Exploring the intersection of state, religion, and ethnicity, this article considers the opportunities for individual and collective advancement available to Muslim Gujjars in Chamba district of Himachal Pradesh. Following the lives of three prominent members of the community—a teacher, a political activist, and a maulvi—it considers their respective orientations to the state and their relationships with their fellow Gujjars, to illustrate the different ways in which Gujjars have sought to transcend their marginal and subordinated position as an ethnic and religious minority. With state-promoted schemes of affirmative action and reservation offering only limited opportunities for social and economic advancement, we see how Gujjars have responded to their continued marginalization, first through political mobilization as an ethnic group and, more recently, through the establishment of Islamic educational institutions and association with Tablighi Jama'at. This leads to an evaluation of the emancipatory potentials and contradictions of insurgent citizenship when mobilized around specific aspects of ethnic and religious identity. Against a backdrop of economic liberalization and accompanying shifts in civil society, I show how the distribution of rewards that derive from strategies of assimilation, engagement, and withdrawal are structured in particular ways, including by class and gender.

There are several reasons for taking a special interest in Hao Ran's Yan Yang Tian (Bright Skies), a novel about the Chinese countryside of which Part One was brought out by the author's Publishing House, Peking, in late 1964 and Part Two by the People's Literature Publishing House in March 1966. The third and final part has yet to be issued. It is the first published novel by Hao Ran, a writer born in 1932 and chiefly known for his short stories. It shows that gloom about the state of contemporary Chinese writing is not always justifiable and, perhaps more significantly, gives a reasonably full and frank account of some critical days in the history of a Chinese village. In providing a very detailed record of the behaviour of a number of peasants in the collectivization movement, it does much to supplement the official reports in the Chinese press and the interpretations of outside observers. Not the least of the book's achievements is the creation in the village boss, Ma Zhiyue, of one of the most significant villains in modern Chinese fiction.

In the process of opening up China, the French representatives, like their other Western counterparts, came into contact with the Chinese mandarins who represented a culture and world view that were almost totally foreign to them. Part of the daunting task of preservin their country's glory and pursuing its interests, was to try and comprehend the world they were attempting to engage. They arrived in China with an intellectual luggage replete with stereotypes and misconceptions about the Chinese, on the one hand, and on the other hand they were committed to their mission civilisatrice in China which was to help the Chinese save themselves from themselves.

While various scholars of Indian economic history have focused on the progress of import substitution in India after the 1920s, few have studied why this led to hardly any export of industrial products during the colonial period. One of the most probable reasons for the lesser popularity of this issue could be attributed to a commonly shared view that there was less hope for the export of industrial products in colonial India since import substitution had progressed only so far. Although it is accepted that the industrial development of colonial India was generally stagnant, this does not necessarily apply to specific products in specific industries. For instance, the iron and steel industry achieved almost a full self-sufficiency rate for some of its steel products during the 1920s, although the industry hardly exported the products afterward. This paper aims to clarify why hardly any steel of the Tata Iron and Steel Company (TISCO), the only steel producing company with modern technology until the mid-1930s, was exported. A detailed study of the company's archives will show that the steel export of the company was fundamentally hindered by a fact which had its origin in British imperial policy: the strict quality specifications in the production of steel.

This paper analyzes the political project of secular Islam as outlined by the Indian political and religious leader, Muhammad Shah—also known as Aga Khan III (1877–1957). As first president of the All India Muslim League, Muhammad Shah facilitated the installation of separate electorates for Muslims as well as the call for Partition. The reformist notion of Islam he invoked for this separatist programme was informed by the secular and modernizing projects of the colonial public sphere. Simultaneously, however, Muhammad Shah claimed a divine role as Imam of the Ismaili Muslim community—a position validated by Ismaili beliefs and teachings of messianic Islam. The paper engages Muhammad Shah's writings and the devotional texts of the Ismailis to illustrate how the heterogeneous forms of practices peculiar to the vernacular history of Islam in early modern South Asia were displaced by the discourse of religious identity in the colonial period.

