In 1900, a special type of unemployment insurance was set up in Belgium: the so-called “Ghent system”, which had some influence on the development of unemployment insurance in many European countries. This particular system was characterized by the important role played by the trade-union unemployment societies. The public authorities (in Belgium, from 1920 onwards, the central government next to the towns and provinces) encouraged the affiliation of the labourers to these societies by granting different sorts of financial support to the unemployed society members and to the societies themselves. During the crisis of the 1930s, this led to an important growth of Belgian trade-union membership. On the other hand, the quantitative growth of the labour movement due to this particular organization of unemployment insurance, led to many negative sideeffects for the trade unions (administrative chaos, financial problems, loss of combativity). Moreover, the employers' organizations strongly opposed this system of unemployment insurance, because they thought it reinforced the labour movement's power in society (strengthening of union membership, influence on wage formation, obstruction of deflation policy). This article examines the heated debates waged in the labour movement itself and between this actor, the employers' organizations and the government, to solve the many important problems posed by this type of social insurance. The Belgian pre-Second World War debate concerning unemployment insurance was of great importance for the shaping of the Welfare State in Belgium, which took its present-day form in 1944.

This paper examines the character and significance of embezzlement in the woollen industry of the West of England in the years from c. 1750 to 1840 in the light of the recent debate which sees the period as witnessing major developments in the eradication of perquisites and in the formulation of the wage. It examines the dimensions of embezzlement, its correlation with economic fluctuations and its importance for the economy of both the clothier and the embezzling worker. It shows that tighter legislative sanctions failed to check the illicit trade in embezzled wool, which by the early nineteenth century constituted a well-organised black market, and it considers the effect of this trade in “slinge” upon economic and social relations in the industry.

From the 15th to the 18th century Holland, the most urbanized part of the northern Netherlands, had a tradition of labour action. In this article the informal workers' organizations which existed especially within the textile industry are described. In the 17th century the action forms adjusted themselves to the better coordinated activities of the authorities and employers. After about 1750 this protest tradition disappeared, along with the economic recession which especially struck the traditional industries. Because of this the continuity of the transition from the ancien régime to the modern era which may be discerned in the labour movements of countries like France and England, cannot be found in Holland.

Recent studies of industrial conflict during the First World War have challenged earlier interpretations of working-class politics in Britain. The debate has focussed on the events in west Scotland during the years when the legend of “Red Clydeside” was made. It is now commonplace to emphasise the limited progress of revolutionary politics and the presence of a powerful craft sectionalism in the industrial workforce. This essay discusses the recent research on workplace unrest, popular politics and the wartime state. Although the “new revisionism” provides an important corrective to earlier scholarship, there remain important questions which require a serious reappraisal of the forces behind the different forms of collective action which took place and their implications for the politics of socialism. It is argued that the struggles of skilled workers made an important contribution to the growth of Labour politics on the Clyde.

This article explores how Russian revolutionaries, in particular the Russian Marxists, used the image of Jesus to explain their political choices and commitments. These revolutionaries were almost uniformly hostile to institutional Christianity. Yet a number of Russian Marxists, such as Anatolii Lunacharskii, considered Jesus a genuine precursor of socialism. In 1917 many Bolsheviks and Bolshevik sympathizers interpreted the October Revolution in Christian terms, principally as a spiritual resurrection and rebirth. And in 1924, following Lenin's death, some Bolsheviks analogized Lenin to Jesus, and claimed that both were revolutionary martyrs. Finally, the article argues that Russian revolutionaries invested the Russian lower classes with a Christlike virtue, making it easier for the revolutionaries, once in power, to justify everything they did as advancing the interests of these classes.

The record of strike activity on Clydeside is used to explore the interaction between workplace organisation and political attitudes in working-class communities, focussing in particular upon the shipyard labour force in the years immediately preceding the 1919 General Strike. The findings are used to question research by Iain McLean which minimised the political significance of industrial militancy during the period of the Red Clyde and that by Alastair Reid, which argued that the main consequences of wartime industrial experience were to strengthen social democratic perspectives. It is suggested that a limited but significant radicalisation did occur and that this was related to the specific labour relations practices of employers in the west of Scotland and the structural weakness of Clydeside's economy.

The following survey regards the upper nobility, urban patricians and the clergy of medieval Bohemia as the more privileged, and groups such as the gentry, peasants and urban poor and women as the disadvantaged. There were exceptions within each group. The ethical and moral ideals of Hussite leaders addressed social and economic inequalities and gave hope that a society with greater benefits for the disadvantaged was possible. People from all groups participated in the revolution which in the end however did not produce the hoped for community. Economically, socially and politically Hussite society was not that different from the rest of Europe. Nevertheless, ideas such as religious toleration, popular sovereignty, the dignity of the common man and woman and the destructive powers of greed and violence all raised by the Hussites have survived within European civilization.

This paper examines a town in northwest England and a particular set of conditions that inhibited the growth of working-class politics during the twentieth century. The paradox of class politics in Lancaster is that despite a proletarian population, the labour movement locally remained extremely weak. Ironically, it was only upon the deindustrialisation of the town in the later 1960s that labour showed any collective strength. Explanation of quiescence in terms of paternalism and deference is rejected. Rather an account is given in terms of powerlessness. Local structural conditions rendered Lancaster workers so highly dependent that resistance to political domination was precluded.
