Urban logistics has emerged as a priority to improve goods distribution and mobility within urban centers worldwide. Brazil presents a unique set of challenges in this regard due to issues such as excessive reliance on road transportation, lack of regulations, inadequate infrastructure, cargo theft, and the intricate interplay of cargo transportation with urban traffic. These challenges collectively exert a substantial influence on the economic, urban, and environmental performance of cities. This article introduces a novel approach aimed at assessing and benchmarking urban logistics performance between Brazilian cities with potential applicability to other contexts. The methodology was based on data envelopment analysis to evaluate efficiency based on key indicators, including GDP Gross Domestic Product, population size, commercial establishments, urban area coverage, cargo fleet size, and travel time. By applying this methodology to 12 Brazilian cities, the study improves the understanding of their relative efficiency levels concerning urban logistics and provides key insights for policymaking. The results also show the relevance of the proposed methodology and contribute to provide a perspective of different administrative and logistical facets through the lens of macroeconomic indicators, contributing to a holistic understanding of urban logistics dynamics.

Changing practice patterns caused by the pandemic have created an urgent need for guidance in prescribing stimulants using telepsychiatry for attention-deficit hyperactivity disorder (ADHD). A notable spike in the prescribing of stimulants accompanied the suspension of the Ryan Haight Act, allowing the prescribing of stimulants without a face-to-face meeting. Competing forces both for and against prescribing ADHD stimulants by telepsychiatry have emerged, requiring guidelines to balance these factors. On the one hand, factors weighing in favor of increasing the availability of treatment for ADHD via telepsychiatry include enhanced access to care, reduction in the large number of untreated cases, and prevention of the known adverse outcomes of untreated ADHD. On the other hand, factors in favor of limiting telepsychiatry for ADHD include mitigating the possibility of exploiting telepsychiatry for profit or for misuse, abuse, and diversion of stimulants. This Expert Consensus Group has developed numerous specific guidelines and advocates for some flexibility in allowing telepsychiatry evaluations and treatment without an in-person evaluation to continue. These guidelines also recognize the need to give greater scrutiny to certain subpopulations, such as young adults without a prior diagnosis or treatment of ADHD who request immediate-release stimulants, which should increase the suspicion of possible medication diversion, misuse, or abuse. In such cases, nonstimulants, controlled-release stimulants, or psychosocial interventions should be prioritized. We encourage the use of outside informants to support the history, the use of rating scales, and having access to a hybrid model of both in-person and remote treatment.

The effect of different combinations of a new tri-templating agent TEAOH/DEA/TEA, namely tetraethyl ammonium hydroxide (TEAOH)/diethylamine (DEA)/triethylamine (TEA), on the catalytic performance of SAPO-34 was investigated in MTO conversion. It was found that SAPO-34 and SAPO-5 are competing phases at TEA concentrations higher than 40 %. Pure SAPO-34 with high crystallinity, large BET surface area and small crystal size (0.8~1.4μm) was obtained at a low TEA concentrations. The combination of TEAOH/DEA/TEA strongly governed the acidity of crystals. TEAOH:DEA:TEA=0.67:0.67:0.67 gave an economical catalyst active in MTO reaction with 100 % methanol conversion, 89.39 % ethylene and propylene selectivity, a longest lifetime and a high coke capability of 24.2 wt %.

The performance of local tax offices of Norway is studied over a three-year period applying Data Envelopment Efficiency analysis and a Malmquist productivity index. The estimates are bias-corrected using a bootstrap approach recently developed for DEA models. The results show that bias correction and the construction of confidence intervals give a quite different picture without bootstrapping. A set of best practice offices is identified for future work on finding explanations for good performance. The productivity development of individual offices is classified into the four categories: productivity improving cost increase, productivity improving cost savings, productivity decreasing cost savings and productivity decreasing cost increase.

We consider the measurement of performance in the public sector in general, focussing on local government and the provision of library services by English local authorities in particular. We will consider two methodologies that assess the performance of local authorities in terms of the efficiency with which they provide services and consider methods that allow us to account for exogenous influences on performance, such as the socio-economic profile of the population served by the authority. We find that although both methods' results appear similar, the implications for potential cost savings vary widely. Omitting to account for background factors leads to an overstatement of the level of inefficiency and hence the scope for reducing expenditure.

Institutions and organizations are regarded as being important in determining the efficiency of economic agents and public units. This study first reviews the economic reforms in silvicultural activities in China's state-owned forestry bureaux, then empirically examines the impact of economic reforms. Panel data from 40 forestry bureaux in Heilongjiang Province, and two different economic regimes: from the pre-reform and economic transition periods, are analyzed by Data Envelopment Analysis (DEA). The technical efficiency has been decomposed into pure technical efficiency and scale efficiency and then examined. Our results show that the economic reforms have increased efficiency on average by about 25 per cent. Moreover, the study qualitatively analyses the sources of improvement and argues that the efficiency gain is a result of reductions in labour shirking and administration costs.
