Municipal and state governments are often constitutionally bound to ask voters to approve new government debt through voting on bond referendums. Generally, politicians expect voters to balk at higher-cost bonds and be more willing to approve lower-cost bonds. However, there is minimal research on how the amount of a bond affects voter support. We implement a survey experiment that presents respondents with hypothetical ballots, in which the cost of proposed bonds, the number of bonds on the ballot, and the order in which they are presented, are all randomized. Our results suggest that support is not responsive to the amount of the bond, even when the cost is well outside what is typical and within the bounds of what the government can afford. In contrast, we find other aspects of the ballot matter significantly more for bond referendum approval. The more bonds on the ballot and being placed lower on the ballot both reduce support significantly.

Identifying the geographic constituencies of representatives is among the most crucial, yet challenging, aspects of state and local politics research. Regularly changing district lines, incomplete data, and computational obstacles can present barriers to matching individuals to their respective districts. Geocoding residential addresses is the ideal method for matching purposes. However, cost constraints can limit its applicability for many researchers, leading to geographic assignment methods that use polygonal units, such as ZIP codes, to estimate constituency membership. In this study, we quantify the trade-offs between three geographic assignment matching methods – centroid, geographic overlap, and population overlap matching – on the assignment of individual voters to state legislative districts. We confirm that population overlap matching produces the highest accuracy in assigning voters to their state legislative districts when polygonal location data are all that is available. We validate this finding by improving model estimates of lobbying influence through a replication analysis of Bishop and Dudley (2017), “The Role of Constituency, Party, and Industry in Pennsylvania’s Act 13,” State Politics and Policy Quarterly 17 (2): 154–79. Our replication suggests that distinguishing between out-of-district and in-district donations reveals a greater impact for in-district lobbying efforts. We make evident that population overlap assignment can confidently be used to identify constituencies when precise location data is not available.

We build upon Brace, Langer, and Hall’s (2000, The Journal of Politics 62: 387–413) original measure of American state supreme court justice ideology – the PAJID scores. To do so, we gather new data on 1,666 state supreme court justices who served between 1970 and 2019 and update the PAJID scores throughout this period. Testing indicates that PAJID scores are a valid measure of state supreme court justices’ policy preferences and compare favorably, though less efficiently, to others such as Bonica and Woodruff (2015, The Journal of Law, Economics, and Organization 31: 472–98) and Windett, Harden, and Hall (2015, Political Analysis 23: 461–9). Given limited data availability for other ideological measures pre-1990 and post-2010, we conclude that these updated PAJID scores should prove attractive to scholars studying state courts during these periods and among those who desire additional state supreme court ideological data for robustness checks.

Are workers effective lawmakers? Throughout American history, some politicians and elites have argued that white-collar Americans are more qualified than working-class Americans to govern. To date, however, we know relatively little about the legislative effectiveness of working-class lawmakers. I develop a theory of class-based electoral selection that links class-based discrimination in elections to legislators’ performance in office. I argue that working-class candidates face class-based biases in elections that make it more difficult to emerge and successfully win elective office. As a result, I expect the working-class candidates who do become lawmakers to be equally or more effective than their white-collar colleagues. To test these expectations, I create a data set merging the occupational background of more than 14,000 individual state legislators with their state legislative effectiveness score (SLES). The resulting data set includes more than 50,000 state legislator-term specific observations. Consistent with my expectations, I find that working-class lawmakers do not underperform white-collar lawmakers. Further, I provide evidence that, across various models and specifications, the gap between working-class and white-collar legislators’ effectiveness is negligible.

The increasing nationalization of state and local politics alongside polarization and gridlock at the federal level have led states to become sites where policymaking on national hot button issues occurs. This political climate calls for a reconsideration of existing accounts of state identities, which posit that state identities are generally weak and apolitical in their content. This study considers the following questions: To what extent do respondents identify with their state? How does their state identity compare with other politically salient groups, like national identity, partisanship, race, and gender? To what extent and under what conditions are political considerations associated with state identities? How do results compare across different measures of state identification? Results show that a majority of respondents say that being from their state is an important part of their identity and the proportion saying so is similar to the proportion saying their race, class, and political party are important. Although politics may not come to mind first when respondents consider why their state is important, it relates to general feelings of connectedness, particularly for people in the political majority in their state, and being in the political majority is associated with increased levels of state identification. Results are similar across different measures of state identity. Closed- and open-ended questions show politics emerges most clearly when people explain why their state is not important to their identity. I discuss the implications of these findings and offer thoughts for future research.
