Capacity development is crucial for enduring conservation success. Recent scholarship has called for a systems perspective based on input from local stakeholders to better understand and develop conservation capacity. However, few studies have adopted such an approach to explore interactions among capacities or how capacity development needs and priorities evolve. We address this gap through a case study from Bhutan, centred on perceptions from 52 local conservation practitioners, planners, funders and community members. We use mixed methods to identify which capacities have been important for conservation success, which capacities are needed for future success, which capacities are foundational and how capacities interact. We find that capacity needs have shifted from individual-level knowledge and skills to community- and societal-level capacities in response to changing political and economic dynamics. Participants identified political support and leadership, reliable and sufficient funding, strengthening the research base, and increasing community awareness and engagement as critical future needs. Investing in these capacities holds the promise of further augmenting capacity development, thus increasing the value of limited resources. Our results demonstrate that capacity development should be viewed as a dynamic process and supported by strategic investment even in countries with track records of conservation success.

In the West Asia region, the vulnerability of Ramsar Convention wetlands due to unsustainable utilization driven by water scarcity continues to grow. Here, a global surface water product generated by the European Joint Research Centre was used to assess changes in surface water in 77 wetlands listed under the Ramsar Convention over a 37-year period (1984–2021). By combining this product with a quantitative valuation model, estimates were made of the economic value of the ecosystem services provided by these wetlands, enabling the determination of the economic losses resulting from any reduction in surface water. We show that 20% (7550 km2) of permanent surface waters in Ramsar sites have disappeared or are no longer classified as permanent. Based on this, USD 106 billion of the economic value of wetlands ecosystem services have been lost. Additionally, 33% (12 100 km2) of seasonal surface waters in these wetlands have experienced a decrease in area. Iran and Iraq account for 90% of water losses, primarily in 34 wetlands (30 in Iran and 4 in Iraq). These findings underscore the urgent need for water management policies and conservation strategies in the West Asia region.

Habitat alteration and climate change are important threats to terrestrial biodiversity in the tropics. Endorsing flagship or umbrella species can help conserve sympatric biodiversity, restore degraded ecosystems and achieve United Nations Sustainable Development Goals (UN SDGs). The Ethiopian wolf (Canis simensis) is a rare and endemic Ethiopian canid. It is Africa’s most endangered canid species and is restricted to several isolated patches of Afroalpine habitats. While its behavioural ecology and conservation biology have been well studied, studies of the Ethiopian wolf’s significance for the conservation of its habitat and sympatric species are lacking. Here we use geographical range overlap and geospatial modelling to evaluate the importance of the Ethiopian wolf as a flagship and/or umbrella species. We assess whether conservation interventions targeting the Ethiopian wolf could help to restore and protect Afroalpine habitat and conserve sympatric species whilst simultaneously providing a wide range of socioeconomic and environmental benefits. We found that Ethiopian wolves share their range with 73 endemic and/or threatened vertebrate species, 68 of which are Afroalpine ecosystem species, and at least 121 endemic and/or threatened plant species. Ethiopian wolves are taxonomically distinctive and charismatic species classified as Endangered on the International Union for Conservation of Nature (IUCN) Red List. Thus, they meet both the flagship and umbrella species criteria to restore Afroalpine habitats and conserve threatened sympatric species. A conservation strategy protecting and restoring Afroalpine habitat has the potential to contribute to achieving at least five of the 17 UN SDGs. The protection of flagship and umbrella species should be integrated into broader regional biodiversity and habitat conservation.

Understanding how selective logging affects biodiversity is crucial to planning cost-effective conservation strategies in tropical forests, yet there is limited understanding of its impacts on fauna functional diversity in the tropical Americas. We assessed how selective logging intensification and time since logging influence multiple metrics of fauna functional integrity in the Brazilian Amazon by collecting bird and dung beetle data within 48 logging management units that had experienced varying exploitation intensities between 1.5–2.0 and 5.0–6.0 years before the faunal surveys. We investigated assemblage responses and used functional attributes to assess changes in functional diversity, specialization, originality and species rarity. Using point counts and pitfall traps, we collected 5081 records of 182 bird species and 7892 dung beetles from 45 species. Logging intensification led to significant declines in most dung beetle responses and bird body mass, whereas time since logging was a key driver of dung beetle and bird functional and taxonomic diversity. Our study presents novel empirical evidence of how logging intensification effects vary across taxa, ecological metrics and time since logging, which is key to informing forest conservation and further investigating environmental degradation impacts on tropical biodiversity.

