Between 1985 and 1995, 12 provincial parties in Canada elected their leaders by a direct vote of their membership. This article examines the motivation behind the switch to direct election, the direct election procedures used and whether the expected benefits have been realized. Claims that direct elections are more democratic than traditional conventions and that they can revitalize a party membership are scrutinized.

Abstract. “Trade, not aid” has long been a catchphrase in international development discourse. This paper evaluates whether the “trade, not aid” logic has driven bilateral aid allocations in practice. Using a dataset that covers development assistance from 22 donor countries to 187 aid recipients from 1980 to 2002, we find that donor countries have dispersed bilateral aid in ways that reinforce their extant bilateral commercial ties with recipient countries. Instead of “trade, not aid,” bilateral aid disbursement has followed the logic of “aid following trade.” The policy implication is that bilateral aid allocation patterns have reinforced the disadvantages of poor countries that have a limited ability to participate in international trade due to a variety of factors such as geography and a lack of tradable resources.

Résumé. «Le commerce et non l'aide» est un slogan qui continue d'occuper une place importante dans le débat sur le développement international. L'article qui suit vise à évaluer la mise en pratique de ce principe dans les allocations de l'aide bilatérale. S'appuyant sur une base de données recouvrant l'aide distribuée par 22 pays donateurs à 187 pays récipiendaires entre 1980 et 2002, notre analyse révèle que l'aide a été allouée en fonction des liens commerciaux bilatéraux existants et les a renforcés. C'est donc le principe de «l'aide après le commerce» qui a prévalu. Les allocations d'aide bilatérale ont ainsi aggravé les désavantages des pays pauvres dont la capacité à bénéficier du commerce international est limitée en raison de divers facteurs, dont la situation géographique et le manque de ressources marchandes.

Abstract. This article addresses the impact of the current neoliberal political context for Indigenous governance in Canada. While some observers have argued correctly that the neoliberal context provides new opportunities or points of entry in the political opportunity structure for “self-government” initiatives (Helvin, 2006; Scott, 2006; Slowey, 2008), I examine to what extent recent decentralizing initiatives, generally viewed as “concessions” made by the state to meet the demands of Indigenous peoples, must be evaluated as part of a broader governmental strategy of neoliberalism. This strategy is not simply about meeting the demands of Indigenous peoples but also about meeting the requirements of the contemporary governmental shift towards “privatization” within liberal democratic states. As such, I argue that certain manifestations of Indigenous self-government are vulnerable to criticisms launched against practices of privatization, practices which include a variety of policies designed to promote a shifting of contentious issues out of the public sphere and thereby limiting public debate and collective—that is, state—responsibility.

Résumé. Le présent article analyse d'un oeil critique l'impact du contexte politique néolibéral actuel sur la gouvernance autochtone au Canada. Certains auteurs ont avancé avec raison que le contexte néolibéral donnait aux peuples autochtones de nouveaux points d'entrée pour leurs initiatives d'autogouvernance (Helvin, 2006; Scott, 2006; Slowey, 2008). Toutefois, j'examine ici dans quelle mesure les tentatives récentes de décentralisation, souvent comprises comme des «concessions» faites par l'État pour répondre aux revendications des peuples autochtones, doivent être évaluées dans le cadre plus vaste d'une stratégie de néolibéralisme du gouvernement. Cette stratégie ne vise pas uniquement à répondre aux besoins des peuples autochtones, mais aussi à permettre au gouvernement de s'orienter vers la «privatisation» qui distingue l'État libéral démocratique contemporain. À ce titre, je soutiens que certaines manifestations d'autogouvernance des Autochtones peuvent se prêter aux mêmes critiques que les pratiques de privatisation, qui comprennent diverses politiques visant à retirer de la place publique certains sujets controversés afin de limiter le débat public et la responsabilité collective, c'est-à-dire celle de l'État.

