What effect does repeated play have on reputation building? The literature on international relations remains divided on whether, when, and how reputation matters in both interstate and intrastate conflict. We examine reputation building through a series of incentivized laboratory experiments. Using comparative statics from a repeated entry-deterrence game, we isolate how incentives for reputation building should change as the number of entrants changes. We find that subjects in our experiments generally build reputations and that those investments pay off, but we also find that some subjects did not react to incentives to build reputation in ways our model had predicted. In order to explain this, we focus on the heterogeneity of preferences and cognitive abilities that may exist in any population. Our research suggests that rational-choice scholars of international relations and those using more psychologically based explanations have more common ground than previously articulated.

For years, the United States has imposed economic sanctions to compel countries to alter their behavior. An important concern is whether government sanctions influence private foreign direct investment (FDI) decisions, the largest source of foreign capital. In the first study to assess empirically the relationship between economic sanctions and FDI, we consider whether U.S. sanctions influence U.S. FDI inflows into targeted countries. Using panel data for 171 countries from 1965 to 2000, we find strong evidence that U.S investors pull out of countries targeted for U.S sanctions prior to their imposition. This disinvestment is not permanent and investment tends to return after the sanctions are imposed. The results provide support for FDI studies that show the effect of risk on investor decision making.

Can the application of domestic law by bureaucracies in powerful states alter policy dynamics globally? Courts and regulatory agencies with jurisdiction over large markets routinely impose national rules to conduct transpiring outside of their physical borders. Such extraterritoriality has expanded to issues ranging from antitrust to the environment. Proponents claim that extraterritorial acts can have far-reaching international consequences, spilling over into the domestic political economy of regulation in target states. Skeptics, however, question the effects of these sanctions against internationally mobile actors. In this study, we offer the first quantitative analysis of extraterritorial intervention for global policy convergence. In particular, we construct an original time-series panel data set to test the association between extraterritorial actions by U.S. prosecutors and the national enforcement of foreign bribery regulations in target countries. Our empirical analysis finds strong statistical evidence linking extraterritoriality to national policy implementation, with jurisdictions that experienced a U.S. intervention being twenty times more likely to enforce their national rules. The findings suggest the important influence that domestic law in powerful states may have for global cooperation in general and sheds light on the key pillars of international anticorruption efforts in particular.

This article examines the determinants of public support for the use of military force. It puts forward a Framing Theory of Policy Objectives (FTPO), which contends that public support for military engagements depends on the public's perception of the policy's objective. However, it is difficult for the public to judge a policy's objective because they cannot directly observe a policy's true intention and influential political actors offer competing frames to define it. This framing contestation, carried out through the media, sets the public's decision-making reference point and determines whether the policy is perceived as seeking to avoid losses or to achieve gains. The FTPO predicts that support will increase when the public perceives policies as seeking to prevent losses and decrease when the public judges policies to be seeking gains. I operationalize and test the theory using content analysis of national news coverage and opinion polls of U.S. intervention in Central America during the 1980s. These framing effects are found to hold regardless of positive or negative valence of media coverage.

This article reviews recent contributions to International Relations (IR) that engage the substantive concerns of historical institutionalism and explicitly and implicitly employ that tradition's analytical features to address fundamental questions in the study of international affairs. It explores the promise of this tradition for new research agendas in the study of international political development, including the origin of state preferences, the nature of governance gaps, and the nature of change and continuity in the international system. The article concludes that the analytical and substantive profiles of historical institutionalism can further disciplinary maturation in IR, and it proposes that the field be more open to the tripartite division of institutional theories found in other subfields of Political Science.

Although scholars have made considerable progress on a number of important research questions by relaxing assumptions commonly used to divide political science into subfields, rigid boundaries remain in some contexts. In this essay, we suggest that the assumption that international politics is characterized by anarchy whereas domestic politics is characterized by hierarchy continues to divide research on the conditions under which governments are constrained by courts, international or domestic. We contend that we will learn more about the process by which courts constrain governments, and do so more quickly, if we relax the assumption and recognize the substantial similarities between domestic and international research on this topic. We review four recent books that highlight contemporary theories of the extent to which domestic and international law binds states, and discuss whether a rigid boundary between international and domestic scholarship can be sustained on either theoretical or empirical grounds.

Why are citizens in advanced industrialized countries willing to accept high prices for agricultural products? Conventional wisdom suggests that agricultural interests secure government protection because producers are concentrated and better politically organized than diffused consumers. Due to its focus on producer capacity for collective action, however, the literature fails to account for the high levels of mass support for agricultural protectionism in advanced industrialized nations. This article presents new evidence from a survey experiment in Japan conducted during the recent global recession (December 2008) that accounts for this puzzle. Using randomly assigned visual stimuli, the experiment activates respondents' identification with either producer or consumer interests and proceeds to ask attitudinal questions regarding food imports. The results suggest that consumer priming has no reductive or additive effects on the respondents' support for liberalizing food imports. Surprisingly, producer priming increases respondents' opposition to food import, particularly among those who fear future job insecurity. We further disentangle the puzzling finding that consumers think like producers on the issue of food import along two mechanisms: “sympathy” for farmers and “projection” of their own job insecurity. The results lend strong support to the projection hypothesis.

The global financial crisis that erupted in summer 2007 has made the reform of international prudential financial regulation one of the top priorities of global public policy. Past scholarship has usefully explained the creation and strengthening of international financial standards with reference to three policy arenas: interstate, domestic, and transnational. Despite the accomplishments of this specialist literature, the recent crisis has revealed a number of limitations in the ways scholars have understood interstate power relations, the influence of domestic politics, and the significance of transnational actors within international financial regulatory politics. Taken together, developments in each of these three arenas suggest that researchers may also need to be prepared to shift from explaining the strengthening of official international standards to analyzing their weakening in the postcrisis world. The latter task will require scholars to devote more analytical attention to a wider set of international regulatory outcomes, including “informal regulatory convergence,” “regulatory fragmentation,” and especially “cooperative regulatory decentralization.”

In an article printed last year in International Organization, Keohane, Macedo, and Moravcsik argued that multilateral organizations (MLO) could actually be good for democracy. We argue that KMM discount the prospect that MLO influence can be detrimental to democracies not because MLOs are “distant, elitist, and technocratic” but precisely because MLOs are highly political. International organizations have much to offer in improving the welfare of citizens and facilitating coordinations among states. They are not likely to improve procedural functions of democracies without a cost that itself is problematic for democracy.

According to our constitutional conception, modern democracy is multidimensional: it incorporates the values of faction control, minority rights protection, and informed deliberation, as well as political accountability. The impact of multilateral organizations (MLOs) on democracy is often not straightforward: it requires careful analysis of how particular MLOs interact with preexisting domestic political institutions within specific issue-areas. Thus we reject the conventional wisdom that MLOs are necessarily democracy-degrading simply because they are not directly participatory. Gartzke and Naoi's critique misstates our views on some fundamental issues. We clarify our analyses of the multidimensional nature of constitutional democracy; the relationship between democracy and multilateralism; the Madisonian distinction between interest groups that support the general interest and those that do not; and our understanding of the current state of research. We suggest possibilities for further elaborating our argument, theoretically and empirically.
