At a whaling conference in London, in June 1959, representatives of the United Kingdom, Japan, the Netherlands, and Norway again failed to reach agreement on a national quota arrangement for whaling in the Antarctic, a problem which they had been discussing intermittently since November 1958. At the end of the futile talks, Norway resigned from the International Whaling Convention. The Netherlands subsequently followed suit, leaving only die United Kingdom, Japan, and the Soviet Union as members. In consequence, no over-all international quota was fixed for die 1959–1960 season, scheduled to open on December 28. However, the International Whaling Commission reportedly agreed at its eleventh annual meeting diet the maximum permissible catch of whales for the Antarctic season 1959–1960 should not be changed, the figure remaining at 15,000 blue whale units. The blue whale stocks in the North Atlantic were considered to be too low for exploitation at present, so this species was scheduled for complete protection.

In his Introduction to the Annual Report of the Secretary-General on the Work of the Organization, 16 June 1966–15 June 1967 Secretary-General U Thant observed that during the period under review the international political situation had deteriorated considerably. The war in Vietnam had progressively intensified, there had been renewed warfare in the Middle East in June 1967, and the situation in Cyprus had not improved. Only limited progress had been made in such areas as disarmament, outer space, economic and social development, decolonization, and human rights. Frustrations in respect of South Africa, South West Africa, and Rhodesia continued, although in the cases of South West Africa and Rhodesia the General Assembly and the Security Council, respectively, had taken certain steps which might help in time to improve the situation

Executive Board

The fifteenth session of the Executive Board of the World Health Organization (WHO) was held in Geneva from January 18 to February 4, 1955, under the chairmanship of Dr. H. Hyde (United States). The Director-General's proposals for the provisional agenda of the eighth World Health Assembly, as amended, were approved by the Board. The Board recommended that the Assembly adopt the revised rules of procedure, which the Board had re-examined and amended in the light of comments received from governments. The Board also noted that it had carried out a study of the procedure for consideration of the annual program and budget by the Assembly, in accordance with the Assembly's request, and that it believed it would be useful for the Assembly committee on program and budget to set up a working party at the beginning of each Assembly session to make a review of the financial and budgetary aspects of the proposed program and budget estimates. Proposals relating to the establishment of committees and their terms of reference were also made to the eighth Assembly.

Listed below is the membership of United Nations bodies for 1967. Unless otherwise noted, membership expires on December 31 of the year indicated in parentheses. Where names of individuals are listed, the members serve in their personal capacities and not as representatives of states; their nationalities are given for information only.

On January 13, 1958, a special committee which had been created to draw up the general policy to be followed in carrying out a proposed fellowship program of the Organization of American States (OAS), in addition to the regular fellowships already offered by the organization and the individual governments, presented a report and draft resolution to the Council for consideration. In accordance with the temporary provision of a resolution on the general policy for the fellowship program approved by the Council of OAS on January 15, Secretary-General Mora prepared the regulations for the award and administration of the fellowships and presented them to the Council at a meeting held on June 4, 1958. At that time it was agreed that the representatives on the Council would forward the regulations to their governments and that they would also be transmitted to the Committee on the Fellowship Program for its information. The regulations stated that the Secretary-General of OAS should be assisted in the administration of the program by the Executive Director of Technical Cooperation, the Technical Secretary, and an Advisory Board. According to the regulations, an OAS fellowship was one to be granted by the organization, after consideration of the applicant's study plans, to a person with advanced training in the branch of knowledge in which he had specialized, so that he might have an opportunity to study abroad. The regulations included sections on the selection of candidates and the processing of applications, and forfeiture, renunciation, and cancellation of fellowships.

