is a widespread feeling that globalization represents a major system change that has or should have brought world society to the forefront of international relations theory. Nonetheless, world society remains an amorphous and undertheorized concept, and its potential role in shaping the structure of the international society of states has scarcely been raised. We build on Buzan's (2018, 2) master concept of ‘integrated’ world society (‘a label to describe the merger of world and interstate society’) to locate the integration of world society in the globalization of social networks. Following the advice of Buzan (2001) and Williams (2014), we use conceptual frameworks from international political economy to systematically explore the structure of integrated world society along six dimensions derived from Mann (1986) and Strange (1988): military/security, political, economic/production, credit, knowledge, and ideological. Our empirical survey suggests that, on each of these dimensions, power has centralized as it has globalized, generating steep global hierarchies in world society that are similar to those that characterize national societies. The centrality of the United States in the networks of world society makes it in effect the ‘central state’ of a new kind of international society that is endogenized within integrated world society.