This article discusses the shifts in rights over land of Binjhal Adivasi people in the wake of colonial rule in the ex-zamindari of Borasambar, located in the British Central Provinces in the eventful period from 1860–1926. Oral narratives and documents preserved by Binjhal villagers juxtaposed with archived records of military expeditions, village surveys, administrative letters, and land settlement reports reveal how Binjhal ancestors lost titled land and offices of headmanship, which, over time, impoverished and diminished them in the rural hierarchy. The research finds that the codification of selective custom as legal rights accommodated colonial land policies to promote social change and agricultural improvement. Environmental histories document how nineteenth-century forest enclosures and agrarian order brought Adivasi areas within state control. Revisionist research highlights historically contingent outcomes of colonial rule. The Adivasi pasts in this article reveal how the interpretations of legal culture by local actors, who transacted with the administration, led to variable outcomes for a pre-colonial land-controlling group. By examining the truth claims in fragments of Binjhal voices and narratives about them, in village memories and archives, through a threefold examination of the past—pragmatic, habitual, and episodic—this article explores the historicity of Adivasi land memories. Here, stories of past glory lead to claims of legal entitlements rather than restitution of ancient rule, and injustices are described in the idiom of disrupted kinship and transgressions of women, illuminating the varied routes through which groups residing in relatively non-agrarian upland habitats became Adivasi.

This article analyses how, at the time of the Japanese military expansion across Asia in the 1930s and 1940s, the category of ‘Burma Chinese’ and notions of ‘Chineseness’ acquired meaning through the movement across Chinese and Indian borders of residents of Burma identified as Chinese. Focusing on the terminology utilized by various reporting organizations to refer to evacuees, refugees or returnees, this article asks what we can learn from bureaucratic exchanges and practices of documentation about the wartime migration of Burma Chinese. I argue that a shared racial logic of territorialization operates across divergent sets of correspondence concerned with the repatriation of Burma Chinese to Burma. Multiple acts of iteration and practical implementation of categories naturalized this racial logic with respect to Burma Chinese in the latter half of the 1940s. Understanding how the work of repatriating Burma Chinese rested upon a shared racial logic is important because the regulation of Asian wartime migration was foundational to the emerging international refugee regime and post-Second World War world order.

This paper discusses the political opportunity structures which facilitated the creation of sites of interaction and protest against the Asian Development Bank during the Bank's Annual General Meeting in Chiang Mai, Thailand, in 2000. The factors which facilitated the coming together of Thai social movements and their regional and international counterparts are mainly their shared critique of the neo-liberal paradigm and its adverse effects on their respective countries. The strategies they used to highlight these effects enhanced their sites of engagement and confrontation with the Bank and included dialogue with Bank officials, demonstrations, and the use of the media to highlight their concerns. Importance was also placed on the manner in which they were able to mobilize resources for the anti-Asian Development Bank campaigns and the process by which they framed their issues to gain the sympathy and support of the public. The 1997 Asian financial crisis, which highlighted the shortcomings of the Bank's development paradigm, as well as the ongoing democratization process in Thailand during that period, provided the impetus in fostering the anti-globalization alliances of local and transnational social movements in a common venue.

Historians of modern India have recently been paying increased attention to the founders of nationalist politics in the provinces, in growing recognition that the heredity of the Indian National Congress was influenced by complex institutional patterns going back some decades before its birth in 1885. These patterns were rooted in widely varying local and regional conditions. To the extent that the local political associations were designed by a Western-educated professional class with the common purpose of influencing policy decisions of the British Raj, they can all be understood within the context of British imperial politics. But the associations' leaders, the spokesmen of Indian nationalism in its early forms, had to confront a second audience as well as the British: the largely traditional society of their birth. Their relationship to that society was probably the most controversial and misunderstood dimension of their lives, yet it was crucial to the growth of regionally distinctive variations of later mass nationalism.

In the book compiled by Mervyn Jones after Kingsley Martin's death in 1969, Asa Briggs recalled that ‘no country meant more to Kingsley Martin than India’. Martin's writing, campaigning and travelling all confirm this. His life also confirms his priorities for development and poverty reduction. Famously, however, he was not an economist, and he does not seem to have brought these concerns together, or to have asked how aid might best be used to help. This paper, in a small way, aims to fill that gap.

