We provide empirical evidence that the impact of quantitative easing (QE) programs on investment is weaker for countries with high-credit market regulations. We then extend a simple DSGE model with segmented financial markets to include credit regulation and examine its impact on the transmission of conventional and unconventional monetary policies. In our model, the government requires banks to hold a fraction of their assets in government debt. We show that the presence of such regulation can invert monetary transmission under QE policy: An expansionary QE program raises term premiums on corporate bonds and causes a contraction instead of an expansion in the economy. Such a perversion is absent under conventional policy. Further, in contrast to Carlstrom et al. (2017), we show that a simple Taylor rule welfare dominates a term premium peg under financial shocks, while the peg does better in the case of non-financial shocks.

Post the great financial crisis (GFC) of 2008–2009, there has been a surge in the macroeconomics literature on aggregate uncertainty. Although the recent literature has recognized the adverse real effects of global uncertainty shocks in emerging market economies (EMEs), the role of monetary policy in offsetting these adverse effects and their link with the exchange rates is not explored in the literature. We find that the currently followed interest rate rules (IRRs) under a flexible inflation-targeting regime are ineffective in stabilizing the domestic economy during periods of high global uncertainty in the EMEs. Using a small open economy new Keynesian DSGE model with Epstein–Zin preferences and second-moment demand shocks, we compare and propose alternate monetary policy rules that significantly reduce welfare losses. We find that the best monetary policy rule in terms of welfare depends on the nature of shock that is, first-moment or second-moment shock.

A closed-form solution for zero-coupon bonds is obtained for a version of the discrete-time arbitrage-free Nelson-Siegel model. An estimation procedure relying on a Kalman filter is provided. The model is shown to produce adequate fit when applied to historical Canadian spot rate data and to improve distributional predictive performance over benchmarks. An adaptation of the mixed fund return model from Augustyniak et al. ((2021). ASTIN Bulletin: The Journal of the IAA, 51(1), 131–159.) is also provided to include the discrete-time arbitrage-free Nelson-Siegel model as one of its building blocks.

This article examines if professional forecasters form their expectations regarding the policy rate of the European Central Bank (ECB) consistent with the Taylor rule. In doing so, we assess micro-level data including individual forecasts for the ECB main refinancing operations rate as well as inflation and gross domestic product (GDP) growth for the Euro Area. Our results indicate that professionals indeed form their expectations in line with the Taylor rule. However, this connection has diminished over time, especially after the policy rate hit the zero lower bound. In addition, we also find a relationship between forecasters’ disagreement regarding the policy rate of the ECB and disagreement on future GDP growth, which disappears when controlling for monetary policy shocks proxied by changes in the policy rate in the quarter the forecasts are made.

Pricing ultra-long-dated pension liabilities under the market-consistent valuation is challenged by the scarcity of the long-term market instruments that match or exceed the terms of pension liabilities. We develop a robust self-financing hedging strategy which adopts a min–max expected shortfall hedging criterion to replicate the long-dated liabilities for agents who fear parameter misspecification. We introduce a backward robust least squares Monte Carlo method to solve this dynamic robust optimization problem. We find that both naive and robust optimal portfolios depend on the hedging horizon and the current funding ratio. The robust policy suggests taking more risk when the current funding ratio is low. The yield curve constructed by the robust dynamic hedging portfolio is always lower than the naive one but is higher than the model-based yield curve in a low-rate environment.

This article explains the problem of adjustment to the challenges of globalization in terms of the logic underpinning four distinct policy constraints, or trilemmas, and their interrelationship, and in particular the disturbances that arise from capital flows. The analysis of a policy trilemma was developed first as a diagnosis of exchange rate problems (the incompatibility of free capital flows with monetary policy autonomy and a fixed exchange rate regime); but the approach can be extended. The second trilemma we describe is the incompatibility between financial stability, capital mobility and national policy choice over exchange rates. The third example extends the analysis to politics, and looks at the strains in reconciling democratic politics with monetary autonomy and capital movements. Finally, we examine the security aspect and look at the interactions of democracy with capital flows and international order. The trilemmas, in short, depict the way that domestic monetary, financial, economic and political systems are interconnected with the international order, or the impossible policy choices at the heart of globalization. Frequently, the trilemmas conjure up countervailing anti-globalization tendencies and trends.

I discuss six tools available to monetary policy makers. Three of these have been used since the inception of central banking. Three are new and were introduced in the aftermath of the 2008 financial crisis. I argue that, when the UK Monetary Policy Committee raises the interest rate, it should maintain a large balance sheet that consists of both risky and safe assets. Further, the Bank should trade the risk composition of its balance sheet to promote the stability of asset prices.

A previously unknown pricing anomaly existed for a few years in the late 1840s in the British government bond market, in which the larger and more liquid of two very large bonds was underpriced. None of the published mechanisms explains this phenomenon. It may be related to another pricing anomaly that existed for much of the nineteenth century in which terminable annuities were significantly underpriced relative to so-called ‘perpetual’ annuities that dominated the government bond market. The reasons for these mispricings seem to lie in the early Victorian culture, since the basic economic incentives as well as laws and institutions were essentially the familiar modern ones. This provides new perspectives on the origins and nature of modern corporate capitalism.

British government bonds formed the deepest, most liquid and most transparent financial market of the nineteenth century. This article shows that those bonds had long periods, extending over decades, of anomalous behavior, in which Consols, the largest and best known of these instruments, were noticeably overpriced relative to equivalent securities which offered the same interest rate and the same guarantee of payment. This finding and similar ones for other comparable pairs of British gilts appear to provide the most extreme counterexamples documented so far to the Efficient Markets Hypothesis and to the Law of One Price, and point the way to further investigations on the origins and nature of the modern economy.

