A major reason for the gendered division of parental leave use is the financial compensation during leave. Swedish national parental leave benefit provides 77.6 percent of earlier earnings up to an income ceiling, but collective agreements cover part of the income loss above the ceiling during leave. We focus on the importance of such collective agreements by examining fathers’ parental leave take-up across the 2000s, as agreements were expanded during this period in time. We combine register data for the period 2001 to 2011 with the Longitudinal Integrated Database for Health Insurance and Labour Market Studies (LISA) being the key data source. The main division of agreements is between the state, the municipality and county, and the private sector. Results indicate that fathers with income above the income ceiling increase their use over the time period. Especially in the private sector a polarisation can be seen, where high income fathers increase their leave use, while fathers with lower income fall behind. As we do not find stronger increase in fathers’ leave use in sectors where agreements expanded across time there is no evident support of a direct effect of the top-ups.

The Government in England contributes an estimated £3.9 billion funding to support childcare and education for three- and four-year olds and for some two-year olds. A significant proportion of this money is spent on private sector childcare. However, little is known about how the money paid to companies providing private sector childcare is used. Through a cross-case analysis, the financial accounts of a sample of medium-to large private ‘for-profit’ childcare groups were compared with some ‘not-for-profit’ childcare providers. We found that for the for-profit companies, a considerable amount of money is being extracted for debt repayment and relatively little goes into staff wages. We found that large private for-profit nursery groups predominately use ‘private equity’ models which are characterised by borrowings and debt, with a focus on short-term financial returns. This ‘for-profit’ financial operating model arguably risks the sustainability of provision in the sector. Reformed regulation and transparency in the accounting of such providers and a consideration of alternative ‘not-for-profit’ financial models could provide greater stability and resilience.

With the evolution towards more service-intensive social investment welfare states across Europe, research on the institutional capacities of subnational welfare provision is increasingly relevant. Based on a comparative case analysis of three post-industrial municipalities in Europe, this article harbors a two-pronged objective: first, empirically, to show how regional and local governance capabilities are crucial to effective SI policy delivery; second, more positively, to bring out the proficiency of vertical coordination between national administration and subnational layers, alongside the critical role of horizontal policy discretion at the local level to align social benefits and capacitating services for the success of SI delivery; and, by implication, the overall responsiveness of national welfare systems to the changing nature of 21st century socioeconomic risks.

Policymakers are liable to ‘treasure what is measured’ and overlook phenomena that are not. In an era of increased reliance on administrative data, existing policies also often determine what is measured in the first place. We explore this two-way interaction between measurement and policy in the context of the investment incomes and capital gains that are missing from the UK’s official income statistics. We show that these ‘missing incomes’ change the established picture of economic inequality over the past decade, revealing rising top income shares during the period of austerity. The underestimation of these forms of income in official statistics has hidden the impact of tax policies that disproportionately benefit the wealthiest. We urge a renewed focus on how policy affects and is affected by measurement.

Numerous studies have demonstrated that the provision of early childhood education and childcare services (ECEC) is associated with higher women’s participation in the labor market. However, many questions about the causal relationship between the supply of childcare and patterns of female employment remain open. In an effort to overcome common endogeneity problems, we conducted a conjoint experiment in Switzerland, which enables us to analyze mothers’ employment intentions in different – and even in some hypothetical – contexts. Our results demonstrate that improving the provision of ECEC services does affect mothers’ intentions to engage in paid labor. Nevertheless, mothers comprise a heterogeneous group. As expected, ECEC services’ effects are limited for mothers with comparatively high levels of employment. In contrast, mothers with low levels of employment are quite reactive to changing policy contexts, especially if external childcare spots for preschoolers become affordable. Notably, elasticity is present not only in the behavior of women with preferences for supplementary, external childcare, but also in that of women with preferences for parental or home-centered childcare. Our study thus highlights childcare policies’ potential to change the patterns of female employment in contexts marked by persistent traditional gender roles and limited childcare provision.

Utilising Abbott’s work on professions and disciplines we trace the broad development of Social Policy in UK universities over the past 50 years. As with all subjects, Social Policy is enmeshed in continuous boundary protection, and at the same time may seek to extend jurisdiction by laying claim to areas and activities undertaken by others. We draw on a range of sources to inform our analysis including: overviews of contributions to Journal of Social Policy; reviews of selected available UK Social Policy Association documents such as newsletters; reviews of research quality (Research Assessment Exercise/Research Excellence Framework) submissions; and student numbers data. In conclusion we consider whether reassessment of some of the jurisdictional battles of the past 50 years might provide routes forward for the subject to flourish in the current environment.