The assumption of the passive peasant in Indian history has been existent at least since the time of Max Weber, and continues to return, phoenix-like in its appearance, every few decades. Its importance, however, lies in the responses the generality spawns. Morris D. Morris refuted Max Weber's thesis, detailed in The Religions of India, in 1967, while Barrington Moore, Jr.'s Social Origins of Dictatorship and Democracy was aptly rebutted by Kathleen Gough in 1974. Since then, the concept of the rational peasant, particularly during colonial times, has undergone a metamorphosis. Various modes of peasant dynamics have been amply demonstrated in recent works, stepping into the realms of peasant rebellion, desertion, banditry, and the like. Of particular import, in terms of peasant consciousness, has been the rise of the ‘Subaltern School’ of study. Beginning with Ranajit Guha's seminal work, Elementary Aspects of Peasant Insurgency in Colonial India, and continuing with volumes of articles by a variety of authors, the Subaltern Studies group has attempted, in their own words, to offer an alternative to historical writing ‘that fails to acknowledge, far less interpret, the contributions made by the people on their own, that is independently of the elite.…’ These scholars thus use the term subaltern for those social groups which they believe have been ignored through the course of history.

China's foreign relations during the Second World War underwent a radical metamorphosis. The Chinese government under Chiang Kai-shek (Jiang Jieshi) earned new international respect by mounting a tenacious resistance against the Japanese enemy. By allying itself with powerful countries in the West for the first time in modern history, China emerged from its involuntary diplomatic isolation. The new Grand Alliance facilitated China's diplomatic initiatives seeking to eradicate the legal stigma of its semi-colonial status through the abrogation of the unequal treaties. In the process China also leaped to the rank of the ‘Big Four’. At a time when the Western colonialism was receding, the Japanese Empire was collapsing and national independence movements were on the rise in many Asian countries, China seemed positioned to achieve a new prominent leadership role in Asian and world affairs.

The Congress, which had launched a satyagraha in 1930 to defy the Martial Law at Sholapur, had swept to power in the Bombay Presidency after the 1937 elections. However, once in power it started using a vocabulary of discipline in the industrial city. Its acceptance of power was greeted with a surge in labour activism led by the communists. The Congress initially relaxed many of the restrictions imposed by the earlier British administration and followed a strategy of accommodation. In a city like Sholapur, where government surveillance had increased following the violent popular unrest of 1930 in response to Mahatma Gandhi's call for Civil Disobedience, such temperate policies encouraged the articulation of submerged tensions, especially as the formation of a Congress government had raised expectations. Yet a combination of factors forced the ministry to adopt an uncompromising stance towards the labour activism of this period. Sholapur's turbulent record of unrest, the constraints imposed by class alliances, the trappings of labour recruitment from the criminal tribes settlement, the increasing influence of the communists, coupled with the bureaucracy and millowners' shared aversion to unbridled trade union activity, forced the ministry to adopt tougher disciplinary measures in the city. Therefore, when the labour agitation in Sholapur threatened to disrupt law and order, it brought about a shift in the government's response and the bureaucracy reasserted its power by reverting to repressive measures in the new Congress Raj.

Being the concluding part of the study on the Chinese in the nineteenth-century Straits Settlements, the inquiry has a twofold aim: to construct a social alignment pattern of the Chinese in Penang, and to compare the pattern with those in Singapore and Malacca. Altogether 14,500 names of donors from epigraphic sources were processed.

The Penang Chinese exhibited a rather unique social alignment pattern in that the Hokkiens had been very active in a number of community oriented associations. Cases of cross-dialect-group participation were few, as compared to the other two settlements, for the various dialect groups in Penang, particularly the Hokkiens, were largely attracted to the inter-provincial associations. This was a unique social alignment pattern.

The findings from Penang, together with those in Singapore and Malacca were used to reconstruct an unidimensional scale for measuring the system rigidity of Chinese voluntary associations.

What is ‘early modern’ about religion in South India? In theorizing early modernity in South Asia, the category of religion has been viewed with scepticism, perhaps to avoid painting India as the exotic ‘Other’ that failed to modernize in the eyes of Western social theory. And yet, Western narratives, drawn from secularization theory, fail to do justice to our historical archive. As a vehicle for approaching the experience of religion in early modern South India, this article invokes the category of space as a medium for the publicization and contestation of meaning across diverse language, caste, and religious publics. In the process, it excavates the codification of the ‘Sacred Games of Śiva’ as public religious canon of the city of Madurai, exemplifying the distinctive role played by religion in public space in early modern South India.
