Die Normgebundenheit des sozialen Verhaltens ist eine einfache, ja triviale Alltagserfahrung : wir geraten ständig an Kreuzungen, die mit grünen und roten Signalen versehen sind, — in soziale Situationen, die offenbar bereits von anderen entdeckt, fixiert, vorgeformt sind. Es steht uns nicht frei, diese Vorgeformtheit, diese Besetzung von Situationen mit positiv und negativ bewerteten Alternativlösungen ohne weiteres zu ignorieren. Wenn wir uns um die grünen und roten Lichter nicht scheren, wird unser Verhalten dennoch von anderen als eine Antwort auf diese Signale interpretiert, — auch wenn es gar nicht in unserer Absicht lag, uns eine Frage stellen zu lassen. So können wir in einer ersten Annäherung sagen : die Normgebundenheit sozialen Verhaltens bedeutet, daΒ soziale Situationen mit bestimmten Alternativen belastet sind, die auf irgendwelchen Verabredungen zu beruhen scheinen; Verabredungen, von denen man nicht recht weiΒ, wer sie eigentlich getroffen hat; Verabredungen, die wir nicht aus der Welt schaffen, wenn wir sie von Fall zu Fall nicht akzeptieren. Sie sind irgendwie so auf Dauerhaftigkeit angelegt, daΒ sie vom Einzelnen nicht beliebig auΒer Kraft gesetzt werden können.

Auf den ersten Blick scheint es fast eine Selbstverständlichkeit zu sein, daΒ die Soziologie ein «Menschenbild» haben müsse; und es erscheint sogar als wahrscheinlich, daΒ die Soziologie ein besonderes, aus der Eigenart ihrer Themenstellung und ihrer epochalen Rolle bestimmtes «soziologisches Menschenbild» besitzen könnte (i). Die Soziologie ist eine der Wissenschaften vom Menschen. MuΒ deshalb ihren Bemühungen um die Erforschung und Deutung menschlichen Zusammenlebens nicht ein Bild von Menschen zugrunde liegen, auf dem alles weitere Denken und Forschen aufbaut? Freilich hat die Soziologie nur einen Teilaspekt menschlichen Lebens zum Thema : die sozialen Strukturen. Auch beschäftigt sich der Soziologe hauptberuflich nicht mit alien sozialen Erscheinungen. Die sogenannten «primitiven» Gesellschaften überläΒt er — trotz mancher sehr wichtigen Querverbindungen, die zwischen den Disziplinen bestehen — den Ethnologen. Was die Gesellschaften der Vergangenheit anbelangt, so muΒ sich der Soziologe vielfach auf das Urteil der Historiker verlassen, so wünschenswert es ist, wenn er auch selbst etwas von der Geschichte und der Arbeitsweise der Historiker versteht. Im wesentlichen beschränkt sich die Forschungsarbeit der Soziologie und damit auch die Legitimität der speziell soziologischen Aussagen auf die nach abendländischem Muster hochzivilisierten Gesellschaften der Gegenwart. Das heiΒt : die eigentlichen soziologischen Aussagen beschränken sich auf einen bestimmten geschichtlich und geographisch lokalisierbaren Teilbereich des menschlichen Daseins. Ihre Aufgabe ist nicht, Aussagen über den Menschen zu machen, sondern nur über Ausschnitte aus dem Leben bestimmter Menschen.

Depuis longtemps, pour beaucoup d'auteurs et non des moindres, le phénomène bureaucratique constitue un des problèmes clefs de la sociologie et de la science politique moderne. Et pourtant la bureaucratie reste toujours une zone d'incertitude rebelle à l'analyse scientifique et l'un des terrains d'élection des professions de foi et des mythes idéologiques de notre temps. Une telle situation surprend d'autant plus à première vue que très tôt, il y a cinquante ans déjà, Max Weber avait donné une brillante description du « type idéal » de la bureaucratie et une analyse suggestive de son développement historique qui semblaient avoir parfaitement préparé le terrain pour une sociologie de la bureaucratie débarrassée de tout jugement de valeur.

Le livre de F. A. Hayek a été ignoré ou presque en France et beaucoup de ceux, en Grande-Bretagne et aux États-Unis, qui auraient dû le lire, l'ont négligé, hostiles d'avance aux thèses de l'auteur du Road to Serfdom. Personnellement, j'approuve sans réserves la formule du professeur J. W. N. Watkins :

The phrase “welfare state” is of recent origin. It was first used to describe Labour Britain after 1945. From Britain the phrase made its way round the world. It was freely employed, usually but not exclusively by politicians and journalists, in relation to diverse societies at diverse stages of development. Historians also took over the phrase. Attempts were made to re-write nineteenth and twentieth century history, particularly British history, in terms of the “origins” and “development” of a “welfare state”.

