Aichi Biodiversity Target 11 under the Convention on Biological Diversity sets out to conserve at least 17% of terrestrial area by 2020. However, few countries are on track to meet this target and it is uncertain whether developing countries have allocated sufficient resources to expand their protected areas. Biodiversity offsets could resolve this conservation shortfall if developers who affect biodiversity negatively at one locality are made responsible for its protection elsewhere. Here we simulate the use of biodiversity offsetting to expand protected area coverage in South Africa's grassland biome. South Africa's biodiversity offsets policy has been designed specifically to compensate for the residual loss of biodiversity caused by development, by establishing and managing protected areas within the same ecosystem type. We show that it is possible to meet protected area targets using only offsets, while facilitating economic development. However, doing so could slash the current extent of intact habitat by half. These losses could be reduced considerably should the gains in protected areas through offsetting supplement rather than supplant existing government commitments to protected area expansion. Moreover, supplementing existing government commitments would result in comparatively small reductions in potential economic gains, because the marginal economic benefit of transforming habitat decreases as more intact habitat is lost. Therefore, the intended role of biodiversity offsetting in achieving a country's protected area target should be made explicit to fully understand the associated trade-offs between conservation and economic development.

The distribution range of the Near Threatened Marco Polo argali, or Marco Polo sheep, Ovis ammon polii is restricted to the Pamir Mountains, spanning Afghanistan, Tajikistan, China and Pakistan. Until the early 1970s the Marco Polo argali was abundant in northern areas of Pakistan, particularly in the Khunjerab and Misgar Valleys around the Pamir Knot, bordering China, Afghanistan and Tajikistan. In Pakistan the subspecies now occurs only in one small watershed, in Khunjerab National Park, bordering China, which it visits sporadically during summer. We used map-based questionnaire surveys, double-observer surveys and camera trapping in a search for Marco Polo argali in the Pakistani Pamirs. We observed a herd of 19 individuals in Karachanai Nallah, in Khunjerab National Park, in 2012. The population that was formerly present in the Misgar Valley appears to have been extirpated, presumably as a result of anthropogenic factors such as poaching, competition with livestock, habitat disturbance, and the construction of a fence along the international border with China. Transboundary migration and range expansion into Pakistan could be facilitated by removal of the border fence adjacent to the Kilik–Mintika area and by limiting livestock grazing in former lambing areas.

Using the Safe Islands for Seabirds LIFE project as a case study, we assessed the socio-economic impact of a nature conservation project on the local community, focusing on the wealth created and the jobs supported directly and indirectly by the project. The Safe Islands for Seabirds project took place during 2009–2012, mainly on Corvo Island, the smallest and least populated island of Portugal's Azores Archipelago. To assess the impact of the project we used a combination of methods to analyse the project expenditure, the jobs created directly as a result of it, and, by means of multipliers, the incomes and jobs it supported indirectly. We estimate that during 2009–2012 direct expenditure of EUR 344,212.50 from the project increased the gross domestic product of the Azorean region by EUR 206,527.50. Apart from the 4.5 jobs created directly by the project, it also supported indirectly the equivalent of 1.5–2.5 full-time jobs. The project also provided the opportunity to preserve and promote natural amenities important for the quality of life of the local community. Our findings show that a nature conservation project can have positive economic impacts, and we recommend the creation of a standardized tool to calculate in a straightforward but accurate manner the socio-economic impacts of conservation projects. We also highlight the need to design projects that support local economies.

Some of the species that are believed to have the highest probability of extinction are also amongst the most poorly known, and this makes it extremely difficult to decide how to spend scarce resources. Assessments of conservation status made on the basis of loss or degradation of habitat and lack of records may provide compelling indications of a decline in geographical range and population size, but they do not help identify where conservation action might be best targeted. Methods for assessing the probability of extinction and for modelling species’ distributions exist, but their data requirements often exceed the information that is available for some of the most urgent conservation cases. Here we use all available information (localities, expert information, climate and landcover) about a high-priority Vietnamese bird species (Edwards's pheasant Lophura edwardsi) to assess objectively the probability of its persistence, and where surveys or other conservation action should be targeted. It is clear that the species is on the threshold of extinction and there is an urgent need to survey Bach Ma National Park (including the extension) and to consider surveying Ke Go Nature Reserve. This approach has potential to help identify where conservation action should be targeted for other Critically Endangered species for which there is an extreme scarcity of information.