This article investigates the impact of NPM reforms on two prominent welfare state professions; medical doctors and teachers. The case study context is Sweden, where the impact of NPM led to a series of reforms in health care and education after 1990. The focus in the paper is on professional autonomy, which can be seen as a core trait in professional work. The findings in the article point to both medical doctors and teachers having lost professional autonomy as a result of NPM-reforms, particularly with regards to the dimensions of work organization and evaluation. Autonomy in individual decision-making seems to have been least affected, even if there are indications of this being infringed upon as well. Despite these broad similarities, the loss of autonomy is found to be more pronounced in the case of teachers. One reason behind this difference, which manifests itself in teachers having become subject to higher level of direct administrative control by school managers while at the same time experiencing a more distinct loss of autonomy to evaluate their work, appears to be that medical doctors have been more successful in establishing themselves as experts in relation to new public audit agencies.

Outcomes Based Commissioning (OBC) – for example, Pay for Success (in the US) or Payment by Results (in the UK) – has been suggested as a way to provide ‘more’ social services for ‘less’ public resources. Such commissioning is often linked with an innovative financing tool called a Social Impact Bond (SIB). Using data from the Social Finance UK Database and focusing on SIBs in the US and UK, we evaluate whether the SIB approach aligns with the theoretical predictions of social innovation. The results provide limited evidence that SIBs facilitate capital injections from the private sector into the production of social goods as well as facilitate parts of the process of social innovation – namely, piloting and scaling. We conclude that there is significant variation, both between the US and UK and within the US, in social innovation ecosystems and the role played by SIBs.

The environment remains on the margins of social policy. Bringing degrowth literature into conversation with social policy debates about decommodification, we argue that a re-imagined decommodification remains central to addressing the social-ecological challenges we face and to forging a post-growth, post-productivist ecosocial welfare state. We explore the implications of this for re-imagining and mapping three core areas of an ecosocial welfare state revolving around the work/welfare/care nexus: the redistribution of time across work and care; repurposing of active labour market measures; and reorienting cash transfers and services. In each case we discuss what decommodified social policy in the service of a post-growth, post-productivist future might entail. Acknowledging challenges, we identify how instances of prefiguration of policy programmes and experiments across various countries offer concrete compass points for further transformation and a necessary paradigmatic shift.

Trans people1 – those whose gender identity does not match that assigned to them at birth – are at considerably elevated risk of homelessness, reflecting their marginalized legal, bureaucratic and socio-economic status2. Recent substantial international expansion to the medico-legal rights afforded them operates in tension with cisnormative welfare structures. Based upon a Critical Discourse Analysis of interviews with 35 trans people with experience of homeless in Wales, UK, alongside 12 workers in the system, I argue that anti-discrimination legislation is insufficient in its current form to prevent discrimination against trans people. I suggest that, without addressing deeper structural cisnormativity, service provision for trans people experiencing homelessness and other forms of social marginalisation will remain inadequate. This argument rests upon the following findings. (1) Failing to consider exclusion at a structural level leads to system-gaps and misunderstandings, producing poor service experiences. (2) The specific needs of trans applicants are under considered in system planning, reducing scope for meaningful homelessness interventions. (3) An equalities approach can produce a reductive and potentially pathologizing focus upon trans identity, diverting from specific individual needs. I conclude that provision of inclusive services necessitates consideration of the impact of deep cisnormative assumptions in service design and delivery, and their resultant exclusion of trans people.

Informal caregiving for older family members is increasingly recognized and encouraged by public policies. This is even more the case in familialistic countries such as Austria. This article aims to examine the role of the family in the care culture of a familialistic care regime through the experiences of care dyads combining upwards intergenerational family care and formal care services. The analysis is based on framework analysis of 48 face-to-face interviews, almost all conducted separately, with 24 care dyads of older care users (average age 86 years old with moderate to high care needs) and their main informal carers in Austria combining formal and informal care. A quarter of caregivers and care receivers were male. We identified four different ideals (family care, preferences, involvement, gendered care) which were distributed across different groups of Socio-Economic Status (SES) and described by women and men.

The increasing presence of for-profit service providers in publicly-funded eldercare has transformed care in Nordic welfare states which have a strong tradition of public care provision. Macro-level research on care policies has mainly focused on public institutions, national policies, and marketization. The financialization of eldercare has not received much scholarly attention, and existing studies mostly focus on the UK. The financialization of eldercare refers to the ways in which care is both a site of profit extraction and financial engineering. The Nordic system is relatively universal, and, with rapidly ageing demographics, there is a secured demand for eldercare services. However, these services have been heavily marketized over the past two decades, opening up lucrative possibilities for financialized actors who have established a stronghold over the markets. We analyse these processes through selected empirical examples from Finland, and argue that the financialization of eldercare in the Nordic context demands attention as we are witnessing a new configuration between the constitutional order of the welfare state, public finances, and private profit which is neither transparent, nor democratic.

