In this article, we introduce a unique data set containing all written communication published by the German Bundestag between 1949 and 2017. Increasing numbers of scholars make use of protocols of parliamentary speeches, parliamentary questions or the texts of legislative drafts in various fields of comparative politics including representation, responsiveness, professionalization and political careers or parliamentary agenda studies. Since preparing parliamentary documents is rather resource intensive, these studies remain limited to single points in time, types of documents and/or policy areas. The long time horizon and various types of documents covered by our new comprehensive data set will enable scholars interested in parliaments, parties and representatives to answer various innovative research questions related to legislative studies.

How do ethnically divided countries create inclusive and stable democratic institutions? Why do some kinds of federalism fail while others evolve? Scholars looking for answers to these kinds of questions have tended to focus on the West. Yet there are important lessons arising from the substantial democratic and federal reforms that have taken place in Asia over the last few decades. These reforms signal a new model of federal democracy in Asia, comprising multilevel ethnoterritorial federalism, mixed-majoritarianism and a party system that includes both ethnic and multi-ethnic parties. This model has emerged as a response to ethnic conflict and secession risks and reflects the high diversity of clustered communities and cross-cutting cleavages. Despite its overarching majoritarianism, the federal model has led to highly fragmented party systems and coalition governments, with positive implications for democratic stability. Together, these features go some way towards blending otherwise conflicting consociational and centripetal paradigms.

European mainstream right parties are increasingly choosing to include radical right parties in coalition governments or other types of stable and committed cooperation. How does this cooperation affect voters’ perceptions of party positions? This article examines whether coalition signals have a significant impact on voters’ perceptions of the specific policy issues that were at stake in the bargaining process. More specifically, does the issue ownership of the radical right cause voters to perceive mainstream parties as radicalizing on immigration issues pertaining to asylum and multiculturalism? I compare the perceptions of Dutch parties before and after two coalition formations that (formally and informally) involved a radical right party: the coalition with the List Pim Fortuyn in 2002 and the support agreement with the Freedom Party in 2010. Furthermore, I examine the long-term effects of the Danish mainstream right government's reliance on the support of the radical right Danish People's Party in 2001–11.

This article investigates three explanations for electoral support for the far right – ‘cultural backlash’, ‘economic grievances’ and ‘protest voting’ – in a novel way. Our main contribution is that we contrast far-right voters with voters of centre-right parties, traditional left-wing parties and abstainers. Equally innovative is the comparison between mature and post-communist democracies. Using European Social Survey data (2014–16), we conclude that anti-immigration attitudes are most important in distinguishing far-right voters from all other groups. Yet, these differences are significantly smaller in Eastern Europe. Furthermore, far-right voters are not the so-called socioeconomic ‘losers of globalization’: this is only true when compared with centre-right voters. Concerning protest voting, distrust of supranational governance particularly enhances far-right voting. Overall, our study concludes that more fine-grained distinctions pay off and avoid misleading generalizations about ‘European far-right voters’ often presented in public debates.

Although scholarly interest in populism has increased as populist parties have risen across Europe, the subnational level has been largely overlooked. This article adopts an original subnational focus and explores an unlikely but increasingly prevalent political agenda: the combination of technocracy and populism. We focus on technocratic populism as a political and governance strategy at the municipal level and assess how the interaction of populism and technocracy plays out empirically in relation to administration and public policies and how the tensions and synergies between technocracy and populism are solved at the local level. The article argues that the local level is especially prone to this kind of intersection between technocratic and populist ideology. While the article is mainly an exercise in concept development, two illustrative cases at the city level, namely the Movimento 5 Stelle (M5S, Five Star Movement) in Rome and the Akce nespokojených občanů (ANO, Action of Dissatisfied Citizens) in Prague are used to support the argument.

Populist radical right (PRR) parties have increasingly occupied positions of power in recent years, inspiring much scholarly interest in the mainstreaming consequences of government responsibility. This article analyses the extent and manner of mainstreaming of the Rassemblement National (RN) while in power at the local level of government in France. A municipal-level focus enables the novel inclusion of the party into the debate about the consequences of government participation for the PRR. We conduct a paired case study analysis of RN-led Hénin-Beaumont, the political base of Marine Le Pen and her ‘de-demonization’ strategy, alongside nearby Lens, which is led by a mainstream party. We analyse the policy and discourse of the administration through a qualitative content analysis of mayoral statements and data from semi-structured interviews with local politicians. The results show a partial mainstreaming due to the strategic exercise of local government power to present a more moderate and capable image, as well as the use of populist discourse to frame mainstream opposition forces and the local press as working against the interests of ‘the people’.