The majority of European critics of the traditional social order have taken it as self-evident that military officers, by the very nature of their profession, were bound to be conservative, that is to say, always inclined to throw their weight on the side of the established social order and the privileged classes. The idea that an army could become a chief engine of social revolution would seem to them absurd. This opinion was not—and is not—without foundations, yet it cannot claim absolute validity. In the Near East we saw recently social revolution carried out by army officers. In Ancient Rome traditional aristocracy was decimated and despoiled by the soldiers on more than one occasion. This poses the question of the factors which determine whether the influence of the army will be conservative or radical, or even subversive.

Die Frage kann nach über einem Jahrzehnt in Deutschland praktizierter Marktwirtschaft überraschen, und sicherlich wird es viele geben, die ihre Berechtigung rundweg leugnen werden, nämlich zu prüfen, wieweit die Struktur der Marktwirtschaft schon von wohlfahrtsstaatlichen Elementen überwuchert wurde. Wir wollen nicht versuchen, das Problem exakt zu lösen, vielmehr geht es darum zu zeigen, daß hier überhaupt ein Problem vorliegt, dessen Bedeutung in der heutigen deutschen Sozialpolitik nicht recht erkannt zu sein scheint.

The recent politico-military events of Turkey, Pakistan, Egypt, and even France demonstrate that the application of unabashed armed might to the solution of civic problems is not peculiar to Latin America, nor indeed a phenomenon to be correlated only with economic underdevelopment. Public violence and political instability in Latin America have all too often been treated either as merely comic or else a manifestation of “spirit”, “temperament”, or “Latin blood”. Riots in the streets of Buenos Aires are no less tragic than riots in the streets of Algiers—and no less related to the basic facts of social disorganization as they may be reflected in crises of political legitimacy and consensus.

Les principes sur lesquels a été édifié le système français de Sécurité sociale ne se sont affirmés qu'après des débats longs et souvent violents. Avant le vote de la loi sur les assurances sociales de 1930, plusieurs années s'étaient écoulées en manœuvres et contre-manœuvres parlementaires. Les médecins s'alarmaient de la présence possible d'un tiers dans leurs relations professionnelles et économiques avec leurs clients. Le patronat calculait les charges nouvelles et une partie des employeurs rameutaient les sacrés principes du libéralisme économique: la sécurité n'était-ce pas la mort de l'initiative? A l'intérieur même du monde ouvrier, la bataille faisait rage. La C.G.T.U. dénonçait le scandale de la cotisation ouvrière: les employeurs pouvaient payer; elle criait à l'escroquerie devant la capitalisation qui devait permettre les retraites: on se servait des ouvriers pour renforcer le grand capital; elle s'indignait que les employeurs fussent représentés dans les caisses (1). Enfin, les formes administratives n'étaient pas à l'abri du débat: la mutualité redoutait les caisses départementales et défendait son œuvre en même temps que ses principes. Les grandes forces politiques étaient mobilisées et faisaient appel, pour défendre leurs positions, à tout un appareil doctrinal.

Only a few years ago it was generally assumed that the future of the newly emergent states would be determined largely by the activities of their Westernized intellectuals, their socialistically inclined bureaucrats, their nationalist ruling parties, and possibly their menacing communist parties. It occurred to few students of the underdeveloped regions that the military might become the critical group in shaping the course of nation-building. Now that the military has become the key decision-making element in at least eight of the Afro-Asian countries, we are confronted with the awkward fact that there has been almost no scholarly research on the role of the military in the political development of the new states.

It is the business of sociologists to classify social phenomena and arrange them in categories. They base their operations on concepts which have been rigorously denned and purified to the point at which they resemble prime numbers. The practice has not unnaturally spread into that intermediate area of literature which can be called either popular sociology or intellectual journalism according to taste. But there it is used for tying labels round the necks of highly complex social systems—like “Welfare State”, “Affluent Society” and “Meritocracy”. This is likely to make the purist shrink and shudder. All generalizations are dangerous, and those cunningly expressed in tabloid form are the most dangerous of all. They pass into the language of common speech as familiar truths, instead of being quoted as propositions offered for discussion. One can hardly avoid using a term like the “Welfare State”, and one cannot, when using it, introduce a qualifying parenthesis, since there is no room for parentheses in a catchword. One must either accept it or discard it.

L'intérêt que les sociologues prennent depuis quelques années aux problèmes de la guerre s'explique aisément si l'on regarde le monde. Ce qui devrait plutôt surprendre, c'est la relative indifférence que marquaient naguère la plupart des sociologues à cephénomène à la fois social et asocial qui, à travers les millénaires de l'histoire humaine, a formé, détruit, façonné” les sociétés.

Les faits qui sont à l'origine de ce regain d'intérêt me paraissent multiples, en apparence incohérents. Par leur diversité même, ils expliquent les directions, elles aussi divergentes, dans lesquelles s'est engagée la recherche.

The interest in civil-military relations which has arisen since the Second World War stems from a wide variety of national experiences; and these have moulded the subject in different ways in different countries.