As a strategy of immigrant inclusion, official multiculturalism in Canada is based on the premise that national integration is possible, even preferable, without assimilation. This article considers whether such an approach can be successful. Drawing on a qualitative study of Lao immigrants in Ontario, it is suggested that newcomers can in fact be disposed to high levels of political commitment, specific mechanisms of political assimilation aside, as a result of the process of immigration itself. At least in the short term, though perhaps mainly in the short term, the Canadian political order does not seem to suffer for lack of an assimilative emphasis.

“Indigenous resurgence” centres on three contentions: (1) that colonialism is an active structure of domination premised, at base, on Indigenous elimination; (2) that the prevailing normative-discursive environment continues to reflect this imperative; and (3) that Indigenous peoples must therefore turn away from this hostile environment and pursue independent programmes of social and cultural rejuvenation. The principal movement advocated under the resurgence paradigm thus appears as one of disengagement with the settler order. I also argue, however, that there is an important secondary drive within the movement that presses in the opposite direction. It figures further engagement both as a longer term goal (in the form of renewed dialogue on decolonization) and as an immediate imperative (in order to expose and remove obstacles to reciprocal dialogue). I aim, here, to excavate this secondary drive and consider what it connotes in terms of settler engagement.

The signing of the Nis[vBar ]ga'a Final Agreement in August of 1998 was an event of singular importance in the history of “First Nations relations” in Canada. It marked the completion of the first treaty negotiations in British Columbia in the twentieth century and will soon be followed by many others as nearly province–wide negotiations redefine the relationship between First Nations, the province and Canada. Given a political climate hostile to Aboriginal rights, the treaty is a significant achievement and deserves the support of fair–minded Canadians. It certainly does not “give too much” to the Nis[vBar ]ga'a Nation as its critics in the Liberal and Reform parties of British Columbia frequently assert.

There is a considerable amount of research about racial affinity effects, that voters are likely to support a candidate of the same race. However, it is unclear it this applies only to candidates of the voters' specific ethnocultural group or to racialized candidates in general. Previous research suggests that the prospects for “rainbow coalitions” on the basis of group identities are poor; indeed, findings of inter-minority conflict are common. This study uses new data from a web-based survey experiment with a large panel of racialized respondents. Respondents evaluated fictional candidates with the ethnicity of the candidates experimentally manipulated. While respondents show strong affinity for their own ethnocultural group, they also show some affinity for other minority candidates and certainly no inter-minority conflict. Effects are strongly conditional on the degree of ethnic self-identity. “Rainbow coalitions” may be more likely than previous research suggests.

Students of political debating in both Canada and the United States have generally concluded that national debates do little more than reinforce viewers' prior preferences. This article considers the Canadian leadership debates of 1984, and asks two major questions. First, would the presence of relatively unknown party leaders make these debates more influential than expected? Second, would the French-language debate have special effects on francophone Canadians? The author finds that the debates, unlike their 1979 counterpart, had a significant effect on voting behaviour. Moreover, that effect was especially strong among people for whom French was the first language, and worked in favour of the candidate most fluent in that language. The author concludes by considering the importance of these findings.

Referendums are rare events in most parliamentary democracies, and when they do occur they present an analytical puzzle. Are they such unusual events that they fall outside of the theoretical frameworks familiar to students of elections? Or, even though they enter political life infrequently, can they be understood as something not entirely foreign to our thinking about electoral politics? Here, we argue that voting in referendums such as the constitutional referendum of October 26, 1992 is driven by many of the same factors that are present in elections—parties, leaders, issues, a campaign timetable, the interplay between long- and short-term forces and the dynamic of the campaign itself. In spite of their unique features, referendums can be understood in terms of models of voting behaviour familiar to students of elections in Canada and elsewhere. But, devoid of some of the long-term partisan and social anchors which play a role in elections, their outcome is even more dependent on the short-term elements of the campaign. As such, referendums are subject to greater volatility and uncertainty than that typically found in ordinary parliamentary elections.

