Jews of Turkey have been applying for citizenship restitution from Spain and Portugal through processes formalized in 2015. Using 29 interviews, I analyze applicant motivations and find that cultural connections play a minor role in applicant decisions. The citizenship application process did not lead to self-questioning of identity for these applicants, unlike Sephardic Jews in other contexts. The more important motivators were Jewish fears about the future of Turkey, the practical benefits of easy travel on a European Union passport, and the desire for global mobility, allowing individuals to chase prosperity wherever it may go. While Jewish fears are mostly in the background, the other two motivations were more pressing. I place these motivations in the context of changing conceptions of citizenship in Europe and the global inequality of citizenship, crystallized in a hierarchy of passports. I find that after acquiring Iberian citizenship, Jews from Turkey relate to their new citizenship solely in practical ways.

The high infant mortality rate of illegitimate children in Dualist Hungary urged politicians to create a modern state child welfare system for the protection of abandoned children whose upbringing became a national matter. Their main concern was providing adequate nutrition for infants and increase their chances of survival. The article examines how demographical concerns and national-political ideals influenced the evolution of the child welfare system in multi-ethnic Transylvania, first as part of the dual monarchy and after the First World War as a province of Romania. The Hungarian state children’s asylums offered a variety of nursing programs for abandoned infants, where the foster-care system often resulted in their Magyarization at a later age. During the First World War, the new objective was the protection of infants together with mothers and the promotion of breastfeeding in order to ensure the viability of the Hungarian nation. National arguments were used in both time periods to support infant protection initiatives. In interwar Transylvania, the urban-rural ethnic distribution influenced the development of infant protection facilities: all state investments were channeled toward the “authentic” Romanian countryside, while in the “foreign” urban environment ethnic minorities focused on their own institutions.

Several watershed events preceded the dissolution of Yugoslavia. One of these was the toppling of the Vojvodina autonomist leadership in October 1988. This was preceded by a series of rallies throughout Vojvodina in the summer of 1988, which may have seemed like a spontaneous affair and the work of “ordinary citizens.” It was called “the antibureaucratic revolution.” However, these rallies, including a standing group of demonstrators, continually and always referring to the grievances of Kosovo Serbs, turned out to be supported by the Serbian political elite centered in Belgrade. The elite, still headed by the Serbian Communist Chief Slobodan Milošević, gave thrust and coordination to efforts to organize the rallies. The Vojvodina leadership was toppled for their alleged “failing to understand the plight of Kosovo Serbs.” The overthrow was, further, with a view to achieve the Serbian elite’s pet project, the “united Serbia”—that is, doing away with Vojvodina’s and Kosovo’s autonomy. Written sources (including recollections by Yugoslav leaders of the time) and written sources are considered in research on the events.

Latvia’s far right has had a great deal of political influence since the late 1980s, when nativist movements played a key role in mobilizing political opposition to Soviet power. Far-right parties have been in 16 of the 22 government coalitions in Latvia between 1993 and 2023. Since 2010, the National Alliance (NA), a merger between an established far-right party and a more youthful political party, has come to dominate Latvia’s far right and has been a part of every government coalition from 2011-2023. This article begins with a discussion of Europeanization, the Europeanization of political parties, and the qualitative methodology used in the article to examine the impact of Latvia’s membership in the European Union on NA’s international links and program. The article then outlines the development and influence of Latvia’s far-right. The following sections examine links between Latvia’s far right and Europe’s far right and the impact of Europe on NA’s ideology and program. It finds little evidence of Europeanization of Latvia’s far right. Latvia’s far right is more hawkish toward Russia than the West European right and also enjoys greater domestic influence and respectability. “New nativist” anti-immigration and cultural Marxism themes have lower salience in Latvia where Russian-speakers are perceived as a bigger and more immediate threat than Muslims or “Woke” activists.

In 2006, the authorities of the de facto state of Transnistria unilaterally held a sovereignty referendum. Almost all voters supported Transnistria gaining internationally recognized independence and subsequently integrating/associating with Russia. Despite such clear results, the poll was not recognized internationally and, consequently, not implemented. However, this was not a problem for the Transnistrian leadership, since the primary objective of the referendum was not to reallocate sovereignty, but to domestically empower Transnistria’s President Igor Smirnov. Based on the discourse of Transnistria’s next president, Yevgeniy Shevchuk, this article argues that the referendum was not placed in the dustbin of history. Analysis of the official Transnistrian news published during his presidency from 2011–2016 shows that Shevchuk re-exploited the 2006 sovereignty referendum. His aim was not to reallocate sovereignty either, but to reach the following goals: 1. procure legitimacy of the Transnistrian sovereignty cause internationally; 2. empower Transnistria vis-à-vis its parent state, Moldova; 3. boost relations with Transnistria’s patron, Russia; and 4. empower himself domestically. Arguably, the argument about the strategic use of past unilateral sovereignty referendums also works in cases of other de facto states, which can be analyzed using the analytical framework presented in this article.