The Upper Guinea Forest (UGF; West Africa), a global biodiversity hotspot, has lost more than 90% of its original area since 1900, threatening endemic species such as the endangered pygmy hippopotamus (Choeropsis liberiensis). However, little is known about the proximate causes of this deforestation. We classified Sentinel-2 data using the random forest algorithm to differentiate between three main human processes (shifting agriculture, intensive agriculture or urban expansion) driving deforestation between 2000 and 2019 across the pygmy hippopotamus distribution area. Out of c. 89 600 km2 in the year 2000, 15 900 km2 (17%) of forest were lost, primarily to shifting agriculture (14 900 km2). Côte d’Ivoire and Liberia accounted for 14 900 km2 (94%) of the net area of forest lost, c. 15 times greater than deforestation in Sierra Leone and Guinea combined (953 km2). Forest loss inside protected areas is pervasive, and it is essential to prioritize conservation efforts in areas where deforestation is still low (e.g., Taï, Sapo and Gola Rainforest national parks). We suggest that the preservation of the UGF will face challenges associated with people’s demand for food and income. Continued landscape-scale planning and action to reduce deforestation are urgently needed to limit the impact of shifting agriculture on pygmy hippopotamus habitat.

Natural resources such as soil and water are essential to agriculture, especially in arid and semi-arid rain-fed areas, yet the impacts of managing these crucial natural resources on farm technical efficiency are little known. Using data from 400 households with 1031 plots, we examined the impacts of soil and water conservation measures (SWCMs) on the technical efficiency of farmers in the semi-arid Bundelkhand (central India). We estimated stochastic production frontiers, considering potential self-selection bias stemming from both observable and unobservable factors in the adoption of SWCMs at the farm level. The farm technical efficiency for adopters of SWCMs ranged from 0.68 to 0.72, and that for non-adopters ranged from 0.52 to 0.65, depending on how biases were controlled for. As the average efficiency is consistently higher for adopter farmers than the control group, promoting SWCMs could help to increase input use efficiency, especially in resource-deprived rain-fed systems in the semi-arid tropics.

As countries transition from fossil fuels to renewable energy, impacts on wildlife, particularly avian species, have become a concern. In Kenya, the effects of human-made infrastructure such as power lines and wind turbines on birds have been overlooked. To prevent further loss of biodiversity, it is necessary for infrastructure development policies to consider these impacts on birds. We aim to identify gaps in current policies by analysing the intersection of wildlife conservation and power-line infrastructure development in Kenya. Through content analysis, we evaluate the effectiveness of existing wildlife protection and energy-related policies and identify strengths and weaknesses to highlight areas for improvement. Our analysis reveals that current policies neglect threats posed by power lines and other infrastructure to birds. This oversight points to challenges such as a lack of awareness among policymakers and stakeholders and a lack of legal obligation for energy institutions to implement mitigation measures; conservationists may also face conflicts with those responsible for electricity distribution. Addressing these policy gaps is essential for effective wildlife conservation and sustainable development. This paper underscores the need to integrate wildlife conservation considerations into energy infrastructure planning to mitigate adverse impacts on avian species.

Biodiversity systematic monitoring programmes have been expanding across the globe, especially in protected areas (PAs). Amongst sustainable-use PAs, medium- to large-sized mammals and birds comprise crucial groups to monitor, given their importance to forest functionality and subsistence for local residents. Here, we used 6 years of community-based monitoring data from a sustainable-use PA in the Brazilian Amazonia (Tapajós–Arapiuns Extractive Reserve) to examine the influence of anthropogenic stressors and time on the density and biomass of forest mammal and bird game species. We further assessed trends in population density of target groups over the period. A total of 1915 km of line-transect surveys were completed by trained local monitors along eight established transects, providing data from 12 medium-sized and five large-sized game genera. Generalized linear mixed models of all medium-sized species, all large species and four individual taxa (Tinamidae, Dasyproctidae, primates and Cervidae) showed that some species (e.g., Dasyprocta croconota) exhibited great density, whereas others (e.g., Tapirus terrestris and Tayassu pecari) were rarely detected. Anthropogenic variables did not affect the density and biomass of the overall medium-sized and large vertebrates. Dasyproctidae, Tinamidae and primates were the only taxa influenced by anthropogenic stressors, with negative influence occurring only for Tinamidae. Moreover, density of groups and taxa remained stable throughout the period in the Reserve, although the frequency of some species may indicate past population losses. Continuation of this monitoring programme is required to improve understanding of population fluctuations, but over the 6 years studied, game population density and biomass were not linked to anthropogenic stressors.