Why are populist radical right parties (PRRPs) more successful in some countries than in others? This question is analysed here by focusing on Belgium. While Flanders (the northern, Dutch-speaking part of Belgium) was home to one of the strongest far-right movements in Europe, Wallonia (the southern, francophone part) has remained ‘immune’ to such tendencies. The article argues that different historical experiences have given rise to a hostile political environment for PRRPs in Wallonia, where mainstream parties and the media have created a successful cordon sanitaire. In Flanders, mainstream parties and the media have gradually become more accommodative towards PRRPs. By emphasizing the sociopolitical context in which parties operate, the findings suggest that the reactions of mainstream parties and the media are crucial to understanding the success of PRRPs. The conclusion reflects on potential lessons to be drawn from the Belgian case for mainstream parties and media practitioners elsewhere.

Pushed by technological, cultural and related political drivers, a ‘new plebiscitary democracy’ is emerging which challenges established electoral democracy as well as variants of deliberative democracy. The new plebiscitary democracy reinvents and radicalizes longer-existing methods (initiative, referendum, recall, primary, petition, poll) with new tools and applications (mostly digital). It comes with a comparatively thin conceptualization of democracy, invoking the bare notion of a demos whose aggregated will is to steer actors and issues in public governance in a straight majoritarian way. In addition to unravelling the reinvented logic of plebiscitary democracy in conceptual terms, this article fleshes out an empirically informed matrix of emerging formats, distinguishing between votations that are ‘political-leader’ and ‘public-issue’ oriented on the one hand, and ‘inside-out’ and ‘outside-in’ initiated on the other hand. Relatedly, it proposes an agenda for systematic research into the various guises, drivers and implications of the new plebiscitary democracy. Finally, it reflects on possible objections to the argumentation.

As scholars explore opportunities for democratic renewal, the potential of ballot structures to improve the quality of representation has been largely neglected. We argue that expressive ballots can improve the congruence of political preferences between voters and their vote choice and, subsequently, decrease parliamentary polarization. Recognizing that voters’ political preferences are more complex than a dichotomous party-vote allows, we propose the ‘assembly ballot’, which allows voters to choose their ‘ideal parliament’ by distributing 150 parliamentary seats across all participating parties. To assess the consequences of the assembly ballot for ideological congruence and parliamentary composition, we conducted a survey experiment with over 16,000 respondents around the 2017 Dutch parliamentary elections in which respondents cast a vote in a mock-election using the assembly ballot or a closed-list PR ballot. Results show that ideological congruence is, on average, significantly higher for voters voting with the assembly ballot for both the left–right dimension and the cultural dimension, while also producing a more centripetal, less polarized parliament.

This article argues that post-conflict consociational arrangements in ethnically divided societies incentivize moderation by political parties, but not policy differentiation outside the main conflict. This results in little policy-driven voting. Analysing party manifestos and voter survey data, we examine the evolution of party policy and cleavage voting under power-sharing in Northern Ireland 1998–2016. We find a reduction in ethno-national policy differences between parties and that ethno-nationalism has become less important in predicting vote choice for Protestants, but not Catholics. We also find little party differentiation in other policy areas and show that vote choices are largely independent of people's policy stances on economic or social issues. Our findings are thus largely consistent with a ‘top-down’ interpretation of political dynamics.

Electoral accountability is typically identified with retrospective economic voting even though it is widely recognized that explaining electors’ assignment of responsibility also implies considering issues other than the economy. Recently, scholars have also stressed the role of election quality in contributing to democratic legitimacy of elected authorities. In this perspective, electoral integrity as a valence issue would influence voters’ behaviour, structuring attitudes about accountability in substantial ways. This effect would also be moderated by individual- and country-level factors. I test these assumptions in 23 countries worldwide using a multilevel analysis of data from the sixth wave of the World Values Survey. Results indicate that the strength of the link between perceptions of electoral integrity and vote for the incumbent seems to be affected by individual characteristics such as partisanship, while it is also moderated by specific contextual characteristics such as government clarity of responsibility and pluralism of the media.