The goal of this exploratory article is to examine the specifics and networks within and between conservative organizations at the local, regional, and national levels in Poland. By investigating these connections in 2016 using social network analysis and interviews, we contribute to a better understanding of the growth and structure of these groups, which created the base for right-wing organizations as well as led to the success of right-wing parties in Poland and vice versa. We expect to find that the majority of far-right organization networks is vertically structured, linking those organizations at the local level with national organizations; those at the top sustain them financially and offer popularity, access to politics, and other opportunities. However, although right-wing organizations care more about the linkages with their national counterparts, we expect to find that those few local organizations that form links with like-minded local organizations emphasize grassroots activities unrelated to participation in political party activities and are less radical and more civil in their behavior and attitudes.

Drawing upon rhetorical approaches to citizenship, this article analyzes how the contested notion of Bosnian-Herzegovinian (BiH) citizenship has been crafted on the discursive level during two series of social mobilizations taking place in 2013 and 2014. It aims to provide a better understanding of how various actors make sense of BiH citizenship. This study investigates what values were associated with citizenship, how boundaries of membership were drawn, and how the ethno-national dimension and linguistic complexities came into play. It analyzes a corpus of 150 media articles covering the protests in four major printed daily newspapers while methodologically relying on the discourse historical approach developed by Reisigl and Wodak. The analysis demonstrates that discursive articulations of citizenship are generated within the immediate context of social mobilization but are also influenced by historical legacies, institutional preconditions, regional aspects or global narratives. It shows that the decentralized institutional set up combined with the multi-layered and multidimensional meaning of citizenship blur the notion of BiH citizenship as an all-encompassing term and pose an obstacle to the formulation of an alternative vision of the BiH polity to the post-Dayton order.

This article is dedicated to the absent presence and mnemonic remains of the socialist-era monuments in eastern Europe. Mnemonic remains is a metaphor I employ in this paper to direct our attention to the physical absence of monuments after their removal. But it also speaks of a monument’s role in absentia, its continued existence in and its effects on the collective memory beyond its physical presence. The phenomenon, sporadically acknowledged but rarely subject of investigation in academic literature, is explored and illustrated through the lens of the removed V.I. Lenin monument in Riga. The absent monument, I contend, performs the function of a phantom monument, exerting mnemonic agency beyond its physical presence through its representational value for other memory projects. This is highlighted through the study of the proposed and completed, but never unveiled, monument to Konstantīns Čakste on the site of the former Lenin monument in Riga.

This article contributes to discussions on culture wars, memory politics, and the politics of dead bodies. It uses the example of the annual celebration of the liberation of the city of Pilsen by the American army in 1945 to demonstrate the use of the concept of “political necromancy.” The Pilsen celebrations are one of the events during which participating politicians use fallen (or suffering) soldiers as an argument to support current political goals. Metaphorically, the politician as a necromancer brings the fallen back to life and sends them as an army of the dead to fight in culture wars and memory wars. The article focuses on introducing the different strategies used in this process (depersonalizing the fallen or creating a ghost hero) and shows how dead bodies and the appropriate use of memory politics are used to bolster foreign policy ties to the US and to lash out against Russia and communism.

This article addresses the protest against the 2019 Nobel Prize in Literature to Peter Handke as an example of transnational memory activism. It analyzes from a transnational mobilization perspective how activists achieved a globally visible protest in Stockholm and what role memory played in the protest mobilization and framing. Genocide survivors and former refugees, human rights activists, journalists, and academics formed a transnational protest coalition. In this way, they drew international attention to their outrage at the honoring of an author who is criticized for denying the Bosnian genocide. The analysis shows that memories of the violent dissolution of Yugoslavia and genocide united the diverse protesters as a “memory community” and shaped their framing. The protesters warned of the potential repercussions of the Nobel Prize to Handke for the internationalization and normalization of genocide denial. They argued that locally, Serb nationalist politicians can find legitimation in it for divisive politics. Moreover, they put the prize in a larger context of globally rising right extremism and islamophobia that find inspiration in the very Serb nationalist ideology and its propagators of the 1990s conflict.