Abstract. In the 1960s, the gender gap in subjective political competence was assumed to reflect women's lack of socioeconomic resources, their confinement to the domestic sphere and their gender role socialization. Since then, women have moved into the labour force in vast numbers and conceptions of gender roles have been radically altered under the influence of the feminist movement. Yet, the gender gap in subjective political competence persists. This paper uses the Canadian Election Studies (1965–2008) to analyze gender differences in subjective political competence across time. Not only is the association between affluence and subjective political competence weaker for women, but the effect of affluence has weakened over time for women but not for men. Few generational effects are found; this suggests that the politicizing role of feminist socialization is much weaker than had been anticipated.

Depuis les années 1960, la littérature en science politique assume que l'écart entre les hommes et les femmes en matière de compétence politique subjective était dû au manque de ressources financières des femmes, à leur confinement à la sphère domestique et au rôle traditionnel que la société leur accordait. Depuis, les femmes ont intégré le marché du travail en masse et le contexte social a changé sous l'influence du mouvement féministe. Pourtant, l'écart entre les hommes et les femmes en matière de compétence politique subjective persiste. À l'aide des Études Électorales Canadiennes (1965–2008), cet article analyse les différences entre hommes et femmes en matière de compétence politique subjective à travers le temps. Les résultats montrent que non seulement le lien entre l'affluence économique et la compétence politique subjective est plus faible chez les femmes que chez les hommes mais que ce lien s'est affaibli au cours des années chez les femmes. De plus, peu d'effets générationnels sont constatés. Cela suggère que l'effet sur les attitudes politiques de la socialisation féministe s'avère beaucoup plus faible qu'anticipé.

Abstract. The gay, lesbian, bisexual and transgendered (GLBT) population is a good example of a demographic group that has been understudied because it is difficult to develop a subsample of sufficient size from typical national samples. Here we exploit the extraordinary size of a 2006 online election day survey (with about 35,000 respondents) to examine how the GLBT community behaves politically. While it will surprise no one that this community bestowed little support on Stephen Harper's Conservative party in the 2006 federal election, the factors behind such a consistent vote pattern are not adequately understood. In order to shed more light on the voting behaviour of the GLBT electorate, we develop a socio-demographic profile of the group, and explore three explanatory angles: 1) salience of issue campaign dynamics, given that the same-sex marriage issue was prominent in 2006; 2) ideological and attitudinal proclivities; and 3) strategic considerations.

La population gaie, lesbiennes, bisexuels et transgenres (GLBT) est un exemple d'un groupe démographique qui a été peu étudié, car il est difficile de développer un sous-échantillon de taille suffisante à partir d'échantillons nationaux. Ici, nous exploitons la taille extraordinaire d'une enquête enligne du jour du scrutin fédérale du 2006 (avec environ 35.000 répondants) d'examiner comment la communauté GLBT se comporte politiquement. Bien qu'il ne surprendra personne que cette communauté accordé peu d'appui sur Parti conservateur de Stephen Harper lors de l'élection fédérale de 2006, les facteurs qui expliquent un tel motif ne sont pas bien compris. Afin de jeter plus de lumière sur le comportement de vote de l'électorat GLBT, nous développons un profil sociodémographique de cette groupe, et d'explorer trois angles explicatives: 1) pertinence de la question du mariage de même sexe, 2) tendances idéologiques, et 3) des considérations stratégiques.

Abstract. We analyze legislative voting in the 35th (1994–1997), 38th (2004–2005), and 39th (2006–2008) Canadian Parliaments. Using Poole's (2005) optimal classification algorithm, we locate MPs and their parties in a two-dimensional geometric model. The first dimension represents the division between governing and opposition parties that has been found in similar parliamentary systems. The second dimension captures the opposition between the Bloc Québécois and the rest of the legislature. We find a clear separation between the Reform party (and later the Conservative party) and the Bloc Québécois in the 35th and 38th Parliaments, with the Liberal and the New Democratic parties occupying the centre. However, in the 39th Parliament, the ordering changes with the Conservatives and the New Democrats near the centre, and Liberal and Bloc MPs occupying the extremes. We explain this change by the capacity of the governing party to control the legislative agenda and the recent minority governments in the House of Commons.