The need for increased monitoring and evaluation within the conservation sector has been well documented, and includes the monitoring and evaluation of training activities. We evaluated the impacts of a long-term training programme in Mauritius, using a questionnaire and semi-structured key informant interviews to develop a theory of change from the perspective of the trainers, and validated it against participants' perceptions of the benefits of training. Our findings indicated that an important outcome of training was to increase participants' belief that they could effect change, also called perception of control; this is related to an increase in a trainee's practical skills, which enables them to become more effective in their work. However, if a trainee's work environment was negative, the impact of training on practical skills, job performance and perception of control was lower. Neither the acquisition of conservation theory nor the opportunity to network was perceived by participants as improving their conservation performance, despite trainers anticipating that these matters would be important. Perception of control and work environment should therefore be considered when designing conservation training programmes, and the effectiveness of teaching conservation theory and networking should be examined further.

A controversy at the 2016 IUCN World Conservation Congress on the topic of closing domestic ivory markets (the 007, or so-called James Bond, motion) has given rise to a debate on IUCN's value proposition. A cross-section of authors who are engaged in IUCN but not employed by the organization, and with diverse perspectives and opinions, here argue for the importance of safeguarding and strengthening the unique technical and convening roles of IUCN, providing examples of what has and has not worked. Recommendations for protecting and enhancing IUCN's contribution to global conservation debates and policy formulation are given.

The Pyrenean brown bear Ursus arctos population in the mountains between France and Spain is one of the smallest and most threatened populations of large carnivores in Europe. We assessed trends in brown bear habitat use in the Pyrenees and investigated the underlying environmental and anthropogenic drivers. Using detection/non-detection data collected during 2008–2014 through non-invasive methods, we developed dynamic occupancy models, accounting for local colonization and extinction processes. We found two non-connected core areas of occupancy, one in the west and the other in the centre of the Pyrenees, with a significant decrease in habitat use overall during 2008–2014. We also found a negative correlation between human density and bear occupancy, in agreement with previous studies on brown bear habitat suitability. Our results confirm the Critically Endangered status of the Pyrenean population of brown bears.

In the search for successful community-based conservation models there has been a substantial focus on payment for ecosystem services. Such payments are measurable inputs that are often associated with conservation success. A closer look suggests a more complex, historically and culturally contingent picture. We argue that a focus on payment for ecosystem services as a defining factor for success in community conservation risks overlooking other, more significant processes. In particular, we argue for the importance of (1) tenure and livelihood security and (2) relations of trust, communication and respect. We draw on case studies from East Africa, but the findings are relevant for global community-based conservation endeavours.

Conservation education requires a multidisciplinary approach that ideally incorporates iterative monitoring to inform decision making and facilitate achievement of conservation goals. Despite their value and importance, evaluations of conservation education programmes are often challenging to conduct, and are published infrequently. In this study the impact of teacher training on student learning of environmental conservation concepts was assessed in students at 10 schools within 5 km of Kibale National Park, Uganda. Student surveys were administered at the beginning and end of each of 3 school years, throughout which teachers engaged in conservation education training. Results suggest students’ conservation knowledge (e.g. knowing which species live in Kibale National Park, and how students themselves could help conserve wildlife) increased throughout each school year, but there were mixed results regarding the extent to which students showed improved understanding of the environmental problems threatening wildlife, and the reasons underlying the importance of conserving the Park. Understanding student knowledge gains and attitude shifts associated with teacher training in conservation education is important for knowing whether focusing on teachers contributes to intended impacts on student learning. Additional research on outcomes associated with long-term conservation education programmes will be useful for continuing to identify best practices in wildlife conservation.

