This study analyzes the causes of executive-legislative deadlocks in the Dominican Republic in the period 1978–2005. Deadlocks are considered a pernicious element in (presidential) democracies. The study applies a combination of simple statistical techniques and process tracing to test four institutional hypotheses, which argue that certain institutional and party system constellations increase the probability of deadlocks. The hypotheses point to necessary causes of deadlocks, but their predictions are imprecise. Presidents' persuasive powers and coalition building have helped alleviate the deadlock problem. Analysis of the deadlock periods shows that the additional triggering or sufficient causes for deadlocks are either exogenous to the political institutions or related to the instability of coalitions in the nation's nonideological party system, which consists of three almost equal-sized parties.

Hip-hop music has become an important tool worldwide for poor, marginalized youth to reflect on their lived experiences. This article traces the genre's production from its spontaneous origins in the urban ghettos of New York to its commoditization for global consumption and its evolution in three different Latin American settings: Colombia, Cuba, and Mexico. The article explores how hip-hop has been appropriated in each country and has been used to express the performers’ reflections on social, political, and economic problems. It also looks at the interplay between the homogenizing tendencies of global hip-hop and its local reception.

The article examines the degree of institutionalization of the Guatemalan party universe across four areas: the pattern of interparty competition; the rootedness of parties in society; the legitimacy accorded to parties and democratic institutions; and the nature of internal party organization. Guatemala displays an extremely inchoate party structure across all these variables. There is no stability in the identity of the main parties in the polity. After more than two decades of electoral democracy, no single party has been able to avert a drift into electoral irrelevance or outright disappearance. With respect to the basic facets of internal party organization, Guatemalan parties exhibit a feebleness so pronounced that their very status as parties is questionable. In general, Guatemalan “parties” only fulfill Sartori's minimalist definition as organizations that field candidates for public office, but offer nothing more substantive.

PRD politicians and officials widely use clientelism to structure their relationships with citizens. This is due not only to the entrenchment of clientelism in Mexican politics or to high rates of poverty and inequality, but also to the limited institutionalization of democratic rules inside the party. The last stems largely from the party's electoral strategy in its formative years, and has resulted in uncontrolled factional battles that play out through clientelism. The Brazilian PT faced external and internal conditions quite similar to those of the PRD, but its early focus on organization building and policy change allowed it to avoid clientelism to a greater degree. This analysis problematizes the trend of using minimalist definitions that assume clientelism to be nondemocratic because these approaches result in conceptual stretching and decreased explanatory power.

After reviewing progress in Latin America's economic stabilization and international competitiveness in the last two decades, this essay discusses the current post–Washington Consensus “social democratic convergence” agenda, which aims to sharpen market efficiency, improve the quality of democratic governance, and advance equity goals by attacking the social deficit. Two illustrative examples, at opposite ends of the development spectrum, are Nicaragua's pro-CAFTA agenda and Chile's Chile Compete program. More generally, pluralistic democracy can hamper progress by giving veto powers to recalcitrant vested interests; but enlightened political leadership can make gains by combining carefully crafted coalitions, international support, popular pressures, and an attractive ideological message.
