Current explanations of taxation levels have identified a host of factors, such as levels of economic development and GDP per capita, tax handles, tax morale, and political regimes. But none of them can account for Argentina's exceptionalism. Using a “transaction cost politics” approach and the case of Brazil for comparison, this article argues that the key to explaining low taxation in Argentina is political instability. Systemic instability affects the tax behavior of governments. Facing an uncertain future, incumbent governments choose to extract resources from society through inflation rather than normal taxation. This article argues that political institutions, particularly federalism, contribute to instability and thereby reduce the discount rates of government policymakers.

A 1995 survey shows that Mexican citizens depend on their cognitive and affective orientations toward the United States in forming opinions about economic agreements between the two countries. The degree to which respondents utilized general feelings toward the United States rather than images of the United States varies by educational level and across the two agreements that were examined, NAFTA and the Clinton economic stabilization package of 1995. Whether respondents utilized an image of U.S. economic imperialism or of racial discrimination against people of Mexican origin in forming their opinions also depends on the level of education attained and on the policy domain of the agreement. The cognitive processes respondents utilized to form opinions about these economic agreements also differ across educational levels and policy domains. The findings have important implications for the capacity of Mexican elites to mobilize support for agreements with the United States and more generally for U.S.-Mexican relations.

This article explores the relationship between women's embodiment and political resistance in Argentina during 2002–2003. This was a time of socioeconomic crisis, influenced by neoliberal globalization. In this tumultuous context, women's bodies became embattled sites, shaken by the crisis but also actively engaged in constructing a new society and new forms of womanhood. Bodies are important to understanding political resistance, as reflected by the meanings attached to poner el cuerpo, a common expression in contemporary Argentine social movements. This article analyzes how women construct embodied subjectivities through their activist practices and how they define poner el cuerpo in terms of collective protest and daily activist work, coherence between words and actions, embodied sacrifice, and risk taking and struggle. As life in Argentina deteriorated because of the crisis, women's bodies represented not only suffering but also resistance and renewal.

This article seeks to explain the highly interventionist Brazilian automobile policy of 1995, which drastically departed from the neoliberal principles guiding Brazilian economic policy at the time. This seemingly inconsistent policy stemmed from two overlapping bargains. The first, between the private sector and the government's developmentalist, and hence more permeable elements, shaped the policy's content and design. A second, more crucial intrastate bargain pitted the defenders of the previous development model against the team of neoliberal, technocratic economists who had centralized economic decisionmaking authority since mid-1993. These economists' support for the automobile policy must be understood as a response to the macroeconomic and political challenges they faced in 1995. This study highlights the importance of examining the undisclosed actions of the state and the role of intrastate cleavages in political economy outcomes.

Chile's 1989 constitutional reforms constituted a trade-off: the military gave up protected democracy provisions but acquired greater autonomy. The democratic opposition could accept or reject, but not modify, constitutional changes proposed by the outgoing dictatorship. This study addresses a very limited time period in the transition to democracy: the moment after the transition has been secured and transitional rules have been established. The dynamics of this period differ markedly from those in the larger democratic transition. The approach in this study complements alternative explanations of why the 1989 reforms benefited the outgoing dictatorship more than the incoming democratic government. Although the outgoing regime granted several opposition demands by reducing restrictions on political pluralism and eliminating barriers to political party activity, it also secured provisions that made the military more independent of civilian authorities than originally conceived in the 1980 Constitution.

More than a decade after Latin America's most recent turn to democracy, unchecked police violence and torture continue and in some cases have increased. This study examines police killings in 19 Brazilian states from 1994 to 2001 and finds that democracy has not substantially reduced these types of human rights violations, for two reasons. First, underlying social conflict has continued to exert a significant impact on the lethal use of force by police officers. Second, pro-order political coalitions, generally represented by right-wing politicians, have blocked effective measures to control police violence and have implemented public safety measures that stress the use of force. The analysis emphasizes the nonteleological nature of democratization processes and demonstrates the strength of political forces working to maintain “illiberal democracy.”

Since the early 1990s, World Bank officials in many countries have pressed their government borrowers to include nongovernmental organizations as development partners. What impact has this new partnership norm had in the bank's borrower countries, and why? This article investigates these questions through longitudinal analysis of three cases: Guatemala, Ecuador, and the Gambia. In their first iteration in the 1990s, these bank-sponsored efforts generally failed to take root; yet by the 2000s, NGOs and state actors were engaged in multiple partnerships. This article suggests that over time, bank officials' repeated efforts to embed these new ideas fostered a social learning process that led NGOs to adopt more strategic partnership practices and government officials to see NGO partners as useful. Several factors may affect this learning process: levels of professionalism and the growth of professional networks, the presence of effective “bridge builders,” and the level of historical conflicts.

Once prey to government patrimonial practices, the Corporación de Fomento de la Producción (CORFO), Chile's economic development agency, overcame this problem in the early 1990s. In 2000 CORFO established a High Technology Investment Promotion Program to promote foreign direct investment in high technology and other nontraditional sectors. This article applies concepts of political survival and cooperation to explain how CORFO moved from patrimonialism to technocratic independence. Then it demonstrates that governments possessing technocratic independence but lacking other characteristics typically associated with successful investment promotion efforts can develop transnational strategic networks of individuals, business associations, and universities to facilitate their learning process in order to devise more effective strategies to promote nontraditional FDI.