Identifying optimal sampling designs for detecting population-level declines is critical for optimizing expenditures by research and monitoring programmes. The Tropical Ecology Assessment and Monitoring (TEAM) network is the most extensive tropical camera-trap monitoring programme, but the effectiveness of its sampling protocol has not been rigorously assessed. Here, we assess the power and sensitivity of the programme's camera-trap monitoring protocol for detecting occupancy changes in unmarked populations using the freely available application PowerSensor!. We found that the protocol is well suited to detect moderate (≥ 5%) population changes within 3–4 years for relatively common species that have medium to high detection probabilities (i.e. p > 0.2). The TEAM protocol cannot, however, detect typical changes in rare and evasive species, a category into which many tropical species and many species of conservation concern fall. Additional research is needed to build occupancy models for detecting change in rare and elusive species when individuals are unmarked.

The savannah enclaves (i.e. patches) in the southern Brazilian Amazonia are among the most threatened and poorly surveyed sites in Amazonia. As part of an extensive mammal survey, we set camera traps in three of these savannah enclaves. We obtained 23 independent records of pampas deer Ozotoceros bezoarticus, a medium sized Neotropical cervid that is strongly associated with open habitats and categorized as Vulnerable on the Brazilian Red List of threatened species. These savannah enclaves with confirmed populations of pampas deer lie outside the species’ previously presumed historical range and are at least 350 km from any known extant population. Together, these savannah enclaves add c. 4,000 km2 to the pampas deer's currently known range. The small pampas deer populations in these enclaves are probably isolated by a matrix of Amazon forest, raising questions about spatial genetic structure and meta-population dynamics, and making them vulnerable to local extinction. We highlight the need for further studies, particularly genetic, to assess the conservation status of these populations, the results of which could potentially inform management decisions in other areas of the heavily fragmented range of this species.

In 2015 10 Iberian lynxes Lynx pardinus were released in south-eastern Portugal, within the framework of a Spanish–Portuguese reintroduction project. We examined each individual's use of space and social interactions during the first year after their release. Lynxes were selected for reintroduction according to behavioural, genetic and health criteria and fitted with collars with VHF and global positioning systems. Both males and females went through an exploratory phase that lasted 65–105 days. The lynxes did not exhibit any movement directionality from the release site during the exploratory period. During August–December 2015 a stable nucleus comprising seven individuals (four males, three females) was established south-west of the release enclosure. Although the males had a slightly larger mean home range (11.18 ± SE 1.36 km2) than females (9.87 ± SE 8.71 km2), the difference was not significant. The knowledge obtained during the first year of the lynx reintroduction project in Portugal is critical to support the future of this reintroduction strategy. Our results suggest that once the soft release technique is no longer possible because of logistical constraints on the construction of more enclosures, new individuals should be released in unoccupied areas surrounded by occupied territories. This will promote strong social ties to the resident population and prevent lynx dispersal.

Implementing the Reducing Emissions from Deforestation and forest Degradation (REDD+) programme has the potential to significantly reduce greenhouse gases whilst also helping to maintain biodiversity. However, a proposed landscape governance approach to the REDD+ programme, encompassing all land-use activities, could alter these desirable outcomes. Under the proposed approach, governments and private entities could encourage types of land use that have the potential to threaten biodiversity and disrupt ecosystems. Yet a landscape governance approach could also stimulate governments to develop land-use management policies to facilitate adaptation to climate change. I organized focus group discussions with members of conservation groups, REDD+ scholars, and members of the REDD+ agroforestry research community at the Association of American Geographers 2016 Annual Meeting, to identify potential conservation challenges and opportunities associated with carbon-farming in grasslands and plantations under the proposed landscape governance approach to REDD+. I evaluate and synthesize this information, making recommendations for strategies to maximize the conservation opportunities and minimize the challenges. Understanding the challenges and opportunities will enable policy makers and other stakeholders to improve the presentation of their arguments in their efforts to shape the course of the REDD+ programme in the post-Paris Agreement era.