On February 23, 1962, delegations of twelve European nations, meeting in Paris, agreed on a draft convention for the creation of the European Space Research Organization (ESRO) with a program to cost $280 million.1 The member nations to the agreement were Austria, Belgium, Denmark, France, Italy, the Netherlands, Norway, Spain, Sweden, Switzerland, the United Kingdom, and West Germany. Sir Harrie Massey (United Kingdom), chairman of the conference, stated that the draft convention would be submitted to the governments for signature in the following two or three months. The delegates also agreed to prolong the life of the European Preparatory Commission for Space Research. The committee would continue its planning work so that ESRO could begin functioning as soon as it was established. The group was to cooperate with the National Aeronautics and Space Administration (NASA) of the United States and was to be in close touch with the International Committee on Space Research. ESRO's program was to involve the firing of sounding rockets and various kinds of satellite-launching vehicles.

The International Bank for Reconstruction and Development participated in several loans for electric power development during the late winter and spring of 1961. 1) On February 23, 1961, the Bank announced a loan of $30 million for the expansion of electric generating and transmission facilities in Yugoslavia. The loan was to help finance die construction of a 216,000-kilowatt hydroelectric plant in the Velebit mountains near Senj on the Adriatic coast and the installation of 790 miles of high voltage transmission lines to improve the country-wide electric power network. Six private commercial banks participated in the loan, which was for a term of 25 years and was to bear interest of 5¾ percent, with amortization to begin March 1, 1965. 2) The Bank also made a loan to the Japanese Development Bank that in turn was to re-lend the proceeds to the Kyushu Electric Power Co., Inc., for the expansion of electric generating capacity on the island of Kyushu. The loan, announced on March 16, 1961, was to assist in financing the construction of a 156,000-kilowatt thermal power plant at Kokura in northern Kyushu, one of the most heavily industrialized areas in Japan. It was for a term of twenty years and bore interest of 5¾ percent, with amortization to begin September 1, 1962. The International Bank had previously lent $11.2 million in 1953 for the installation of an initial 75,000-kilowatt unit in the Karita thermal power station to expand the Kyushu company's power facilities. 3) Another loan for electric power expansion was made known on March 29, 1961, when the Bank announced that it had lent $8.4 million to the United Kingdom Protectorate of Uganda for the extension of the electric power transmission and distribution systems of the Uganda Electricity Board. The loan, guaranteed by the United Kingdom, was for a term of twenty years and bore interest of 5¾ percent, with amortization to begin June 1, 1964. Fourteen banks in the United States, Belgium, and the Netherlands participated in the loan, which was to meet the cost of imported goods and services for the Electricity Board's $14 million development program. 4) On May 12, 1961, the Bank announced a loan of $22 million for the expansion of hydroelectric installations to supply power to the metropolitan area of Medellin, an important manufacturing center in Colombia. The loan was made to the Empresas Publicas de Medellin, an autonomous public enterprise, and was to provide for the addition of 138,000 kilowatts of new capacity to the system already servicing the area and for the extension of transmission and distribution facilities. Empresas was to finance local currency costs from its own resources. The Bank had already loaned $12 million to Empresas in 1959 for the first stage of its electricity project. Four commercial banks participated in the loan, which was for a term of 25 years, bore interest at 5¾ percent, and was scheduled to begin amortization in March 1966.

Alliance for Progress: On June 15, 1963, recommendations for revitalizing the Alliance for Progress were presented to the Council of the Organization of American States (OAS) by the ex-Brazilian President Juscelino Kubitschek and the ex-Colombian President Alberto Lieras Camargo. The studies had been requested in October 1962 by the Inter-American Economic and Social Council (IA-ECOSOC). Although the two reports differed somewhat in their interpretation of the causes for the deficiencies noted to date in the Alliance for Progress, they coincided in recommending the establishment of a new coordinating agency with in the OAS framework. The new body, which would be called the Inter-American Development Committee, would coordinate the implementation of the Alliance. It would be composed of five Latin American representatives (one from each of five geographical areas) and one representative from the United States.