Online markets are becoming increasingly important for the trade of orchids. However, the sale of orchids online raises conservation concerns, as some sellers use these platforms to bypass regulations. In March 2024, we assessed the extent of trade of 28 nationally protected orchid species in the five most visited Indonesian-language online markets. Twenty-four of the 28 orchid species protected in Indonesia were being traded online, involving 1294 advertisements posted by 789 sellers. The majority (93%) of these sellers were located in Java; 3882 orchid individuals were sold during the performance of this research, with a total trade value of IDR 262 129 387 (USD 16 911). Furthermore, there were 2 831 688 orchid individuals reported to be available in stock by sellers, with a total potential trade value of more than IDR 231 billion (USD 14.9 million). None of the recorded sellers in the present study declared a permit for the orchids they offered. Our findings can be utilized by law enforcement agencies to identify key players and areas involved in this trade, as well as by conservationists and policymakers to determine which species are being traded and so might require further conservation measures.

There are clear links between tourism and the international wildlife trade, especially in countries with high levels of biodiversity and high numbers of international tourists. In the absence of clear regulations and implementation of existing policies, tourists can inadvertently have a negative impact on the environment, including through items bought as souvenirs. Bali is one of the world’s premier tourist destinations. We investigated legally protected species that are offered for sale specifically targeting tourists in Bali. During December 2022–June 2023, we surveyed 66 shops offering curios (skulls, bones, carvings) of animals for which the international trade is regulated by the Convention on International Trade in Endangered Species of Wild Flora and Fauna (CITES). We found items from >500 individuals of 20 CITES-listed species, including primate skulls, ivory carvings and decorated shells. According to vendors, there would be no problem exporting these items despite the absence of CITES permits. Export records over the last two decades provided by the Indonesian authorities, mostly indicating no exports, contrast sharply with our observations in Bali. A short but effective campaign as a collaborative effort between industry, tourism operators, local and expatriate communities and government agencies could result in a drastic reduction of protected and/or CITES-listed species ending up in trade.

This paper establishes a theoretical connection between China’s Five-Year Plan (FYP) and environmental pollution. We propose a target allocation cycle theory to explain the periodic feature of environmental pollution, which advances political business theory in different institutional contexts. By analysing industrial SO2 and PM2.5 data as well as the political career data of officials in 277 Chinese cities from 2003 to 2019, we reveal a significant influence of China’s political business cycles, as dictated by the FYP, on the periodicity of environmental pollution. Specifically, the emissions of industrial SO2 and PM2.5 exhibit a U-shaped periodic trend, peaking during the initial 2 years of each FYP, followed by a gradual decline in subsequent years, only to peak again in the first year of the succeeding FYP. These findings suggest that local political leaders strategically allocate their efforts in managing environmental pollution. Initially, there is a relaxation of environmental regulation during the early stages of a FYP, which is then followed by a shift towards more stringent environmental governance after the midpoint of the FYP.

Although wildlife management models across the world have since the early 1980s shifted from top-down fortress conservation to different labels of people-friendly community-based conservation, their outcomes remain contested. This paper explores how, and in whose interests, approaches to wildlife conservation in Malawi have been reconfigured from fortress conservation to market–community collaborative management. Based on qualitative field data, we demonstrate how varying levels of community participation in the processes of wildlife conservation transformed the identities and interests of powerful groups of people regarding wildlife conservation in the Majete Wildlife Reserve. We highlight how commodification and monetarization of wildlife conservation served the interests of the emergent powerful groups whilst marginalizing those of the weak. The work indicates how new community identities with regard to wildlife conservation mask the power hegemonies that dictate mechanisms of inclusion and exclusion regarding natural resource use.