Organisms adapted to life at high elevations are particularly threatened by climate change, which can cause them to become isolated on mountain tops, yet their responses may vary according to their position in the food chain and their ecological flexibility. Predicting the future distributions of such organisms requires fine-tuned species-specific models. Building on a previous ecological niche model, we explored shifts in the suitability of habitats for the Endangered Andean cat Leopardus jacobita, and assessed how these will be represented within existing protected areas in the future. Using a robust set of presence records and corrected climate surfaces, we applied the Maxent algorithm to model habitat suitability for this carnivore and for its preferred prey, the mountain viscacha Lagidium viscacia. Our predictions indicate that the areas climatically suitable for Andean cats could contract by up to 30% by 2080 under the most pessimistic scenario, with an overall upwards shift of 225 m and a polewards displacement of 98–180 km. The predicted range contraction was more pronounced in the species’ core range, in the Bolivian and Peruvian Andes, whereas suitable conditions may increase in the southern range in Patagonia. Bolivia and Peru are predicted to suffer the most marked decline in habitat representativeness within protected areas. The southern range appears to be less vulnerable to climate change, offering opportunities for the conservation of this genetically distinct population. We discuss the value and limitations of using species distribution modelling to assess changes in the potential distribution and conservation status of this and other Andean species.

Globally, island bats are vulnerable to subsistence hunting, with widespread population declines, local extirpations and extinctions. Bats are important to the ecological functioning of remote oceanic islands, and thus the sustainable management of hunting of flying foxes Pteropus spp. is a conservation priority in the Pacific. In Solomon Islands people hunt flying foxes for bushmeat and their canine teeth, which are used as traditional currency. The value of teeth potentially increases hunting pressure on species of Pteropus. We interviewed 197 people on Makira Island to determine the nature of this use and how it may influence flying-fox populations. We asked questions to gather information about hunting practices, the value of canine teeth, utilization of traditional currency, and population trends of Pteropus. Flying-fox teeth remain highly valued on Makira. It is primarily the teeth of P. tonganus that are used rather than those of the smaller P. cognatus. Although flying foxes are not targeted solely for their teeth, this added value seemingly drives hunters to focus on P. tonganus. Hunting varied across five regions of Makira and high hunting pressure corresponded with perceived rarity of P. tonganus. Regions with low hunting pressure may be opportune locations to initiate flying-fox conservation on Makira.

Protected areas help to decrease human impacts on threatened mammals but do not always include species’ core habitats. Here we focus on the Vulnerable taruka Hippocamelus antisensis near the Atacama Desert, Chile, a population that is mainly threatened by interactions with local human communities. We develop a species distribution model for taruka and assess the contribution of protected areas to safeguarding its preferred habitat. From sightings (collected during 2004–2015), absence records (collected in 2014), and environmental variables, we determined that taruka habitat is scarce, highly fragmented and limited to humid areas. Only 7.7–11.2% of the taruka's core habitat is under protection. We recommend the establishment of a protected area in the south of Arica-Parinacota district, an area without settlements that lies within the taruka's core habitat, along with educational programmes, fencing of crops, and inclusion of communities in decision-making in areas where farmer–taruka interactions are negative.

Crop losses to foraging elephants are one of the primary obstacles to the coexistence of elephants and people. Understanding whether some individuals in a population are more likely to forage on crops, and the temporal patterns of elephant visits to farms, is key to mitigating the negative impacts of elephants on farmers’ livelihoods. We used camera traps to study the crop foraging behaviour of African elephants Loxodonta africana in farmland adjacent to the Udzungwa Mountains National Park in southern Tanzania during October 2010–August 2014. Camera traps placed on elephant trails into farmland detected elephants on 336 occasions during the study period. We identified individual elephants for 126 camera-trap detections. All were independent males, and we identified 48 unique bulls aged 10–29 years. Two-thirds of the bulls identified were detected only once by camera traps during the study period. Our findings are consistent with previous studies that found that adult males are more likely to adopt high-risk feeding behaviours such as crop foraging, although young males dispersing from maternal family units also consume crops in Udzungwa. We found a large number of occasional crop-users (32 of the 48 bulls identified) and a smaller number of repeat crop-users (16 of 48), suggesting that lethal control of crop-using elephants is unlikely to be an effective long-term strategy for reducing crop losses to elephants.