Résumé. Nous analysons le vote législatif au trente-cinquième (1994–1997), au trente-huitième (2004–2005) et au trente-neuvième (2006–2008) Parlement canadien. En utilisant la méthode de classification optimale développée par Poole (2005), nous situons les députés de la Chambre des communes et leurs partis dans un modèle géométrique comprenant deux dimensions. La première dimension représente le conflit entre le gouvernement et les partis d'opposition que l'on retrouve également dans d'autres systèmes parlementaires, alors que la seconde dimension correspond à l'opposition régionale qui existe entre le Bloc Québécois et les partis fédéraux. Nous constatons une nette polarité entre le Parti réformiste (et plus tard le Parti conservateur) et le Bloc Québécois au trente-cinquième et au trente-huitième Parlement, alors que le Parti libéral et le Nouveau Parti démocratique se trouvent au centre. Cependant, au trente-neuvième Parlement, nous observons un changement dans la polarité régionale, puisque ce sont maintenant les Libéraux et les Bloquistes qui occupent les deux extrémités, alors que les Conservateurs et les Néodémocrates se situent au centre. Nous expliquons ces mouvements par la capacité du gouvernement de contrôler l'agenda législatif et par les récents gouvernements minoritaires à la Chambre des communes.

In Quebec, the setback of the Parti Québécois (PQ) in the last 2014 provincial election testifies of a continuous decline of the party since the 1995 referendum defeat. With now only 25 per cent of vote shares, the question arises: Is the PQ bound to disappear? This article examines the support for the PQ across different generations, and tests explanations for these varying levels of support. The results show that the attitudinal profile of millennials is particularly distinct from that of baby boomers on several dimensions, but that generation X is not so different from the boomers. We demonstrate that the decline of the PQ in 2014 was mostly concentrated among millennials, who were less inclined to see the project of sovereignty as a priority and less likely to support the incumbent PQ government's controversial proposal to adopt a Charter of Quebec Values. We conclude by examining how the results of the study can shed light on the PQ's future prospects.

Abstract. While an important component of incumbent support, the effect of economic conditions on vote choice (economic voting) can be undermined by the presence of multilevel institutions; voters are faced with the prospect of evaluating economic conditions and governments at different levels simultaneously. This paper tests the applicability of a model which seeks to account for how and how well voters cope with the complexity of multilevel governance. The accountability-centred model suggests that federal and provincial governments should only be evaluated for those actions and outcomes that they can reasonably be seen to have influence over. Additionally, it is asked whether high information respondents are better able to navigate some of the complexities of Canada's multilevel system. Analyses are conducted using data from the 1993 and 1997 Canadian Election Studies.

Résumé. Les conditions économiques constituent un facteur d'appui électoral important pour les dirigeants politiques. Il semble, toutefois, que l'impact de ce facteur soit amoindri dans les États présentant plusieurs niveaux de gouvernement. Dans les sociétés ayant des institutions multi-paliers, les électeurs ont en effet le défi d'attribuer les performances économiques aux divers paliers de gouvernement. Cet article teste un modèle théorique qui tente d'expliquer comment les électeurs se comportent face à la complexité de la gouvernance multi-paliers au Canada. Le modèle, centré sur la responsabilité des dirigeants, suggère que les gouvernements fédéral et provinciaux devraient uniquement être jugés pour les décisions et résultats politiques sur lesquels ils exercent manifestement une influence. Cet article examine, en outre, la question de savoir si les électeurs bien informés saisissent mieux la complexité de la gouvernance multi-paliers lorsqu'ils évaluent la performance des dirigeants. L'analyse se fonde sur les données de l'Étude électorale canadienne de 1993 et de 1997.