Farmland abandonment contributes to agroecosystem degradation and food crises. Sustainable farmland use requires a well-designed agri-environmental policy to provide farmers with incentives, including agroecosystem services apart from food production. One of these is recreation. Here, we focus on a Japanese terraced paddy land. We assessed seasonal changes in the value of recreational ecosystem services by integrating mobile phone big data of on-site visitors, collected between 2018 and 2020, into a valuation method. The application of mobile data enables the precise and consistent analysis of non-market agroecosystem services. The recreational value of the paddy land varied with season but overall was high. Sustainable farmland use provides social benefits, and we support the validity of agri-environmental policies that relate to economic incentives for agroecosystem conservation. However, the results show that the incentives provided by the public/government may be insufficient in comparison to this recreational value. Our findings provide information regarding the appropriate amount of economic support required to achieve sustainable agricultural land use in this setting.

Programmes focused on buffer zones (BZs) and park revenue-sharing (PRS) are aimed at sharing protected area (PA) benefits with local communities to meet their development needs and, in turn, improve the PA–people relationship. However, whether and how these programmes improve public attitudes towards PAs is little understood. We assessed how residents perceive the benefit and burdens of Nepal’s BZ programme, which shares up to 50% of PA revenue with communities, and how this process relates to their perceptions of change in the PA–people relationship since the BZ programme was implemented. Survey results from 2122 households in the BZs of six PAs showed that residents’ perceptions of PA–people relationships had improved since the BZ programme’s implementation. Furthermore, the perceived trend in the PA–people relationship was positively related to the perception of benefits and satisfaction with coordination between the PA and local government; it was negatively related to perceived burdens of BZ-related laws in rural development, history of damage/loss from wildlife and misunderstandings of the purpose behind BZ funds being given to local communities. These findings provide valuable insights for PA managers in Nepal and worldwide in designing new or improving existing mechanisms of benefit-sharing with local people and to improve PA–people relationships.

Iguaçu National Park, a UNESCO World Heritage Site, faces threats from proposed legislation aimed at downgrading its protection to allow reopening of the Caminho-do-Colono road, which would fragment the National Park. This study assesses the National Park’s importance in preserving native vegetation and its economic significance via payments for environmental services. We evaluated different scenarios, demonstrating how these resources are vital for certain municipalities. By comparing economic performance before and after the road’s closure, our findings reveal that, contrary to local beliefs, the closure did not negatively impact the local economy. Additionally, these legislative bills are legally infeasible and fail to offer environmental or economic benefits, favouring small interest groups over the collective good. This research highlights that the Caminho-do-Colono road is not a viable approach to municipal development. Instead, maintaining the National Park’s integrity is crucial for both ecological preservation and economic stability in the region. Our analysis underscores the broader implications of environmental conservation efforts and the necessity of rejecting projects that compromise protected areas. This study provides a comprehensive evaluation of the National Park’s role, emphasizing the need for sustainable development that aligns with environmental and community well-being.

The Cerrado biome is a global biodiversity hotspot, and more than half of its area has been devastated in recent decades. Nevertheless, environmental enforcement agencies have a low capacity for monitoring and curbing illegal deforestation and fires. In this context, the local unit of the Public Prosecutor’s Office in Itiquira, Mato Grosso, has been experimenting since mid-2018 with the Global Forest Watch platform to detect illegal deforestation at its onset and notify landowners by electronic means (WhatsApp, email, etc.). With this remote inspection there has been a significant increase in the number of infraction notices, criminal actions, agreements for civil reparation of damage and public civil suits. By seeking to identify illegal deforestation in progress (in flagrant situations), the Public Prosecutor’s Office has prevented such events from turning into major deforestation. Preliminary data indicate that the practice of monitoring and notifications by the Public Prosecutor’s Office and environmental control agencies has increased law enforcement on deforestation and fires in that municipality and halted infractions at their inception. The challenge now is to determine the extent to which this method can be replicated in broader territories and other biomes such as Amazonia and Pantanal.