The Governing Body's 116th session was held at Geneva, on June 30, 1951. Having elected its new chairman (Mr. Paul Ramadier) and vice-chairmen (Sir J. F. Watson and Mr. Léon Jouhaux), the Governing Body reappointed its various standing committees for the duration of its three year term of office and appointed its representatives on the Joint Maritime Commission. Delegations were also appointed to attend the Migration Conference (Naples, 2–16 October, 1951), the fourth session of the Inland Transport Committee (Genoa, 4–15 December, 1951), the Meeting of Experts on Women's Work (Geneva, 11–15 December, 1951), the third session of the Asian Advisory Committee (Geneva, 10–13 November, 1951), and the sixth session of the General Assembly.

This discussion purports to review some of the more significant developments that have marked the management of UN operational programs during recent years. The emphasis of the commentary is on the highlights of field administration since 1960 when the research for the present writer's more extensive study on this subject was completed.

At its meeting on December 12, 1961, the Council of the Organization of Economic Cooperation and Development (OECD) agreed to maintain the European Monetary Agreement in force, although with certain modifications. The chief amendment concerned the maximum period for the utilization of credits granted by the European Fund. In addition, OECD could henceforth decide, in exceptional cases, that a credit granted by the European Fund might be repaid in installments spread over no more than two years.

During the period March 22, 1963–June 12, 1963, the International Monetary Fund (IMF) made agreements with the governments of five countries establishing the initial par values of their currencies. The agreements were as follows: 1) one Liberian dollar per United States dollar; 2) 0.347543 Nigerian pounds per United States dollar; 3) one Somali shilling equivalent to 0.14 United States dollars; and 4) 45 Afghanistan afghanis per United States dollar.

The General Assembly concluded its sixth session in Paris on February 5, 1952 having considered an agenda of more than seventy items. Major political questions before the Assembly included: disarmament and prohibition of the atomic bomb; collective measures; the establishment of a commission to investigate the possibility of German elections; termination of the United Nations Commission on the Balkans; and Palestine and related problems. The question of the independence of Korea was deferred pending the conclusion of armistice negotiations.

At Managua, Nicaragua, on December 13, 1960, the governments of Guatemala, El Salvador, Honduras, and Nicaragua signed the General Treaty, the basic treaty of the Central American Program of Economic Integration (CAPEI), often referred to as the Central American Common Market (CACM). Also signed at the same time were the Agreement establishing the Central American Bank for Economic Integration and the Protocol to the Central American Agreement on the Equalization of Import Duties and Charges. Sixteen months later the government of Costa Rica acceded to the three agreements.

In 1961 the General Assembly declared the 1960's to be the UN Development Decade and called for intensified efforts to accelerate progress toward self-sustaining growth. During 1965, designated International Cooperation Year, the United Nations is to take stock of the progress made thus far. Next to peace and security, which are preconditions for progress in all fields, international cooperation to promote economic and social development of the less developed countries now holds the highest priority for United Nations action.

The twelfth session of the Economic and Social Council met in Santiago, Chile from February 20 to March 21, 1951. Hernan Santa Cruz (Chile) was re-elected President of the Council and Sir Ramaswami Mudaliar (India) was elected first vice-president following an unsuccessful attempt by the Soviet delegate (Chernyshev) to unseat the nationalist Chinese delegate.

Words, like thoughts, often change their significance when used as political symbols. For a great many Swedes neutrality has come to be a synonym for peace and independence. Of course neutrality, if it succeeds, always means peace for the country itself. But it is hardly a policy intended to preserve peace among nations. It is more similar to one of those means which man has invented in order to be able to wage war. When neutrality began to appear as a conception in international law it was rooted in the view that war is a legitimate contest and that no distinction should be drawn between an aggressor state and the state attacked. When in modern war a mighty aggressor looks upon the neutrality of small countries not as a useful limitation of the theater of operations but as an obstacle to victory, that power simply forces its will upon the neutral. At the same time the great contest of our time arises from a conflict between authoritarian states and free democracies and tends to be total, involving all spheres of national and individual life. Moreover, international law no longer implies a sovereign right to go to war but moves towards a distinction between an unjust war of aggression and a just war of defense. All this means that the states attacked are not likely to look upon impartial neutrality as a matter of course and a proper standard of conduct.