Abstract. In the last decade, autism has become one of the most hotly contested health policy issues in North America and beyond. From debates about the role of vaccines to the efficacy of therapeutic interventions, a range of civil society actors has been advocating for policy and societal change in the field, with mixed success. In Canada, this culminated in 2004 with a much-publicized Supreme Court decision—Auton v. British Columbia—that pitted parents of autistic children against the BC government, which was unwilling to cover the costs of behavioural treatment for autistic children. In contrast to parent-led advocacy groups, there has been a flurry of civil society activity waged by autistic self-advocates who decry the focus on curing autistic people and press instead for the recognition of neurological difference. Drawing on interviews with advocates in Canada and the US, this article highlights these contending perspectives and argues that both pose fundamental challenges to how we view the redistributive aims of the welfare state in Canada and beyond.

Résumé. Au cours de la dernière décennie, l'autisme est devenu l'un des enjeux les plus controversés dans le domaine de la santé au Canada et à l'étranger. Que ce soit lors de débats sur le rôle des vaccins ou encore sur l'efficacité des interventions thérapeutiques, plusieurs acteurs de la société civile ont milité, avec un succès mitigé, en faveur de changements dans politiques et sociaux par rapport à l'autisme. Au Canada, cet activisme résultera en une décision fort controversée de la Cour Suprême en 2004, Auton v. Colombie-Brittanique, portant sur un conflit entre les parents d'enfants autistes et le gouvernement de la Colombie-Britannique, qui refusait de payer le coût des traitements pour les enfants autistes. En parallèle au militantisme des parents d'enfants autistes, des individus autistes se sont aussi mobilisés pour dénoncer cette fois l'objectif même de guérir les personnes autistes. Ces derniers exigent plutôt que soient reconnues leurs différences et, de manière plus large, le principe de la diversité neurologique. Se basant sur des entrevues avec des militants et des militantes, cet article présente ces différentes perspectives et démontre qu'elles remettent en question la façon dont nous conceptualisons le modèle de redistribution associé à l'État-providence.

This study is a comparative survey of the political processes through which peaceful secession has taken place. The main focus is upon Singapore-Malaysia, Austria-Hungary and Norway-Sweden, though some attention is paid to other cases, including Czechoslovakia. The object is to derive, inductively, a set of empirical generalizations about the politics of the transition from a union or federation to two or more sovereign states. The article presents 13 such generalizations. Each is discussed and shown to hold in the various cases. Together, they comprise the pattern of politics that characterizes instances of peaceful secession

Abstract. The paper explores the presence (or the lack thereof) of references to work done by French-speaking scholars in the broad literature dealing with Canadian politics over the past ten years. It surveys books published by commercial and university presses and analyzes both quantitatively and qualitatively the reference and use of scholarly work by French-speaking scholars published in English and French. The paper sheds light on the sociology and the politics of scientific production in the field of Canadian politics. It examines a phenomenon that is both troubling and revealing of the unequal status of scholarly contributions to the field of Canadian politics. Moreover, it questions the extent to which the current Canadian politics field reflects a comprehensive and inclusive understanding of the Canadian political dynamic.

L'article se penche sur la présence (ou l'absence) de références aux travaux réalisés par les politologues francophones dans la vaste littérature sur la politique canadienne publiée au cours des dix dernières années. Il passe en revue des ouvrages publiés par des maisons d'édition commerciales ou universitaires et procède à une analyse quantitative et qualitative du texte afin de déterminer dans quelle mesure les travaux des universitaires francophones, publiés en français ou en anglais, ont été pris en considération. Cet article apporte un éclairage différent, à la fois sociologique et politique, sur le processus de production scientifique dans le champ de la politique canadienne. Il met en lumière un phénomène troublant qui révèle le statut inégal des contributions scientifiques dans l'univers politique canadien. Il s'interroge sur le caractère global et inclusif de la compréhension courante de la dynamique politique canadienne.