As long as all interest rates move in tandem – including the rate of return on paper currency – economic theory suggests no important difference between interest rate changes in the positive region and interest rate changes in the negative region. Indeed, in standard models, only the real interest rate and spreads between real interest rates matter. Thus, in most respects, negative interest rate policy is conventional. It is only (a) what needs to be done with paper currency, (b) difficulties in understanding negative rates or (c) institutional features interacting with negative rates that make negative interest rate policy unconventional.

D'après la théorie quantitative de la monnaie, une expansion de la masse monétaire devrait avoir pour effets à la fois une baisse des taux d'intérêt et une augmentation du prix des biens et services. La corrélation négative attendue entre ces deux dernières variables étant contredite par la corrélation positive observée initialement par Gibson - et confirmée par les travaux ultérieurs - Keynes évoque le « paradoxe de Gibson ». I. Fisher a proposé une explication de ce « paradoxe » fondée sur la lenteur des ajustements des taux d'intérêt au taux d'inflation. Cependant, F.R.Macaulay a montré que, lorsque l'influence de l'inflation sur les taux d'intérêt remonte loin dans le passé, il existe une relation nécessaire entre le niveau des prix et la moyenne pondérée des taux d'inflation passés calculée par Fisher. Dès lors, on peut se demander si la corrélation positive entre le niveau des prix et le taux d'intérêt est le résultat d'un comportement fishérien des agents, ou au contraire, si les résultats de Fisher ne sont qu'une conséquence triviale de la corrélation constatée entre le niveau des prix et le taux d'intérêt. Toute¬fois, la critique de Macaulay perd sa pertinence lorsque les ajustements sont rapides (i.e. la mémoire du passé est courte), comme pendant les hyperin¬flations ou encore la période d'après la seconde guerre mondiale. Par rap¬port à ce débat, le mérite de la théorie Héréditaire et Relativiste (HR) d'Allais est de tenter une réconciliation, avec l'hypothèse du « taux d'inté¬rêt psychologique » i. Dépendant des variations passées des prix et de la production, ce taux s'égalise au « taux d'oubli » et représente la tendance générale des taux d'intérêt du marché. Lorsque la mémoire est longue (i.e. taux d'oubli faible), le taux i est nécessairement lié au niveau des prix, et rend donc compte de la corrélation positive - pouvant être plus ou moins stable en raison de l'influence de la production - entre le taux d'intérêt du marché et le niveau des prix. Cependant, lorsque la mémoire est courte (i.e. taux d'oubli élevé), la théorie HR implique à la fois la disparition de la corrélation entre le taux d'intérêt et le niveau des prix et l'émergence d'une corrélation positive entre le taux d'intérêt et le taux de variation courant des prix, comme cela est aussi souvent observé.

Les anticipations de taux d'intérêt révélées par les enquêtes de Consensus Economies auprès d'experts sur le marché de l'Eurofranc ne vérifient pas l'hypothèse de rationalité. Elles résultent d'un processus mixte fondé sur une complémentarité entre les modèles anticipatifs traditionnels adaptatif, régressif et extrapolatif augmentés d'effets macroéconomiques (prix, revenu, monnaie). En utilisant une représentation espace-état dans le but de rendre compte de la part inobservable de l'actif long dans le portefeuille composé d'un actif long et d'un actif court, on montre que ces anticipations vérifient la relation de structure par terme de taux fondée sur un modèle de choix de portefeuille. Conformément aux prédictions du modèle, la prime de risque dépend de la variance conditionnelle attendue du taux court et de la cova-riance conditionnelle attendue entre ce dernier et l'inflation, avec une valeur estimée du coefficient d'aversion relative au risque économiquement acceptable. Dans l'ensemble, ces résultats montrent qu'il y a compatibilité entre le modèle de structure de taux et les anticipations des experts.

Variable rate savings accounts have two main features. The interest rate paid on the account is variable and deposits can be invested and withdrawn at any time. However, customer behaviour is not fully rational and withdrawals of balances are often performed with a delay. This paper focuses on measuring the interest rate risk of variable rate savings accounts on a value basis (duration) and analyzes the problem how to hedge these accounts. In order to model the embedded options and the customer behaviour we implement a partial adjustment specification. The interest rate policy of the bank is described in an error-correction model.

L’approche d’Allais repose sur des concepts et postulats qui sont propres à son auteur et qui portent sur (i) le lien entre la mémoire du passé et l’anticipation du futur, (ii) le concept de temps psychologique, (iii) l’analogie entre l’oubli et l’intérêt, (iv) le concept de taux d’intérêt psychologique et ses relations avec les taux d’intérêt du marché, et (v) l’appréciation de la conjoncture économique par les agents. Ces idées ont été articulées entre elles dans le cadre de la théorie Héréditaire et Relativiste, pièce unique de la littérature. Bien que cette théorie n’ait été testée empiriquement que dans le domaine des taux d’intérêt et de la demande de monnaie, elle revêt en fait un caractère très général. Un résultat particulièrement séduisant est que certains phénomènes nous apparaissant comme variables dans le temps physique peuvent être constants dans le temps psychologique.

Sous l'hypothèse de prévisions parfaites et en horizon infini, nous proposons un modèle des choix de consommation d'un agent représentatif dont le revenu, à chaque période, se compose de son salaire et du rendement du stock d'actifs qu'il détient. Une partie de sa consommation est financée par la monnaie et le solde éventuel par un crédit à la consommation. Nous montrons que l'agent peut faire appel au crédit alors qu'il détient des actifs dont le rendement est inférieur au taux d'emprunt. Nous mettons en évidence l'effet positif sur la consommation du taux d'intérêt des actifs et l'effet négatif du taux d'intérêt à la consommation. Ce résultat est confirmé par une étude empirique portant sur des données trimestrielles françaises.