Social Policy as an academic discipline has been at the forefront of many progressive movements in society, exploring problems of poverty, hardship, exclusion and suffering, government intervention, and the critical appraisal of those interventions. Yet it has been strangely silent on issues of sexual identity and gender identity and the inequities faced by the LGBTQ+ community. In this article we draw upon lesbian and gay studies, and queer studies, to, first, unpack how heteronormativity is reinforced in social policy in practice and in its analysis within Social Policy as a discipline. This illustrates how the family, as a core basis for welfare in societies, has meant that, reflexively, the base unit of analysis within Social Policy has been the heterosexual family, without a full interrogation of what this means for different groups. Second, we review the limited evidence available around the inequalities LGBTQ+ people face, primarily in the UK (and wider global North), highlighting how the years of oppression have made “counting” this group of people difficult within our usual survey instruments. Thus, while Social Policy has aimed to achieve a universal social citizenship for all, it has inadvertently remained silent on how to include LGBTQ+ in its analysis.

There has been an explosion of interest in the “four-day-week” movement across the globe, especially due to its potential in addressing many of the societal challenges left by the COVID-19 pandemic. Four-day-week is a movement set to shorten the working hours of full-time workers without a reduction in pay. I aim to set out the case for a national move towards a four-day-week explaining why social policy scholars should lead the debate. First, I provide evidence of the societal costs that the current long-hours work culture has on workers’ and their family’s well-being and welfare, social inequality, and social cohesion. Shorter working can help tackle these issues by giving workers right to time, shifting the balance between work and non-work activities in our lives and valuing them both. Social policy scholars need to lead this debate owing to our existing knowledge and expertise in dealing with these social issues and state-level interventions. In addition, without pressing for fundamental changes in our labour market, we cannot adequately address some of the key challenges we face as a society. The paper ends with key research questions social policy scholars should address as a part of this move.

Understanding the historical policy pathways that have led to the constellation of policies that both reflect and shape the current gender order can reveal reasons for the persistence of gender inequality in paid work and unpaid family care. Bringing together existing research and policy critique with Carol Bacchi’s framework of policy as ‘gendering practices’, this paper focuses on the role of policy as a process that constructs and upholds an unequal gender order. The discussion traces how UK social policies have since the establishment of the post-war welfare state articulated and positioned gendered possibilities for combining paid work and childrearing, shaping gendered and classed work-family life courses. The analysis illustrates that British social policy has not been consistently committed to a more equal gender regime but instead maintained a heteronormative family ideal and thus, despite various policy changes, the gendering of ‘the worker’ and ‘the parent’ as conceptualised in UK policy has persisted over the last several decades.

In many Western countries local welfare agencies retain large responsibilities in the practical organisation of means-tested support. While this may lead to substantial differences in the application trajectories of prospective claimants, what has garnered little empirical research is how local agencies use their discretion to implement practices that may encourage or discourage take-up. In addition, we know little on the extent to which variation in local implementation is attributable to differences in local conditions. Focusing on Belgium as an interesting case, this article addresses this gap by mapping the variation in local implementation practices in specific aspects of social assistance that are relevant in terms of limiting non-take-up. We assess whether certain local political, socio-demographic or economic characteristics favour implementation practices, using structural equation modelling on custom-collected data on the practical organisation of social assistance application trajectories in 119 Belgian municipalities. The results show that local welfare agencies implement coherent practices regarding information provision, accessibility, trust and the locus of initiative in the claiming process. We find the political orientation of the municipality and the share of foreigners in the municipality to be related with, respectively, shifting the locus of initiative away from the welfare claimant and a focus on information provision.

The marketisation of European home care has given rise to significant private for-profit providers growth. However, little research has focused directly on commercial companies to examine the mechanisms through which they emerge, grow and shape long-term care policy – this is this paper’s task. Drawing on the literature on business power, the recent concept of “institutional business power” is introduced, defined as the power flowing from the entrenched position of business actors in the provision of public social services. The paper identifies the mechanisms through which private providers have grown and assesses the extent of their institutional power by examining their influence on policy and the support they obtain from relevant home care stakeholders. The limits of providers’ institutional power are also discussed. The paper relies on semi-structured interviews with representatives of public, private and non-profit home care providers.

We undoubtably live in a digitally infused world. From government administrative processes to financial transactions and social media posts, digital technologies automatically collect, collate, combine and circulate digital traces of our actions and thoughts, which are in turn used to construct digital personas of us. More significantly, government decisions are increasingly automated with real world effect; companies subvert human workers to automated processes; while social media algorithms prioritise outrage and ‘fake news’ with destabilizing and devastating effects for public trust in social institutions. Accordingly, what it means to be a person, a citizen, and a consumer, and what constitutes society and the economy in the 21st century is profoundly different to that in the 20th century.