Abstract. When women seek the leadership of competitive political parties, does their sex influence their news visibility throughout the campaign? By conducting a content analysis of all Globe and Mail coverage of each of the three Conservative Party of Canada leadership races featuring competitive female contenders—Flora MacDonald in 1976, Kim Campbell in 1993 and Belinda Stronach in 2004—I measured the news visibility of each of the leading male and female candidates. The findings show a relationship between the sex of the leadership candidate and news prominence, as the female contenders were, on the whole, more visible than similarly situated male candidates. However, as the analysis reveals, sex is not the only factor shaping news coverage. I argue that the news value of the party, the nature of the leadership competition, and gendered mediation of individual leadership candidates intersect to determine the amount and prominence of news coverage accorded male and female candidates for party leadership positions.I would like to thank Ph.D. student Laura Way for her diligent work to test intercoder reliability and for collecting the news articles from the 1976 PC leadership race from the Globe and Mail's digital archive.

Résumé. Lorsque les femmes se présentent à la chefferie d'un parti politique important, leur sexe a-t-il une influence, durant la campagne, sur la place qu'on leur accorde dans l'actualité ? J'ai mesuré la présence dans l'actualité des meneurs des trois courses à la chefferie du Parti conservateur du Canada où une femme était candidate – Flora MacDonald en 1976, Kim Campbell en 1993 et Belinda Stronach en 2004 – à partir d'une analyse du contenu de toute la couverture du Globe and Mail pour chacune des campagnes. Les résultats permettent d'établir un lien entre le sexe des candidats et leur présence dans l'actualité, les candidates étant, dans l'ensemble, plus visibles que les candidats dont la situation était par ailleurs comparable. Cependant, l'analyse démontre également que le sexe n'est pas le seul facteur déterminant de la couverture médiatique. Je soutiens que l'importance du parti même dans l'actualité, le style propre à la campagne, ainsi que la représentation genrée de chaque candidat par les médias se recoupent pour déterminer la fréquence et la visibilité de la couverture accordée aux candidats et candidates à la direction d'un parti politique.

This article explores the role of the numbered treaties relative to the continuity of the settler colonial project in Canada. Although the treaties are often invoked to characterize the federal government's commitment toward strengthening or renewing its relationship with Indigenous peoples at a symbolic level, there remains a disjuncture between the “nation-to-nation” depictions of treaties and the complex political relationships that Indigenous peoples have called for since their signing. This article explores the inconsistent ways in which treaties have been taken up within Canadian legal and political institutions, arguing that the incoherency surrounding treaties promulgates the notion that treaties are being implemented while simultaneously obscuring, distorting and minimizing the rights of Indigenous peoples in practice. It demonstrates that the failure to engage with treaties as the locus of Indigenous peoples’ distinct political relationship with the Canadian state functions to continually produce conditions of colonization and dispossession through the denial of Indigenous sovereignty and jurisdiction as affirmed in treaties.

One of the most challenging developments for students of international relations is the resurgence of ethnic strife. While it may be true that there have been few recent interstate wars, it would be incorrect to assume that ethnic turmoil will remain an isolated domestic problem. Recent interventions by individual states, either in support of, or opposition to, ethnic challenges, raise important questions about the validity of conventional perspectives on interstate conflict: Why do some states intervene in ethnic strife while others do not? Why do some third-party states rely on violence to support ethnic conflicts while others support norms of peaceful mediation? This investigation uses Putnam's two-level game to examine the impact of ethnicity on third-party intervention. Evidence from the Balkans war and Indo-Sri Lankan conflict show how heads of state must coordinate actions at two bargaining “tables,” which correspond to domestic politics and international negotiation. By monitoring strategies and tactics at each, it becomes possible to understand superficially puzzling developments. More specifically, initiatives in one domain may be a function of constraints or opportunities imposed by the other. These insights appear as propositions related to commitment, autonomy, domestic costs and manipulation of perceptions