Catalan nationalism had always supported Ireland in its struggle for autonomy or independence against the British Empire. The outbreak of the Irish Civil War, nevertheless, surprised Catalanism. This article discusses the difficulties of the main Catalanist political parties in that period—the Lliga Regionalista, Acció Catalana, and Estat Català—to explain the Anglo-Irish Treaty in the Catalanist milieu as well as the difficulties of differentiating dominion and federation and adopting a coherent position according to their own ideology and to Catalan internal political dynamics. Focusing on this study case, the objective of the article is to show the difficulties of stateless national movements to explain their own politics and objectives from external models. And, likewise, how the look toward an external nationalism can stop being useful or even raise unexpected questions within the movement that tries to explain itself by simplifying the contexts of others.

This article analyzes the trauma of war present in the collective memory of the inhabitants of the village of Bojszowy. It may transform into a cultural trauma that significantly determines the community’s identity. Combining four strands of literature—memory studies, nationalist studies, historical studies, and psychological studies—the authors argue that in the community under study, the trauma connected with Upper Silesians’ service in the Wehrmacht during World War II constitutes such a collective cultural trauma. Based on the study of the collective memory of the Silesian community and interviews with the Silesian intellectual elite, the article analyzes in detail how the memory of these events has changed the identity of the Upper Silesian community in recent years. This does not mean that we underestimate the importance of the other elements that make up the Upper Silesian tragedy. A combination of local circumstances meant that the service of Silesians in the Wehrmacht was crucial to the occurrence of cultural trauma (in J. Alexander’s terms).

The article deals with Czech and German nationalist discourses and practices in the late 19th and early 20th centuries as they relate to tourism in the Krkonoše/Riesengebirge, the highest Central European mountain range between the Alps and Scandinavia. It will discuss the discourses developed in relation to mountain tourism and nationalism (metaphors of battlefields, wedges, walls, gates, and bastions), different symbolical cores of mountains, and practices of tourist and nationalist organizations (tourist trails and markings, excursions, the ownership of mountains huts, languages used, memorials, and the construction of roads). It will examine how these discourses and practices changed from the first Czech-German ethnic conflicts in the 1800s until the end of interwar Czechoslovakia. Finally, it will discuss the Czech culture of defeat in the shadow of the Munich Agreement, which meant the occupation of the Giant Mountains by Nazi Germany.

Legal narratives about collective violence have given an outsized explanatory role to propaganda in conflicts such as the Rwandan genocide and the Yugoslav Wars. While post-conflict ethnographies have examined what Rwandans remember about propaganda and collective violence, similar studies have not been undertaken in territories of the former Yugoslavia. The present ethnographic study fills this gap. After introducing the theoretical and empirical problems that have stemmed from recent speech crime trials in international criminal law, I examine the causes of collective violence in the Yugoslav Wars as remembered by former combatants, survivors, and the greater populations of post-conflict regions in Bosnia-Herzegovina, Croatia, and Serbia. I show that remembered causes, including the role of propaganda, vary significantly between former combatants and the greater populations. Nevertheless, local perspectives, especially among former combatants and survivors, converge on the effects of populist movements following Yugoslavia’s economic crisis and the rise of ethnic, religious, and nationalist leaders who engaged in inflammatory rhetoric and misinformation to mobilize war efforts. This article thus corroborates key findings from other post-conflict ethnographies which show that propaganda plays a secondary but significant role in the cultural manufacturing of state-sponsored ethnicity and cultural logics of violence.

This article highlights the significance of Lëvizja Vetëvendosje’s (LVV) left-wing Kosovar Albanian nationalist challenge to the authoritarian and patrimonial nationalist system of Kosovo’s rebel victors. LVV used the political settlement’s own legitimizing metanarrative – that of Kosovar Albanian nationalism – to bolster their own legitimacy while undermining that of post-war elites drawn from organizations active in the conflict of the 1990s. A methodology based on Discursive Institutionalism makes sense of LVV’s position as both a challenger of rebel victors but also as a representative of the same ideological culture that underpins Kosovo’s political culture. There are two key contributions here. Empirically, this study characterizes LVV as a nationalist challenge to the rebel victor parties rather than as a distinctively nationalist or a protest party. The second contribution is theoretical: peacebuilding and political settlements theories must take a more dynamic and agency-sensitive view of legitimacy creation than they have hitherto.