In the Democratic Republic of Congo artisanal and small-scale mining is estimated to provide a source of livelihood for 14–16% of the population, or 8–10 million people. In the eastern part of the country it is one of the main threats to large mammal species and their habitats, including forest elephants Loxodonta cyclotis and great apes, such as the Critically Endangered Grauer's gorilla Gorilla beringei graueri and the Endangered eastern chimpanzee Pan troglodytes schweinfurthii. We used semi-structured questionnaires to survey mining communities in and around Kahuzi–Biega National Park and the Itombwe Nature Reserve to understand better the socio-economics of artisanal mining in the region, as well as the impacts of mining on bushmeat hunting. Minerals exploited at the sites surveyed included cassiterite, gold, coltan and wolframite, and most mines were controlled by armed groups. On average, miners earned significantly higher revenue than non-miners. However, mining was seen as a short-term activity and most miners were in favour of leaving the sector for better opportunities. Almost all respondents stated openly that they consumed bushmeat regularly because of the lack of alternatives and believed that bushmeat hunting had caused declines and local extinctions of some large mammal populations, including great apes. Respondents stated they would reduce their consumption of bushmeat if domestic meats became more available. We recommend that future interventions should target mine sites to address bushmeat hunting, by improving access to sustainable meat sources, establishing micro-financing mechanisms to help miners leave the mining sector, and working towards de-militarizing these sites to facilitate law enforcement.

Natural resources in and around protected areas in many countries in Africa are under intense pressure as a result of illegal behaviour, such as fishing, hunting and logging. A better understanding of local people's perceptions of the nature of illegal behaviour and the relevance of conservation actions would be useful in informing conservation decisions. We gathered information on the attitudes and perceptions of communities in the vicinity of Ugalla Game Reserve in western Tanzania regarding illegal behaviour and the effectiveness of conservation practices, using household surveys, key informants, and focus groups. We found that local people use the Reserve illegally, especially for hunting (28 ± SE 6%) and logging (20 ± SE 5%). We explored behaviours that are problematic for conservation in the partially protected areas around Ugalla. Local communities reported feeling isolated, harassed and intimidated by approaches used to protect Ugalla. They were angered by the conservation of Ugalla as a trophy hunting site for foreigners, and the excessive force and beatings used by game rangers to keep them away from the Reserve. Improving local livelihoods (17%), participatory conservation (16%), and giving people land for agricultural activities (16%) were among the ways that local communities felt would reduce illegal activities. Our findings suggest the need for conservation measures to benefit local communities around Ugalla transparently and equitably. Outreach programmes would help to raise conservation awareness and attract positive attitudes towards conservation. To encourage local support for conservation, we also suggest that conservation authorities create and maintain good relations with people living near the Reserve.

With an increase in poaching of elephants Loxodonta africana across Africa, it is vital to know exactly how many elephants remain and where they occur, to ensure that protection and management are planned appropriately. From a nationwide survey we provide current population and distribution data for elephants in South Africa. We consider the viability of elephant populations in the country, as well as some of the management techniques implemented and how effective these are in controlling elephant numbers. According to our surveys there were 28,168 elephants in South Africa as of December 2015, with 78% of these occurring in Kruger National Park and reserves bordering and open to the Park. Of the country's 78 discrete reserves that host elephants, 77% have populations of < 100 elephants, which could mean they are not genetically viable. We discuss our findings in terms of the conservation value of South Africa's elephant reserves, and the animal welfare implications. We recommend that the fragmentation of elephant habitat in the country be addressed through a national elephant management strategy that promotes wildlife corridors between existing, neighbouring elephant reserves.