The recent history of the Ukrainian authoritarian far right is one of paradoxes. If one looks at the polls, it has performed poorly; its modest successes have been regional and short-lived. On the other hand, it has been highly successful in terms of shaping memory politics in the country. It has had a disproportional influence on history writing, having invested significant efforts into building an effective structure in the field of memory management. Radical nationalists have also come to staff senior positions as deans and vice chancellors at Ukraine’s top universities, the ministry of education, the Ukrainian Institute of National Memory (UINP), and the archives of the Ukrainian Security Service (HDA SBU). The hard right has gained a disproportionate influence on “soft issues” of identity and the shaping of “national memory” – not only by running the governmental memory institutes, but also by hands-on drafting of memory laws outlawing “disrespect” for the OUN, the Ukrainian Insurgent Army (UPA), and other historical far-right groups. This study seeks to trace and contextualize the repatriation of the ethnonationalist hard right from emigration and its role in shaping an infrastructure of memory production – in particular, under presidents Yushchenko (2005–2010) and Poroshenko (2014–2019).

In 1989, after few decades of Soviet disinformation, a fourth investigation by the state commission finally recognized Bykivnia, located on the outskirt of Kyiv, the capital of Ukraine, as being a burial place for victims of the Soviet regime. Later in 1994, the Historical and Cultural Reserve “Bykivnians’ky Graves” was launched at the site, marking the initial point of the state remembrance of victims of Soviet political repressions and consequently indicating the importance of the victimhood narrative when portraying the Soviet past. This article examines the historical recognition of Bykivnia and the development of a martyrological landscape on the site in context with the establishment of state legislative actions and commemorative policies regarding victims of Soviet political repressions. The case study of Bykivnia should provide a basic understanding of domestic and international contradictions when creating a victimhood narrative and will question approaches taken for adapting this narrative in building a national identity.

Are referendum campaigns involving issues about sovereignty more likely to succeed if framed in a positive rather than a negative way? We ran a survey on a hypothetical referendum on a peace agreement between Serbia and Kosovo to answer this question, and we experimentally simulated both positive and negative frames. We found that the positive campaign frame, i.e. one that contains an invitation to support a lasting peace in the Balkans, economic prosperity, Serbia’s path to EU integration, and the protection of the Serbian population and cultural heritage in Kosovo, is more appealing than the negative one, which focuses on avoiding the risk of failure. Our finding contradicts previous works that relied on the prospect theory to argue that negatively framed messages can attract more attention because people try to avoid adverse outcomes. To explain our findings, we argue that positive referendum campaigns are more effective than negative ones when the reference point is low due to attributive framing.

Since the election of Aleksandar Vučić and the Progressives, Serbia has witnessed a slow decline in media freedom, which scholars such as Subotić (2017) argue has been worse than in the 1990s. Although the government had adopted a package of three laws in August 2014 to bring the media landscape up to European standards, the implementation of the laws has been limited and marginal, with the Progressives engaging in fake compliance. The adoption of the new media strategy 2020–2025 in 2020 has not led to genuine domestic reform and compliance to EU conditionality. In fact, the EU Commission and journalists’ associations in Serbia have criticized the decline in Serbia’s media freedom, citing continued attacks on journalists and indirect political and economic control through advertising and project co-financing, which continue to be features of the Serbian media landscape. In the absence of clear and credible EU conditionality, the decline of media freedom is in the eye of the beholder, where the gap between public engagements with Serbian politicians and the critical stance of progress reports regarding the degradation of the media have enabled Serbian elites to exploit this ambiguity to continue their strategy of fake compliance vis-à-vis rule of law.

This article looks at different strategies in which authoritarianism operated in relation to the redesign of Skopje during the rule of the conservative party VMRO-DPMNE and its leader Nikola Gruevski. It argues that the promoters of the urban project called “Skopje 2014” relied on a set of nondemocratic mechanisms and involvement and coordination of various individuals and institutions on all levels to implement and legitimize the project and expand its political dominance. These ranged from state-driven mechanisms and urban design strategies to contributions of non-state groups, thus demonstrating a systematic effort behind the makeover of Skopje. Examining the project through the concept of authoritarianism, the article goes beyond (methodological) nationalism to understand the complexity of the revamp of North Macedonia’s capital. It also demonstrates how the party used its ideological principles to leave its enduring mark on Skopje’s urban environment. Additionally, the article points out the need to study urban space politics in the context of hybrid and competitive authoritarian regimes.
